我很榮幸參加這場重要的國際論壇,感謝組織方邀請我與各位共同探討“全球都市治安挑戰”這一重要議題。城市在發展,都市警務也要隨之發展,這樣才能更好地為居民提供安全保障。
城市環境至為復雜,在其中維護公共安全不僅是我們的共同使命,也是時代賦予我們至為艱巨且重要的任務。面對全球都市千變萬化的公共安全問題,我們需要協作、創新、因勢利導。
我們不妨先來看看犯罪活動本身所發生的變化。犯罪性質發生改變不可避免,數字革命從根本上改變了犯罪活動的性質。網絡犯罪不再只是個別黑客的為非作歹,早已演變成精心策劃的跨國產業。利用互聯網的普遍性和匿名性,犯罪分子把魔爪伸向了跨境金融詐騙、跨境人口販賣和跨境恐怖活動。為此,我們要以前所未有的力度加大國際合作,實現情報共享。
傳統警務大多以地方管轄和現場執法為依托,但這些方法不足敷用。我們必須擁抱科技,開發網絡能力,訓練警務人員,更有效地應對數字威脅。加強跨境合作不再僅是選擇題,而是一道必做題。
都市公共安全方面最重大的變化源于科技的進步。數字監控、大數據分析、人工智能徹底改變了我們維護公共安全的方式。如今,預測式警務雖然尚有爭議,卻已成為主動警務的發展方向。雖然利用大數據,我們可以預防犯罪的發生,但同時也要尊重公民隱私,遵守職業操守。
維護公眾對執法機構的信任是我們面臨的又一緊迫難題。社交媒體時代,信息傳播速度極快,且不可遏制,執法人員的執法行為也受到了前所未有的監督,任何不當行為——無論誤會還是實情——都會迅速引發輿情動蕩,在人口密集的市區尤其如此。
加強并維護公信對提高警務效率至為關鍵,執法必須透明、公正。同時,我們還要積極主動地接觸社區群眾,都市警力必須被視作社區的一分子,而不應頤指氣使。更重要的是,要主動接觸群眾,聆聽他們的心聲,在相互尊重的基礎上,促進情誼。
全球城市化進程也是公共安全格局改變的重要原因。城市不斷擴張,更加多樣,治安難度也隨之增加。人口稠密、貧富不均為犯罪活動提供了肥沃的土壤,執法行動必須隨時掌握復雜多變的社會形勢。
在此背景下,數據警務至關重要,利用大數據和預測分析可以更有效地配置資源,準確預測犯罪熱點,更快速地應對新型威脅。不過,使用技術的同時,我們還要確保公民的權利,避免種族歧視等問題。
都市公共安全事務還有一最新趨勢:解決環境問題,消除災害影響。氣候變化導致颶風、洪水、野火等極端天氣更加頻繁地發生,給城市地區造成了巨大風險。所以,城市必須將防災、抗災納入公共安全體系,確保公共安全計劃能夠及時有效地應對日益嚴重的天氣災害。
最后,討論都市警務不能不涉及陰魂不散的恐怖主義的威脅。國內外的恐怖威脅都要求我們重新思考都市公共安全戰略。城市中心人口密集,一旦遭遇襲擊,影響深遠,因此已經成為恐襲的主要目標。
預防恐怖主義需要采取靈活豐富的手段,包括收集情報、深入社區、開展國際合作等。我們要時刻做好高效快速應對的準備,最大程度地減少傷害,保護公民的生命安全。
未來,我們將更好地整合智慧城市治理手段,比如:無人機、實時數據等,這些技術將大幅提升執法部門的情境感知能力。為了有效預防犯罪,我們要認識到心理健康何等重要,社會服務和心理支持是公共安全不可或缺的組成部分。當然,同樣重要的還有國際合作:全球城市需要共同努力,分享信息,借鑒經驗,如此才能更好地打擊販賣人口、走私毒品、網絡犯罪等重大問題。
總之,全球都市公共安全格局的改變給我們帶來了前所未有的挑戰,但同時也為我們提供了創新改良的寶貴機遇。成功與否主要取決于我們適應變化、跨境合作、深入社區的綜合能力。
請大家記住,我們的終極目標除了執法,還要建設安全、公正、堅不可摧的社會。我們作為高級執法人員要以身作則,誠實守信,勇于站在時代前沿,積極應對各種復雜的安全挑戰。

It is an honor to attend to this esteemed international forum today. I want to thank the organizers for the opportunity to share my thoughts with the colleagues on a topic that is becoming increasingly critical -The evolving challenges in global metropolitan policing.As our cities grow and develop, so too must our strategies to ensure the safety and security oftheir inhabitants.
Our shared mission, safeguarding public security in some of the world's most complex urban environments, is one of the most challenging yet essential tasks of our time. The rapidevolution of public security in the global metropolitan context demand innovative,coordinated, and adaptive approaches.At the beginning, let us consider the shifting landscape of crime itself. The changing nature of crime is inevitable. The digital revolution has fundamentally transformed the nature of criminal activity. Cybercrime is no longer the domain of isolated hackers; it has evolved into a sophisticated, transnational enterprise. Financial fraud, human trafficking, and even terrorism now arise across borders, exploiting the anonymity and global reach of the internet.These crimes transcend borders, requiring a level of international cooperation and intelligence sharing that we have never seen before.
Our traditional policing methods, rooted in local jurisdictions and physical presence, are being stretched to their limits. We must embrace new technologies, develop our cyber capabilities, and invest in the training of our personnel to handle these digital threats effectively. Moreover, fostering cross-border collaboration is no longer optional; it is anecessity.
One of the most significant changes in metropolitan public security has been driven by technological advancements. The advent of digital surveillance systems, big data analytics,and artificial intelligence has reshaped how we approach public safety. Today, predictive policing—even though sometimes controversial—represents a shift towards more proactive policing. Using big data, we can prevent crimes before they happen, but we must ensure that privacy concerns and ethical standards are respected.
Another pressing challenge is maintaining public trust in our law enforcement institutions. In the age of social media, where information spreads rapidly and often unchecked, the actions of law enforcement officers are scrutinized more than ever. Incidentsof supposed or real misconduct can quickly lead to public unrest, especially in densely populated urban areas.
Building and maintaining public trust is crucial for effective policing. Law enforcement must operate with transparency and fairness. But it also demands that we engage proactively with the communities we serve. Metropolitan police forces must be seen as part of the community,not as an occupying force. More importantly, police should engage proactively with communities, listening to their concerns and building relationships based on mutual respect.Global urbanization is another factor reshaping the landscape of public security. As cities grow larger and more diverse, so too do the challenges of policing them. High population densities and economic inequality create fertile ground for crime. Law enforcement must navigate complex social dynamics.
In this context, data-driven policing becomes crucial. By leveraging big data and predictive analytics, we can allocate resources more effectively, anticipate crime hotspots,and respond more rapidly to emerging threats. However, the use of such technologies must be balanced with civil liberties to avoid issues like racial profiling.
Another emerging trend in metropolitan public security is the need to address the impactsof environmental and natural disasters. Climate change has led to more frequent and severe weather events, such as hurricanes, floods, and wildfires, which pose significant risks to urban areas. Cities must now incorporate disaster preparedness and resilience into their public security frameworks ensuring that public safety plans are resilient and responsive tothese growing threats.
Finally, we cannot discuss metropolitan policing without addressing the persistent threat of terrorism. The threat of terrorism, both domestic and international, has necessitated a rethinking of metropolitan public security strategies. Urban centers are often the prime targets for terrorist attacks, due to their dense populations and symbolic significance.Preventing terrorism requires a versatile approach that combines intelligence gathering,community outreach, and international cooperation. Additionally, we must be prepared to respond to incidents swiftly and effectively, with a focus on minimizing harm and protecting civilian lives.
In the future, we will see greater integration of smart city technologies, such as dronesand real-time data systems, that will enhance situational awareness for law enforcement.Additionally, recognizing the importance of mental health will play a key role in crime prevention, as social services and wellness support are integral to public safety. Lastly,international cooperation will be crucial. Global cities will need to work together, sharing information and best practices to combat issues like human trafficking, drug smuggling, and cybercrime.
In conclusion, the evolution of public security in global metropolitan areas presents us with unprecedented challenges, but also opportunities to innovate and improve. Our success will depend on our ability to adapt to these changes, to work collaboratively across borders, and toengage meaningfully with the communities we serve.
Let us remember that our ultimate goal is not just to enforce the law, but to create safe, just,and resilient societies. As senior law enforcement professionals, we have a responsibility to lead by example, to uphold the highest standards of integrity, and to be at the forefront of efforts to address the complex security challenges of our time.
