意大利駐渝總領事馬非同：“亞投行”讓重慶企業積極與世界互動

記者：意大利對于加入亞投行有著怎樣的考慮？

馬非同：為了增進意大利與中國的聯系，促進雙方國際層面間的經濟與商業交流，意大利已經決定主動與中國進行可持續發展項目間的合作，特別是在基礎設施領域與電信領域。意大利作為歐洲第二，世界第五的制造強國，多年以來致力于開發吸引國際投資的新體系，以求將意大利高端的技術與卓越的工業帶向全球。

在這種背景下，亞投行作為一個重要的對話平臺，通過其金融、技術實力以及巧實力的組合，將會助推完善我們在生活質量的項目上的發展，尤其是生態可持續發展、糧食安全、基礎設施智能化生態、高效運輸、醫療衛生以及生物科技。（這些話題也使意大利在米蘭2015世博會上成為世界的焦點）

記者：您認為亞投行成立后將為意大利與重慶之間的經貿合作帶來怎樣的改變和影響？你覺得重慶政府或重慶企業應如何來分析亞投行，如何從其中找到適合我們自己的投資路徑或行業機遇？

馬非同：亞投行的建立，實則是中國政府發展海陸新絲綢之路戰略計劃的一部分。重慶作為中國與亞洲國家區域一體化的一個重要中心和新絲綢之路的主要物流樞紐，我們認為此舉十分重要，這可能對重慶市的社會經濟發展意義重大。西南地區的企業，尤其是重慶地區的企業，將積極與世界進行互動，在工業、商業領域推進國際化項目。意大利作為古絲綢之路的終點，提出加入中國經濟貿易一體化這一新戰略，將會帶來新的機遇；我們也歡迎中國企業家及投資者來這個歷史文化淵源流長，工業及手工業同樣發達的國家投資發展。

馬非同：意大利將繼續在其中扮演積極的重要的角色，將加強更加高效的互補性與歐系資金的投資。

記者：意大利總領事館在意大利加入亞投行后，在推動意大利與重慶之間的合作領域上將有怎樣的考慮？

馬非同：當然，總領館將繼續促進重慶與意大利之間在各個領域項目的合作，希望負責建立連接新的重慶與歐洲之間國際鐵路的公司能考慮在意大利開設分部，我們將努力使現有鐵路線路與意大利的鐵路線路直接相連，如今的中國市場充滿活力與生機，我們希望更多的意大利企業、工廠與中國市場進行互動，特別是在西南地區。

Question: What considerations does ItaIy have in ascension to AIIB?

Answer: To enhance ties between Italy and China and reinforce economic and commercial exchanges internationally, Italy has decided to proactively partner with China for sustainable development projects, especially in infrastructure and telecommunications fields. As No.2 manufacturing power in Europe and No.5 in the world, Italy has been developing a new system to attract international investment in order to bring its high-end technologies and outstanding industries to the world.

Under such backdrop, AIIB as a key dialog platform can propel our projects of life quality enhancement through financial, technological and competence portfolios, especially in areas such as sustainable development, food security, infrastructure, smart ecology, efficient transportation, health care and bio-technology. (These topics also pull Italy to the limelight of the world during the Milan Expo in 2015.)

Question: What kind of change and impact do you think it wiII bring to the economic and trade cooperation between ItaIia and Chongqing after the estabIishment of Asian Investment Bank? How do you think the government or enterprises of Chongqing wiII make good use of the Asian Investment Bank to find our own path of investment or business opportunities?

Answer:The establishment of AIIB is actually a part of New Silk Road Initiative of the Chinese government. As a critical center of regional integration between China and Asian nations and a major logistics hub of New Silk Road, we believe this measure is quite crucial and may be very significant to Chongqing’s social and economic development. Enterprises in Southwest China, in Chongqing particularly, will be mobilized to join the world for interactions. More international programs will be rolled out in industrial and commercial fields. As the end point for the ancient Silk Road, Italy will usher in new opportunities by joining this new initiative of China’s economic and trade integration; we also welcome Chinese entrepreneurs and investors to invest and develop in Italy, which is a country of profound history and culture and equally highly evolved industry and handicraft.

Question: As an European country, what roIe does ItaIy pIay in AIIB?

Answer: Italy will continue play an active and important role and further buttress effective complementarities and European-capital investment.

Question: After joining the AIIB, what considerations does ItaIian ConsuIate GeneraI have in cooperative areas between ItaIy and Chongqing?

Answer:Definitely, the Consulate General of Italy will further spur project cooperation between Chongqing and Italy in various areas. Hopefully the international railway company of Chongqing-Xinjiang-Europe trains can consider opening up a branch in Italy. We will strive to directly connect existing railway lines with our railway lines. Given the dynamism and vibrancy in the current Chinese market, we hope more Italian enterprises and plants to interact with Chinese market, in Southwestern China in particular.
