政黨對話會 話題重談“創新”
10月15日上午,2016中國共產黨與世界對話會舉行“政黨對話會”。在持續3個多小時的“政黨對話會”中,來自17個國家的19個政黨的領導人或代表圍繞“政黨與全球經濟治理創新”這一話題進行了主題發言,并與現場聽眾進行現場交流。
“政黨對話會”由中共中央對外聯絡部部長助理王亞軍主持,波蘭前總統博羅尼斯瓦夫·科莫羅夫斯基在會前進行了簡短的致辭。博羅尼斯瓦夫·科莫羅夫斯基在致辭中預祝“政黨對話會”取得圓滿成功,并表示他相信這樣的溝通交流將“對世界經濟的發展帶來更大的好處”。隨后,來自阿爾巴尼亞、哈薩克斯坦、俄羅斯、吉爾吉斯斯坦、英國、法國、德國、意大利、新西蘭、日本、柬埔寨、印度、越南、阿根廷、埃及、墨西哥、土耳其等17個國家的19個政黨的領導人或代表分4組進行了主題發言。
第一組進行主題發言的是阿爾巴尼亞爭取一體化社會運動黨主席團成員、一體化及大選事務書記埃德蒙德·哈吉納斯托,阿爾巴尼亞社會黨青年事務書記、主席團發言人埃莉薩·斯皮羅帕利,哈薩克斯坦哈薩克祖國之光黨中央書記法爾哈德·庫安加諾夫,俄羅斯統一俄羅斯黨總委員會國際事務副書記謝爾蓋·熱列茲尼亞克,吉爾吉斯斯坦社會民主黨議員、議會外事、國防與安全委員會成員、議會對華友好小組成員阿爾特克巴耶夫。發言內容涉及“中國與中東歐國家合作”“推動人民幣國際化”“推動基礎設施建設”“在信息化時代政黨如何與民眾進行良好溝通”等多個方面。

緊隨其后,英國工黨前領袖埃德·米利班德,法國共產黨全國執委會協調員讓-夏爾·內格的代表,德國社民黨副主席托斯滕·舍費爾-君貝爾,意大利民主黨外事事務負責人、眾院外委會黨團主席莉婭?夸塔貝萊,新西蘭工黨主席奈杰爾·霍沃斯也就“全球化與歐洲一體化”“建立全新的全球貨幣體系”“幫助中小企業發展國際貿易”等問題進行了精彩發言。
在第三組主題發言中,來自亞洲的日本自民黨代理干事長林干雄,柬埔寨人民黨中央委員、中央外委會副主席索斯亞拉,印度人民黨執委會委員、發言人戈帕爾·克里希納·阿加瓦爾,越南共產黨中央委員、中央經濟部常務副部長高德發就“防災減災在經濟治理中的重要作用”“全球化自身的局限性”“東盟國家在全球經濟治理中的重要意義”等方面發表了自己的觀點。
最后一組主題發言嘉賓是阿根廷共和國方案黨總書記弗朗西斯科·金塔納,埃及自由埃及人黨主席助理拉米·雅各布,埃及祖國未來黨副總書記艾哈邁德·卡拉姆,墨西哥革命制度黨總書記卡羅利娜·蒙羅伊·德爾馬索,土耳其正義與發展黨副主席邁赫邁特·邁赫迪·埃凱爾。他們在發言中都對本屆對話會的舉辦表示了充分的肯定,并希望能夠和中國一道積極參與推進全球經濟治理創新之中。
Dialogue between Political Parties Focusing on Innovation
“Dialogue between Political Parties”, a session during The CPC in Dialogue with the World 2016, was held on the morning of December 15. Focusing on “Political Parties and Innovation in Global Economic Governance”, leaders and representatives of 19 political parties from 17 countries delivered their keynote speeches and interacted with the audience in the 3-hour dialogue.
The Dialogue was hosted by Wang Yajun, assistant minister of the International Department, CPC Central Committer and Boloniswa Komofusky, former president of Poland, made a brief speech at it.“I wish the Dialogue a great success, and I believe, these dialogues will benefit world economic development in a substantial way,”said the Polish ex-president. His speech was followed by keynote speeches made by heads and representatives of 19 political parties from Albania, Kazakhstan, Russia, Kyrgyzstan, the UK, France, Germany, Italy, New Zealand, Japan, Cambodia, India, Vietnam, Argentina, Egypt, Mexico and Turkey. They were divided into four groups.
Attending the first group were Edmond Haxhinasto, member of the presidium, secretary of Political and Election Affairs of the “Socialist Movement for Integration” Party in Albania, Elisa Spiropali, secretary for Youth of Socialist Party, spokeswoman for the presidium of Socialist Party of Albania, Farkhad Kuangarov, secretary of Party “Nur Otan”, Kazakhstan, Sergey Zheleznyak, Deputy General Secretary of the United Russia Party, former vice chairman of the Russian Federation State Duma, and Artykbaev Osmonbek, member of the Parliament of Kyrgyz Republic, member of International Aff airs, National Defense and Security Commission, and Goodwill Chinese Group. Each of them delivered a keynote speech, discussing “cooperation between China and Central and Eastern Europe”, the “internationalization of Chinese currency”, the“promotion of infrastructure construction”, “eff ective communication between political parties and their people”, and other related topics.
The second group witnessed the keynote speeches made by Edward Miliband MP, the former leader of Labor Party, the UK, Jean-Charles Negre, coordinator of National Executive Committee of the Communist Party of France, Thorsten Schafer Gumbel, vice president of Social Democratic Party of Germany, Lia Quartapelle, president of Democratic Party Group in the Committee of Foreign Affairs in the Chamber of Deputies of Italy, and Nigel Haworth, president of the New Zealand Labor Party. Discussed in their speeches were “globalization and the integration of Europe”, the “building of a brand-new global monetary system,” and the“supporting of medium and small-sized enterprises to make international trade”.
In the third group there were five keynote speakers, including Hayashi Motoo, Member of the House of Representatives, Acting Secretary-General, LDP, Japan, Suos Yara, Central Committee Member and Vice-Chairman of the Commission for International Relations of the CPP, Cambodia, Gopal Krishra Agarwal, National Executive Member and National Spokesperson of Bharatiya Janata Party of India, and Cao Duc Phat, Member of the Central Committee of the Communist Party of Vietnam (CPV), and Executive Vice Minister of the Economic Ministry of the CPV Central Committee. The issues they addressed include the “important role of disaster relief in economic governance”, the“limitations of globalization”, and the “important role of ASEAN countries in global economic governance”.
The speakers in the last group included Francisco Quintana, General Secretary of PRO, Argentina, Ramy Raouf Jacob, Assistant to the President of Free Egyptians Party, Ahmed Karam, Deputy Secretary General of Nation’s Future Party, Egypt, Carolina Monroy del Mazo, General Secretary of PRI, Mexico, and Mehmet Mehdi Eker, Deputy Chairman of the Justice and Deployment Party of Turkey. They expressed in their speeches their appreciation of the holding of the conference, hoping that they can work with China and participate actively in the promotion of global economic governance.
