韓國京畿道經濟科學振興院重慶代表處首席代表樸耘本：共建“一帶一路”倡議重構多元貿易物流網絡

Park Un Bon is the Chief Representative of the Chongqing Office of the Gyeonggido Business & Science Accelerator with a Master of Business Studies from Seoul National University, South Korea.He also worked at SK Telecom China and was responsible for projects in Beijing, Yiwu, and Chengdu.

樸耘本，韓國京畿道經濟科學振興院重慶代表處首席代表。韓國首爾大學經營學碩士，曾在SK電訊中國任職，負責北京、義烏、成都等項目。

On October 31, 2015, China and South Korea signed the Memorandum of Understanding on Cooperation on promoting the Silk Road Economic Belt and the 21st Century Maritime Silk Road and the Eurasian Initiative,as well as a series of other documents.

China and South Korea are both major global economies and mutually important investment and trade partners.What has the Belt and Road Initiative (BRI) brought to both countries?Park Un Bon, Chief Representative of the Chongqing Office of the Gyeonggido Business & Science Accelerator, accepted an interview where he shared his vision on the BRI from the perspective of “unimpeded trade”, reviewed and discussed the past and the future of exchanges and cooperation between Gyeonggi-do Province and Chongqing City.

2015年10月31日，中韓兩國簽署《關于在絲綢之路經濟帶和21世紀海上絲綢之路建設以及歐亞倡議方面開展合作的諒解備忘錄》，以及其他一系列文件。

中韓兩國同為世界重要經濟體，互為重要投資經貿合作伙伴。“一帶一路”倡議為兩國帶來了什么？京畿道經濟科學振興院重慶代表處首席代表樸耘本接受本刊記者專訪，從“貿易暢通”角度分享他眼中的“一帶一路”，回顧和展望京畿道與重慶交流合作的過去與未來。

Restructuring Logistics Networks Playing a Greater Role

“The BRI, which aims to leverage the historical significance of the ancient Silk Road, is playing an important role in reconnecting and restoring trade routes,” Park Un Bon stated.Over one thousand years ago, the world’s most competitive products were traded by land or sea,which allowed diverse cultural exchanges to flourish.Looking back at the active maritime trade between Korea, China, and Japan at that time,we can clearly see the vital importance of connecting nations together.

Chongqing is located at a junction of the BRI and the Yangtze River Economic Belt, where the New International Land-Sea Trade Corridor, the China-Europe Railway Express, the Yangtze River Golden Shipping Route, and the Chongqing-Manzhouli-Russia Railway Freight meet.In Park Un Bon’s view, Chongqing, with its favorable location, will see its cultural exchanges increase as the city gradually expands its economic and trade exchanges.

重構物流網絡將發揮更大功效

“‘一帶一路’倡議借用古代絲綢之路的歷史符號，在重新連接和恢復貿易通道方面意義重大。”樸耘本表示，回溯一千多年前，世界各國有競爭力的產品通過陸路或海運開展貿易往來，多元化的文化交流也隨之興起。回看當時韓國和中國、日本之間活躍的海上貿易，足以見得連接通道的重要性。

重慶地處“一帶一路”和長江經濟帶聯結點，西部陸海新通道、中歐班列、長江黃金水道、“渝滿俄”國際鐵路班列等在這里交匯。在樸耘本看來，重慶的區位優勢突出，隨著經貿往來規模逐步擴大，人文交流也會被激活。

Park believes that the BRI proposed by President Xi Jinping is not akin to the loose economic and trade exchanges of the past, but a re-established, more practical logistics network featuring interlinked railways,land routes, water transportation, maritime transportation, and aviation.This will therefore expand its coverage and play an even greater role in the future.

習近平主席提出的共建“一帶一路”倡議，在經貿往來方面不再是過去松散的連接通道,而是重新架構更切實的物流網絡，鐵路、陸路、水運、海運、航空等復合連接，擴大了覆蓋范圍，將發揮更大功效。

Since its establishment, the Chongqing Representative Office has actively boosted economic and trade cooperation and exchanges between countries and regions through their direct events and participation in major exhibitions in the region.It has now organized over 200 Korean enterprises to visit Chongqing.

韓國京畿道經濟科學振興院重慶代表處自成立以來，通過直接開展活動和參加區域內的主要展會等，積極推進國家及地區間的經貿合作交流，目前已組織200多家韓國企業到訪重慶。

Over 200 South Korean Enterprises in Chongqing Seeking Collaboration Projects

Park Un Bon remarked that the Chongqing Representative Office of the Gyeonggido Business & Science Accelerator (Chongqing Representative Office) was established in 2017, with a focus on tapping the potential of the Central and Western China market.It is the only official representative office established in Central and Western China among the nine provinces of South Korea.

Park Un Bon explained.Since 2020, it has directly introduced and promoted over 60 outstanding Korean enterprises and brands to Chinese enterprises every year.It has also participated in major exhibitions held in Chongqing, Chengdu, Xi’an, Kunming, Guiyang,and other western regions every year to promote exchanges with various cities.The Gyeonggido Business & Science Accelerator is also promoting Chongqing’s rapid development and representative products through various channels in South Korea.

Park Un Bon mentioned that the China(Chongqing)-South Korea Economic and Trade Cooperation Forum and G-FAIR KOREA was held on September 12 co-hosted by the Gyeonggido Economic and Science Promotion Institute and Liangjiang New Area Administrative Committee.It is orchestrated to further strengthen the economic and trade cooperation between the two locations on the seventh anniversary of the foundation of the Chongqing Representative Office.At this event,the products of 20 companies from Gyeonggido collectively made their debut in China.

200多家韓企到渝共謀合作

樸耘本介紹，韓國京畿道經濟科學振興院重慶代表處（以下簡稱：重慶代表處）成立于2017年，聚焦挖掘中國中西部市場的潛力，是韓國9個道中唯一在中國中西部地區設立的官方代表處。

樸耘本介紹，自2020年開始，每年直接向中國企業介紹、推介60多家優秀韓企及品牌產品。每年參加在重慶、成都、西安、昆明、貴陽等西部地區舉辦的主要展會，促進與區域內城市的交流。同時，京畿道經濟科學振興院也在韓國通過各種渠道宣傳重慶的飛速發展、重慶的代表性產品。

樸耘本提到，京畿道經濟科學振興院和重慶兩江新區管理委員會于9月12日舉辦的中國（重慶）—韓國經貿合作論壇暨京畿道優秀商品推介洽談會，是在重慶代表處成立七周年之際，為進一步加強兩地經貿合作交流而精心策劃。路演現場，推介了首次集體亮相中國的20家京畿道企業的產品。

Expanding Cooperation in Biotechnology,Sports, and Other Industries

“While promoting its work, the Chongqing Representative Office has learned that there are still South Korean goods that have not been introduced or promoted in the Western China market.To invigorate the bilateral economic cooperation and exchanges between South Korea and China, and to help support the BRI, the Chongqing Representative Office will introduce policies and systems related to South Korea in a more comprehensive and detailed manner for Chongqing enterprises.” Park Un Bon remarked that in the future, the scope of cooperation will be gradually extended to the biotechnology, sports, e-sports,culture, and other industries that Gyeonggi-do has focused on cultivating, and will actively promote and introduce them to Chongqing.The method of cooperation is not limited to trading commodities, but also includes “commodity trading + service trading+ investment”, which integrates technology and projects.This promotes interactions and boosts the development of related industries in Chongqing.

Park Un Bon stated that after the Governor of Gyeonggido visited Chongqing in 2019, the friendly relations between Gyeonggido and Chongqing have continuously strengthened, and he looks forward to more comprehensive economic and trade cooperation as well as cultural exchanges between the two locations in the future.

擴大生物科技、體育等產業領域合作

“重慶代表處在工作推進中，了解到在中國西部市場還有完全沒有涉及的、未宣傳推介的韓國商品，為促使韓中雙向經濟合作交流更加活躍，同時助力共建‘一帶一路’，重慶代表處將面向重慶企業更全面、詳細地介紹與韓國相關的政策和制度。”樸耘本說，今后，將把合作范圍逐步擴大到京畿道集中培育的生物科技、體育及電競、文化等產業領域，積極宣介并引進到重慶。合作方式不僅是單純的商品貿易，而是技術、項目相結合的“商品交易+服務交易+投資”等，增強互動，促進重慶相關產業的發展。

樸耘本表示，2019年京畿道知事訪問重慶后，京畿道與重慶的友好關系持續增強，期待未來兩地開展更全面的經貿合作往來和人文交流。
