2016中國共產黨與世界對話會重慶倡議
1.我們,來自50個國家72個政黨和組織的300余名中外代表,于2016年10月14-15日在中國重慶出席由中共中央對外聯絡部主辦、中共重慶市委承辦的“2016中國共產黨與世界對話會”。
2.本次對話會圍繞“全球經濟治理創新:政黨的主張和作為”這一主題進行了廣泛深入交流。期間,中方與非洲國家政黨代表和湄公河國家政黨代表分別圍繞專門議題進行了研討。會議達成廣泛共識,取得圓滿成功。
3.我們認為,在國際金融危機深層次影響仍在繼續、世界經濟在深度調整中曲折復蘇、國際和地區安全形勢復雜多變的背景下,本次對話會聚焦政黨對全球經濟治理的主張和作為,既是對二十國集團杭州峰會成果的積極呼應,也是對全球經濟治理的主動探索,具有重要意義。
4.我們認為,當前世界經濟正處于新舊動能的轉換期。上一輪科技和產業革命的動能逐漸衰減,傳統經濟體制和發展模式的潛力不斷消退,新一輪科技和產業革命蓄勢待發。面對新的機遇與挑戰,國際社會應共同努力,通過創新全球經濟治理的方式方法,加速推動新舊發展動能轉換,引領世界經濟發展方向。
5.我們強調,政黨作為國家政治生活中的基本組織和重要力量,在全球經濟治理中,完全可以發揮方向引領者、力量培育者和進程推動者的作用。各國政黨和政治家應本著對本國利益和對人類共同利益負責的態度,加強交流、凝聚共識、匯聚力量、增進合作,推動全球經濟治理朝著更加公正合理的方向發展。
6.我們強調,智庫作為咨政建言的重要力量,應通過理論創新、實證研究、交流研討等,不斷深化對世界經濟發展規律的認識,不斷創新全球經濟治理思路,不斷促進全球經濟治理進程,努力為世界經濟強勁、可持續、平衡、包容增長貢獻智慧。
7.我們認為,創新是實現經濟長期穩定增長最為重要的動力之一。各國政黨政治家和智庫學者應以創新為重要抓手,挖掘各國和世界經濟增長的新潛力,打造扭轉世界經濟疲態的新引擎。應以創新發展與治理理念,推動經濟結構性改革,讓創造財富的活力競相迸發,讓市場配置資源的能量充分釋放,助力世界經濟盡早走出困境、實現全面復蘇。
8.我們認為,當今世界日益形成一榮俱榮、一損俱損的命運共同體。政黨政治家和智庫學者應推動各國尤其是主要經濟體加強宏觀經濟政策協調,采取負責任的宏觀經濟政策,在追求本國利益時兼顧別國利益,在尋求自身發展時兼顧別國發展,確保相互帶來正面外溢效應,努力促成增長聯動、相得益彰的合作共贏格局。
9.我們認為,人類可以利用自然、改造自然,但歸根結底是自然的組成部分,必須正確處理經濟發展和生態環境保護的關系,構筑尊崇自然、綠色發展的生態體系。政黨政治家和智庫學者應積極倡導綠色發展理念,推動《巴黎協定》及時全面落實,推動各國積極培育綠色、低碳、循環經濟新動能,促進人與自然和諧發展,努力為全球生態安全作出新貢獻。
10.我們認為,世界經濟相融則并進,互防則俱退,各國應共同維護和發展開放型世界經濟,優化全球資源配置,完善全球產業布局,努力建設利益共享的全球價值鏈,積極培育普惠各方的全球大市場。政黨政治家和智庫學者應反對各種形式的保護主義,推動貿易和投資兩大引擎重新高速運轉。應維護自由、開放、包容、透明、非歧視的多邊貿易體制,摒棄排他性貿易標準、規則、體系,避免全球市場分裂和貿易體系分化。應探討完善全球投資規則,加強國際金融監管,確保全球資本有序流動,更加合理有效地配置資源。
11.我們認為,世界經濟發展的最終目的,是實現全人類共享發展福祉。政黨政治家和智庫學者應積極倡導包容共享的經濟社會發展理念,推動建設公平、公正、包容、有序的國際經濟金融體系,確保各國在國際經濟合作中權利平等、機會平等、規則平等。應推動世界經濟發展和全球經濟治理更好體現廣大新興市場國家和發展中國家利益。應積極推動消除貧困、改善民生,推動各國發展更好體現公平正義和包容共享的理念。應努力為各國社會組織參與經濟社會治理創造更好的環境和條件。
12.我們認為,開放的區域和次區域經濟合作是推動世界經濟包容聯動發展的重要動力,是創新全球經濟治理的重要方面。中方與湄公河國家政黨代表圍繞“瀾滄江-湄公河合作機制”開展研討,對維護地區和平穩定、引領區域合作發展具有重要意義。與會代表希望以此次對話會為契機,定期召開中國共產黨與湄公河國家政黨對話會,更好發揮各國政黨對瀾湄次區域合作的政治引領作用。
13.我們認為,由于世界經濟發展不平衡加劇,發展中國家對改善全球經濟治理的需求更為迫切,國際社會應積極落實聯合國2030年可持續發展議程,支持非洲和最不發達國家工業化進程。同時,應鼓勵發展中國家間開展治國理政經驗交流,加強務實經濟合作。中國與非洲國家政黨代表圍繞中非合作發展問題進行研討,有助于相互借鑒發展經驗、促進共同發展和提升發展中國家在全球經濟治理中的地位和作用。
14.我們認為,作為世界第二大經濟體和最大發展中國家,中國的發展理念和實踐對世界經濟復蘇至關重要。我們贊賞中國全面深化改革、培育經濟發展新動能、推動經濟轉型升級、建立開放型經濟新體制的決心和行動。我們期待中國共產黨領導中國人民成功推動中國經濟走得更好、更穩、更遠。
15.我們注意到,中國政府近年來為推動國際經濟合作和全球經濟治理作出積極努力,“一帶一路”倡議、亞洲基礎設施投資銀行等是中國為全球經濟治理提供的重要公共產品,致力于通過提高有效供給催生新的需求,推動世界經濟再平衡。特別是,G20杭州峰會的成功舉辦,為全球經濟發展帶來新希望、注入新動力。我們對此給予積極評價,并期待中方與相關各方共同努力,通過包容、透明、開放的合作,實現共同發展,切實造福各國人民。

"Chongqing Initiative" of The CPC in Dialogue with the World 2016
1. We, more than 300 Chinese and foreign delegates from 50 countries, 72 political parties and organizations, have attended“The CPC in Dialogue with the World 2016” sponsored by the International Department of the CPC Central Committee and hosted by Chongqing Municipal Committee of the CPC on October 14 and 15 in 2016.
2. Delegates at the Dialogue have profoundly exchanged their opinions around the theme of “Innovation in Global Economic Governance”. During the Dialogue, delegates of Chinese and African political parties and representatives of political parties in countries along the Mekong River have discussed on specific topics. The Dialogue has reached a broad consensus and achieved a complete success.
3. We believe that the focus of this dialogue on initiatives and actions of political parties in global economic governance is both a positive response to the outcome of G20 Summit in Hangzhou and active exploration of global economic governance and thus is of great significance under the background of deep-seated international financial crisis, the twisting recovery of the world economy in deep adjustment and the complex and volatile international and regional security situation.
4. We believe that the current world economy is undergoing the transformation from the old development impetuses to the new ones. The momentum of the last round of science and technology and industrial revolution is gradually dwindling and the potential of the traditional economic system and development model is decreasing while a new round of science and technology and industrial revolution is on the way. Facing new opportunities and challenges, the international community should make joint eff orts to accelerate the transformation from the old development impetuses to the new ones and lead the world economic development by innovating the approaches of global economic governance.
5. We stress that political parties, as the basic organizations and important forces in the political life of the countries, are able to play the role of a leader, a power breeder and a process promoter in the global economic governance. Political parties and politicians in various countries should strengthen exchanges, build consensus, gather strength, enhance cooperation and promote the development of global economic governance in a more just and rational approach, in line with their responsible attitude towards their own interests and the common interests of mankind.
6. We stress that the think tanks, as an important force providing advices for the government, should continuously deepen their understanding of the law of world economic development, innovate global economic governance ideas and promote the process of global economic governance through theoretical innovation, empirical research, exchange and discussion, etc., so as to contribute to the strong, sustainable, balanced and inclusive growth of the world economy.
7. We believe that innovation is one of the most important drivers of long-term and stable economic growth. The parties, politicians and scholars of think tanks should depend on the important starting point of innovation to tap new economic growth potential of the countries and the world and create a new engine to reverse the world economic weakness. Reckoning on the concepts of innovative development and governance, all should promote the economic structural reform to make the vitality of creating wealth to compete and burst out, realize the full play of the energy of the market in allocation of resources, in order to help the world economy out of the woods as soon as possible and achieve full recovery.
8. We believe that the present world is increasingly forming a community of shared destiny where one honors all and one damns all. Political parties, politicians and scholars of think tanks should promote all countries, especially the major economies to strengthen the macroeconomic policy coordination, adopt responsible macroeconomic policies, take the interests and development of other countries into consideration in the pursuit of their own interests and development, so as to ensure mutual positive spillover eff ect brought by two sides, and channel great efforts into promoting a win-win situation complementing each other and driven by growth connection.
9. We believe that mankind, who can use nature and transform nature, is an integral part of nature after all. Therefore, we must correctly handle the relationship between economic development and ecological environment protection and build an ecological system worshiping the nature and featuring green development. Political parties, politicians and scholars of think tank should actively promote the concept of green development, advance the timely implementation of the Paris Agreement, push forward countries to actively cultivate green, low-carbon, circular and new impetus for economy, promote the harmonious development of man and nature and strive to make new contribution to global ecological security.
10. We believe that from the integration of world economy comes the common progress, while mutual defense results in backwards. Thus, all countries should jointly safeguard and develop an open world economy, optimize the global allocation of resources, improve the global industrial distribution, strive to build a global value chain sharing benefi t, and energetically cultivate a global market benefi ting all parties. Political parties, politicians and scholars of think tanks should oppose all forms of protectionism and promote the high-speed operation of trade and investment, uphold the free, open, inclusive, transparent and non-discriminatory multilateral trading system, abandon exclusive trade standards, rules and systems and avoid global market fragmentation and trade system diff erentiation, explore and perfect global investment rules, strengthen international financial supervision, ensure the orderly flow of global capital and more rational and eff ective allocation of resources.
11. We believe that the ultimate aim of the world economic development is to achieve the developmental well-being of all mankind. Political parties, politicians and scholars of think tanks should actively advocate the concept of inclusive economic and social development, promote the building of a fair, just, inclusive and orderly international economic and fi nancial system to ensure that equality of rights, opportunities and rules are set for all countries in international economic cooperation, encourage the world economic development and global economic governance to better refl ect the interests of the numerous emerging market countries and developing countries, actively promote the eradication of poverty, improve people’s livelihood, promote all countries to grow better, so as to refl ect the concepts of fairness and justice, inclusiveness and sharing. We should create a better environment and conditions for social organizations of all countries to participate in economic and social governance.
12. We believe that open regional and sub-regional economic cooperation is an important driving force for the development of the world’s inclusive and connective economy and an important aspect of innovation in global economic governance. The delegates from China and political parties in countries along the Mekong River have carried out discussions around the“Lancang-Mekong Cooperation Mechanism”, which means a lot to the maintaining of regional peace and stability and the leading of regional cooperation and development. The participants hope that regular dialogues between the CPC and related political parties will be held in the years to come through seizing the opportunity of this Dialogue so as to better play the political role of the political parties in leading the Lancang sub-regional cooperation.
13. We believe that the developing countries are in more bad and urgent need of improving global economic governance in view of the increasing imbalance in world economic development. The international community should actively implement the UN 2030 Sustainable Development Agenda and support the industrialization process of Africa and the Least Developed Countries (LDCs). At the same time, developing countries should be encouraged to exchange experiences in governing the country and strengthening the practical economic cooperation. China and delegates from African national political parties have discussed China-Africa cooperation and development, which is of great help to learning from each other in development, promoting common growth and upgrading the status and role of the developing countries in the global economic governance.
14. We believe that as the world’s second largest economy and largest developing country, China’s development philosophy and practice is critical to the recovery of world economy. We appreciate China’s determination and action to comprehensively deepen reform, foster new momentum for economic development, promote economic restructuring and upgrading, and establish a new open economy system. We expect that the Communist Party of China will lead the Chinese people to successfully put the Chinese economy on the track of better, more stable and more sustainable development.
15. We note that the Chinese Government has devoted active efforts to promoting international economic cooperation and global economic governance in recent years. The “B & R Initiative” and the Asian Infrastructure Investment Bank, which are important public goods China provides for global economic governance, are put forward and established to promote the rebalance of the world economy through improving the eff ective supply and cultivating new demand. In particular, the success of the G20 Hangzhou Summit has set a promising prospect for and new impetus to global economic development. We highly appreciate these eff orts and look forward to the joint eff orts of China and relevant parties to realize common development and eff ectively benefi t the people of all countries through inclusive, transparent and open cooperation.
16. We extend our heartfelt gratitude to the leaders of the CPC and the Chinese government for their efforts in successfully organizing this Dialogue. Also, we would like to express our earnest gratitude to the organizers, the International Department of the CPC Central Committee, Chongqing Municipal Committee and Chongqing Municipal Government for their warm reception and thoughtful arrangements.
