基于縣域GWR模型的國土資源執法滿意度的空間分析

摘要：以新疆國土執法監察情況為研究對象，在研究阿克蘇地區土地執法監察現狀、問題和原因的基礎上，解讀新疆地區土地執法監察體系建設存在難點，并提出思考。在滿意度調查問卷基礎上引入Logistic模型回歸檢驗，構建滿意度方程，分別對2006、2010、2014年阿克蘇縣域滿意度進行空間分析和驅動因素分析。結果顯示，①從問卷情況看，地方財政收入與經費預算情況等客觀經濟因素制約硬件設備及執法手段；巡查路線固定可能留有執法死角或背影范圍；違法宣傳教育工作仍然是執法監察系統內外部高度關心方向。②從執法空間格局上看，東北縣（市）執法滿意度較高，西南縣（市）較低；農村居民用地并不是主要違法對象；城市人口增長與土地違法情況惡化呈正相關，城市化進程中違法情況和執法難度呈現出加大趨勢；民族成分與執法滿意度呈負相關，表現為少數民族比重越大，地區執法情況越復雜、形勢越嚴峻。國土執法監察是維護土地管理和土地市場秩序的基本途徑，需多渠道不斷加強完善，提高執法成效，實現土地資源開發利用的可持續發展。

Abstract： Taking the land law enforcement supervision of Xinjiang as the research object， the status， problems and reasons of land law enforcement in Akesu area were studied to interpret and discuss the difficulties in establishing land law enforcement supervision mechanism of Xinjiang. The Logistic regression test was introduced based on the satisfaction questionnaire， a satisfaction prediction equation was constructed to respectively analyze the spatial data and driving factors of Akesu's county satisfaction in 2006， 2010， 2014. Results showed that， ①from the questionnaire， objective economic factors such as local fiscal revenue and expenditure budget were constraints for the hardware equipment and law enforcement measures， some deadly serious problems or back scope of law enforcement may be existed in the fixed patrol route， and the illegal publicity and education were still internal and external direction highly concerned by the law enforcement supervision system. ②from the spatial pattern of law enforcement， the satisfaction of law enforcement in northeast counties was higher than the southwest counties， rural residential land was not the main object of law-breaking. City population growth was positively related to the deterioration of land illegal behaviors， and the difficulty of law enforcement in urbanization was increasing. The ethnic composition was negatively correlated with the satisfaction， the larger the proportion of minority was， more complex the law enforcement was， and the more serous the situation was. Land law enforcement supervision is a basic way to maintain the land management and land market order， so it was needed to strengthen and improve in multi channels， to improve the effectiveness of law enforcement， and realize the sustainable development of land resources development and utilization.
