The deliberative system embodies the essence of socialist democracy,and it is the theory achievements of socialistic politics civilization.As a supplement to the electoral system,the deliberative democracy system can make up for its inherent defects and to enhance the political decision-making more scientific,so we should carry forward the deliberative democracy to further develop the political civilization.

Deliberative democracy is the tool to coordinate the interest relationship in people and state,it’s also the important measure to promote the construction of political civilization. The development of our country is in the key period,we need a political system to regulate our individual behavior.On the other hand,in order to realize the benign operation of society, the state safeguards every citizen’s right.As the starting point of the reform of the political system,deliberative democracy is the effective way to realize the Chinese dream.

1.Connotation

Firstly,the deliberative system embodies the essence of socialist democracy.The essence of democracy is to realize our people are in power and ensure people’s fundamental political rights.Before making policies,the state will sit meetings to give chances for citizens to air their opinion.The government makes for political decision according to peoples’opinions,which can enhance peoples’polity enthusiasm.

Secondly,deliberative democracy is the history achievement of China Communist.The formation of deliberative democracy has experienced a long history course,the Communist Party of China uses the deliberative democracy system to consolidate power and improve production.During the period of Anti Japanese war,the number of party member,the landlords and ordinary people accounted for 1/3, and organized the power institution on the basis of consensus.In the beginning of the founding of new China,the People’s Political Consultative Conference instead of the people’s Congress as the state power institutions.All people take participate actively in the socialist construction to provide guarantee for the establishment of the socialist system.

Thirdly,deliberative democracy is the theory achievements of socialistic politics civilization.The deliberative democracy has a profound theoretical origins,it makes full use of all the achievements of human civilization. Deliberative democracy comes from Marx’s theory,including the class struggle theory and politicalparty theory.Though there are essential differences between the socialism and western deliberative democracy,the Communist Party derives useful things from the western theory to develop our socialist politics.Chinese traditional political philosophy contains many democracy thought,we can use these theoreticalto improve political civilization.

2.Significance

As a supplement to the electoral system, the deliberative democracy system can make up for its inherent defects and to enhance the political decision-making more scientific.The party will accept supervision by the mass and respect their views.With the practice scope gradually expanding,deliberative democracy provides a platform for state and citizens to coordinate conflict of interest.All political parties and people from allwalks oflife to reach a consensus to make the national level regulation,the state has shoring power resources between citizens by this way.

On the first level,the deliberative democracy system coordinates economic interest between the state and the individual.After reform and opening,our country had undergone changes in the economic field.However,with the accelerated pace of reform,the development of socialist market economy is faced with hitherto unknown challenge.There are many kinds of structure in our country,and it has a serious threat to the socialist market economy. The deliberative democracy system provides a consultation platform for different interests subjects,the entrepreneurs can getto participate in politics through various channels.The government should deepen reform and openingup by contacting with society.

And on the second level,the deliberative democracy system coordinates social interest between the state and the individual.With the aims to guarantee the justice social order,the party and state have made varieties of policy. Social policy related to the immediate interests of every citizen groups,there have a very important problem for the government to make balance relationship between fairness and efficiency.Our country’s social structure contradictions have become more serious,the level of economic development has a big difference between urban and rural areas.The deliberative democracy can promote the harmonious developmentofsociety.

3.Some Suggestions

As far as I can see,we must insist on the deliberative democracy system to develop political civilization.I have some suggestions to the state.

First of all,we should carry forward the inner-party deliberative democracy.The innerparty democracy is the basis of the socialist politic,only by this way can our party consolidate the achievements of socialism civilization.We should insist on the democratic centralism principle and promote the spirit of democratic consultation.When we have different political opinions and interests claim,it’s necessary to speak out.For example,we can hold regular seminars and democratic life.

In the next place,we should carry forward the democratic parties deliberative.The democratic parties are the important forces to build socialism with China characteristic.But our political is in a transition period at present, so we should take their interests claim into account.The premise is to uphold and improve the leadership of the party,and we should strength the construction of the ruling party.Our party tries best to further develop the system of Chinese people’s Political Consultative,and they have many ways to monitor each other.

At the last,we should carry forward the grassroots deliberative democracy.The masses of the people are the driving force for the cause of socialism construction,they promote the reform and opening-up policy smoothly,we can’t have achieved significant results without their obvious supports.Our party has always paid much attention to the interests of the people,so we can develop the system of public hearings and the petitions.In a word,the deliberative democracy system has a deep influence on the socialistpoliticalcivilization.
