監管場所醫護人員工作環境與安全防范措施

摘要： 隨著我國不斷發展，國家各項醫療法律、法規也在不斷健全與完善中。為保障被監管人員享有平等醫療衛生服務的權利，各監管場所均需設立醫療崗位。因此駐監管場所醫務人員的存在安全問題將無法回避，本文結合多年在監管場所從事醫務工作經驗，闡述監管場所醫護人員面臨的危險因素并加以分析，擬定保障醫務人員的人生安全行之有效的防范措施，對今后開展該鄰域工作有重要意義。

Abstract：With China's continuous development， the state of the medical laws and regulations are constantly sound and perfect. In order to protect the rights of persons with equal medical and health services， medical posts should be set up in every regulatory place. So in place of regulation of medical personnel are security issues will be unavoidable， this paper many years engaged in medical work experience in place of regulation， regulatory sites medics facing risk factors are described and analyzed， develop guarantee the life safety of the medical staff of effective preventive measures， has important significance for the future development in the neighborhood.

據2015年統計，佛山南海區常年在押人員達8000人。為切實加強監所醫療衛生工作，保障被監管人員的生命健康權益，根據《看守所醫療衛生工作規范》要求，佛山市南海區監管場所均應設立醫療崗位達51個，根據監管人員數量設有衛生醫療門診，并且派駐具備法定執業資格的醫護人員多名。駐監管場所醫務人員主要承擔責任包括：對被監管人員的入所體檢、健康管理、衛生防疫、基本醫療救治及應急搶救工作，確保監所安全所具備必需的醫療衛生保障能力。由于工作場所及服務對象的特殊性，駐監管場所醫務人員承受的壓力與風險隨之增加，所以確保工作的安全性尤為重要。

1 監管場所醫護人員面臨的危險因素

1.1監管場所醫護人員服務對象特殊，被監管人員均是犯罪嫌疑人，其心理極其復雜多變，或是抑郁、暴躁、仇恨，容易對醫護人員產生攻擊行為，威脅醫護人員的人身安全。……
