積極發揮橋梁紐帶作用 促進重慶與美地方州市合作 美國7個州駐華代表機構組團成功訪渝

From March 21 to 24， a delegation composed of the representative offices in China from 7 American states including Arkansas， Georgia， Illinois， Sacramento of California， Washington， Pennsylvania， and New York as well as the U.S. Foreign Commercial Service of the U.S. Embassy in China was invited by the Foreign Affairs Office of the Chongqing Municipal Peoples Government to Chongqing.

On March 23， Zhang Guozhi， Vice Mayor of the Chongqing Municipal Peoples Government had a meeting with the delegation. On behalf of the Chongqing Municipal Peoples Government， Zhang Guozhi extended warmest welcome to the delegation， and sincerest appreciation for their efforts and contributions to promote the friendship and cooperation between China and the U.S. She gave an update on the economic and social development of Chongqing and China-U.S. friendly exchanges， and stated that the world is now undergoing momentous changes unseen in a century but Chinas resolve to open up at a higher standard will not change， which will provide enormous opportunities for American states and businesses in China. China and the U.S. boast a profound history of communication， frequent economic and trade exchanges and a solid foundation of cooperation. It is hoped that American states and Chongqing will strengthen their confidence in common development and continuously work to promote the practical cooperation between China and the U.S.

According to Lindsay Liu， President of the Council of American States in China （CASIC） and Director of the China Representative Office of Arkansas Association of Asian Businesses （AAAB）， Chongqing enjoys unique location advantages， enormous development potential， substantial technological strength， time-honored history and culture as well as a huge consumer market， which demonstrate enormous business opportunities. The delegates said that American states stand ready to strengthen cooperation with Chongqing in commerce， investment， logistics， NEV and education and secure more fruitful outcomes. Jade Sims， Business Officer of the U.S. Embassy in China， said that the U.S. Commercial Service of the U.S. Embassy in China has a great interest in the investment and development of Chinas southwest and hopes to conduct close cooperation with Chongqing so as to tap into the market potential of both sides and look for more opportunities in bilateral trade and investment cooperation. Representatives from Illinois and other states and cities introduced their priorities of cooperation in Chongqing respectively. Wang Wen， Director-General of the Foreign Affairs Office of the Chongqing Municipal Peoples Government， Li Xunfu， Deputy Director-General of the Chongqing Municipal Commission of Commerce， Qin Shubin， Deputy Director-General of the Chongqing Liangjiang New Areas Administrative Committee， Wu Li， Deputy Director-General of the Administration of Chongqing High-tech Industrial Development Zone and Western China （Chongqing） Science City， and Luo Shuquan， Chairman of Board of Supervisors of the Chongqing International Logistics Hub Park Construction Co.， Ltd， also attended the meeting.

Wang Wen stated that as an important platform to promote international exchanges， the Foreign Affairs Office of the Chongqing Municipal Peoples Government is ready to build a bridge of mutual cooperation and further exchanges in various areas. It is hoped that the U.S. Embassy in China and representatives of American states in China continuously pay attention to and support Chongqing. The Foreign Affairs Office of the Chongqing Municipal Peoples Government will promote the exchanges and cooperation between Chongqing and the U.S. for shared opportunities and growth.

On March 22， the Foreign Affairs Office of Chongqing Municipal Peoples Government held a meeting with organizations of American states in China to share their experiences on economic and trade cooperation. Li Mingquan， Deputy Director-General of Chongqing FAO， presided the conference， with representatives of relevant departments， district governments and over 70 enterprises attending the meeting. The representative of Chongqing Municipal Commission of Commerce gave an introduction to Chongqings development as a pacesetter of inland opening-up as well as opportunities for cooperation with America. The representatives from each state introduced the status quo of the states respectively in hope for better cooperation. Chinese enterprises including Chongqing Dadi Biomedical Science and Technology Industrial park Development Co.，Ltd and Chongqing KangHui Mechanical Manufacturing Co.， Ltd. expressed their wish for deepening cooperation with American states in environmental protection， mechanical manufacturing and other areas.

During the meeting， Cai Hongying， the commercial attaché of the U.S. Embassy in China， introduced the investment climate and the latest policies of the U.S.， and welcomed Chongqing enterprises to invest in the U.S. She also said that through this visit， she saw the huge development potential and market capacity of Chongqing， and would spare no effort to attract more American enterprises to settle in Chongqing. The visit showed the great importance governments of U.S. states and cities attached to economic and trade exchanges with China. Li Mingquan said that cooperation between sub-national governments is an important part of strengthening Sino-US friendship， and he wished for more local exchanges between Chongqing and the seven US states to offer all parties business opportunities and mutual benefits.

The delegation also had field visits in Yuzhong District， Shapingba District， High-tech Zone， and Yongchuan District and had exchange meetings with Chongqing enterprises. In Shapingba District， the delegation visited the International Logistic Hub in Inland China Exhibition Center and railway stations， where the delegation saw the construction of inland hubs， the construction and operation of railroad ports， and learned about Chongqings location advantages， international trade cooperation and endeavor in implementing the “Belt and Road” initiative， as well as the development of the Chengdu-Chongqing Twin-hub Mega Region. In High-tech Zone， the delegation visited Xiyong Cross-border E-commerce Industrial Park， learned about the development of cross-border e-commerce and talent incubation， and learned about the advantages and special products of cross-border trade in Chongqing. In Yongchuan District， the delegation visited Yongchuan Planning Exhibition Center， Yongchuan Big Data Industrial Park “Cloud Valley” and Chongqing Vocational College of Intelligent Engineering， and gained an in-depth understanding of Yongchuan Districts potential in big data， smart technology， digital culture and creativity products， unmanned driving and vocational education.

The delegation members all found the visit pleasant and unforgettable. Chongqing has advantages with its geographical location， considerable industry advantages， rapid urban development and abundant resources in culture and tourism. Chongqing government at all levels and departments and enterprises in related areas put Sino-US cooperation high on the agenda and make continuous efforts to promote Chongqings opening-up endeavors. Chongqing has strong potential to cooperate with U.S. states and cities in fields including commerce and trade， advanced manufacturing， transportation and logistics， biology， and information technology. Representatives of state agencies in China will actively promote the corporation in trade and investment as well as personnel exchange between Chongqing and U.S.， creating development opportunities for both sides.

3月21日至24日，應重慶市政府外辦邀請，美國阿肯色州、佐治亞州、伊利諾伊州、加利福尼亞州-薩克拉門托市、華盛頓州、賓夕法尼亞州、紐約州等7個州的駐華代表機構及美國駐華大使館商務處組成代表團訪問重慶。

3月23日，市政府副市長張國智會見代表團。張國智代表市政府歡迎各州代表訪渝，對大家為推動中美地方友好合作所作的努力和貢獻表示感謝。她介紹了重慶經濟社會發展近況及雙方友好交往情況，并表示，當今世界正經歷百年未有之大變局，但中國擴大高水平開放的決心不會變，這將為美各州和在華企業提供巨大的機遇。重慶與美國歷史淵源深厚，經貿交流頻繁，合作基礎良好，希望美各州與重慶建立共同發展的信心，持續推動重慶與美國的務實合作。

美國各州駐華協會會長、阿肯色州亞洲商會中國代表處首席代表劉秀萍表示，重慶區位優勢突出、發展潛力巨大、科技力量雄厚、歷史文化悠久、消費市場龐大，代表團成員看到了很多商機。代表團成員依次發言，表示愿與重慶在商貿投資、物流、新能源汽車、教育等領域加強合作，取得更多實實在在的成果。美國駐華大使館商務官員蘇玨表示，美使館商務處非常關注中國西南地區的投資發展機遇，期待能與重慶緊密合作，拓展雙方廣闊的市場潛力，尋求更多在雙向貿易和投資方面的合作機會。伊利諾伊州等相關州市代表分別介紹各自在渝尋求合作的重點領域。市政府外辦主任王雯、市商務委副主任李巡府、兩江新區管委會副主任秦淑斌、西部科學城重慶高新區管委會副主任吳莉、重慶國際物流樞紐園區建設有限責任公司監事會主席羅書權等陪同會見。

王雯在交流中表示，市政府外辦作為地方政府促進國際交往的重要平臺，愿繼續為雙方合作搭建橋梁，持續推進各領域的交流。希望美駐華大使館與各州駐華代表持續關注重慶、支持重慶，市政府外辦愿繼續推動重慶與美國的交流與合作，共享機遇、共謀發展。

3月22日，市政府外辦舉辦重慶市與美國各州駐華代表機構經貿合作交流會。市政府外辦副主任李明全主持會議，市內相關部門、區縣以及近80家企業代表出席交流會。市商務委相關負責人介紹重慶內陸開放高地建設情況及對美合作機遇。美國各州代表分別推介所在州情況，共商未來合作。重慶大地生物醫藥科技產業園、康輝機械等企業在互動發言中表示希望與美相關州市在環保、機械制造等領域加大合作。

交流會上，美國駐華大使館商務專員蔡紅纓介紹美國的投資環境和最新政策，歡迎重慶企業赴美投資。同時也表示，通過此次訪問，看到了重慶巨大的發展潛力和市場，將致力于吸引更多美國企業來渝發展。美國州市地方政府重視開展對華經貿交流，各州駐華代表的重慶之行對此充分印證。李明全表示，地方政府間合作是中美友好的重要組成部分，希望開啟重慶市與美國7個州的地方交流新篇章，助力各方探尋更廣闊商機，實現互利共贏。

在渝期間，代表團還先后前往渝中區、沙坪壩區、高新區、永川區實地考察并出席企業對接會。在沙坪壩區，代表團參觀重慶國際物流樞紐園區內陸國際物流樞紐展示中心及鐵路口岸，考察內陸樞紐和口岸高地建設情況及鐵路口岸建設運營情況，了解重慶的區位優勢、國際貿易合作概況以及參與“一帶一路”建設和成渝地區雙城經濟圈建設等情況。在高新區，代表團參訪西永跨境電商產業園，考察跨境電商及人才孵化的發展情況，了解重慶跨境貿易的優勢產品和特色產品。在永川區，代表團參觀永川規劃展覽館、云谷·永川大數據產業園和重慶智能工程職業學院，深入了解了永川區在大數據、智能產業、數字文創、無人駕駛、職業教育等方面的發展潛力。

代表團成員紛紛表示，此次訪渝經歷愉快而難忘，重慶地理位置優越，產業優勢突出，城市發展迅速，文旅資源豐富。重慶市各級政府、相關部門及企業重視與美合作，持續推動城市對外開放發展取得良好成績。重慶在商貿、先進制造、運輸物流、生命科學、信息技術等領域與美國州市有很強的互補性，各州駐華機構代表將積極發揮橋梁紐帶作用，促進重慶與美國擴大貿易和投資合作，推動兩地人員互訪，共享發展機遇。
