“如果我們盡最大的努力,青年公園社區就會成為中國大陸第一個國際安全社區”。這是世界衛生組織安全推廣中心主席溫斯朗教授在考察濟南市青年公園街道安全社區工作時給予的高度評價。
安全社區的概念是在1989年第一屆世界事故與傷害預防大會上提出來的。作為安全社區的發起人,已經60歲的溫斯朗教授一直致力于社區安全促進工作。通過公開認證的方式,推廣安全社區理念,逐步形成了世界性的安全社區網絡。到目前為止,世界衛生組織在全世界共命名了80個安全社區,其中包括中國香港特別行政區的葵青社區和屯門社區,而中國內地目前還沒有被世界衛生組織命名的安全社區。近日,溫斯朗教授在青年公園街道社區考察間正式接收了該社區遞交的《關于加入世界衛生組織安全社區推廣中心“安全社區”網絡成員的申請》報告。
溫斯朗教授在考察期間,觀看了安全社區多媒體演示片,考察了殘疾人康復中心、緯七路安全宣傳一條街、反家庭暴力庇護中心、勞動保障中心、前衛街社區及部分駐區單位。他曾于2002年3月考察了該社區,認為該社區的消防、反家庭暴力、社區衛生等工作符合世界衛生組織提倡的安全社區創造原則,當即建議該社區按照國際標準開展工作。而青年公園社區也于2002年6月正式啟動了社區安全促進項目,按照安全社區6條標準,開展安全社區建設。溫斯朗先生說:“兩年過去了,這里的安全社區工作取得了更大的進展,已經為成為國際安全社區奠定了堅實的基礎。我期待著青年公園社區能夠作為中國大陸第一個國際安全社區的范例,那時我將親自給青年公園安全社區命名。”
“If we make the utmost efforts, the community of the Youth Park will be turned into the first international safe community on the mainland of China.” When inspecting the work concerning safety of the streets of the Youth Park Community in Jinan, Professor Leif Svanstrom, president of the WHO Collaborating Center on Community Safety Promotion, gave such a high appraisal.
Thus far, all over the world, the WHO has altogether named 80 safe communities in the world, including the Kwai Tsing Community and the Tuen Mun Community in Hong Kong. However, there has not been any safe community named by the WHO on the mainland of China yet. Recently, when inspecting at the street community of the Youth Park in Jinan, Professor Svanstrom formally accepted the application reported on joining in the Safe Community Network of the WHO Collaborating Center on Community Safety Promotion delivered by this community.
During the inspection, Professor Svanstrom watched the multimedia TV show performed by the safe community, visited the rehabilitation center for the disabled, the safety publicity center on the Weiqi Road, the family violence prevention asylum, the labor guarantee center, the community at the Qianwei Street, and other communities. Professor Svanstrom used to visit the street community of the Youth Park in March 2002. He thought the work of the street community of the Youth Park concerning fire prevention, family violence prevention, and sanitation tally with principles proposed by the WHO and suggested that the community to develop its work according to the international standards. In June 2002, the Community of the Youth Park formally commenced the project to establish a safe community. According to the six standards regulated by the WHO for the establishment of a safe community, the construction was started. Professor Svanstrom said: “Two years have passed, great profess has been achieved in the safe community work here, which lays a solid foundation to turn itself into an international safe community. I expect that the Youth Park will become the first model of international safe community on the mainland of China. At that time, I will come to name the Youth Park as a safe community by myself.”
