拓展外事新服務 探索發展新路徑 2021年全國城市外事服務系統協作會議常務理事會 會議在渝舉行

為增進全國各城市外事服務機構的了解和友誼，開展全方位、多領域、多層次的友好交流與合作，6月17日至19日，2021年全國城市外事服務系統協作會議常務理事會會議在重慶市政府外辦舉行，為全國城市外事服務機構搭建交流與合作的平臺，助力地方經濟發展。

全國城市外事服務系統協作會議是全國城市外事服務機構交流與合作的平臺，自1986年首次舉行迄今已35年，立足外事服務系統的交流與合作，為各城市外事服務機構提供了一個綜合協調、聯絡溝通、互助共享的平臺。

此次會議由全國城市外事服務系統協作會議常務理事會主辦，重慶市外事服務中心承辦。重慶市政府外辦副主任周毅，全國城市外事服務系統協作會議常務理事會理事長溫巨星，來自長沙、青島、廈門、深圳、海南、浙江等28個省市的協會常務理事會成員單位代表，以及重慶市政府外辦秘書行政處、禮賓處、財務處、機關黨委負責人，以“線上+線下”方式參加會議。全國城市外事服務系統協作會議常務理事會秘書長羅巍主持會議。

重慶市政府外辦副主任周毅在會上致辭，并介紹了重慶市對外交往情況。全國城市外事服務系統協作會議常務理事會理事長溫巨星帶領大家學習習近平外交思想，并通報常務理事會相關工作情況。重慶市外事服務中心主任張小靜向與會嘉賓推介重慶，介紹重慶市外事服務中心基本情況，并向各理事會成員單位代表提出合作意向。

各理事會成員單位代表緊緊圍繞后疫情時代外服系統如何服務保障“大外事”、如何拓展外事服務領域跨界發展等問題進行了深入探討交流。長沙、廈門、無錫等城市代表分別就各自轉型發展等經驗作專題發言。會議一致認同重慶市外事服務中心發起關于國際大型會議服務方面合作事項，深圳、廈門、長沙、青島等城市外服單位與重慶市外事服務中心簽署《國際大型會議服務戰略合作協議》，在獨立承辦大型國際會議、會展的成功經驗、招投標模式、行業資源、專家智庫、人才渠道優勢等方面，助力重慶市外事服務中心打造國際大型會議服務品牌。

此次會議還緊扣建黨100周年主題，組織與會代表參訪曾家巖50號周公館、重慶談判舊址桂園、紅巖革命紀念館、渣滓洞白公館監獄舊址等地開展黨性教育，感受紅色文化、接受革命精神洗禮。會議就發揮重慶作為外交部首批納入全國外事系統“外事紅色教育課堂”的項目優勢，促進各常務理事單位的外事紅色資源聯動發展達成共識，深圳、廈門、長沙、青島、煙臺、呼和浩特、無錫、常州、西安、海南、浙江等11家單位共同簽署《“外事紅色教育課堂”·重慶實踐基地項目合作協議》，在培訓教育、團組參訪等方面開展交流合作，講好中國故事，推動國際交往。

訪渝期間，與會代表還前往兩路寸灘保稅區、兩江數字經濟演示中心，考察重慶對外開放形象與成果。此次會議主題鮮明、內容豐富、活動多元、成果豐碩，得到常務理事會高度評價，并稱彰顯了重慶外事服務高水平，樹立起全國城市外事服務系統工作新標桿。

In order to enhance the understanding and friendship of foreign affairs service organizations in cities across China， and carry out all-round， multi-field， and multi-level friendly exchanges and cooperation， from June 17th to 19th， Standing Council Meeting of the 2021 National City Foreign Affairs Service System Cooperation Conference was held in the Foreign Affairs Office of the Chongqing Municipal Government to build a platform for exchanges and cooperation for foreign affairs service institutions in cities across the country and propel local economic development.

The National City Foreign Affairs Service System Cooperation Conference is a platform for the exchange and cooperation of foreign affairs service organizations in cities across the country. With a history of 35 years since its establishment in 1986 and based on the exchange and cooperation of foreign affairs service systems， it provides a comprehensive coordination， liaison and communication， mutual assistance and sharing platform for foreign affairs service institutions in various cities.

The meeting was hosted by the Standing Council of the National City Foreign Affairs Service System Cooperation Conference and undertaken by Chongqing Foreign Affairs Service Center. Zhou Yi， deputy director general of the Foreign Affairs Office of the Chongqing Municipal Government， Wen Juxing， Director General of the Standing Council of the National City Foreign Affairs Service System Cooperation Conference， association representatives of member units of the Standing Council from 28 provinces and cities including Changsha， Qingdao， Xiamen， Shenzhen， and heads of the Secretarial and Administrative Division， the Protocol Division， the Finance Division， and the Party Committee of Foreign Affairs Office of Chongqing Municipal People's Government will participate in the meeting in "online + offline" form. Luo Wei， secretary general of the Standing Council of the National City Foreign Affairs Service System Cooperation Conference presided over the meeting.

Zhou Yi， deputy director general of Foreign Affairs Office of the Chongqing Municipal Government， delivered a speech at the meeting and introduced the situation of Chongqing's foreign exchanges. Wen Juxing， director general of the Standing Council of the National City Foreign Affairs Service System Cooperation Conference， led everyone to learn Xi Jinping Thought on Diplomacy and reported the relevant work of the Standing Council. Zhang Xiaojing， director of Chongqing Foreign Affairs Service Center， promoted Chongqing to the guests， introduced the basic profile of Chongqing Foreign Affairs Service Center， and proposed cooperation intentions to representatives of member units of the Standing Council.

Representatives of the member units of the Standing Council conducted in-depth discussions and exchanges on how the foreign affairs service system in the post-epidemic era can serve and guarantee "big foreign affairs" and how to expand the collaborative development of foreign affairs services. Representatives from Changsha， Xiamen， Wuxi and other provinces and cities made themed speeches on their respective experiences in transformation and development. The meeting unanimously agreed the cooperation on matters initiated by the Chongqing Foreign Affairs Service Center on international large-scale conference services. The foreign service units of Shenzhen， Xiamen， Changsha， Qingdao and other provinces and cities signed the International Large-scale Conference Service Strategic Cooperation Agreement with the Chongqing Foreign Affairs Service Center. In terms of experiences with regard to independently hosting large-scale international conferences and exhibitions， bidding models， industry resources， expert think tanks， talent channel advantages， etc.， they assist Chongqing Foreign Affairs Service Center in building an international large-scale conference service brand.

The meeting also closely followed the theme of the 100th anniversary of the founding of the Communist Party of China， and organized the participants to visit the Zhou‘s Mansion at No.50 Zengjiayan， the Chongqing Negotiation Site， Guiyuan， Hongyan Revolutionary Memorial Hall， White Residence Prison Site， Zhazidong and other sites to carry out Party character education， experience the red culture， and accept the baptism of revolutionary spirit. The meeting reached a consensus on the project advantage of Chongqing as the first batch of “Foreign Affairs Red Education Classroom” of the national foreign affairs system by the Ministry of Foreign Affairs to promote the linkage of foreign affairs red resources among the council members. 11 units such as Shenzhen， Xiamen， Changsha， Qingdao， Yantai， Hohhot， Wuxi ， Changzhou， Xian， Haincan， and Zhejiang jointly signed the "Foreign Affairs Red Education Classroom" Chongqing Practice Base Project Cooperation Agreement to carry out exchanges and cooperation in training and education， group visits， etc.， to tell Chinese stories well and promote International exchanges.

During the visit to Chongqing， the guests also went to Lianglu/Cuntan Free Trade Port Area and Liangjiang Digital Economy Exhibition Center to inspect the image and achievements of Chongqings opening up to the outside world. With a clear theme， rich content， diverse activities， and fruitful results. the meeting was highly praised by the Standing Council， and it demonstrated the high level of Chongqing's foreign affairs service and set a new benchmark for the work of the national city foreign affairs service system.

參觀周公館、中共中央南方局舊址，讓人印象深刻。當年，南方局的外事工作，是在極其復雜的政治環境和國際背景下展開的。如今回顧這段歷史，了解老一輩無產階級革命家在重慶不懈奮斗的抗戰歷程，這是十分寶貴的歷史遺產，也能促使大家以更加飽滿的熱情投入到外事服務事業。
