計冠光是生活在美國賓夕法尼亞州匹茲堡市的一位年過七旬的僑胞，在當(dāng)?shù)厝A人華僑中具有相當(dāng)大的影響力和號召力。

“前不久，匹茲堡的一位華人朋友因其小孩在學(xué)校遇到糾紛向我求助。我和朋友們立即成立了一個應(yīng)急小組提供義務(wù)服務(wù)。小組成員中有職業(yè)律師等專業(yè)人士，在應(yīng)急小組的幫助下，這位朋友的問題很快得到了圓滿解決。”計冠光老人表示，通過這個案例，說明作為中國駐外使領(lǐng)館領(lǐng)保聯(lián)絡(luò)員，可以發(fā)揮他們熟悉當(dāng)?shù)厍闆r、擁有當(dāng)?shù)厝嗣}的優(yōu)勢，為在外華人提供直接或間接的幫助，同時海外華人應(yīng)遵守當(dāng)?shù)氐姆珊土?xí)俗，才能愉快地工作和生活。

聽從勸告，避免意外

盧金裕 馬來西亞斗湖德教會紫辰閣閣長、廣東省海外交流協(xié)會理事

盧金裕是出生在馬來西亞的第二代華人，多年來他成功參與處理了多起中國駐外使領(lǐng)館的領(lǐng)事保護(hù)案件。“過去來馬來西亞的華人，多數(shù)是進(jìn)行漁業(yè)捕撈和從事農(nóng)業(yè)生產(chǎn)的勞工。如今，更多的是在馬來西亞進(jìn)行投資、城市建設(shè)的中國公司和團(tuán)隊，還有旅游度假的中國游客。”盧金裕說，近年來中國游客因潛水時操作不當(dāng)而溺水、以及因違規(guī)參觀被野生動物襲擊等屬于較為常見的事故。他特別提醒大家，外出旅游一定要聽從當(dāng)?shù)厝藛T和導(dǎo)游的勸告，以避免意外情況發(fā)生。

他非常看好重慶作為國家“一帶一路”戰(zhàn)略與長江經(jīng)濟(jì)帶聯(lián)結(jié)點的區(qū)位優(yōu)勢，相信今后重慶與馬來西亞之間的經(jīng)貿(mào)、旅游往來會越來越密切。

注重形象，文明出游

李先秋 德國法蘭克福湖南同鄉(xiāng)會會長

“今后利用渝新歐班列，在德國和中國之間做貿(mào)易將會越來越便捷。”來自德國法蘭克福的華僑李先秋，參觀了渝新歐國際鐵路聯(lián)運大通道始發(fā)站、重慶鐵路集裝箱中心團(tuán)結(jié)村站后稱贊“渝新歐”是亞洲與歐洲之間互聯(lián)互通的重要紐帶。他認(rèn)為，像重慶這樣的中國大都市，建筑和綠化景觀并不遜于德國的城市。重慶經(jīng)濟(jì)發(fā)展的速度之快，更是德國人所不能想象的。李先秋也提醒前往德國旅游的中國朋友，在公眾場合不要高聲喧嘩，做到文明出游。作為中國駐外使領(lǐng)館領(lǐng)事保護(hù)聯(lián)絡(luò)員，他表示，將在中國駐德國使領(lǐng)館的指導(dǎo)下，盡一切可能為中國游客提供應(yīng)急幫助和服務(wù)。

在加拿大中國留學(xué)生要避免“炫富”

“重慶是一個大都市，這次到訪讓我們了解了‘一帶一路’以及重慶在此的重要位置和角色。重慶走在改革前沿，敢闖敢拼的精神給我們留下了深刻印象。”朗文玲女士說，隨著中國人收入的提高，很多在加拿大的中國留學(xué)生由于家境富裕、出手闊綽，容易被犯罪分子盯上。因此，建議留學(xué)生避免炫富露富。與他人合租住房時,因性格、習(xí)慣、愛好等差異，室友之間偶爾會有矛盾或沖突，選擇室友應(yīng)當(dāng)慎重。另外，加拿大警察隨身都有配槍,當(dāng)警方在調(diào)查的時候一定要配合工作,切勿盲目行動,以免讓警方產(chǎn)生誤會。她還透露說，在加拿大有一大批像她一樣的領(lǐng)保聯(lián)絡(luò)員，為中國公民排憂解難。領(lǐng)保聯(lián)絡(luò)員之間建立了龐大的微信群，一旦發(fā)生緊急情況，微信群總能在最短時間傳遞有效信息，齊心協(xié)力找到最妥當(dāng)?shù)慕鉀Q方法。

在南非重點提防小偷與劫匪

鄭星利告訴記者，到南非的中國人應(yīng)盡量避免隨身攜帶和使用大筆現(xiàn)金。南非金融體系發(fā)達(dá)，國內(nèi)銀行發(fā)行的VISA、MASTERCARD、銀聯(lián)等多種銀行卡在南非主要機場、旅游城市和商業(yè)城市都可以使用，應(yīng)盡可能減少現(xiàn)金消費的機會。兌換貨幣也要注意場所，盡量不要到人員雜亂、耳目眾多的地方兌換貨幣，以防被跟蹤搶劫。當(dāng)然，即使遭遇搶劫，也盡量冷靜，若劫匪持有槍支，恐慌只會引起更大的不必要的麻煩。如有需要，請在當(dāng)?shù)匕踩⒄?guī)的商店采購鉆石、黃金、珠寶等貴重商品，并盡快離境。另外，不要隨意吐口痰，當(dāng)?shù)厝苏J(rèn)為這個習(xí)慣是待人極大的不尊重。

在異國他鄉(xiāng)尊重當(dāng)?shù)孛袼酌耧L(fēng)很重要

張煒 越南中國商會川渝企業(yè)聯(lián)合會會長、四川省海外交流協(xié)會常務(wù)理事

重慶這座城市對張煒來說并不陌生，身為越南中國商會川渝企業(yè)聯(lián)合會會長有不少機會來到重慶。他眼里的重慶是一個依山靠水的美麗都市，城市建設(shè)的速度可以用日新月異來形容，每一次來到重慶，都能發(fā)現(xiàn)它嶄新的變化。“渝新歐”是重慶向西開放的橋梁，通過“一帶一路”開放格局令重慶在外貿(mào)進(jìn)口領(lǐng)域占據(jù)了明顯的優(yōu)勢，他認(rèn)為這樣的國家政策能幫助重慶走向世界，加快國際化商貿(mào)進(jìn)程。

他建議，到越南旅行或工作，請尊重當(dāng)?shù)孛袼祝⑻崆岸嘧隽私夂蜏?zhǔn)備。不要將護(hù)照等證件與現(xiàn)金一起存放。旅行證件的補辦需要提供必要的材料，并與國內(nèi)核查身份真?zhèn)危绦蜉^為復(fù)雜，需要一定的時間。建議將護(hù)照應(yīng)貼身存放，以免被盜、被搶，影響回國或下一步的行程。

Abiding by local laws and customs in foreign countries

Ji Guanguang, an overseas Chinese over 70 years old, lives in the Pittsburgh, Pennsylvania, United States, winning the considerable infl uence and appeal among local Chinese and overseas Chinese.

“Not long ago, a Chinese friend living in Pittsburgh turned to me, because his child had a school dispute. My friends and I immediately set up an emergency group to provide voluntary services. There are professionals like professional lawyers in our group, so the dispute troubled my friend was settled down in a quick and satisfactory way with their help.” Mr. Ji stated that the case told us that the liaisons can provide direct or indirect assistance to the overseas Chinese people by bringing their advantages of local knowledge and local contacts into full play. Besides, in order to work and live happily, overseas Chinese should comply with local laws and customs.

Following advice to avoid unnecessary accidents

Lu Jinyu, Chairman of the Zichen Pagoda affi liated with the Tawauer Church of Malaysia and Director of Overseas Exchange Association of Guangdong Province

Lu Jinyu is considered as the “senior Chinese” by local people of Tawau, namely the second-generation Chinese born in Malaysia. He has successfully participated in many cases of the consular protection of China’s overseas embassies and consulates. “In the past, most of overseas Chinese in Malaysia were labors engaged in fi shing and agricultural production. However, now more overseas Chinese in Malaysia are investors, members of companies and teams of urban construction and tourists.” Lu Jinyu said that, in recent years, many accidents like that Chinese tourists drowned for improper operation while diving and attacked by wildlife for breaking rules while visiting parks happened frequently. He particularly admonished us to follow advice off ered by local people and tour guide to avoid accidents.

He is very optimistic about geographical advantage of Chongqing as conjunction of “One Belt and One Road”Initiative and Yangtze River economic zone, believing that in the future cooperation between Chongqing and Malaysia in areas like trade, economy and tourism will be closer and closer.

Focusing on image to be a civilized traveler

“In the years to come, trade between Germany and China will be more convenient with Chongqing-Sinkiang-Europe International Railway.” Li Xianqiu, an overseas Chinese from Frankfurt, praised “Chongqing-Sinkiang-Europe International Railway” as an important link between Asia and Europe after visiting the departure station of Chongqing-Sinkiang-Europe International Railway and Unity Village Station in the Chongqing Railway Container Center. He believes that cities in China like Chongqing are not inferior to cities in Germany in buildings and green landscape, and that the economy of Chongqing is growing at a rapid speed that Germans can not even imagine. He also suggested tourists from China in Germany not make noise and be a civilized traveler. As a consular protection liaison of Chinese overseas embassies and consulates, he expressed that under the guidance of Chinese embassies and consulates in Germany, he would do everything possible to provide emergency assistance and services to Chinese tourists.

Chinese overseas students in Canada should avoid “showing off their wealth”

Lang Wenling said, “Chongqing is a metropolis, the visit make us get to know what is ‘One Belt and One Road’ initiative and the important position and role Chongqing played in the initiative. And Chongqing, in the forefront of reform, left us a deep impression for its braveness in making progress.” Ms. Lang said that with the rising income of Chinese people, many Chinese students in Canada are easy to be the prey of criminals because of their lavish lifestyle off ered by their affl uent families. Therefore, advice for overseas students is not to show off their wealth. When sharing housing with others, there may be some occasional contradictions or conflicts caused by differences in personality, habits, and hobbies between roommates, so we should be cautious in choosing roommates. In addition, it should be noted that Canadian police are equipped with guns, hence we should cooperate with police in investigation, and don’t take blind actions to avoid unnecessary misunderstanding. She also told us that there are a large number of consular protection liaisons in Canada who are dedicated to helping Chinese citizens out of troubles. Liaisons are in a functional Wechat group, in the event of an emergency, the Wechat group always can transmit eff ective information in the shortest time and members can work together to fi nd the best solution.

Watching out for thieves and robbers in South Africa

He told journalists that Chinese people to South Africa should avoid carrying and using a plenty of cash. South Africa has advanced financial system, various domestic bank cards like VISA, MASTERCARD or Union-Pay can be used in South African major airports, tourism cities and commercial cities. In other words, tourists do not pay by cash if possible. Pay attention to places of exchanging money to avoid being tailed after and robbed, and places crammed with motley crew are inappropriate to exchange money. Keep a cool head even if being robbed, because your panic actions will only make things worse if robbers have guns. If necessary, purchase precious commodities like diamonds, gold, jewelry in local secure and formal stores, and leave the country as soon as possible. What’s more, do not spit freely, as locals regard the habit as disrespect to others.

Respecting local folk customs in foreign countries is very important

As the chairman of the Chinese Chamber of Commerce in Vietnam and the Sichuan-Chongqing Association of Enterprises, Zhang Wei is no stranger to Chongqing with many chances to visit Chongqing. In his eyes, Chongqing is a beautiful metropolis, situated by hills and near rivers. The speed of city construction can be described with the phrase “changing with each passing day”. Each journey to Chongqing, he can fi nd new changes there. Chongqing-Sinkiang-Europe International Railway is a bridge of Chongqing in opening up to the west. Chongqing possesses obvious advantages in area of foreign trade import in the opening pattern of “The Belt and Road’ initiative. He believes that such national policy can help Chongqing to reach out to the world and accelerate the course of international business.

He suggested that Chinese people should respect local customs and make preparations before going to work or travel in Vietnam. Don’t put passport and money together. The procedures to reissue travel documents are complicated and time-consuming, which means holders should provide necessary materials and their identities should be verified in China. In addition, passport should be carried with ourselves to avoid being stolen or robbed. The missing of passport will influence the return to home and disarrange the next schedule.
