The Largest Manufacturing Base of China Plans to Develop New Energy Auto

June 27thand 28thhave witnessed the session of Asia Energy Cooperation Forum. More than 200 guests from international organizations and important energy enterprise across about 20 Asian countries gathered in Chongqing to hold a joint discussion of Asia energy cooperation on the theme, “Asia Energy Sustainable Development and Cooperation Path”.

Chongqing Becomes the Most Competitive Chinese City of New Energy Auto R&D

This year, the Chongqing Chang’an New Energy Automobile Corporation just became the first Chinese company in the field to pass ISO026262 specification certificate in June, signifying that the company has lead the charge in field of vehicle electronic control technology and development process. Since issued, the specifi cation standards of the certifi cate has been employed globally by the majority of complete automobile companies, especially those dedicating to automatic drive and new energy autos during the R&D of new models. According to the head of Liangjiang District, Chongqing is one of the fi rst cities in China to promote and apply new energy autos. Early in October, 2013, Ministry of Science and Technology authorized the establishment of “Liangjiang Green Energy Automobile Innovation Park” to form complete industrial chain and cluster of energy-saving and environmentally-friendly cars including sedan, commercial vehicle, and coach that make Chongqing the most competitive R&D city of green automobiles in China.

The company has established a new national energy vehicle research and development team of "thousand people plan" , mastering "battery, motor, electronically controlled" of three core technologies in new energy, as a traditional car company, it has firstly establish battery assembly line independently.

Meanwhile, Chongqing and Liangjiang District are actively engaged to build new energy auto industrial chain and its supporting industries.

Continuously the city is making breakthroughs in investment inviting work. In many ways it is promoting industrial transition and upgrading with complete automobile, building complete industrial chain system with top priority given to kernel components, and establishing new business model to expand the market.

Last year, Liangjiang district, together with Lifan and Xiaokang Corporation, jointly ventured New Energy Automobile Investment Company, New Energy Automobile Industry Development Company in an active attempt to build infrastructures and invite investment of new energy cars that follow the new development trend of the global automobile industry.

In addition, efforts are being made to attract enterprises in the fi eld to further consolidate the current industrial chain. On May 31st, New Energy Automobile Industry Development Company (Chongqing) signed with Qingdao TELD New Energy Company a joint venture agreement to establish Liangjiang TELD New Energy Company in Chongqing to keep up with the construction and operation of new energy car charging terminal. It is planned that the company will have completed 110,000 charging piles to serve 100,000 new energy cars by 2020.

New Energy Automobile to Dominate the Technologyoriented Industry and Win the Future

Clean and green, the new energy and smart automobiles as dark horses in automobile fi eld can be seen everywhere in the main unban area of Chongqing. According to the manager of Pand Auto, a car leasing company subordinate to Lifan Group, the green cars Pand Auto leases cost 19 yuan per hour and 99 yuan per day. As the price is only 1/3 of general fuel cars, Pand Auto has its quite competitive margin in smart car leasing business.

The manager said that the new energy cars of Lifan are booming and Lifan is contributing to a new-type ecological system with the combination of energy station and smart new energy cars. Pand Auto as a smart travel platform by Lifan employs electronic and new energy cars only to offer the public fresh new options of traveling. It will set up 100 car leasing spots within the 9 districts of Chongqing city proper and 11 charging stations in this year.

On the other side, Chongqing brings new energy and smart cars into strategic emerging industry, a part of its policy and development plan. This will at once promote the transition and upgrading of traditional enterprise and lay a foundation for emerging auto manufacturing industry including new energy and smart cars. Now Chongqing is endowed with the hardware requirements based on the strong auto manufacturing foundation and the rapid development of electronic information industry in recent years.

On May 13th, the largest smart platform for hardware innovation, “IngDan”, offi cially declared to settle in Liangjiang District. With joint effort, IngDan and the district will attract 10-billion-yuan investment by means of industry funds in order to boost the transition and upgrading of traditional manufacturing industry and build Chongqing into a smart motor city.

What’s more, Chongqing government published a 3-year action plan concerning the application of smart cars and transportation. From closed test zone to the open city traffic, the city will gradually enhance automatic driving, traffic safety, comfort as well as the R&D and verification of new technology and new product in such fields as energy conservation, environmental protection, information service and entertainment, and traffic management.

Reportedly, the first smart application demonstration road, which covers a distance of 11.5 kilometers, will be open in Lijia in 2017. By then, all kinds of new technology and products will be equipped on complete cars there for experiment and demonstration on complete car level. And experiment and demonstration work on transportation system level will also be carried out there.

Together with two Chinese motor big brands of complete vehicles—Xiaokang and Lifan, Chongqing Liangjiang Group founded New Energy Automobile (Chongqing) Investment and development Company. Integrating complete automobile manufacturing, lithium battery, electronic control, electronic engine and car networking, the company as a joint project will provide fi nancial support to the development of new energy and so on to power the blossom of new energy and smart car in multiple ways.
