資金“即報即撥”物資“應采快采”

疫情就是命令，防控就是責任。3月疫情暴發以來，濰坊市財政部門堅決貫徹落實市委、市政府決策部署，積極作為、快速行動，充分發揮財政職能作用，為防疫戰疫提供了有力保障。

堅持“特事特辦”“隨到隨辦”原則，工作人員隨時待命，做到“應急響應立即到崗”“業務處理即時完成”，確保疫情防控資金第一時間撥付到位。

截至目前，緊急撥付資金8700萬元，支持建設硬氣膜核酸檢測實驗室，實現每天檢測18.5萬管，有效滿足大規模新冠病毒核酸檢測需求。另外，安排預算5000萬元，繼續支持核酸檢測“應檢盡檢”和疫苗全民免費接種，筑牢疫情防控“防護網”；安排預算2300萬元，支持采用商業儲備方式，新增儲備防護物資3類12個品種和核酸檢測試劑耗材97種，總價值共計1.9億元，有力支持疫情防控。

第一時間印發《關于做好當前疫情防控形勢下政府采購工作的通知》，以滿足疫情防控工作需要為首要目標，按照“能減則減”“應減盡減”原則，簡化手續、優化流程，迅速開啟政府采購“綠色通道”，確保以最快的速度、最高的效益采購到最急需的防控物資。

凡與疫情防控相關的采購，均可作為緊急項目實施采購，無須編制政府采購預算，無須履行進口產品審批，無須執行政府采購流程。為提高采購便捷性，還在政府采購網上商城設立了防疫物資專區，供各部門、單位線上采購，實現交易“零接觸”。

在全力保障全市疫情防控的同時，市財政部門還著力強化局內日常防疫管控工作，印發加強當前疫情防控六條措施，就“個人防護、核酸檢測、會議活動、環境衛生”等提出明確具體要求，確保財政干部職工身體健康安全。
