As an important destination of the Silk Road Economic Belt, Belarus is one of the first countries to respond to and join the Belt and Road Initiative (BRI).In an interview with theThe World and Chongqing, Yemelyanau Dzmitry,Consul-General of Belarus in Chongqing, talked about the “building together and benefiting together” under BRI, as well as the future key areas of expansion of the Belarusian Consulate-General in Chongqing.He also shared his blessings for Chongqing,“Chongqing, a city you never want to leave...Chongqing, with a future full of promise!”

作為“絲綢之路經濟帶”上的重要節點，白俄羅斯是最早響應并參與共建“一帶一路”倡議的國家之一。白俄羅斯駐重慶總領事德米特里·葉梅利揚諾夫接受《重慶與世界》雜志專訪，暢談“一帶一路”倡議下的共建共享，以及白俄羅斯駐重慶總領事館未來重點拓展領域。德米特里·葉梅利揚諾夫還寫下對重慶的祝福：“重慶，一座來了就不想離開的城市……重慶，未來可期！”

The Belt and Road Initiative Tapping the Development Potential of Partner Countries

In Yemelyanau Dzmitry’s view, the BRI is a strategic measure for common development,openness, inclusiveness, dialogue, and exchanges among countries.The BRI not only advances China’s development but also benefits countries around the world, bringing tangible benefits to all partner countries.

“In a world filled with uncertainties and instability, all countries must urgently resolve their differences through dialogue, oppose division through unity, and promote development through cooperation.” He added, “By focusing on the fundamental issues of development, the BRI works to eliminate weak links and bottlenecks that restrict development, build a new engine for economic development, create a fresh development environment and space for partner countries, and stimulate the developmental potential of partner countries.”

“Belarus is willing to cooperate with China and other countries to promote high-quality Belt and Road cooperation, implement the Global Development Initiative, the Global Security Initiative and the Global Civilization Initiative, all while creating an open and inclusive international environment with long-term peace, universal security, and common prosperity,” Yemelyanau Dzmitry said.

在德米特里·葉梅利揚諾夫看來，“一帶一路 ”倡議是推動各國共同發展、開放包容、對話交流的戰略舉措。“一帶一路 ”倡議不僅促進中國發展，也惠及世界各國，給各參與國帶來了切身利益。

“在充滿不確定性和不穩定性的世界格局中，各國都迫切需要通過對話消除分歧，通過團結反對分裂，通過合作促進發展。”德米特里·葉梅利揚諾夫說，“一帶一路”倡議聚焦發展的根本問題，消除制約發展的薄弱環節和瓶頸，打造經濟發展新引擎，為參與國創造新的發展環境和空間，激發出參與共建國家的發展潛能。

“白俄羅斯愿與中國等國合作，高質量推進共建‘一帶一路’，落實‘全球發展倡議’‘全球安全倡議’‘全球文明倡議’，營造長期和平、普遍安全、共同繁榮、開放包容的國際環境。”德米特里·葉梅利揚諾夫表示。

Chongqing Playing a Prominent Role in Developing Friendly Relations Between Belarus and China

The period between 2021 to 2023 is known as the “Years of China-Belarus Regional Cooperation”, which marks the start of a new journey for local exchanges and cooperation between both countries.September 2022 witnessed China-Belarus relations upgrading to an all-time comprehensive strategic partnership, bringing bilateral relations to a new height.

“I take great pleasure in seeing that Chongqing is playing an increasingly important role in the development of friendly relations between Belarus and China.” Yemelyanau Dzmitry explained that Chongqing occupies a central position in the two key regional development strategies, the Yangtze River Economic Belt and the Chengdu-Chongqing Twin-Hub Mega-Region.“Continuing to strengthen cooperation in the logistics sector in the future is in the interests of both parties.”

重慶在發展雙方友好關系中作用凸顯

2021—2023年是中白“地方合作年”，開啟了兩國地方交流合作的新征程。2022年9月，中白關系上升為全天候全面戰略伙伴關系，兩國關系提升至一個新的高度。

“我很高興看到，重慶在發展白中友好關系中發揮著越來越重要的作用。”德米特里·葉梅利揚諾夫說，重慶在“長江經濟帶發展”和“成渝地區雙

城經濟圈”這兩個重要區域發展概念中占據中心位置。“未來繼續加強物流領域合作，符合雙方的利益。”

Last year, the number of trains from Belarus to China underwent a six-fold increase, most of which were heading to Chongqing.The trade cooperation between both countries has also achieved record growth, with the trade volume between Belarus and Chongqing doubling in the first half of 2023.

去年，從白俄羅斯到中國的班列數量增加了6倍，其中大部分都開往重慶。雙方的貿易合作取得了創紀錄的發展，2023年上半年，白俄羅斯和重慶之間的貿易額增加了1倍。

“Like a fortress along the Silk Road Economic Belt, Belarus hopes to further deepen its cooperation with China and achieve synergies and common economic growth with more partner countries.”

Yemelyanau Dzmitry hopes that the next step will be to enhance bilateral industrial cooperation in auto parts manufacturing, industrial machinery, and machine tools.This is because Chongqing has rich experience and many competitive companies in these fields.Belarus and Chongqing have already established a solid foundation for further cooperation, and the Consulate-General of Belarus in Chongqing will continue to facilitate the substantive and tangible progress of the bilateral collaboration.

Local Exchanges Promoting the Mutually Beneficial Cooperation Between China and Belarus

When discussing the achievements of Belt and Road cooperation, Yemelyanau Dzmitry first thought of the Great Stone, which is also known as the “Pearl of the BRI”.As a key project of bilateral cooperation, the Industrial Park Project involves exchanges and cooperation in multiple areas, including research and experimental development, machinery manufacturing, electronics and telecommunications, biotechnology, pharmaceuticals,medical device production, new material production,massive data storage and processing, and integrated e-commerce.

As of early October 2023, the Industrial Park Project had attracted 115 enterprises from 16 countries to register.“In November last year, Western China (Chongqing)Science City and the China-Belarus Industrial Park signed an agreement on strategic cooperation, and the Consulate-General will actively push effective implementation of our strategic cooperation,” Yemelyanau Dzmitry said.

He also hopes that, within the framework of the BRI,sub-national exchanges and cooperation can be constantly facilitated to tap cooperation potential in infrastructure,science, technology and innovation, finance, tourism, as well as people-to-people exchanges.And in doing so, this will inject new momentum into the mutually beneficial cooperation between Belarus and China.

地方交流續寫互利合作新篇章

在談及共建“一帶一路”合作成果時，德米特里·葉梅利揚諾夫首先想到的就是被譽為“一帶一路”上的明珠——中白工業園項目。作為雙邊合作的重要項目，中白工業園涉及研究與試驗發展、機械制造、電子和電信、生物技術、制藥、醫療器械生產、新材料生產、大數據存儲和處理、綜合電子商務等多領域交流合作。

截至2023年10月初，中白工業園項目已吸引來自16個國家的115家企業注冊。“去年11月，西部（重慶）科學城與中白工業園簽署了戰略合作協議，總領事館將積極推動雙方戰略合作落地見效、開花結果。”德米特里·葉梅利揚諾夫表示。

德米特里·葉梅利揚諾夫希望，在共建“一帶一路”倡議下，繼續促進地方交流合作，挖掘在基礎設施、科技創新和金融、旅游、人文交流等領域的合作潛力，為續寫白中互利合作新篇章增添新動能。
