
有著近20年春季外出旅游習慣的王志全夫婦今年破例沒有出去。老王原住在石家莊,每年春天都要外出旅游換換環境。去年隨投資辦廠的兒子住到威海經濟技術開發區后,這里優美的環境讓老兩口生活得非常舒心。他們決定今年不去旅游了,“別處的環境還不如這里好,出去折騰什么?”
威海經濟技術開發區的創業者們至今仍清楚地記得11年前開發區的面貌:區內沒有自己的供水管網,只有兩條通往市內的自來水管道;沒有一條像樣的柏油路,只有幾條晴天塵土飛揚、雨天泥濘不堪的羊腸小道;沒有污水管道,污水只能沿河海直流排放;沒有一幢嶄新的樓房,最高的建筑是兩幢破舊的三層樓。
威海經濟技術開發區成立后,堅持科學的發展觀,走可持續發展戰略,把環境保護和優化環境放在優先發展的位置,千方百計為投資者營造舒適的創業、居住環境。他們積極實施“中心起步,扇形輻射、滾動發展”的建設思路,實行“大配套一步到位,小配套圍繞項目集中進行”的原則,把彈性規劃理論和數學坐標系原理作為整個環境建設和基礎設施的構想和總綱,將經緯分明、功能獨立的多個小區的連接點作為中心點,集中力量呈扇形向外延伸。此舉使得環境建設項目布點高度集中,且互為照應,有效避免了重復建設、濫鋪攤子、戰線漫長以及小而全、雜而亂的局面,威海開發區的環境建設走出了一條具有威海特色的路子。11年來,威海經濟技術開發區先后建成交通、通訊、能源和污水處理等重點工程80多項,市區兩級累計用于基礎設施建設資金達120多億元,修建主干道22條,路基全長120公里,油路面積150萬平方米,鋪設供水、污水、暖氣等各種管線50萬米,區內20平方公里實現了水、電、氣、暖、通訊等“七通一平”,初步營造出了“山在海中,城在山中,樓在林中,人在綠中”的居住環境。
威海經濟技術開發區對環境的保護幾乎到了苛刻的地步。盡管開發區的招商引資任務很重,但開發區決策層有一條底線——堅持引進“高科技含量、高創匯、高附加值、無污染”的工業項目,絕不走“先污染后治理”的老路。11年來,威海開發區共拒絕高達3.5億美元的污染項目進區。在防污染的同時,他們還積極美化、優化環境,先后建成公共綠地、居住綠地120多公頃,全區形成了以道路綠化為網絡、以小區庭院綠化為依托、以公園廣場綠化為點綴的點線面相結合的現代城市綠化格局。在環境保護上,累計投資3億多元購置環保設施,使區內的工業廢料和生活垃圾無害化處理率達100%,區內大氣環境質量、地表水及近海海域水質一直保持在國家一級以上標準。
為進一步優化投資、居住環境,威海開發區投巨資興建了占地200公頃的海上公園,美輪美奐的海上公園已成為威海市一道獨具魅力的風景,旅游旺季每天接待游客上萬人次,海上公園被評為全省新建三大優秀園林之一。建區以來,全區累計開發房地產面積330萬平方米,僅皇冠社區內就擁有慶威花園、昆侖花園、芙蓉花園、明珠花園、金海灣花園等8個新穎別致的生活小區。皇冠花園生活小區先后被國家建設部評為“全國城市物業管理優秀住宅小區”和“全國城市物業管理優秀示范住宅小區”。2001年,皇冠生活小區又被中央文明辦和國家民政部評為“全國創建文明社區示范點”。2002年,開發區又投巨資興建了奇石苑,改造了九龍河,美化綠化青島路,使開發區投資環境和居住環境進一步優化。今年3月,威海開發區又與香港聯達國際投資有限公司達成合作意向,由香港聯達國際投資有限公司投資18億元,用3到5年時間,在區內建設一座占地20公頃的國際旅游風情購物樂園,該項目是威海市目前最大的外資商業項目,建成后將進一步提升威海市的商業和旅游品位及城市形象。
如今,漫步在威海開發區的黃金海岸,碧海藍天的自然風光、白墻紅瓦的林立樓群、花紅柳綠的公園廣場盡收眼底。這里已經初步形成了一個功能齊全、配套完整的現代化、生態化和海濱花園式的新城區。

E Ever since it was established, the Weihai Economic and Technological Development Zone (WETDZ) has given priorities to the protection and improvement of the environment with a view to providing pleasant and comfortable working and living conditions for investors and their employees. Based on the independent quarters with its scope, WETDZ has tried its best to avoid repeated construction, which created a special way with its own characteristics in improving the environment.
While attaching great importance to attracting outside investment, WETDZ is very strict with its requirements concerning environmental protection. WETDZ welcomes investment projects with hi-tech features that can turn over high added-value returns. However, if it is projected that these projects would create too much pollution, WETDZ would absolutely reject their application. Over the past 12 years, WETDZ has rejected such projects worth some 350 million US dollars.
While preventing pollution on the one hand, WETDZ energetically strives to improve the environment through afforestation on the other. Thus far, throughout WETDZ, an area of 120 hectares of green land have been reclaimed, producing a garden-style place for people working and living here. Moreover, WETDZ has continuously invested more than 300 million yuan in purchasing environmental-protection equipment to safely process industrial waste materials and reduce airborne particulates through various treatment technologies. Within WETDZ, the quality of air, surface water, and offshore seawater can all rank according to “Grade One” national standards.
In order to improving the investment and living environment, WETDZ has invested large amounts of cash in constructing a coastal park, which covers an area of 200 hectares and has now become a major scenic and recreational spot in WETDZ. During the peak season for tourism, the park receives as many as 10,000 tourists daily. In addition, the coastal park has been chosen as one of the three most excellent new parks throughout Shandong Province.
Ever since it was established, WETDZ has also been involved in the development of real estate. Up to now, a total area of 3.3 million square meters of real estate has been developed. In 2002, WETDZ invested tremendous amounts of funds in transforming the Jiulong River and repaving the Qingdao Road, greatly improving the living environment and transportation facilities. In March this year, WETDZ concluded an inclination agreement with Hong Kong Lianda International Investment Co., Ltd., by which, in three to five years, Lianda will invest 1.8 billion yuan in constructing an international tourism and shopping park within WETDZ.
