文化小鎮“修煉”記

傳承文化基因

從2016年底獲批創建“尼山圣地省級特色小鎮”到2017年在“全國特色小鎮”名單中公示，不到一年的時間，尼山鎮即拿下國字號招牌，一個歷史悠久、生態優美、富有活力的新尼山展現在世人面前。圣人的哲思，讓這里處處洋溢著古樸厚重之風。

曲阜市尼山圣地特色小鎮位于尼山鎮境內，文物資源豐富，生態環境優良，有全國重點文物保護單位尼山孔廟和尼山書院等10多處文物古跡，有尼山硯雕刻、劉樓刺繡等非物質文化遺產傳承，有國家級濕地公園、國家級森林公園、省級地質公園，山、水、田、林等資源量廣質潔。

尼山鎮依托深厚的文化底蘊和豐富的文物資源，因勢利導，以“圣源”為主題，以世界儒學文化為核心，突出文旅特色，將孔子儒家思想演繹、少年孔子成長故事與現代文化創意旅游產業相結合，目前已發展成為特色鮮明、要素集聚、宜業宜居、富有活力的農文旅融合發展的現代化特色小鎮，成為區域經濟新的增長極。

近年來，濟寧市深入挖掘歷史文化資源，以重大項目為牽動，培育新場景新業態，孵化新生態新動能，培育出尼山圣地特色小鎮、牛樓特色小鎮、等閑谷藝術特色小鎮等文化旅游特色小鎮，展示當地旅游形象和產品，持續提升“文化濟寧”城市品牌影響力。傳承文化基因、建設產業集聚區，濟寧市在這些方面為特色小鎮建設提供了有益經驗。

在鄒城市石墻鎮，有一個始建于北宋、距今1100多年歷史的上九山村。石屋石院、石街石巷、石碾石磨，走進村里，仿佛置身于石頭營造的世界。村內完整保存著3條明清時期石建街巷和240余座石建住宅院落。

鄒城市依托石頭村得天獨厚的優勢，堅持傳承歷史文化，留住鄉愁記憶，以上九山古村落為核心資源，打造上九山記憶特色小鎮。村民遺棄的老房子、舊宅子變成了經典特色小院、各類傳統作坊，以前破舊的村莊成了人氣景區。如今的上九山記憶特色小鎮集民俗展示、文物展覽、影視拍攝、休閑觀光為一體，是一個以鄉愁記憶為主題，具備文化功能、旅游功能、制造功能的休閑小鎮、文創小鎮。

展示特色文化

從地方視角看，山東各地的自然稟賦、歷史文化積淀各有不同。深入挖掘和總結各地獨有的文化資源，有利于把不同地方文化的獨特魅力展示出來。

生銹的瓦工工具、破舊褶皺的軍大衣、綠漆剝落的行軍水壺、盆底生銹的搪瓷盆，一卷卷書本、一件件舊物，把人們帶到過去那個崢嶸歲月中。

上世紀50年代到70年代，不少青年離開家人，遠赴偏遠鄉村，積極投身到艱苦的農村建設中去。當時，位于墾利縣的原國營黃河農場也迎來大批知識青年，特別是山東生產建設兵團組建后，這里是一師師部所在地，下轄4個團級單位，來自濟南、青島、淄博等城市的1萬多名知青在這里屯墾戍邊，他們用花樣年華、炙熱汗水，譜寫了一曲別樣的青春之歌。農墾、軍墾，凝聚成黃河三角洲上一種百折不撓的創業精神，成為黃河口文化的重要元素。

占地350畝、建筑面積2.28萬平方米的黃河口知青小鎮，依托原黃河農場現存建筑群，充分挖掘黃河文化內涵和軍墾、農墾、知青、兵團、農場等文化基因打造而成，是傳統特色文化與新時代文化創意相融合的文旅樣板。

小鎮中保留了許多當年的時代風貌，富有年代感的標語，樹齡超過百年的古樹，彎彎曲曲的石路，由老房子改建而成的特色民宿，被石板路分成一個個獨立的院落，激情歲月懷舊園、知青博物館、知青藝術館……來到這里，那些過往的歲月一一浮現，飽含的文化元素猶如一部內涵豐富的歷史巨著，耐人品讀。

文化特色小鎮只有立足自身的資源條件，將自身特色文化發揮極致，才能越走越穩、越走越遠。在山東，諸城市恐龍文旅特色小鎮，以恐龍文化為主題，集科研科普、旅游觀光、休閑度假等于一體；日照市巨峰茶香特色小鎮，一邊深入挖掘茶文化，一邊做優茶園載體，把傳統的農業優勢轉化為旅游資源；高密市紅高粱特色小鎮以莫言文學和紅高粱文化為核心，探索實踐出文學IP的特色小鎮開發建設模式。

提供多樣文化體驗

特色小鎮只有圍繞文化元素，抓住關鍵、發散思維，提供多樣的文化體驗，才能實現小空間大輻射，推動可持續發展。

簡約工業風的墻體，高顏值的美術館，風格迥異的油畫作品，浪漫復古的藝術氣息……一說到威海的文藝聚集地，大家都會不約而同地想到中國油畫小鎮。在這里，文藝復古的建筑風格與當代油畫藝術完美結合，形成了獨特的多元文化空間。

中國油畫小鎮是一個在地理空間上以孫家疃街道為運營核心、以全域威海為發展平臺，在發展要素上以油畫藝術產業為支柱，在資源整合上以國內中高端油畫藝術機構和藝術市場為主體，以世界知名油畫藝術機構進駐為抓手的國際化藝術小鎮。

孫家疃擁有大量的油畫創作素材，著名的寫生點有四眼樓、海源公園、三連島、半月灣等，這些景致大大地激發了藝術家的創作靈感，吸引了很多原創畫家入駐。“我們經常進行專業、深入的交流探討。小鎮還為我們做免費推介宣傳等。”對中國油畫小鎮提供的各類服務，來自太行山的一位駐地畫家認為，從“單打獨斗”到“抱團發展”，入駐中國油畫小鎮就好比“背靠大樹好乘涼”。此外，小鎮還建成博覽交易中心，引進近20個畫廊、藝術機構，形成了學術和產業集聚效應。

和中國油畫小鎮一樣，多樣的文化體驗在諸多特色小鎮中體現得淋漓盡致：擁有婚慶文化、主題游樂、溫泉療養等多種功能的威海市大溪谷文化創意特色小鎮，實現產業、文化、旅游和社區有機結合的日照市白鷺灣美術館特色小鎮……在遼闊的齊魯大地上，文化正融入特色小鎮生產、生活的方方面面，星羅棋布的文化小鎮正不斷滿足著人們對美好生活的需求。

鄒城市上九山記憶特色小鎮是一個以鄉愁記憶為主題，具備文化、旅游、制造功能的休閑小鎮、文創小鎮。圖／董紹進With the theme of nostalgic memory,the Characteristic Town of Shangjiushan Memory in Zoucheng is a leisurely,cultural and creative town integrating the functions of culture,tourism and manufacturing.

On the land of Shandong,culture is the richest characteristic resource,and each characteristic town has its unique culture.

Located in Nishan Town,Qufu,the Nishan Sacred Land Characteristic Town has rich heritage resources and a fine ecological environment.Relying on its profound cultural deposits and rich heritage resources,Nishan Town has taken the advantage of the situation to highlight the characteristic of cultural tourism with the theme of“Source of the Saint” and the core of global Confucian culture,and to combine the demonstration of Confucianism and young Confucius’s growth story with modern cultural &creative tourism.So far,it has developed into a modernized characteristic town with distinctive features,element agglomeration,business friendliness,livability,vitality,and integrative development of agriculture,culture and tourism,and become a new growth pole for the regional economy.

Covering an area of 23.33 hectares and a building area of 22,800 square meters,the Yellow River Estuary Town of Educated Youth,built by full exploration of the cultural connotation of the Yellow River,as well as such red culture genes as reclamation by army units,agricultural reclamation,educated youth,corps,and farms,is a model of cultural tourism integrating the traditional characteristic culture and the culture &creativity of the new era.The town retains many features of that era.Here,those past years will come to mind,and the cultural elements containedthere are as readable as a historical masterpiece with rich connotations.

The Chinese Oil Painting Town is an international art town with Sunjiatuan Sub-district as the operation core in terms of geographical space,the whole of Weihai as the development platform,the oil painting industry as the pillar in terms of development elements,Chinese medium-and high-end oil painting art institutions and art markets as the main body in terms of resource integration,and the entry of world-renowned oil painting art institutions as the effective means.Besides,the town has built an expo and trade center,introduced nearly 20 galleries,painting materials and art institutions,and achieved academic and industrial agglomeration effects.
