中新（重慶）文化和旅游產業聯盟成立

On November 7th, China-Singapore (Chongqing) Culture and Tourism Industry Alliance was inaugurated on Chongqing Window of International Culture and Tourism. Zeng Jinghua, Director-General of Chongqing Connectivity Initiative Bureau and Qin Dingbo,Deputy Director-General of Chongqing Municipal Commission of Culture and Tourism Development attended the event and delivered speeches.Andrew Phua, Chief Representative and Executive Director of Greater China,Singapore Tourism Board, delivered a speech via video link, expressing his warm congratulations on the establishment of the alliance.

中新（重慶）文化和旅游產業聯盟在重慶國際文旅之窗2022年11月7日啟動。重慶市中新示范項目管理局局長曾菁華、重慶市文化和旅游發展委員會副主任秦定波出席活動并致辭，新加坡旅游局大中華區首席代表兼署長潘政志線上視頻致辭，對聯盟的成立表示熱烈祝賀。

曾菁華在致辭中表示，在中新互聯互通項目實施7周年之際，渝新攜手搭建中新互聯互通項目框架下又一個新的合作平臺—中新（重慶）文化和旅游產業聯盟，共同推動雙方文旅產業合作，促進渝新人文相親，是落實中新（重慶）文旅合作計劃的具體舉措。他指出，在新冠肺炎疫情結束后，全球旅游業有望爆發式反彈的背景下，現在成立聯盟有利于雙方業界同仁建立合作關系，提前做好應對準備，從而創造更好的業績。希望渝新兩地文旅業界充分利用好聯盟平臺，加強聯絡，互通有無，在實現自身發展的同時，助力聯盟不斷壯大，推動雙方產業融合發展，促進渝新兩地民相親、心相通。

Zeng Jinghua said in his speech that seven years into the China-Singapore(Chongqing) Demonstration Initiative on Strategic Connectivity (CCI), Chongqing and Singapore have worked together to build another new cooperation platform,China-Singapore (Chongqing) Culture and Tourism Industry Alliance. Chongqing and Singapore will jointly facilitate the cooperation of the culture and tourism industries and promote the people-to-people bond between the two sides. It is a concrete action to implement the China-Singapore (Chongqing) culture and tourism cooperation plan.Zeng Jinghua pointed out that in the context where the global tourism industry is expected to rebound exponentially after the COVID-19 pandemic, the establishment of the Alliance now is conducive to cooperation in the industry of both sides to prepare in advance and work for better results. It is hoped that the culture and tourism industries in Chongqing and Singapore will make full use of the Alliance as a platform to enhance interactions and exchanges and help the Alliance to grow from strength to strength.While realizing their own development, the two sides will also promote industrial integration and development and improve the mutual understanding between the people of Chongqing and Singapore.

秦定波表示，聯盟的成立是落實重慶市文化和旅游發展委員會與新加坡旅游局簽訂戰略協議的具體舉措，有利于引導中國西部城市游客通過重慶到新加坡旅游，推動渝新在旅游規劃、人才培訓以及康養旅游和醫療旅游等業態的全方位合作，促進兩地文旅產業優勢互補、加快復蘇步伐，促進文旅深度融合、全產業鏈跨界融合，放大“雙樞紐”優勢、激發區域市場潛能。希望聯盟厚植聯動優勢、深挖合作潛能、搶抓發展機遇，在攜手共創復蘇新前景、開創中新文旅全方位合作新篇、推動“面對面”文旅合作上，走在前、帶好頭、當標桿。

Qin Dingbo said that the establishment of the Alliance is a concrete measure to implement the strategic agreement signed between Chongqing Municipal Commission of Culture and Tourism Development and Singapore Tourism Board,which will facilitate tourists from western Chinese cities to go to Singapore via Chongqing. It will also strengthen the all-round cooperation between Chongqing and Singapore in tourism planning,personnel training, health tourism, and medical tourism, tap the complementary advantages of the culture and tourism industry between the two places, accelerate recovery, promote the deep integration of culture and tourism as well as the integration of the whole industry chain, expand the advantages of Chongqing and Singapore as “mutual

Andrew Phua pointed out in his speech that Chongqing is a city that Singapore Tourism Board attaches great importance to. He believed that the Alliance will build a bridge for cooperation between tourism partners of the two places, create more opportunities for mutual learning, and fast-track the recovery process of two-way exchanges.

China-Singapore (Chongqing) Culture and Tourism Industry Alliance is an open service platform initiated and established by Chongqing Window of International Culture and Tourism together with culture and tourism companies/organizations engaged in dining, accommodation, transportation, traveling, shopping, and entertainment in both Chongqing and Singapore. It was set up in August, 2022 under the support and guidance of Chongqing Municipal Commission of Culture and Tourism Development, Chongqing Connectivity Initiative Bureau, and Singapore Tourism Board. The Alliance incorporates multiple functions such as policy consultation, exhibition, sales, learning, training, and information exchange. Aiming to boost the integration and sharing of resources within the industry and across industries and regions, the Alliance will promote opening-up and win-win cooperation at higher levels and in wider areas of the culture and tourism industry chain between western China, with Chongqing as the focus, and Singapore and even ASEAN countries.

During the inauguration ceremony, SPACElogic and Chongqing Window of International Culture were awarded as secretary of Singapore and secretary of China respectively. Chongqing Culture and Tourism Association and National Association of Travel Agents Singapore, special members of the Alliance, signed a Memorandum of Cooperation online. Chongqing Window of International Culture and SPACElogic signed a strategic cooperation agreement. Singapore Tourism Board, Singapore Airlines,and some Alliance representative institutions from Yuzhong District, Jiangbei District,Nanchuan District, Bishan District, Wulong District, and Fengjie County promoted culture and tourism.

潘政志在致辭中指出，重慶是新加坡旅游局非常看重的城市，相信聯盟將為兩地旅游從業伙伴搭建起合作的橋梁，在互學互鑒中挖掘更多機會，從而推動雙邊交流復蘇的進程。

中新（重慶）文化和旅游產業聯盟，是在重慶市文化和旅游發展委員會、重慶市中新示范項目管理局和新加坡旅游局的支持和指導下，由重慶國際文旅之窗于2022年8月聯合渝新兩地“吃、住、行、游、購、娛”等文旅企業及單位發起搭建的，集政策咨詢、展示展銷、學習培訓、信息交流等功能為一體的開放式公共服務平臺。聯盟旨在促進行業內以及跨行業跨區域的資源整合與共享，推動以重慶為聚焦地的西部省市與新加坡乃至東盟國家文旅產業鏈更高層次、更寬領域的開放合作和互利共贏。

活動當日，還分別為聯盟新方秘書單位新加坡信羅跡集團、中方秘書單位重慶國際文旅之窗授牌。聯盟特別成員單位，重慶市文化和旅游協會與新加坡全國旅行社協會（NATAS），線上簽署合作備忘錄；重慶國際文旅之窗與新加坡信羅跡集團，線下簽署戰略合作協議。新加坡旅游局、新加坡航空公司以及來自渝中區、江北區、南川區、璧山區、武隆區、奉節縣的聯盟成員單位代表在現場進行了文旅推介。

此外，活動現場設置“重慶非遺”展示區，展示由重慶市非物質文化遺產保護中心提供的精美非遺技藝作品，向現場來賓近距離呈現非物質文化遺產傳承、保護、利用成果。

作為本次活動的承辦方，重慶國際文旅之窗充分發揮市級服務平臺作用，為聯盟迅速組建、高位起步、高效運行做了大量細致的工作，得到了聯盟成員單位的高度認可和一致肯定，被推選為聯盟中方秘書單位。未來，重慶國際文旅之窗將切實擔負起秘書單位的職責，不斷完善聯盟的工作機制，不斷提升聯盟的組織協調水平，持續提升為聯盟成員服務的能力，不斷擴大聯盟的影響力和行業美譽度，將聯盟打造為加強重慶和新加坡文化旅游領域交流合作的高水準平臺。

In addition, Chongqing Intangible Cultural Heritage Exhibition Area was set up at the event venue, displaying the exquisite craftwork provided by Chongqing Intangible Cultural Heritage Protection Center and presenting achievements in inheriting,preserving, and utilizing intangible cultural heritages in a close-up way.

As the organizer of this event, Chongqing Window of International Culture and Tourism has given full play to its role as a municipal service platform and done a lot of excellent work for the rapid establishment and efficient operation of the Alliance from a high starting point. Chongqing Window of International Culture and Tourism was highly recognized by the members and was elected as the Chinese secretary of the Alliance.In the future, Chongqing Window of International Culture and Tourism will shoulder its responsibilities as the secretary, constantly improve the working mechanism of the Alliance, and upgrade the organization and coordination capability of the Alliance. It will also continue to enhance the ability to serve Alliance members and expand the Alliance’s influence and reputation in the industry, striving to build the Alliance into a highlevel platform for closer culture and tourism exchanges and cooperation between Chongqing and Singapore.

In recent years, the tourism cooperation between Chongqing and Singapore, especially the tourism industry, has been flourishing. In October 2022, Chongqing Municipal Commission of Culture and Tourism Development and Singapore Tourism Board signed theMemorandum of Cooperation for Tourism, which was included in the 19 important achievements reached between China and Singapore in the fields of green development, digital economy, and connectivity.

This event was hosted by Chongqing Municipal Commission of Culture and Tourism Development, Chongqing Connectivity Initiative Bureau, and Singapore Tourism Board, organized by Chongqing Window of International Culture and Tourism, and co-organized by Chongqing Jiangbei District Commission of Culture and Tourism Development.

近年來，重慶與新加坡旅游合作特別是旅游產業合作保持著蓬勃發展的態勢。2022年10月，重慶市文化和旅游發展委員會與新加坡旅游局簽署《關于加強旅游合作備忘錄》，并納入中新兩國在綠色發展、數字經濟和互聯互通等領域達成的19項重要成果之一。

本次活動由重慶市文化和旅游發展委員會、重慶市中新示范項目管理局、新加坡旅游局主辦，重慶國際文旅之窗承辦，江北區文化和旅游發展委員會協辦。
