干部隊伍數學模型仿真與決策支持系統的應用研究

摘要： 干部隊伍結構的好壞直接決定著部隊戰斗力水平的高低，因此預測干部隊伍結構變化趨勢，對干部管理工作過程中方針政策的制定，干部管理工作的有效開展都有著十分重要的意義。該文通過建立干部隊伍數學模型，利用蒙特卡洛方法模擬干部的退役、更替、補充，通過年度數據仿真來預測干部隊伍的變化，為干部的結構調整提供指導。該文研究的方法是依據干部政策、根據干部編制、結合干部歷史數據，利用蒙特卡洛方法計算得出干部的退役人員、更替人數、補充人數，對整個干部狀態進行動態仿真模擬。

Abstract： The quality of cadres structure directly determines the level of combat effectiveness， hence predicting structure change trends has great meaning ， which is used for constituting and implementing policy formulation. Through establishing mathematical models of cadres， this paper researches that how to work out the retirement， promotion and recruitment of cadres， to analyze the change of the structure of the cadres using emulating the allocation with the Monte Carlo method and. The method of this research need work out the amount of the retirement， promotion and recruitment， which is based on cadres policy， cadres preparation and historical statistics data of cadres，. The whole dynamic simulation is used with Monte Carlo according to cadre preparation and cadre policy，

縱觀世界， 在科學技術已經成為第一生產力， 世界各國在軍事高新技術領域展開了激烈的角逐，發展軍事高新技術的競爭其實質是知識和人才的競爭，世界各大國對人力資源規劃十分重視，先進的人力資源隊伍蘊藏著先進的戰斗力甚至關系著戰爭的勝敗。因此，如何科學、合理制定干部隊伍調控計劃，調整干部隊伍結構，使之盡快趨于最佳狀態，是一項重大內容。

1 干部隊伍宏觀調控數學模型

從研究的目的來看，我們研究的核心問題是干部隊伍的整體結構的動態變化過程，而不是個別、部分人員的變動，干部隊伍的整體變化情況是由每一個個體動態變化的集合，是對大量的個體動態變化過程進行統計分析得到的統計結果。……
