廣州又稱“羊城”，是廣東省省會，國家重要的中心城市、國際商貿中心、綜合交通樞紐；是粵港澳大灣區核心引擎城市之一。廣州有2200多年歷史，是古代海上絲綢之路的始發地，素有“千年商都”的美譽；這里氣候宜人，森林覆蓋率達42.14％，被聯合國評為“國際花園城市”，獲聯合國改善人居環境最佳范例獎。廣州總面積7434.40平方千米，2022年末，廣州市常住人口1873.41萬人。

歷經時代的變遷，開放與包容已沉淀進廣州的基因里，并成為推動這座城市不斷向前的精神內核。站在建設粵港澳大灣區新的起點上，廣州公安傳承和發揚楓橋經驗，為平安廣州護航。

“五樂”工作法守護老城區平安

廣州市公安局越秀區分局華樂派出所成立于1986年1月，管轄的地區是廣東省首個CBD商圈——環市東CBD。該轄區是廣東省首個政府安置歸國華僑聚居區，是全省首個接待外賓的高級酒店和首個涉外商業場所的所在地，超過1100家外資企業在此開展經貿活動。在華樂派出所轄區，還有廣州市歷史文化街區、中國華僑第一村——華僑新村。

走進華樂派出所，一塊一塵不染的牌匾——“人民滿意的派出所”懸掛于此。這個1997年由國務院命名的全國首批“人民滿意的派出所”，是目前廣東省唯一一家獲此殊榮的派出所，是華樂派出所響當當的“金字招牌”。

華樂派出所獲得全國首批國務院命名的“人民滿意的派出所”等國家級榮譽稱號14項，這里走出過全國優秀人民警察5名、全省優秀人民警察5名，其中榮獲全國五一勞動獎章和全國先進工作者稱號的共2名。

近期，全國命名第三批“楓橋式公安派出所”，華樂派出所榜上有名。

近年來，華樂派出所堅持和發展新時代“楓橋經驗”，堅持愛民為民的初心使命，牢固樹立“派出所主防”理念，不斷創新基層社會治安治理，推出樂心、樂園、樂居、樂業、樂民“五樂”社區工作法，以釘釘子精神將平安歡樂灑向轄區每一個角落。

2023年3月4日，16歲的少年小彬（化名）給時任華樂派出所副所長黃子敬寫來感謝信，信中說：“我真的非常感謝華樂派出所，特別是子敬哥哥！我一定會聽子敬哥哥的話，好好學習，不再任性，照顧好我的外婆和媽媽，肩負起未來家里頂梁柱的擔子。”這封感謝信的背后，有一個華樂所心理服務團隊讓迷途少年按下人生“重啟鍵”的感人故事。

事情發生在2021年6月。原本家境優越、父母寵愛、品學兼優的15歲學生小彬（化名）因家庭變故無心向學，成績一落千丈，沖動地拿著家庭僅有積蓄只身前往外地，逐漸音信全無。這導致患有疾病的母親病情雪上加霜，家中的生活全靠年近八旬外婆的退休金苦苦支撐。

群眾利益無小事，更何況這涉及一個少年的人生，一個家庭的幸福。華樂派出所當機立斷，派遣心理服務團隊即刻出發，僅花了24小時就將小彬帶回廣州與家人團聚。為了確保孩子的心理健康，心理服務團隊聯系街道組成幫扶專班，幫助申請低保、公租房，送媽媽住院，并擔負起照顧小彬和他80歲外婆的工作。心理服務團隊從點滴入手，從生活細節開始，與小彬建立起溝通橋梁，與他談心，帶他參加各種活動，給予親人一樣的關愛，用半年時間終于打開他的心結，使他走出陰霾，成了一個陽光向上、活力有愛的少年。

華樂派出所在處置大量矛盾糾紛過程中發現，如何解開心結，將工作做到群眾的心里，是調解成功的關鍵。經過多年的實踐探索，華樂派出所將原本為民警調節心理壓力的心理服務站業務向群眾延伸，設立了集心理疏導、糾紛調解、法制宣傳功能于一體的“樂心”心理服務站，由所長任站長，協調市公安局和區公安分局心理服務團隊進駐，吸收社區民警、社工、法援律師、“樂叔樂嬸”平安志愿服務隊等組建“3+4+N心理服務團隊”（即全國心理咨詢師資格證民警3名+經驗豐富的社區民警4名+心理志愿者N名），制定了《“樂心”心理服務站調解工作制度》《心理服務團隊培訓制度》等7項制度，建立了糾紛對象評估（社區民警、社工查冊走訪）——疏導方案制定（心理服務站集體研究）——過程跟進（社區民警、居委協調落實）——結果反饋（心理服務站向派出所、街道更新進展）全過程閉環措施，構建了公安主導、前期調解評估、中期精準干預、后期心理服務跟進的“調解+心理服務”工作體系；通過建立“1+1+N”人民調解室（建立街道牽頭，派出所具體落實，網格員、司法所、勞監、綜治、網格員、律師等部門和群體共同參與，以及無縫連接、功能補位的人民調解工作體系），建立樓棟、小區、機團單位等200多個微信群，整合了多方資源，實現“一元治理”向“多元共治”的轉變，有力促進了轄區治理水平不斷提升。服務站成立三年來，共開展一對一輔導32場次，服務轄區居民學生19120人次，成功調解糾紛255起，調解成功率100%。

服務不缺位，也是華樂派出所孜孜不倦的追求。

埃及人莫漢（化名）已經在華樂街道生活了近15年，并與一位本地姑娘結婚生子。2019年在廣州創辦了一家設計公司。近日，他前來華樂派出所辦理居住登記備案?！斑@里的民警非常友好?！蹦獫h說道。他曾在酒店遇到一位丟失了背包的外籍女孩，并幫助她報警。二三十分鐘后，民警便從出租車上找回了遺失的背包。

“無論是民警還是本地居民，對我們都很熱情，一直在努力引導我們融入社區?！蹦獫h說，他在這里生活很愉快，有時在街上問路，路人還會主動將他帶到目的地。

莫漢早年在埃及做生意，因行情不好才決定在廣州創業。“我想讓每個人都知道，中國的營商環境非常好，越來越多的外國人來廣州做生意。這離不開華樂派出所民警創造的良好治安環境和提供的貼心服務?！?/p>

莫漢只是生活在華樂派出所轄區中的眾多外國人之一，近年來，為幫助外國人更好地融入社區，心無旁騖地創業，華樂派出所依托外管服務站對轄內外國人和企業開展全面走訪，為轄區內常住外籍人員、1100家外資企業和暫住外籍人員提供法治宣傳、租房、就醫、辦事指引，推動涉外矛盾糾紛排查化解，引導外國人融入社區安居樂業，為企業提供良好的營商環境。

細微之處 看獵德平安“楓景”

2023年8月4日下午，在花城廣場舉行的“獵德義警”啟動儀式上，天河區副區長、公安分局分局長焦志偉將鮮紅的“獵德義警”旗幟交到義警代表手上?！皬娜罕娭袑ふ医鉀Q問題的方案和方法?！边@支由物業安保、治安保衛委員會保衛力量、網格員以及志愿者組成的群防群治隊伍，成了廣州第一支“義警”隊伍，協助開展禁毒、防火、防盜、防詐騙等群防群治工作，為打造新時代“共建、共治、共享”的社會治理新格局注入了社會力量。

當新任“義警”們步巡在獵德的街道之間，“細節無處不在”是大家最直觀的感受。

來自轄內企業的員工小王，在幾天的“義警”時光中，參與了禁毒教育、消防檢查、反詐宣傳等任務。在獵德派出所下轄社區、小區以及各大商圈、商鋪中開展工作，檢查好的每一份臺賬、發放的每一張反詐宣傳單、指引過的每一次問路，都讓他深深體會到了基層治安治理工作重在細節?！耙恢毕蛲軈⑴c到平安的守護工作當中去，基層治安治理工作很細致，群眾的滿意就是對我最大的認可?！毙菹㈤g歇，小王擦拭掉鬢角的汗珠，微笑說道。

天河區獵德街道地處珠江新城CBD核心區，天河公安細致打造廣州市首批國際社區特色名片。

穿過“城市會客廳”花城廣場，來到廣粵國際社區。作為廣州首批建成的兩個國際社區之一，廣粵國際社區服務中心內部設置的“涉外志愿者服務站”在林立的高樓間鬧中取靜。

如何做好涉外服務工作？“要細致！”從事13年涉外服務工作的獵德派出所民警黃毅萍給出了回答。

2022年，一名外籍女子在同胞的介紹下找到黃毅萍求助，對方因急事必須回國，但由于簽證過期無法成行，十分著急。黃毅萍多方奔走，想盡辦法，最終在簽證部門的幫助下為其加急完成簽證，使其得以順利回國。該名外籍女子贈送的錦旗見證了黃毅萍在涉外服務工作上的近乎于執著的細心主動。

“獵德義警”和廣粵國際社區立足細微之處，把“矛盾不上交、平安不出事、服務不缺位”作為工作的出發點和落腳點，傳承“楓橋經驗”，用一個個匠“心”編織出獵德平安“楓景”。

黃埔公安 用主動警務夯實平安基石

從兩萬元起家到千億制造大區，這里是廣州實體經濟主戰場、科技創新主引擎、改革開放主陣地，這是當下廣州人口增量龐大，年輕人熱切向往、奔赴的一個行政區域。

2023 年3月24日晚，黃埔區公安分局蘿崗派出所通過對轄內高發案件區域的大數據分析，排查鎖定嫌疑車輛，在重點路段精準布控，抓獲嫌疑人鄧某，串并破案20余起。

這僅是黃埔區公安分局推行精準警務，推進“派出所主防”以來的其中一個成功破獲的案例。如今，“派出所主防”理念已經深入人心?！胺婪秳儆诖驌?，就比如電信網絡詐騙，不僅案件難破，被騙事主的損失也難以追回。再如故意傷害類警情， 如果通過主動防范及時避免該類警情發生，那么侵害人身安全的案件將大大減少?！鄙鲜霭讣闹鹘涋k人、蘿崗派出所副所長陳燊介紹說。

依托“埔實智慧”社區警務系統等平臺，將分局新生警力下沉到一線，構建起“科技支撐、主動研判、精確打擊”的精準防控體系，全心全力打造楓橋式派出所，不斷開創“派出所主防”新氣象新局面，在更高水平上實現“基礎牢、出事少、治安好、黨和人民滿意”目標，讓安全觸手可及、就在身邊。

增城公安 用心描繪基層治理“作業圖”

緩緩鋪開粵港澳大灣區的建設藍圖，作為廣州“東進南拓”城市發展之路的“橋頭堡”，增城區格外引人注目——位于廣深兩大都市圈銜接節點，下轄7個鎮、6個街道，總面積1616.47平方千米，常住人口約為170萬人。

增城公安通過深入基層科所隊及社區開展實地調研，聚焦派出所基層防范主業、推動社區民警下沉、就發展群防群治隊伍力量等具體問題開展“頭腦風暴”，不斷探索新形勢下的基層綜合治理模式。

“公安機關不能單打獨斗，‘多走一步’主動與各職能部門形成合力才能開展好基層治理工作，進一步構建基層共建共享共治的新格局。”增城區副區長、公安分局局長王浩宏對基層治理理念進行了闡釋?！跋騾^政府要政策支持、向政法委要發展平臺、向鎮街要資源力量、向政數局要基礎數據”，增城公安積極推動政法跨部門協同合作，研判室墻上白板所描繪的“作業圖”也逐漸清晰起來——一套符合分局實際、科學合理、高效運轉的基層基礎工作策略。

2023年以來，增城全區社會面110警情同比下降28%，案件類警情同比下降16.8%，抓獲違法犯罪人員數同比上升63.4%；全區流動人口登記率上升11個百分點，粵居碼持碼率高達96.89%，從原來的全市各區排名第六上升到第一名。自增城公安基層治理“作業圖”推出實施以來，增城分局在基層治理工作中取得了明顯成效。

“高校、小區物業安保力量多走一步，便是社區警務模式前進的一大步?！敝齑迮沙鏊商飳W院農村警務區社區民警黎楊毅凝望著眼前的絲苗米稻田說道。經歷過早稻插秧時節的火熱，朱村田間披上一片新綠，阡陌交錯，直至村落，仰頜眺望，復見廣廈。占地94.07平方公里的朱村街道內元素豐富，城市、鄉村、高校、高新技術產業融合發展。在發展中發現問題、解決問題也是社區民警的必備本領。

“廖村就是我的家，很榮幸自己能夠守護著它。”說罷，富鵬派出所開園社區廖村下境巡防隊廖隊長拍了拍巡防摩托車的座椅，平時隊員就是駕駛著這樣的摩托車守護著村里安寧的。

珠江畔，南海濱，從CBD、國際化社區到田間地頭，從老市民、新市民到外國友人，廣州公安因時因地制宜，用科技賦能社區警務，把“矛盾不上交、平安不出事、服務不缺位”作為工作的出發點和落腳點，傳承“楓橋經驗”，繪就羊城平安“楓景”。

Guagnzhou's Security Landscape

Guangzhou， also known as \"Yangcheng，\" is the capital of Guangdong Province， a crucial city in China， an international trade center， and a comprehensive transportation hub. It is one of the core cities in the Greater Bay Area. With a history of over 2，200 years， Guangzhou is the starting point of the ancient Maritime Silk Road， earning it a reputation as a \"Millennium Business City\" .The city has a pleasant climate， with a forest coverage rate of 42.14%， leading to its recognition by the United Nations as an \"International Garden City.\" It also received the UN Habitat Scroll of Honor Award for Best Practices in Improving the Living Environment. Covering a total area of 7434.40 square kilometers， Guangzhou had a permanent population of 18.73 million at the end of 2022.

Over time， openness and inclusivity have deeply ingrained themselves in the genetic fabric of Guangzhou， forming dual pillars that drive the city forward. As the construction of the Greater Bay Area begins， the Guangzhou Public Security Bureau stands ready as an inheritor of the Fengqiao experience — a symbol of successful social governance practices — to safeguard the peace of Guangzhou.

Implementation of the \"Five Joys\" Policing Method

The Huale Police Station of the Yuexiu District was established in January 1986. Its jurisdiction covers the earliest Central Business District （CBD） in Guangdong Province， the East Ring CBD. This area is also the first government-built residence area for returnees in Guangdong Province， and it is the location of the earliest luxury hotel hosting foreign visitors and the first place for foreign-related commercial activities in the entire province. More than 1，100 foreign-funded enterprises operate here. Meanwhile it is dotted with historical and cultural sites. The very first overseas Chinese village in China—the Overseas Chinese New Village stands here.

A shining plaque adorns the entrance of the Huale Police Station. It reads： \"Satisfactory People’s Police Station.\" Huale was given this honor by the State Council in 1997 and remains the only one that has been given such an honor in Guangdong Province. Hence it is considered a very exceptional police station.

The Huale Police Station has been honored with 14 national-level accolades， including being among the first batch of police stations nationally recognized as \"Satisfactory People’s Police Stations\". Five outstanding police officers from this station have received national recognition， and another five have been acknowledged at the provincial level. Among them， two have been awarded the National May 1st Labor Medal and National Advanced Worker respectively.

Recently， the Huale Police Station has gained recognition by being named among the third batch of national \"Fengqiao-style Police Stations\".

The Huale Police Station has adhered to and developed the Fengqiao experience in the new era， sticking to its original mission of serving the people. To be main guardian of the public， the station continuously innovates grassroots social security management. It has devised an approach characterized by \"Five Joys\"： joy in the heart， joy in the park， joy at home， joy at work， and joy for the people. The station works to ensure joy is felt across the community.

On March 4， 2023， a 16-year-old teenager named Xiaobin （pseudonym） wrote a thank-you letter to Huang Zijing， then deputy director of the Huale Police Station. He wrote： \"I am truly grateful to the Huale Police Station， especially Brother Zijing！ I will definitely follow his advice， study hard， behave myself， take care of my grandmother and mother， and shoulder the responsibility of being the rock of the family in the future.\" Behind this letter of gratitude lies a touching story about the Psychological Service Team at the Huale Police Station.

In June 2021， Xiaobin， a hard-working student from a comfortable and loving family， faced an unexpected family crisis. Disillusioned to a certain extent， his academic performance dived. His impulsive escape from his family with their meagre savings escalated into a total oblivion. This left his mother， already struggling with illness， in an even more dire situation. The family's livelihood now heavily depended on the pension of his nearly 80-year-old grandmother.

The Huale Police Station acted swiftly， for it involved the life of a teenager and the happiness of a family. They immediately dispatched their psychological service team， and within 24 hours， successfully brought Xiaobin back to his family in Guangzhou. To ensure the child's mental well-being， the psychological service team collaborated with the community to form a support team. They assisted in applying for social assistance and public housing for the family， arranged for the mother's hospitalization， and took care of both Xiaobin and his grandmother.

Through the smallest details in life， the psychological service team started to build rapport with Xiaobin. They had heart-to-heart talks with him， engaged him in various activities， offered care for his family， and， over six months， helped him resolve his psychological stress. This support enabled him to break free from despair and transform into a positive， energetic， and loving teenager.

Through handling a large number of conflicts and disputes in people's lives， the Huale Police Station found that locating the crux of the matter is key to successful mediation. The psychological service station was originally established to help police officers manage psychological stress， but after years of experimentation they extended its services to the general public. They established the \"Happy Heart\" Psychological Service Station that integrates psychological counseling， dispute mediation， and promotion of legal consciousness. The station， led by the station chief， joined by the city and district police psychological service teams， consisted of community police officers， social workers， legal aid lawyers， and the \"Happy Uncle and Happy Aunt\" Volunteer Team， forming a \"3+4+N Psychological Service Team\" （3 police officers who were licensed as Certified National Psychological Consultants， 4 experienced community police officers， and some psychological volunteers）. They set up seven regulations， including the \"Happy Heart\" Psychological Service Station Mediation Work System and the Psychological Service Team Training System.

They also established a closed-loop system for dealing with disputes： dispute object assessment （conducted by police officers and social workers during community outreach）， counseling plan formulation （through group research at the psychological service station）， process follow-up （coordinated and executed by community police officers and neighborhood committees）， and result feedback （updated by the psychological service station and neighborhood committees）. They developed a comprehensive \"Mediation Plus Psychological Service\" working system， with the police leading the way， conducting early mediation assessments， providing precise interventions， and offering follow-up psychological services at the conclusion of the process. Furthermore， by setting up the \"1+1+N\" People's Mediation Room， creating over 200 WeChat groups， and the consolidating multiple resources， they successfully transitioned from a single governance model to a multi-governance approach. This significantly improved governance in the jurisdiction. The Public Mediation Room refers to a cohesive and collaborative public mediation system， led by the personnel from the subdistrict， with the police station executing specific tasks， and active participation from grid officers， judicial offices， labor supervisors， lawyers， and various other departments and groups.

In the three years since its establishment， the service station has conducted 32 one-on-one counseling sessions， serving 19，120 residents in its jurisdiction. They successfully mediated 255 disputes， achieving a 100% mediation success rate.

No Service Gap is tolerated in Huale's jurisdiction.

Mohan （pseudonym）， an Egyptian national， has been living in the Huale neighborhood for nearly 15 years. He married a local Chinese woman and has a child. In 2019， he established a design company in Guangzhou. Recently， he came to the Huale Police Station to handle his residential registration. \"The police officers here are very friendly，\" Mohann said. He once helped a foreign woman who had lost her backpack in a hotel report the incident to police. Within 30 minutes， the police recovered the lost bag from a taxi.

\"Both the police officers and the local residents are very enthusiastic towards us， always helpful in integrating us into the community，\" said Mohan. When he asks for directions on the street， passersby willingly lead him even to his destination.

Mohan， who had his business in Egypt， decided to start a new one in Guangzhou due to slack business back at home. \"I want everyone to know that China's business environment is excellent， and an increasing number of foreigners are coming to Guangzhou for business， thanks to the good public security environment created by officers like those at the Huale Police Station and the considerate services they provide.\"

Mohan is just one of many foreign nationals living in the jurisdiction of the Huale Police Station. In recent years， to facilitate foreigners’ integration into the community and encourage their entrepreneurial pursuits， the Huale Police Station， with support from the Foreign-related Affairs Service Station， has undertaken comprehensive visits to both domestic and foreign residents and enterprises within its jurisdiction. These initiatives include legal education， guidance on house renting， medical treatment assistance， and support in handling various affairs. The Station is dedicated to resolving disputes， guiding foreigners in settling down in the community， and fostering a conducive business environment for enterprises.

The Picturesque View of Liede Subdistrict

On the afternoon of August 4， 2023， at Floral City Square， Jiao Zhiwei， Deputy District Chief and Chief of the Public Security Sub-bureau in Tianhe District， presented the vibrant red \"Liede Volunteer Police\" flag to the representative as part of the launch ceremony of the new team. This team， comprising property management security， public security and safety committee members， grid officers， and other volunteers， is Guangzhou's \"volunteer police\" team. They actively engage in community-based crime prevention， anti-drug campaigns， fire prevention， and anti-theft and anti-fraud efforts. This endeavor helps public forces shape a new model of social governance in the era of \"co-building， co-governance， and co-sharing.\" They work on the basis of a common saying： \"Finding the right methods and solutions depends on the people and the community.\"

As the newly appointed \"Volunteer Policeman\" patrol the streets of Liede， the most noticeable aspect is their meticulous work.

Xiao Wang， an employee from a local company， participated in various tasks as a member of the \"Volunteer Police，\" including anti-drug education， fire inspections， and an anti-fraud awareness program. While operating in communities， neighborhoods， and major business districts under the jurisdiction of the Liede Police Station， he helped inspect business accounts， distributed anti-fraud pamphlets， and offered directions to passersby on the street. Through his work， he realized effective grassroots public security governance lay in the details. During a break， wiping away the sweat from his temples， he smiled and shared， \"I have always aspired to contribute to public safety work. Grassroots public security governance involves meticulous work. The people’s satisfaction means a lot to me.\"

Tianhe District's Liede Subdistrict， located in the heart of Zhujiang New Town CBD， is one of Guangzhou's first international communities， distinguished by its acclaimed public safety crafted by the Tianhe Public Security.

Through the \"Municipal Reception Hall\" of Floral City Square is the Guangyue International Community， one of the first two international communities built in Guangzhou. Within its service center is the \"Foreign-related Affairs Volunteer Service Station\" ，nestled in a serene environment amidst the towering buildings.

When asked how to do a good job in foreign-related services， Huang Yiping， a police officer from Liede Police Station with 13 years of experience in foreign-related services， answered \"You have to be meticulous\"！

In 2022， a foreign woman sought assistance from Huang Yiping. She urgently needed to return to her home country due to a family emergency， but she couldn't because her Chinese visa had expired. Exploring different solutions with the help of the visa department， Huang efficiently sped up the visa process， enabling her to return home in time. The plaque sent by the foreign woman stands as a testament to Huang’s meticulous and persistent approach in delivering foreign-related services.

The \"Volunteer Police\" in Liede Subdistrict， when working in the Guangyue International Community， prioritize attention to detail. They make \"deescalating issues， ensuring safety， and eliminating service gaps\" the foundation of their work. Inheriting the \"Fengqiao Experience，\" they carefully weave a safety net in Liede Subdistrict.

Proactive Policing as the Rock of Peace

From humble beginnings， Huangpu District has evolved into a manufacturing powerhouse with a trillion-yuan output. It has emerged as the primary battleground for Guangzhou's economy. It serves as a leading force in technological innovation and is a key area for reform and opening up. Huangpu District is experiencing significant population growth， attracting many young people eager to be part of its dynamic landscape.

Huangpu Port， the largest port in South China， connects to more than 100 countries and regions and more than 600 ports worldwide. With its beautiful landscape as a background， it is firmly advancing high-level openness to the outside world and actively promoting the \"Dual Highs\"—high-quality development and high-speed growth. Over 100 Fortune Global 500 companies operate there， and alongside them are the \"2+3+N\" strategic science and technology innovation platforms， and half of Guangdong Province's high-level innovation research institutes.

Fueled by innovation， Huangpu District is currently a vibrant hub of activity. On the evening of March 24， 2023 alone， the Luogang Police Station of Huangpu District Public Security Bureau used big data analysis of high-crime areas within its jurisdiction to identify and locate a suspicious vehicle. The police successfully apprehended the suspect， surnamed Deng， resulting in the resolution of over 20 cases.

This is just one typical day since the implementation of precision policing and the promotion of the \"Police Station as the Main Guardian of Public Safety\" principle by the Huangpu District Public Security Sub-bureau.
