匈牙利駐重慶總領事百里：拓展亞歐互聯互通全面友好合作

The close relationship between China and Hungary is rooted in history,cultural affinity, and economic complementarity.Hungary holds the distinction of being the first European country to join China’s Belt and Road Initiative (BRI), making it a crucial partner in the Belt and Road Cooperation.During an interview with The World and Chongqing, Czégel Bálint,Consul-General of Hungary in Chongqing, highlighted the advantages arising from the synergy between the BRI and Hungary’s “Opening to the East” policy.He also discussed the fruitful outcomes achieved through the establishment of the Chinese-Hungarian Technology Transfer Center in Chongqing and outlined the Consulate-General’s efforts in promoting exchange and cooperation.Taking this interview as an opportunity, he conveyed warm wishes to Chongqing, “A Land of Natural Beauty, A City with Cultural Appeal.Chongqing, xiongqi (rise to greatness)!”

中匈兩國關系因歷史淵源、文化契合、經貿互補而緊密相連。匈牙利是歐洲第一個加入“一帶一路”倡議的國家，已成為共建“一帶一路”的重要伙伴。匈牙利駐重慶總領事百里接受《重慶與世界》雜志專訪，暢談“一帶一路”倡議與匈牙利“向東開放”政策對接帶來的利好，中匈技術轉移中心落地重慶取得的成果，以及匈牙利駐重慶總領事館推動交流合作的方向，并通過本刊送上對重慶的祝福：“山水之城，美麗之地。重慶，雄起！”

Hungary Becoming a Bridge and Link for Eurasian Connectivity

“The Hungarian government has consistently supported and promoted the realization of the goals of the Belt and Road Cooperation,” Czégel Bálint remarked.He further noted that Péter Szijjártó, Minister of Foreign Affairs and Trade of Hungary, has emphasized Hungary’s commitment to international connectivity and cultural cooperation, recognizing the crucial importance of cooperation between the East and the West in addressing global security and economic threats.President Xi Jinping’s proposal of the BRI aligns perfectly with this perspective.

“匈牙利政府一直支持和推動實現共建‘一帶一路’倡議的目標。”百里表示，匈牙利外交與對外經濟部部長彼得·西雅爾多曾強調，匈牙利重視國際互聯互通和文化合作，東西方之間的合作對于應對全球安全和經濟威脅至關重要。習近平主席提出的“一帶一路”倡議正符合這一點。

Czégel Bálint believes that the BRI has strengthened the connectivity between Asia and Europe, with Hungary playing a pivotal role in it.From language and customs to historical legends and economic cooperation, Hungary and China share intricate ties.Hungarians are well-versed in both European and Asian intellectual and cultural traditions, which endows Hungary with the mission and responsibility of being a bridge and link between countries in Asia and Europe.

Science and Innovation Cooperation in Chongqing: A Concrete Step in Hungary’s “Opening to the East” Strategy

“Hungary and Chongqing have immense potential for collaboration and growth in the field of science, technology, and innovation.We are thrilled to see that Chongqing recognizes Hungary as a significant partner in terms of innovative technology and knowledge transfer,” expressed Czégel Bálint.He emphasized that both Hungary and Chongqing are actively embracing and advancing the Belt and Road Cooperation, with the Chinese-Hungarian Technology Transfer Center(Chongqing) serving as a tangible initiative to realize the goals of the Belt and Road Cooperation and Hungary’s “Opening to the East” policy.

“The Chinese-Hungarian Technology Transfer Center (Chongqing) provides an exceptional platform for fostering exchange and cooperation between the two sides, acting as a bridge for friendship, collaboration, and development,”Czégel Bálint elaborated.The center was officially inaugurated in Chongqing in May 2017.Since its inception, it has successfully facilitated mutual learning among policymakers, academics, business professionals, and scientists from both countries.By delving into the strategic development needs of each country, the center offers specialized support services to facilitate the transfer and commercialization of research outcomes between businesses and relevant institutions.

百里認為，“一帶一路”倡議使亞歐互聯互通更加緊密，而匈牙利在其中發揮著關鍵的作用。從語言文字到生活習俗，從歷史傳說到經貿合作，匈牙利與中國之間有著千絲萬縷的聯系。匈牙利人既熟知歐洲思想文化，也融合亞洲思想文化，這賦予了匈牙利成為亞歐各國之間的橋梁紐帶的使命和責任。

在渝科創合作是匈牙利“向東開放”具體舉措

“匈牙利與重慶在科技創新領域存在廣闊的合作空間和發展潛力，我們很高興看到重慶也將匈牙利視為創新技術和知識轉移方面的重要合作伙伴。”百里說，匈牙利與重慶都在積極融入和推動共建“一帶一路”倡議，中國—匈牙利技術轉移中心（重慶）就是落實共建“一帶一路”倡議和匈牙利“向東開放”國策的具體舉措。

“中國—匈牙利技術轉移中心（重慶）為促進雙方交流合作提供了良好的平臺，為雙方架起一座友誼、合作、發展之橋。”百里介紹，2017年5月，中心在重慶正式揭牌。自成立以來，中心廣泛聯合雙方政界、學界、商界、科技界互學互鑒，深挖兩國的戰略發展需求，為企業及相關機構間開展成果轉移轉化等提供專業化配套服務。

In May 2017, the joint establishment of the Chinese-Hungarian Cooperative Research Center for Food Science by the Hungarian University of Agriculture and Life Sciences and Southwest University aimed to expand cooperation in fields such as food technology and food safety monitoring.Since its establishment, numerous reciprocal visits have taken place, resulting in the publication of almost 30 articles in Chinese and international academic journals.Looking ahead, the focus will be on promoting substantial collaboration in industries such as fruit wine, chili peppers, and insect-based food.

2017年5月，為拓展食品科技和食品安全監控等領域合作，匈牙利農業與生命科學大學、西南大學共同發起成立“中匈食品科學合作研究中心”。中心成立以來，雙方人員多次互訪，聯合研究的成果已有近30篇文章在中外學術期刊上發表。未來還將重點推動中匈果酒、辣椒、昆蟲食品等產業的實質性合作。

People-to-People Exchanges as a Foundation for Deeper Friendly Cooperation

The Consulate-General of Hungary in Chongqing is the first diplomatic mission established by a Central and Eastern European country in the city.Since its establishment in February 2010, it has maintained active and vibrant exchanges with various levels and sectors in Chongqing.The two regions have collaborated extensively in areas such as trade, technology, education, culture,and transportation.

“Cultural exchange forms a crucial foundation for deepening our cooperation,” remarked Czégel Bálint.One notable event organized by the Consulate-General is the annual “Hungarian Cultural Festival in Western China - Spring/Autumn of Budapest” series, which have been held since 2016.These events feature photography exhibitions, piano concerts, movie nights, art exhibitions, wine tastings, and folk music and dance performances, offering the residents of Chongqing a splendid showcase of Hungarian culture and arts.

From June to August 2023, the Consulate-General launched a 10-episode series called “Chongqing Meets Hungary,” which captured the unique cultural and scenic wonders of over 60 locations in 15 Hungarian towns.The series received an enthusiastic response from viewers upon its broadcast.Subsequently, the Hungarian National Television visited Chongqing and aired programs promoting the tourism resources of Chongqing in Hungary.“In the future, we will continue to fully support and drive the development of bilateral tourism,” Czégel Bálint stated.

“The Consulate-General of Hungary in Chongqing is committed to deepening comprehensive and friendly exchanges with Chongqing, fostering fruitful cooperation across various domains,” Czégel Bálint emphasized.He specifically highlighted the desire to enhance interaction in the field of education, providing more opportunities for young people from Chongqing to study in Hungary, and welcoming an increasing number of young Hungarians to Chongqing.This will lay a solid foundation for the sustained growth of political, economic, and cultural cooperation between Chongqing and Hungary in the future.

人文交流是深化友好合作的基礎

匈牙利駐重慶總領事館是中東歐國家在渝開設的首家領館，自2010年2月建館以來，一直與重慶各層級、各領域保持著活躍的往來。兩地攜手在經貿、科技、教育、文化、交通等領域充分交流、務實合作。

“文化交流是深化合作的重要基礎。”百里表示，在總領事館舉辦的各類活動中，最具代表性就是2016年以來每年舉辦的“中國西部匈牙利文化節·布達佩斯之春/之秋”系列活動，包括攝影展、鋼琴演奏會、電影之夜、畫展、品酒會、民俗音樂舞蹈表演等，為重慶市民帶來匈牙利文化藝術盛宴。

2023年6月至8月，匈牙利駐重慶總領事館推出《渝見匈牙利》10集系列片，拍攝了匈牙利15座城鎮60多個寶藏地點的獨特人文景觀，播出后觀眾反響熱烈。隨后，匈牙利國家電視臺訪問重慶，并在匈牙利播放宣傳重慶旅游資源的節目。“未來，我們將繼續全力支持和推動雙邊旅游業的發展。”百里表示。

“匈牙利駐重慶總領事館愿繼續深入拓展與重慶的全面友好交流，促進兩地合作在更多領域開花結果。”百里特別提到，希望促進在教育領域的互動，讓更多的重慶年輕人有機會前往匈牙利學習，也希望越來越多的匈牙利年輕人來到重慶，這將為重慶與匈牙利在政治經濟、文化合作等方面的持續發展奠定基礎。
