１０００億再造新菏澤

魯花，一個企業的菏澤之路

在菏澤定陶縣城南邊，一個現代化的大型廠房矗立著，這是由萊陽魯花集團投資1.2億元建成的山東魯花菏澤分公司的所在地。在嶄新的辦公樓里，孫孟全深情地望著遠方，在他目光所及之處，也就是幾十米的距離，是全國的“大動脈”——京九鐵路，廠區大門則緊貼著寬闊的省道——定碭（菏澤定陶到安徽碭山）公路。孫孟全是魯花集團的董事長。

其實，孫孟全在菏澤創辦分公司只是第一步，他的目光在于以菏澤為中心的周圍10多個地級區域。

據了解，在菏澤定陶的山東魯花公司一期工程的生產能力達到了15萬噸，而在萊陽的生產能力也不過是15萬噸，但是魯花在菏澤的投入還將繼續增加，到2008年，總生產能力將達到100萬噸。據透露，魯花公司主要的生產能力很可能都將集中在菏澤定陶。

如果這樣，魯花需要花生的種植面積將達到26萬公頃，能帶動100萬農民種花生。定陶縣委宣傳部新聞科科長宋國強介紹說，目前整個菏澤地區的花生已經滿足不了魯花，還需要從別的地方調入。

正是花生需求的增加，花生價格上揚很快，2000年是3000元/噸，2001年漲到4000元/噸，2003年則迅速攀升到5800元/噸，這與山東魯花公司有很大關系。魯花在稅收、農民增收等方面都給菏澤帶來了利好。

東企西進搶商機

魯花只是東企西進的一個典型，不止魯花，青啤、九發等企業都對菏澤青睞有加，在這片土地上追逐著自己的財富夢。據了解，近期東部企業有100個項目將落戶菏澤，其中有70多個項目已簽約。他們看好的是菏澤優勢資源、地理位置和政府在政策上的優惠力度。

另外，魯能、里能、新汶礦業集團、兗礦集團也是相繼進入菏澤，他們看中的是華東地區惟一一塊整裝煤田。據介紹，雖然這些企業對菏澤經濟發展的帶動作用暫時還未顯現出來，而先行者青啤菏澤分公司已累計納稅1.56億元，成為全市第四納稅大戶，提供了800多個就業崗位。

除了省內東部企業外，國內外一些知名企業也頻頻眷顧菏澤。據了解，中糧集團、臺灣臺塑集團、日本旭食品集團、泰國恒達公司、韓國世運工業等都相繼來到菏澤。這些企業將為“突破菏澤”提供外部支持，菏澤正面臨著巨大的機遇。

雖然菏澤屬于欠發達地區，但在農業資源方面有著獨特的優勢，尤其在林產品、畜牧業、糧棉等方面資源豐富，在整個山東省中排在前列，而且勞動力成本比較低，這對東部加工出口型企業來說是一個機會，因為東部勞動力成本較菏澤高出近一倍，農產品資源相對匱乏，企業面臨較大市場競爭壓力。西部資源與東部資金的“相遇”，必然會誕生雙贏的結果。

其實，東部企業更看好菏澤獨特的地理優勢和市場潛力。青啤菏澤分公司有關人士介紹，菏澤方圓200公里有近億人口，僅菏澤就有近800多萬人，這是很大的消費市場。青啤集團退可占領菏澤市場，進可以菏澤為橋頭堡，向河南、安徽、河北、江蘇輻射。

在中共菏澤市委書記陳光看來，這種基于發展的共同需求和東西經濟結構的差異與互補性，使得東企西進成為必然。換個角度看東企西進，可以看到東西合作、優勢互補、共同發展的巨大商機，對于東部和西部來講，這都是一個不可多得的機遇。

1000億元新動力

在菏澤，由菏澤市計委牽頭成立的工程咨詢院緊張的工作暫時告一段落。前不久，這個咨詢院緊鑼密鼓地策劃了一批總投資1000億元的120個大項目，這些項目分“六大工程”。通過這些項目的招商，將為“突破菏澤”提供強有力的外部支持，同時也會提供更多的商機。

“我們60%的項目已完成報批立項，有1/3的項目已開工建設”，菏澤市市長助理、菏澤計委主任李學軍告訴記者，這些項目都是根據菏澤市政府提出了打造“一個中心、兩個基地”的發展思路策劃的。

據介紹，這“六大工程”項目是：能源化工基地工程，投資400億元；林業產業化工程，投資100億元；畜牧產業化工程，投資200億元；綠色農產品加工基地工程，投資100億元；區域中心城市建設工程，投資100億元；商貿流通中心建設工程，投資100億元。

目前，濟菏高速公路、菏蘭高速公路、菏澤電廠三期工程、郭屯礦井、彭莊礦井等國內項目可研報告獲得批復；鄄城黃河大橋、舜王城中藥材科技示范園、恒盛大市場等國內合資項目資金陸續到位。

華潤電廠、清真牛羊肉出口基地等利用外資項目，前期工作基本完成，外資已基本到位; 德商高速公路、煤田鐵路專用線、城市基礎設施等項目前期工作進展順利。

“對于這些項目，我們都進行了招商，招商引資是菏澤突破最重要的外力”。菏澤市招商局項目部主任趙敬濤告訴記者，在招商方面，他們盡可能地提供各種優惠，如在土地租賃、稅收、政府待遇等方面，都要求比別的地方好，這對來投資的企業來說絕對是個很好的機會。

其實，中共菏澤市委書記陳光的話，更反映了他們招商的決心和對客商的態度，“我們就是要先讓客商賺錢，只有他們賺錢了，我們才能賺錢，這是雙贏。如何讓他們賺錢，我們除了有便利的條件外，當然還要提供各種各樣的優惠和服務”。

顯然，1000億元絕對是個大蛋糕，在菏澤實現自身突破的時候，將帶來更多的商機。

Luhua is only one representative of the increasing number of enterprises incorporated in the western regions of Shandong Province. Besides， Luhua， other large-sized enterprises， such as Tsingtao Beer and Jiufa， have expressed their inclination to invest in Heze. Recent statistics reveal that in the near future 100 projects from eastern enterprises will settle in Heze， and more than 70 contracts concerning these projects have already been signed. What they favor is Heze’s rich natural resources， geographical location， and preferential policies provided by the government.

Besides these enterprises from eastern Shandong， some famous domestic and overseas enterprises， such as China National Cereals， Oils Foodstuffs Imp. Exp. Corp. (CCFCO)， Taiwan based Formosa Plastics Group， Thailand based Hengda Corporation， and South Korea based SeWoon Industrial Co.， Ltd.， have also started to invest in Heze. These enterprises will provide external support for “Breaking through Heze” and produce favorable opportunities for Heze’s further development.

Heze， though still an underdeveloped city， has unique advantages in agriculture resources. In terms of forestry products， livestock products， cereals， and cotton， particularly， Heze ranks in the forefront. Moreover， the labor cost in Heze is relatively low， which provides good opportunities for export-oriented enterprises in eastern Shandong offering new jobs for Heze’s unemployed workers.

Enterprises from eastern Shandong can also take advantage of the geographical advantages and marketing potential of Heze. According to executives at the Tsingtao Beer Corporation Heze Branch， the 200 square kilometers of land in and around the city proper of Heze provides home to nearly 100 million people， who provide both an adequate pool of talented labor and a large market of potential consumers. Therefore， Tsingtao Beer has invested in Heze to provide its top-quality beer， now celebrating more than one hundred years of production， to western Shandong and also to radiate out to the neighboring provinces of Henan， Anhui， Hebei， and Jiangsu.

Not long ago， the Engineering Consultancy Academy of Heze planned 120 projects with investments exceeding 100 billion yuan， which will add more business opportunities for “Breaking through Heze.” In brief， these projects can be summarized into “Six Grand Engineering Projects，” which can be summarized as follows: the energy resource and chemical industry base project with an investment of 40 billion yuan; the forestry industrialization project with a total investment of 10 billion yuan; the animal husbandry industrialization project with 20 billion yuan; the green agricultural products processing project with 10 billion yuan; the regional center city construction project with 10 billion yuan; and the Commerce Trade Circulation Center construction project with 10 billion yuan.

So far， the feasibility reports concerning some major domestic projects Ntilde; the Jihe and Helan Expressways， the third phase of the Heze Power Plant Project， and the Guotun and Pengzhuang Mine Well projects Ntilde; have all been approved. Actual funds have already been invested in some joint projects， such as the Yellow River Bridge in Yuncheng， the Shuwangcheng Hi-tech Demonstration Park of Traditional Chinese Medicine， and the Hengsheng Market.
