淮北市農業產業化發展成效？問題及目標

摘要總結了淮北市農業產業化發展的現狀和成效，主要表現在發展速度不斷加快、產業聚集不斷推進、規模化基地不斷發展、技術研發能力不斷提高、企業融資步伐不斷加快、企業管理日趨完善。將發展中面臨的主要問題總結為產業鏈條短和產品附加值低、科技創新能力弱、綠色農業和品牌農業發展滯后、產業化利益機制不完善。結合農業產業化轉型升級的總體思路和發展目標，提出了淮北市農業產業化發展當前工作的8項對策建議，強調發展專用品牌糧食、擴大特色產業規模、推進生態健康養殖、加快產業轉型升級、促進產業融合發展、培育新型經營主體、穩妥推動融資試點、加強質量安全監管。

AbstractThe present situation and effects of agricultural industrialization in Huaibei were summarized， which mainly in the pace of development has been accelerating， industrial clusters have been continuously promoted， largescale bases have been continuously developed， technological R & D capabilities have been continuously improved， the pace of enterprise financing has been quickened， and the management of enterprises has been gradually improved. The main problems faced in the development were summarized as the short industrial chain， low valueadded products， weak scientific and technological innovation ability， lagging behind of green agriculture and brand agriculture， and imperfect industrial benefit mechanism. Combining with the overall idea and development goal of the transformation and upgrading of agricultural industrialization， 8 countermeasures and suggestions for the development of agricultural industrialization in Huaibei were put forward， which emphasized on the development of special brand grain， expanding the scale of characteristic industries， promoting ecological health breeding， accelerating industrial restructuring and upgrading， promoting industrial integration and development， cultivating new management subjects， promoting financing pilot steadily， and strengthening quality and safety supervision.

自2008年淮北市首次確立“打造黃淮海平原食品工業高地”重大戰略決策，全市農業產業化歷經多年奮力拼搏，取得了明顯成效。盡管如此，淮北市加快推進農產品加工業與農業產業化發展仍然面臨著嚴重挑戰。“十三五”時期是全面建成小康社會的決勝期，是傳統農業向現代農業加快轉變的關鍵期，也是農業產業化轉型升級的重要節點[1]。按照安徽省農業產業化轉型升級實施方案要求，淮北市確立了現階段農業產業化轉型升級的奮斗目標。

2017年是推進農業供給側結構性改革的深化之年，圍繞省政府下達的全年農業產業化發展目標任務，筆者總結了淮北市農業產業化發展的現狀和成效，分析了發展中面臨的主要問題，提出了淮北市農業產業化發展的總體目標以及當前工作的對策建議。……
