CCPIT Holds Conference to Review Poverty Alleviation and Encourage Effective Link-up of Poverty Alleviation Achievements and Rural Revitalization

On the afternoon of May 28th， the China Council for the Promotion of International Trade（CCPIT） held in its auditorium a mobilization meeting to review its poverty alleviation efforts and consolidate and deepen the effective link-up of its poverty alleviation achievements and rural revitalization. Gao Yan， Chairperson and Secretary of Leading Party Members Group of the CCPIT， attended the meeting and delivered a speech. Lu Pengqi， Vice Chairman and Member of Leading Party Members Group of the CCPIT， presided over the meeting. Ke Liangdong， Vice Chairman and Member of Leading Party MembersGroup of the CCPIT， read out the Decision of the CCPIT on Commending Advanced Collectives， Outstanding Temporary Cadres， First Village Secretarie and Advanced Individuals in Poverty Alleviation.

It is pointed out at the meeting that the CCPIT will resolutely implement General Secretary Xi Jinpings instructions and the CPC Central Committees major decisions and arrangements on poverty alleviation. It will take poverty alleviation as a major political task， adhere to the reality， grasp the law of poverty reduction， and work with Congjiang County of Guizhou Province and Lindian County of Heilongjiang Province to overcome difficulties， so as to win the battle against poverty and write a chapter of poverty reduction with Chinese characteristics.

It is stressed that shaking off poverty is not the end but the starting point for a new life and a new endeavor. It is imperative to study and implement the guiding principles of General Secretary Xi Jinpings speeches. In light of the new situation and new requirements arising from the new development stage， philosophy and paradigm， we must unswervingly shoulder the political responsibility of providing targeted assistance， and consolidate and expand the effective linkup of poverty alleviation achievements and rural revitalization. Also， we should continue our targeted assistance and encourage targeted counties to break new ground in accelerating the modernization of agriculture and rural areas. In addition， we should open a new chapter in comprehensively promoting rural revitalization and make new achievements in highquality development. Well promote the highquality and efficient development of agriculture， make rural areas livable and business-friendly， make farmers affluent and wealthy， and strive to write a new chapter from a new starting point.

The meeting required that Congjiang County and Lindian County should be urged and guided to effectively link up the leadership system， work system， development plan， and policies and measures during the transition period to ensure that large-scale return to poverty would not occur. All departments and parties should take the designated assistance as an important agenda， and the main responsible persons should personally deploy， organize， and promote such work， and resolutely implement the annual assistance tasks and objectives. Temporary cadres and first secretaries stationed in villages should bear in mind their mission， live up to the trust placed in them， take root in the grassroots， serve the frontline， and ensure that all assistance measures are well implemented.

CCPIT Chairperson Gao Yan Meets with Beijing Office Director of the HKSAR Government Liang Zhiren

On June 2nd， Gao Yan， Chairperson of the China Council for the Promotion of International Trade （CCPIT）， met in Beijing with Liang Zhiren， Director of the Office of the Government of the Hong Kong Special Administrative Region（HKSAR） of the Peoples Republic of China in Beijing （Beijing Office）. The two sides exchanged views on promoting the economic and trade cooperation between Chinas mainland and Hong Kong， better integrating Hong Kong into the “14th Five-Year Plan” and strengthening exchanges between the CCPIT and Beijing Office.

Gao Yan noted that Beijing Office has actively pushed for closer Mainland-Hong Kong ties and further integrated Hong Kong into national development， making positive contributions to the “one country， two systems” cause and to Chinas economic growth. The CCPIT will， based on the reality of the new development stage， deepen exchanges and cooperation with HKSAR government， build more platforms for practical cooperation， and encourage enterprises from Chinas mainland and Hong Kong to take an active part in the high-quality joint building of the Belt and Road and in the construction of the Guangdong-Hong Kong-Macao Greater Bay Area， so as to facilitate the smooth and steady progress of the “one country， two systems” cause and make greater contributions to a good start of the 14th Five-Year Plan.

Liang Zhiren said that the 14th Five-Year Plan specifies the requirements for maintaining long-term prosperity and stability in Hong Kong and injects new impetus into Hong Kongs future development. Beijing Office stands ready to deepen cooperation with the CCPIT， fully implement the 14th Five-Year Plan， provide better services for Hong Kong people and enterprises in the Mainland and achieve Hong Kongs closer integration with national development.

On May 27th， the 8th China Entrepreneurs Development Annual Conference was held in Chengdu. Chen Jianan， Vice Chairman of the China Council for the Promotion of International Trade （CCPIT）， attended the annual meeting and delivered a speech.

China Allows Foreign Investors to Open Entertainment Venues

China has permitted foreign investors to open entertainment venues on the Chinese mainland， removing restrictions on the proportion of foreign investment， said a recent circular released by the Ministry of Culture and Tourism.

To set up an entertainment venue， foreign investors shall submit an application to provincial-level administrative departments of culture and tourism， said the circular.

Application documents and conditions for establishment and procedure are consistent with those for domestic investors， it added.

China-Europe Freight Train Adds New Route to Budapest

A new China-Europe freight-train route linking the city of Jinhua in East Chinas Zhejiang Province with Budapest in Hungary was launched.

The freight-train service was launched ahead of the 2nd China-CEEC Expo & International Consumer Goods Fair， which is to be held in the city of Ningbo， Zhejiang， from Tuesday to Friday.

The train carries about RMB 21 million（about USD 3.3 million） worth of goods， including auto parts， electronic instruments and household items. It is expected to arrive in the Hungarian capital in 18 days.

The bilateral trade between China and Hungary grew 14.4% year-on-year in 2020， with China being Hungarys third-largest trading partner， according to the Chinese Ministry of Commerce.

The new China-Europe freight-train service offers a new efficient and convenient route for the Yangtze River Delta and even eastern Chinese coastal cities to export goods to Europe， said Hangzhou Customs.

In the January-May period， a total of 286 China-Europe freight trains departed or arrived in the city of Jinhua， carrying 23，700 TEUs of goods， with the two figures up 565% and 566% year-on-year， respectively.

Negative Lists for Services Trade Likely Ready Soon

Chinas highly anticipated negative lists for cross-border trade in services are in the pipeline as the draft version for the Hainan Free Trade Port is currently undergoing processing for final release， according to experts familiar with the matter.

As part of efforts to promote a higher level of opening-up and boost the services industry to optimize its economy， China plans to release the negative list for the Hainan FTP first， followed by versions covering pilot free trade zones as well as the entire nation， said Nie Pingxiang， Deputy Director of the Service Trade Institute under the Ministry of Commerce.

“The negative lists are likely to come out soon， probably within the year，” Nie said， adding that based on the Hainan version， the shortest of all three， drafting for the other two will be relatively easier.

According to Nie， the focus of the negative lists will be on improving facilitation and liberalization of cross-border supply， as well as expanding employment access and facilitation for foreigners.

Experts said those negative lists for cross-border trade services are expected to tackle various issues restricting cross-border supply， overseas market consumption and movement of individuals to boost trade in services.

Chinas trade in services has been growing rapidly， accounting for an increasingly larger share of total foreign trade.

The latest data from the Ministry of Commerce showed that the countrys services trade rose 3.3% from a year ago to RMB 1.56 trillion （USD 243.37 billion） in the first four months.
