第12屆中國—東盟博覽會和商務(wù)與投資峰會圓滿閉幕

9月21日下午，第12屆中國—東盟博覽會、中國—東盟商務(wù)與投資峰會在中國廣西南寧勝利閉幕。本屆東博會和商務(wù)與投資峰會以“共建21世紀海上絲綢之路——共創(chuàng)海洋合作美好藍圖”為主題，緊扣中國—東盟自貿(mào)區(qū)升級版建設(shè)，突出國際產(chǎn)能合作，推動中國—東盟信息港等重大項目建設(shè)，進一步把政策溝通、設(shè)施聯(lián)通、貿(mào)易暢通、資金融通、民心相通落到實處。

據(jù)悉，第13屆東博會舉辦時間初步確定為2016年9月23—26日，繼續(xù)設(shè)置商品貿(mào)易、投資合作、服務(wù)貿(mào)易、先進技術(shù)、“魅力之城”五大專題。主題國是越南，將延續(xù)特邀貴賓國機制。

2015中國—東盟禮儀大賽總決賽落下帷幕

9月20日晚，由中華文化促進會主辦，廣西中華文化促進會、廣西禮儀文化交流協(xié)會承辦的“禮儀東方·保利杯2015中國—東盟禮儀大賽國際總決賽”在中國廣西舉行。來自東盟國家和國內(nèi)各省區(qū)的63位優(yōu)秀賽手，在“禮儀東方”“禮花綻放”“禮尚往來”“禮贊和平”四大競賽環(huán)節(jié)進行了兩個多小時的角逐。

經(jīng)過一連串魅力大比拼，南昌大學(xué)的何歡奪得女子組冠軍，廣西藝術(shù)學(xué)院的阮建彪奪得男子組冠軍。自2005年起，中國-東盟禮儀大賽至今已經(jīng)連續(xù)成功舉辦了10屆，打造了中外文化交流的一個重要平臺和品牌。

印尼政府頒發(fā)申請免稅期優(yōu)惠條例

印尼《國際日報》9月11日消息，為吸引更多投資者，印尼政府?dāng)M為投資者申請免稅期優(yōu)惠提供便利，制訂了申請免稅期優(yōu)惠的程序和機制，最長免稅期限20年，較之前增加了一倍。

印尼投資統(tǒng)籌機構(gòu)主任弗蘭基表示，在免稅期優(yōu)惠申請書中，載明了獲得免稅期優(yōu)惠的9大類重點工業(yè)，分別是上游金屬工業(yè)，石油提煉工業(yè)，源自油氣的有機基礎(chǔ)化學(xué)工業(yè)，機床建設(shè)工業(yè)，農(nóng)產(chǎn)、林產(chǎn)和漁產(chǎn)加工生產(chǎn)業(yè)，電信工業(yè)，海運業(yè)，特別經(jīng)濟區(qū)主要加工業(yè)，以及除公私合伙方案以外的經(jīng)濟基礎(chǔ)設(shè)施（例如高速公路、發(fā)電廠和火車等）。

中國民生投資公司帶領(lǐng)民企抱團投資印尼

近日，由印尼金峰集團主辦，印尼駐中國大使館、中國全國工商聯(lián)和中國民生投資股份有限公司共同協(xié)辦的印尼中國企業(yè)家交流會在中國北京舉行。

中國民生投資股份有限公司總裁表示，中民投將印尼作為投資東盟的首選地。目前，公司正協(xié)同10余家中國國內(nèi)民營企業(yè)抱團出海，推動在印尼的東盟產(chǎn)業(yè)園項目落地。項目預(yù)計總投資達50億美元，聚焦基礎(chǔ)建設(shè)、能源建設(shè)、高端制造等領(lǐng)域，將為當(dāng)?shù)貏?chuàng)造相當(dāng)數(shù)量的工作崗位。

業(yè)界精英共議東盟一體化

9月20日，由東盟—中國工商總會主辦，《東盟商界》雜志社和《中國—東盟博覽》雜志社協(xié)辦的“第二屆東盟一體化投資戰(zhàn)略合作論壇”于2015年9月20日上午9-12點在中國—東盟博覽會國際會展中心105會議室成功舉辦。

來自中國和東盟企業(yè)屆的精英匯聚一堂，以東盟一體化投資戰(zhàn)略合作為宗旨，共同探討21世紀東盟一體化進程與中國“一帶一路”經(jīng)濟國策的互動與雙贏策略，對東盟以及東盟區(qū)域乃至世界經(jīng)濟的影響。

13家企業(yè)成為第12屆東博會戰(zhàn)略及行業(yè)合作伙伴

9月11日，2015中國—東盟博覽會戰(zhàn)略、行業(yè)合作伙伴新聞發(fā)布會在中國廣西南寧舉行，13家企業(yè)成為第12屆東博會戰(zhàn)略及行業(yè)合作伙伴。廣西壯族自治區(qū)副主席張曉欽出席發(fā)布會并向合作伙伴企業(yè)頒發(fā)榮譽牌匾。

2015年，世界500強企業(yè)華潤（集團）股份有限公司再度成為東博會戰(zhàn)略合作伙伴，中國500強企業(yè)廣西投資集團有限公司連續(xù)12年成為東博會戰(zhàn)略合作伙伴，世界500強企業(yè)中國石油天然氣股份有限公司首次成為東博會行業(yè)合作伙伴。中國移動、柳州兩面針、三環(huán)集團、廣州蒂法妮等繼續(xù)成為東博會行業(yè)合作伙伴。

越南胡志明市擬投資興建第二個高科技園區(qū)

為了滿足經(jīng)濟社會發(fā)展需求，越南胡志明市計劃投資興建第二個高科技園區(qū)——科學(xué)技術(shù)公園。該項目由胡志明市的西貢高科技園區(qū)（SHTP）管委會為投資業(yè)主，優(yōu)先投資發(fā)展高科技，應(yīng)用先進科學(xué)技術(shù)，為高技術(shù)產(chǎn)業(yè)引導(dǎo)發(fā)展航向，服務(wù)于胡志明市和全國的經(jīng)濟增長模式轉(zhuǎn)型。

胡志明市高科技園區(qū)管委會副主任表示，科學(xué)技術(shù)公園將設(shè)在胡志明市第九郡龍福坊，占地面積近200公頃，預(yù)計施工時間為5年（2016年至2020年）。該公園投運之后主要生產(chǎn)的產(chǎn)品包括信息技術(shù)、使用可再生能源和儲能技術(shù)產(chǎn)品、航天技術(shù)、機電工程與自動化、生物醫(yī)學(xué)技術(shù)等。

東盟產(chǎn)業(yè)園區(qū)全力招商

9月18日，第12屆東博會東盟產(chǎn)業(yè)園區(qū)招商大會在中國南寧國際會展中心舉行。本次大會的主題是“以國際產(chǎn)能合作為契機，促進臨港產(chǎn)業(yè)及物流園區(qū)合作”，來自中國和東盟國家的重點產(chǎn)業(yè)園區(qū)代表介紹了各國園區(qū)發(fā)展情況、招商引資信息、法律法規(guī)和優(yōu)惠政策等，并與中國優(yōu)勢產(chǎn)能企業(yè)代表進行現(xiàn)場洽談。

中國商務(wù)部投資促進事務(wù)局副局長張玉中在致辭中表示，借助東博會平臺，將進一步加強中國與東盟投資機構(gòu)、產(chǎn)業(yè)園區(qū)、國際產(chǎn)能的交流與合作，擴大雙向投資規(guī)模，共同努力實現(xiàn)2020年中國對東盟新增投資額超過1000億美元的貿(mào)易投資目標。

中國將幫助緬甸制造柴油火車

據(jù)緬甸鐵道部消息，在中國資金和技術(shù)的援助下，緬甸將于2016年開始制造國產(chǎn)柴油火車。據(jù)悉，緬甸鐵路公司將派遣56名員工赴中國北車集團大連機車車輛有限公司學(xué)習(xí)火車制造技術(shù)，以便在緬甸內(nèi)比都的新工廠實現(xiàn)火車制造本土化的目標。該工廠投產(chǎn)后，將年產(chǎn)20輛時速達110公里的火車，可減輕緬甸對進口火車的依賴。

中泰鐵路有望12月開工建設(shè)

日前，前來出席第12屆東博會的泰國副總理塔納薩表示，泰國和中國已經(jīng)就鐵路合建進行七次協(xié)商，鐵路合作項目有望在2015年12月開工建設(shè)。

塔納薩說，泰中友好關(guān)系有一千多年的歷史，2015年是泰中建交40周年，鐵路合作項目開工有重要意義。在鐵路建設(shè)方面，泰國有三個步驟，一是對泰國4000多公里的米軌進行升級；二是在泰國曼谷及周邊推動一些地鐵等公共交通建設(shè)；三是發(fā)展與中國相連接的泰東北部鐵路。

馬來西亞將對中國團隊游旅客免簽半年

近日，馬來西亞總理納吉布宣布，作為促進馬來西亞經(jīng)濟的系列措施之一，馬來西亞2015年10月1日至2016年3月31日將對來自中國的團體游旅客實行免簽。

納吉布說，為了使游客更方便地拿到簽證，馬來西亞將向來自主要客源國的游客引進電子簽證。此外，馬來西亞將投入8000萬馬幣（約合1.2億元人民幣），以加強在東盟、中國和印度等特定旅游市場的推廣活動。同時，將投入11億馬幣（約合16億元人民幣）修繕國家博物館、國家紀念碑和吉隆坡湖濱公園等旅游地標，加強基礎(chǔ)設(shè)施建設(shè)，如改善吉隆坡中央車站的交通等。

中國東盟（憑祥）電商產(chǎn)業(yè)園揭牌

9月19日，中國東盟（憑祥）電商產(chǎn)業(yè)園揭牌，首批電商企業(yè)入園簽約并正式運營。該電商產(chǎn)業(yè)園位于中國廣西憑祥市南山片區(qū)萬通物流園，將通過特色東盟水果、農(nóng)產(chǎn)品交易，打造跨境電商、跨境貨幣結(jié)算、跨境貿(mào)易服務(wù)為一體的綜合性電子商務(wù)產(chǎn)業(yè)園區(qū)。

據(jù)介紹，憑祥以邊境城市優(yōu)勢，成為目前中國國內(nèi)最大水果進出口陸路口岸，東盟國家農(nóng)產(chǎn)品進出口量連年穩(wěn)居中國第一。憑借東盟國家農(nóng)產(chǎn)品進出口貿(mào)易和完善的國際物流基礎(chǔ)，憑祥電商在短短幾年時間內(nèi)迅速發(fā)展壯大，每年的電子商務(wù)交易額已超過50億元人民幣。

2015年中國—東盟工程項目合作與發(fā)展論壇促成合作項目金額6700萬元人民幣

9月19日，2015年中國—東盟工程項目合作與發(fā)展論壇在中國南寧舉行。經(jīng)過洽談與推介，新加坡維斯特船用設(shè)備及工程有限公司和中船華南船舶機械有限公司，越南黃中進出與貿(mào)易有限責(zé)任公司和廣西建工集團建筑機械制造有限責(zé)任公司分別達成了項目合作意向并現(xiàn)場簽訂合同。

本次論壇共促成10個企業(yè)和團體與合作方達成合作意向，其中4個企業(yè)和團體與合作方訂立了項目合同，合作項目金額達6700萬元人民幣。

柬埔寨將開辟首個森林探險旅游區(qū)

柬埔寨《高棉日報》消息，柬埔寨旅游部大臣唐坤日前表示，由于柬埔寨擁有許多森林資源，為探險愛好者提供了條件，因此，柬埔寨正在研究開辟探險旅游項目。目前，柬埔寨旅游部正計劃在波哥山旅游區(qū)約20公里的范圍內(nèi)開辟旅游探險區(qū)，以此吸引更多的國際游客來波哥山探險。

據(jù)柬埔寨旅游部的報告，2015年上半年，柬埔寨接待外國游客266萬人次，較去年同期增長了4.6%。

1 Negative list system for investment to boost market appeal

Sept. 22, 2015 (China Daily) -- China is to adopt a new national market access system from 2018 for domestic and foreign investors, part of steps to make the market more attractive to them. The "negative list" system will help to identify sectors and businesses that are off-limits, in addition to the existing investment approval method of specifying categories of "encouraged", "prohibited" and "restricted". The negative list will apply to initial investment, additional investment, mergers and other investment activities, and market entry practices. The list must be drawn up in a transparent and gradual manner and must conform with the law. The list will be formulated by the State Council, and local governments have no authority to change the items without approval from the State Council.

2 Insurance regulator to gain increased power

Sept. 23, 2015 (China Daily) -- The China Insurance Regulatory Commission (CIRC) will launch an electronic platform using big data technology and cloud computing to monitor and regulate the country's insurance agencies. The system will empower the commission in its crackdown on illegal activities such as misleading sales and illegal financing by insurance agents which have mushroomed in recent years. Development of the system will start by the end of this year or early next year, and will take three years to complete, Zhao Wei, a CIRC official in charge of regulation of insurance intermediary sector said. The insurance regulator has completed its latest round of cleaning up and consolidating the country's insurance sector which began last April.

3 8 regions selected as innovation zones

Sept. 16, 2015 (China Daily) -- China aims to build a long-term mechanism that could spur innovation and drive economic growth. The State Council has chosen eight regions, including the Beijing-Tianjin-Hebei cluster, Shanghai, and Guangdong province as pilot zones to carry out trials on innovation and reform. These regions have been asked to map out detailed proposals for innovation reform in the fourth quarter. The regions have been tasked with building a long-term mechanism for promoting innovation and making breakthroughs in promoting fair competition, intellectual property, scientific achievement and financial innovation. Experiments will be carried out in these regions in 2016, while the NDRC and the Ministry of Science and Technology will evaluate the performance.

4 China allows int'l banks to issue RMB bonds

Sept. 22, 2015 (Xinhua) -- China has approved international commercial banks to issue RMB bonds for the first time. The central bank said that HSBC and Bank of China (Hong Kong) have been approved to issue RMB bonds in the interbank bond market. HSBC will issue bonds worth one billion yuan ($160 million) and Bank of China (Hong Kong) is allowed to issue 10 billion yuan of bonds. In 2005 and 2013, China allowed overseas non-financial institutions such as the International Finance Corporation and the Asian Development Bank to issue RMB bonds. Allowing international commercial banks to do so has diversified the RMB bond issuers and expanded their RMB financing channels, and the move could also encourage cross-border use of RMB, the PBOC said.

5 Authorities drafting new standards for senior tourists

Sept. 15, 2015 (China Daily) -- The China Association of Travel Services is working on guidelines for the industry that will focus on services, safety and healthcare for senior tourists. The standard, which is being drafted, will require travel products to suit the psychological and physiological characteristics of older travelers. Operators will be issued detailed mandatory rules, such as ensuring that schedules aren't too cramped and bedtimes are early, and arranging for the provision of a balanced, healthy menu. Peng Zhikai, head of the Supervision and Management Division of the China National Tourism Administration, said the guideline is still at an early stage and no date has been set for its public release.

6 Bourse for overseas Chinese firms opens

Sept. 16, 2015 (China Daily) -- The Overseas Chinese Board, an equity trading center dealing in stocks of local companies promoted by overseas Chinese, was launched in Shantou, Guangdong province. Part of a pilot economic and cultural zone for overseas Chinese, the bourse will seek to boost financial services for local small and medium-sized businesses, particularly those engaged in innovation. So far, more than 1,300 companies have been incorporated in the zone. Of these, 218 companies have listed on the Overseas Chinese Board. Their initial market capitalization reached 5.1 billion yuan ($800.6 million). 11 billion yuan has been already invested in a new town in the city's eastern coastal area within the zone. Much of that investment went into development of infrastructure and commercial offices.

7 SME fund to invest only 7in early stage startups

Sept. 15, 2015 (China Daily) -- The 60 billion yuan ($9.4 billion) State fund for small and medium-sized enterprises will stick to marketoriented operations and invest only in earlystage startups. The State Council revealed plans to set up the national SME development fund to encourage entrepreneurship in the country. To attract more private capital, private investors in the fund will be given priority over governmentbacked ones in receiving dividends. The Ministry of Finance will only act as a "limited partner" and through open bids select competent, professional funds (private equities, for example) as "general partners", who are responsible for fundraising, establishment, investment, management and exit.

8 China to allow SOEs to set up investment arms

Sept. 15, 2015 (China Daily) -- The Chinese government has outlined some of its new plans for reforms in the state-owned sector, including allowing some of them to set up their own investment divisions. More than 110 stateowned firms currently administered by the State Owned Assets Supervision and Administration Commission are going to be allowed to set up their own investment arms. Under the new system, the state-owned Assets Supervision and Administration Commission can authorize these companies to be shareholders of stateowned enterprises operating core businesses. The companies will serve as a layer between the government and the market. The guideline to deepen reforms of state-owned enterprises offers these companies more freedom to ensure their own future development.
