“天下泉城、人來無憂”

習近平總書記在中央人才工作會議上強調，要堅持營造識才愛才敬才用才的環境。環境好，則人才聚、事業興。近年來，山東省濟南市深入踐行“天下泉城聚天下英才”工作理念，堅持“不唯地域引人才、不問出身評人才、不拘一格用人才、不遺余力為人才”，全力構筑“天下泉城、人來無憂”全生命周期人才服務體系，讓廣大人才在濟南干事有平臺、發展有空間、生活有品質、內心有歸屬。

讓人才創業無憂。發展環境優，人才創造活力才能充分迸發。聚焦人才實際需求，動態優化調整人才政策“雙30條”，完善頂尖人才、產業領軍人才等支持政策。推出金融支持人才企業發展十項舉措，設立首期規模3億元人才基金，備案“人才貸”180余筆，“人才險”承保額25余億元。連續6年舉辦新動能創新創業大賽，累計落地項目500余個、引進高層次人才3000余人，對人才團隊給予無償資助、股權直投跟投支持。出臺動員激勵廣大人才投身鄉村振興21條措施，回引1483名人才返鄉創業。通過優化政策體系、完善配套服務、搭建創業載體，不斷激發人才創造激情，助力人才實現創業夢想。

讓人才發展無憂。栽下梧桐樹，引得鳳凰來。注重為人才搭建廣闊的發展空間。舉辦首屆高層次人才招引大會，組織1500余家用人單位提供2.6萬余個職位，吸引海內外5萬余名人才到場，現場達成意向1.4萬余人次。做強中科院濟南科創城，完善國家、省、市三級實驗室體系，做優科技成果轉化平臺。探索搭建人才項目孵化矩陣，健全“孵化器—加速器—產業園”全鏈條孵化體系和項目“引進—落地—孵化—成長”全流程服務體系。同時，堅決破除“唯論文、唯職稱、唯學歷、唯獎項”，突出能力實績，率先出臺面向新就業形態及哲社文體領域的高層次人才分類認定辦法，讓人人皆可成才、人人皆可出彩。人才最看重的是干事創業的空間和氛圍，只有為人才提供寬廣的舞臺和無限的機遇，才能確保人才引得來、留得住。

讓人才生活無憂。人才只有在生活上無后顧之憂，才能心無旁騖、潛心干事。搭建“租購補”一體的人才住房保障體系，建設100家青年驛站，打造5000余套人才公寓、籌集11.8萬套保障性租賃住房，解決人才安居難題。定制“泉城人才服務金卡”，提供子女入學、醫療保健、交通社保等19項綠色通道；建立金卡“合伙人”機制，聯合57家合伙人提供220項市場化專屬服務。同時，聚焦青年人才“關鍵小事”和“人生大事”，圍繞“吃、住、行、游、購、娛”，面向全國大學生推出免費乘坐公交地鐵、免費游覽景區、免費觀演、低成本住宿、餐飲優惠等系列優厚政策，累計申領免費公交卡106萬張、免費乘坐地鐵550余萬人次、免費觀演2萬余人次。要持續樹立人才為本的理念，用心用情用力解決人才急難愁盼問題，讓人才既能“安居樂業”，也能“成家立業”。

讓人才內心無憂。只有不斷提升人才服務的品質和內涵，才能讓人才更有歸屬感和幸福感。秉承“人才服務沒有天花板”的理念，更加注重人才精神層面的需求，高規格舉辦首屆“海右人才節”、以法定形式設立“海右人才日”。定期組織“情定泉城‘緣’來是你”青年人才專場聯誼交友和青年人才集體婚禮活動，常態化為人才贈送新春“福”字和對聯、為青年人才贈送新婚賀卡。推出《走向世界》“海右人才”專刊，創作人才主題歌曲，舉辦人才主題燈光秀，開展“書香人才院士薦書”“悅讀濟南邂逅美好”活動，設計人才系列文創產品。濟南正以一座城的行動關心關愛廣大人才，激發人才“我在濟南剛剛好”的情感認同，讓人才充分享受“泉城禮遇”，真正愛上濟南、留在濟南、奉獻濟南。

千秋基業，人才為本。濟南市始終堅持人才引領發展的戰略地位，堅持信任人才、尊重人才、善待人才、包容人才，努力營造一個關心、愛護、尊重人才的良好氛圍，為各類人才的成長構建和諧環境，讓大家感受到全周期、全方位的“無憂”服務和保障。

In recent years， Jinan City has wholeheartedly embraced the philosophy of ‘the city of springs attracting talents from all over the world.’ It has been committed to building a comprehensive， whole-life-cycle talent service system known as ‘The City of Springs， No Worries for People.’ This initiative ensures that talents in Jinan have a platform to excel in their endeavors， ample space for growth， a life of high quality， and a deep sense of belonging.

Ensure a carefree venture for talents. Focusing on the practical needs of talents， Jinan has dynamically optimized and adjusted the ‘Double 30 Policies’ related to talent development， enhancing support policies for top-tier talents and industry leaders. The city has launched ten measures to provide financial support for the development of enterprises led by talented individuals， and has consecutively organized the Innovation and Entrepreneurship Competition for six consecutive years， leading to the successful implementation of over 500 projects. Furthermore， Jinan has introduced 21 measures to mobilize a wide range of talents to participate in rural revitalization， attracting 1，483 talents to return to their hometowns and start their own businesses.

Facilitate the seamless advancement of talents. The first High-level Talent Attraction Conference was convened， attracting over 50，000 distinguished talents from across the world. Jinan has refined the laboratory framework at national， provincial， and municipal levels and optimized the platform for transferring scientific and technological achievements. It aims to foster an environment where every individual has the potential to excel and shine， by way of taking the lead in introducing a classification system for identifying high-level talents in emerging employment sectors as well as in philosophy， social sciences， culture， and sports.

Ensure a worry-free life for talents. Jinan has constructed an integrated housing security system that encompasses rental support， purchase assistance， and subsidies， addressing the challenge of providing a secure home for talents. The‘Quancheng Talent Service Gold Card’ has been customized， and a ‘Gold Card Partner’ mechanism has been established to offer exclusive benefits and services. Additionally， by focusing on the ‘critical minor matters’ and ‘major life events’ of young people， Jinan has introduced a suite of generous policies aimed at college students nationwide.

May talents find solace within. The first “Haiyue Talent Festival” graced our calendar with grand celebration， and the “Haiyou Talent Day” was enshrined in legislation. A special edition of “Openings - The City of Springs” focusing on“Haiyou Talents” was released， a theme song about talents was composed， a talent-themed light show was staged， and activities such as “Book Recommendations for Talents by Academics” and “Reading Jinan， Encountering Beauty” were launched. A series of cultural and creative products related to talents were designed.
