







從鄉土山村到海上漁排,八閩大地上的“楓橋式公安派出所”像一面面旗幟,飄揚在基層社會治理最前沿。千戶訪、百事幫、萬家和,新時代“楓橋經驗”打通了警民關系的“最后一米”,在福建依山傍海的地勢中,連接出了一道獨特的“楓警線”。
調糾解紛,激活基層治理“一池春水”
閩東與閩北交界的大山僻深處,有個壽寧縣下黨鄉。2022年的一個夜晚,兩位下黨鄉村民在瓜田地里爭吵不休。得知情況后,全國“楓橋式公安派出所”下黨派出所所長何瑞玉第一時間趕往現場。原來,兩位村民是親戚,一起開墾出這片土地;但是其中一位長期外出打工,就把自己的土地交給另一方打理,現在想要回自己的土地,對方卻舍不得土地里種下的農作物。
兩個人站在瓜田地里僵持,情緒激動。何瑞玉擔心事件升級,將兩人請到了派出所的“幸福茶館”調解室,叫來了村干部和下黨司法所所長。在多方共同調解下,二人最終和解。
為做好矛盾糾紛化解工作,下黨派出所積極探索出了山區矛盾糾紛化解機制,牽頭成立“黨員村佬”調解隊,設立“幸福茶館”調解室, 搭建“5G”網上調解平臺,形成“三級分類”調處法。如今,下黨派出所連續三年實現矛盾糾紛化解率達100%,實現了“小事不出村、大事不出鄉、矛盾不上交”,以實際行動打造屬于山區的新時代“楓橋經驗”。
基層治理、化解矛盾是“楓橋經驗”的根本定位。福建省公安機關以“就地解決矛盾”為出發點和立足點,深入踐行新時代“楓橋經驗”,總結推廣漳州“社區(鄉村)110”經驗做法,完善矛盾糾紛常態化排查化解機制,依托“公調對接”“律師進所”等,參與多元化解、綜合治理,及時把矛盾糾紛化解在基層、化解在萌芽狀態;深入開展“百萬警進千萬家”活動,組織發動社區警務工作團隊和群防群治力量,滾動掌握各類矛盾糾紛情況,及時提請黨委和政府、推動有關部門做好教育疏導工作,用心用情用力解決好群眾“急難愁盼”問題。
從鄉村“走”進社區,從線下“擴”到網上,新時代“楓橋經驗”在八閩大地上不斷煥發新的生機活力。
林春蘭是全國首批“楓橋式公安派出所”——福州市公安局東街派出所的社區民警,她每天都要到轄區“走一走、問一問、管一管”。“如今是互聯網時代, 我們的社區工作也要‘走’到網上去。”林春蘭主動將“百萬警進千萬家”向“百萬警進千萬群”延伸, 建立了涵蓋轄區1.3萬名群眾的129個網格微信群, 實現與群眾“鍵對鍵”,成為入戶走訪的有益補充。
為了把矛盾糾紛化解在社區,林春蘭警務室推出以“警民懇談會”為依托的線下調解模式和以東街派出所“e體+”多維調處平臺為依托的網上調解模式,并整合律師、調解員、退休法官及民警、心理咨詢師等力量開展聯調聯處,實現“調解不反彈、矛盾不上交”。近三年來,林春蘭警務室共化解矛盾糾紛375起,調處率達100%。
2022年4月,東街派出所轄區一工地報警稱,有幾名工人因工資結算問題,堵住工地大門影響了施工。經過民警的努力,雖然相關人員被勸離了現場,但雙方遲遲未達成和解。后來幾名工人去了省外的工地, 林春蘭就組織雙方通過“e體+”多維調處平臺進行線上調解。當事人雙方登錄線上調解平臺進行“視頻協商”,最終在線上“握手言和”。
近年來,福建省公安機關先后培育出“海上楓橋”“山區楓橋”“景區楓橋”“園區楓橋”等調解新模式,年均化解矛盾糾紛11 萬多起;先后推出福州“e體+”多維調處中心、“百萬警進千萬群”、漳州“甘寨模式”、泉州“排處分離”、三明“微信派出所”、南平“鄉警回歸”等典型經驗做法,有效激活了基層治理的“一池春水”。
群防群治,疏通共建共治“源頭活水”
武夷山,是世界文化與自然雙遺產,處處綠水青山,步步如詩如畫。
興田鎮南源嶺村距武夷山風景名勝區入口不足兩公里,每年往來1200萬名游客。過去僅有8家民宿,現已發展到180家民宿、32家餐飲。
在全國第三批“楓橋式公安派出所”——武夷山市公安局景區派出所日常工作中,如何精準投放警力,為民宿業主、游客提供更加便捷的服務,是民警不斷探索的一個課題。
景區派出所積極創新拓展新時代“楓橋經驗”,以“鄰舍警務”推動治安巡防“常態化”,會同村兩委、民宿協會,發動民宿業主,組建“治安巡防隊”, 在社區民輔警、網格員帶領下義務參與治安巡防,讓新“楓警”融入武夷山的好風景。
每逢游客高峰節點,無序停車、交通擁堵成為南源嶺民宿村的一個“老大難”問題。為此,景區派出所社區民警推動村兩委對全村進行整體規劃,合理標設停車位、交通標線、指示牌,并組建了一支由老黨員、老村干部組成的交通勸導隊,會同社區民警、網格長進行入戶宣傳、常態巡查勸導,逐步引導村民養成文明停車、安全行駛新風。
基層事務繁雜瑣碎,群眾成為基層治理的“源頭活水”。福建省公安機關把共建共治共享理念貫徹到群防群治工作中,健全完善以群眾自治組織為主體、社會各方廣泛參與的新型城鄉社區管理服務體系,充分調動群眾參與社會治理的積極性,更好地維護社會安寧。
2023年1月,全國“楓橋式公安派出所”三明市公安局白沙派出所以桃源社區為試點,大力推廣“社區義警”網格化管理格局,整合社區干部、綜治網格員、小區樓棟長、保安員等100 余人,在桃源社區率先組織起“桃源義警”力量。
“白沙派出所將桃源社區劃分為8個網格,根據網格治安要素的差異,分別配備10至20名數量不等的義警,建成流動義警站,并安排一名副所長和民警牽頭負責。”白沙派出所所長黃飛說,“桃源義警”發揮人熟、地熟、情況熟的優勢,融入社區治理、密織平安網絡,成為派出所的“左膀右臂”。
2023 年初,“桃源義警”在巡邏時發現有商家違規銷售煙花爆竹,勸阻無果后即向民警反映,最終該商家被立案查處,及時消除了安全隱患。
7月,“桃源義警”發現轄區內有可疑人員涉嫌從事電信網絡詐騙活動,第一時間向派出所民警提供線索,協助打掉一個犯罪團伙,抓獲涉詐嫌疑人39名,有力維護了群眾財產安全。
9月的一個凌晨,“桃源義警”巡邏時看到一名殘疾老年人需要幫助,便立即聯系社區民警,一起將老人平安送回家中。
自“桃源義警”成立以來,轄區刑事警情和治安警情均實現大幅下降,展示了新時代群防群治力量的新風尚。
警力有限,民力無窮。福建省公安機關堅持依靠群眾、發動群眾,完善群防群治機制,建立以社區民警為主的社區警務與網格化服務管理聯動機制,打造由民警、輔警、警務助理和網格員、保安員等群防群治力量組成的社區警務團隊,實現社區警務與基層治理深度融合。
近年來,福建全省共組建巡防團隊4056支,3.3萬人,形成泉州海絲“守楓人”義警隊、漳州“薌里薌親”、南平“林長+警長”、龍巖“北門大媽”、三明“桃源義警”、寧德“白茶衛士”等一大批品牌,警民攜手守護社會和諧安寧,提升了防范化解矛盾糾紛的效果。
優化勤務,引入機制創新“改革供水”
邁入新時代,面對人民群眾對美好生活的向往,公安工作面臨更多新課題新挑戰。
“作為特區派出所,我們必須特別敢創新。”全國模范公安單位、全國首批“楓橋式公安派出所”——廈門市公安局蓮前派出所,地處改革開放前沿,是廈門市主城區轄區面積最大、人員密集場所最多、安保任務最重的派出所。
轄區東坪山生態公園被喻為廈門的“綠肺”,也是廈門旅游的新名片、網紅打卡點。“現在基本上日均客流量可達17萬人次。旅游熱度的不斷攀升,也帶來了一定的安保壓力。”蓮前派出所所長韓江海表示。
為了守護游客安全,蓮前派出所主動與相關單位聯系溝通,整合了一鍵報警、客流監測等智能化設備,通過5G 網聯無人機,實現了定航巡邏、定點施救;即使景區面積大、客流量分散,一旦遇到突發情況,3分鐘內就能趕到現場。同時,在商圈、景區設立街面警務站、警務室,就近就地接受群眾的報警求助,讓群眾出門就能看到警察常在、警燈常亮。
把“再快一秒”作為工作目標,把“更快更靈”作為永恒追求。福建公安堅持面向實戰、面向基層、面向群眾,始終秉承“人民至上”理念,深入實施改革強警和公安大數據戰略,持續深化“兩隊一室”改革,派出所綜合指揮室充分發揮數據分析研判、信息精準下達、綜合指揮調度職能,保障支撐社區警務隊、案件辦理隊協同作戰,同時搭建了貫通省、市、縣、派出所的四級綜合指揮體系,升級改造移動警務平臺,大大提升了派出所打擊犯罪、維護治安、服務群眾的工作效能,永做“人民的保護神”。
“我剛做好筆錄,你們就把嫌疑人給抓到了,太厲害了!”2023年11月9日14 時許,市民沈先生在漳州市公安局巷口派出所稱贊道。
原來,當天上午10時許,沈先生的電動車在市中心醫院附近被盜。接警后,巷口派出所社區警務隊民警立即進行摸排調查,并將信息反饋至綜合指揮室。綜合指揮室研判后將指令派單給案件辦理隊,辦案隊民警鎖定嫌疑人,隨即部署安排抓捕工作。不到4小時,盜竊電動車嫌疑人就被抓獲。
如此高效的警情處置,得益于巷口派出所“兩隊一室”改革。2021年4月,巷口派出所先行先試派出所“兩隊一室”警務運行機制改革,做精綜合指揮室、做強社區警務隊、做專案件辦理隊,建立“一室牽引兩隊”“隊隊協作”機制,有效提升基層警務運行質效,推動更多警力下沉社區,確保基層基礎更加扎實。2023年以來,巷口派出所轄區刑事警情數、電信網絡詐騙類案件發案數均同比下降,讓群眾感受到滿滿的安全感。
近年來,福建公安延伸服務觸角、深化改革創新,深化“互聯網+ 公安政務服務”改革,386項公安行政審批服務事項全部入駐省網上辦事大廳,全面落實“跨省通辦”,根據需要在派出所、警務室增設24 小時公安業務自助設備;探索“不找警種、不分區域、一次辦成”模式,在符合條件的派出所試點設立“一站式”綜合服務窗口,為群眾提供戶政、治安、交管、出入境等服務,實現“一窗通辦”“一次辦結”。
“金杯銀杯不如老百姓的口碑,讓群眾滿意只有起點沒有終點。”福建省公安廳治安總隊五支隊政委陳守壯表示,下一步,福建公安將組織實施新一輪加強新時代派出所工作三年行動計劃,深入踐行新時代“楓橋經驗”,深化“楓橋式公安派出所”創建,打造八閩山海“楓警”品牌,努力做讓黨和人民放心的忠誠衛士。
Fengqiao-Style Security Networks Jointly Established in Fujian

Across the expansive landscapes of Fujian Province, from rural villages to offshore fishing rafts, Fengqiao-style police stations stand tall as banners guiding grassroots social governance. The Fengqiao Experience characterized by mechanisms such as door-to-door visits and the establishment of caring communities, has not only fostered efficient security networks but also seamlessly bridged the final gaps in police and civilian relations in this province nestled between mountains and sea.
Addressing Grassroots Disputes Through Mediation
In the remote mountains on the border of East Fujian and North Fujian lies a village called Xiadang under Shouning County. One night in 2022, a dispute between two villagers unfolded in a melon field. At this, He Ruiyu, director of Xiadang Police Station, one of the national Fengqiao-style police stations, rushed to the scene. It emerged that the two villagers were relatives who jointly reclaimed the" field. However, as one of them had been working outside the village for an extended period, he had entrusted the care of his share of the land to the other. Now, he demanded the return of his portion, but his relative didn't agree to relinquish the harvests on the land.
Seeing the prolonged impasse and heightened emotions between the two villagers, He Ruiyu decided to escort them to the mediation room, known as the Happy Tea House, within the police station to prevent any further escalation. Through the collaborative efforts of He Ruiyu, a village official and the director of the Xiadang Judicial Office, the two eventually reconciled their differences.
To resolve community conflicts, the Xiadang Police Station has pioneered mechanisms tailored to these mountainous areas. It introduced the concept of a Party member-led mediation team, established a mediation room within the station, an online mediation platform, and a \"three-tier\" mediation system. With a 100% dispute resolution rate over three consecutive years, the station has realized the objective of \"addressing minor issues within the village, major issues within the township\", thereby creating a new Fengqiao Experience for the mountainous region.
The foundation of the Fengqiao Experience lies in grassroots governance and conflict resolution. Adhering to the principle of \"resolving conflicts on the spot\", public security organizations in Fujian Province are committed to its widespread implementation. They have summarized and promoted the \"Community (Village) Police Emergency Hotline\" model initiated by Zhangzhou, refined procedures for routine dispute investigation and resolution, and employed strategies like \"public mediation coordination\" and \"legal consultations in police stations\". Through diverse approaches and comprehensive management, they swiftly snipped disputes in their early stages. Actively promoting liaisons between law enforcement and the community, they mobilize community policing teams and defense forces, utilize real-time monitoring of conflicts to promptly inform Party committees and governments, and advocate for relevant departments to address conflicts through education and guidance. They sincerely and empathetically address the immediate concerns of the populace.
The Fengqiao Experience has been revitalized across Fujian Province, extending from rural villages to urban communities and transitioning from offline to online platforms.
Lin Chunlan, a community police officer at the Dongjie Police Station, one of the initial Fengqiao-style police stations in Fuzhou City, engages in daily" visits, inquiries, and affairs management. \"In internet age, our community work also needs to be extended online,\" said Lin, who, leveraging the established offline connections between police officers and civilians, created 129 online WeChat groups that connect 13,000 residents within her jurisdiction.
To address community disputes, Lin's police station has implemented both offline mediations through the \"Police-Civilian Talks\" mechanism and online ones through a multidimensional resolution platform. Dongjie Police Station has collaborated with lawyers, mediators, retired judges, police officers, and psychological counselors to jointly mediate and resolve conflicts, aiming for \"once-and-for-all resolutions within the jurisdiction.\" Over the past three years, Lin's office has handled 375 disputes, successfully.
In April 2022, Dongjie Police Station received an emergency call from a construction site, reporting that several workers had blocked the entrance and disrupted construction work due to wage settlement issues. Although the workers eventually agreed to clear the entrance after talking with the police officers, a prompt resolution between the concerned parties proved elusive. Subsequently, when the workers relocated to another province, Lin Chunlan switched to the online multidimensional resolution platform to persist with the mediation. Ultimately, through an online video negotiation, the parties concerned reached a reconciliation.
In recent years, the public security organs in Fujian Province have developed various mediation models, including Maritime Fengqiao, Mountainous Fengqiao, Scenic Area Fengqiao, and Industrial Park Fengqiao. Annually, they successfully resolve over 110,000 conflicts and disputes on average. They have also rolled out exemplary practices for online engagement between police officers and civilians, such as Fuzhou's Multidimensional Resolution Center, Zhangzhou's Ganzhai Model, Quanzhou's Separation of Investigation and Mediation, Sanming's WeChat Police Station, and Nanping's Rural Policing. These initiatives have significantly rejuvenated grassroots governance and nurtured a harmonious local environment.
Leveraging Collective Community Governance
As a UNESCO World Heritage site renowned for its blend of cultural and natural marvels, Fujian's Wuyishan Nature Reserve is graced with a picturesque landscape of verdant waters and lush mountains.
Nanyuanling Village in Xingtian Town, located only two kilometers away from the entrance of Wuyishan Nature Reserve, attracts around 12 million visitors annually. It has enjoyed a remarkable growth in its hospitality and dining establishments from 8 Bamp;Bs to 180 novelty lodges and 32 restaurants.
The Nature Reserve Police Station of the Wuyishan City Public Security Bureau is among the third batch of Fengqiao-style police stations nationwide. In their daily operation, police officers go to great lengths to strategize the deployment of forces and provide better services for both guesthouse owners and tourists.
While actively popularising the Fengqiao Experience, the Nature Reserve Police Station has put forward the concept of routine patrols. They have set up security patrol teams in collaboration with village committees, the novelty lodge association, and Bamp;B owners. Under the guidance of auxiliary community security officers and sub-precinct police officers, these teams, voluntarily engaging in security patrols, have smoothly integrated the new Fengqiao style into the Wuyishan Reserve.
During peak seasons, Nanyuanling Village would often be crippled by unauthorized parking and traffic congestion. In response, the community police officers from the Nature Reserve Police Station, along with village committees, formulated a plan for the entire village, including how to strategically place parking spaces, traffic markings, and signposts. Additionally, they established a traffic guidance team consisting of senior party members and village cadres, which conducts household outreach and regular patrols in coordination with community security officers and sub-precinct police officers. Thanks to these collective efforts, local residents have embraced a new norm of responsible parking and safe driving.
The complexity of grassroots issues requires a crucial role in governance on the part of the public. The public security organs in Fujian Province have incorporated the principles of joint construction, collective governance, and shared benefits into the community-based proactive efforts. They have enhanced their new urban and rural community service system, with mass autonomous organizations as the mainstay and active involvement from various sectors of society as backup. This approach has effectively engaged the public, encouraging them to participate in social governance and social order maintenance.
In January 2023, the Baisha Police Station, another national Fengqiao-style one, under the Sanming City Public Security Bureau, selected Taoyuan Community as a pilot project to promote the grid-based management and mobilized over 100 policing volunteers, comprising community cadres, daily management personnel, resident assistants, and security staff.
\"The Baisha Police Station has divided Taoyuan Community into 8 sections and assigned from 10 to 20 policing volunteers to each of them based on different public security factors. The station has also established several mobile voluntary policing stations in the charge of a deputy director and some officers of our police station,\" said Huang Fei, director of the Baisha Police Station. Taoyuan's policing volunteers are familiar with the people, locations, and situations they help monitor, and are already integrated into the system of community governance and security maintenance.
In early 2023, Taoyuan's policing volunteers discovered a store involved in unauthorized sale of fireworks and firecrackers. They dissuaded the store owner from the business, but to no avail. They reported the situation to the police. Later, an official investigation was launched and potential hazards eliminated.
In July, the volunteers identified a gang suspected of telecommunications fraud. Hardly had they forwarded the information to the local police when the potential crime was thwarted. Thanks to their joint efforts, 39 fraud suspects were apprehended, and the residents' properties remained intact.
In the early hours of a rainy night in September, the volunteers on patrol spotted" a disabled elderly person in need of assistance. They informed the community police and joined them in helping the elderly resident get back home safely.
Since the inception of the voluntary policing team in Taoyuan, the number of criminal and public security incidents in the jurisdiction has fallen significantly, indicating a promising outlook for these new community-based collective prevention and control efforts.
Given the constraints of limited police resources, it's critical to harness the power of the people. Adhering to the principle of relying on the masses, public security organs throughout the province have strengthened the community-based prevention and control mechanisms. They've established a coordinated framework for community policing and grid-based management, with police officers at the core. More than that, a community policing team, composed of police officers, auxiliary police, police assistants, sub-precinct officers, security personnel, and other community-based prevention and control forces, has incorporated itself into community policing and grassroots governance.
In recent years, the province has set up a total of 4,056 patrol teams comprising 33,000 members. Among the branded voluntary teams: the Maritime Silk Road Fengqiao Experience Practitioners in Quanzhou, Neighborhood Watch in Zhangzhou, Rangers and Police in Nanping, North Gate Guarding Aunties in Longyan, Taoyuan Policing Volunteers in Sanming, and White Tea Guardians in Ningde. These collaborative initiatives, where the police and the community work together, have strongly reinforced local security and harmony while enhancing the effectiveness of preventing and resolving conflicts and disputes.
Optimizing Services Through Innovation
While addressing the people's aspiration for a better life, the public security system will inevitably face numerous challenges.
\"As a police station in a special economic zone, we must embrace innovation,\" said the director of the Lianqian Police Station under the Xiamen Public Security Bureau. The station is a model for national public security units and also one of the first Fengqiao-style police stations in China. Situated at the forefront of reform and opening-up, the station, which oversees the largest and most densely populated area in Xiamen, undertakes the most demanding responsibilities.
Hailed as Xiamen's \"green lungs,\" the Dongpingshan Ecological Park in the station's jurisdiction has emerged as a new landmark and popular tourist attraction. \"The daily visitor count has reached approximately 170,000, and the increased popularity has brought about certain security pressures,\" explained Han Jianghai," director of the Lianqian Police Station.
To ensure the safety of tourists, the Lianqian Police Station has proactively liaised with relevant units, implementing a variety of intelligent devices such as one-click alarms, crowd monitoring, and other functions. Through 5G-powered drones, the station has realized scheduled patrols and targeted rescues. Despite the large number of dispersed visitors in the vast ecological park, officers can still arrive at the scene within 3 minutes in case of an emergency. Moreover, police stations and offices have been established in commercial areas and scenic spots to address emergency reports and assistance requests from the public at the first possible moment.
With the goals of being \"one second faster\" and providing \"more convenience for the people\", the public security bureaus in Fujian always serve the public wholeheartedly. Upholding the principle of \"people first\", they have implemented strategies to strengthen the police through reform, utilize big data in public security, and optimize the \"one office and two teams\" restructuring. The comprehensive command offices at the police stations play a crucial role in data analysis, precise information distribution, and integrated command and dispatch, and also ensure coordinated operations between community policing brigades and case-handling teams. The newly established four-level comprehensive command system links the province, city, county, and police stations, and the upgraded mobile policing platforms significantly enhance efficiency, transforming police officers into ever-present \"guardian angels\" of the people while combating crimes, maintaining public order, and providing services.
In the afternoon of November 9, 2023, Mr. Shen, a resident of Zhangzhou city, expressed his admiration at the Xiangkou Police Station of the Zhangzhou Public Security Bureau. \"Hardly had I finished giving my statement when you apprehended the suspect. That's impressive!\" Mr. Shen said.
At approximately 10 a.m. that day, Mr. Shen discovered his electric bike stolen near the city's Central Hospital. Following the report, the community policing team at the Xiangkou Police Station immediately launched investigations and relayed information to the command office. After conducting analyses and assessments, the office issued instructions to the case-handling team, which soon pinpointed the suspect and executed the arrest. Within less than 4 hours, the suspect was apprehended.
Efficiency at the Xiangkou Police Station is credited to the \"one office two teams\" reform. In April 2021, the station spearheaded the policing operation reform by refining the comprehensive command office, strengthening both the community policing teams and the case-handling teams. This reform established a mechanism of \"cooperation of the two teams under the guidance of the same office,\" significantly improving the quality and efficiency. The initiative also contributed to building a solid foundation at the grassroots level by deploying more police forces to the community. In 2023, the Xiangkou Police Station saw a year-on-year decrease in the number of criminal incidents and cases related to telecommunications and online fraud in its jurisdiction, thus fostering an increased sense of security in the community.
In recent years, the Fujian Public Security Bureau has extended its service reach and deepened its commitment to reform and innovation, particularly in advancing the \"Internet + Public Security Administrative Service\" reform. A total of 386 public security administrative approval and service matters have been streamlined into the provincial online service hall, facilitating cross-province handling of cases. Furthermore, to meet growing demands, 24-hour self-service policing devices have been put into place in many police stations and offices. A one-stop service model has also been promoted to relieve the public from the burden of identifying police departments and jurisdictions. The \"one-stop\" service windows have been piloted in applicable stations to provide citizens with services related to household registration, public security, traffic management, immigration, and more.
\"Good reputations are more valuable than gold or silver, and serving the public to their satisfaction is an ongoing journey with no endpoint,\" emphasized Chen Shouzhuang, political commissar of the Fifth Brigade of the Security Division of Fujian Provincial Public Security Department. Looking ahead, the Fujian public security system will organize and implement a new round of a three-year plan to improve its performance of local police stations. It strives to protect the Party and the people wholeheartedly and solidify the Fengqiao Experience by establishing more Fengqiao-style stations and building more Fengqiao policing role models across Fujian.
