彭水之行，領略了田園里的盎然生機。隨后的南川體驗，則更具現代氣息。寬敞的馬路，形似鳥巢的體育場，風格別致的扶貧安置點……都能有所印證。

早在2013年，南川就已摘下“貧困帽”。最新數據顯示，40個貧困村脫貧銷號，全區貧困發生率已降至0.6%。這些數字，不再只有簡單的統計學含義。

“我去過北海道，我們南川不比那里差。”南川木涼鎮花芊谷創始人王明勇說這話時，出奇的鎮定，好像這話由不得你不信，和馬云那句“夢想總是要有的，萬一實現了呢”異曲同工。

We fully enjoyed the vitality of the countryside after the trip to Pengshui. In the following trip, we immersed ourselves in Nanchuan, a city with more modern elements: spacious streets, the stadium shaped like bird's nest, the unique poverty-alleviation settlements and so forth.

In fact, Nanchuan has been lifted out of povertyas early as in 2013. Latest data show that 40 villages have got rid of poverty, and the incidence of poverty in the whole district has dropped to 0.6%. These figures mean a lot.

Wang Mingyong, the founder of Huaqiangu Valley in Muliang County of Nanchuan District,told me, “I have been to Hokkaido, Nanchuan District is not inferior by comparison.” He is so confident in saying it that you have to believe his words.Wang’s words are similar to a sentence said by Jack Ma: “Everyone should have a dream, what if one day it comes true?”

一出手就4a景區的范兒Build the High-end Standard of AAAA Scenic Spot

王明勇的話不虛。他出生在巖鋪村，幼年常走五六個小時山路到城里上學，對貧困有切膚體驗，19歲就出去打拼。他一手創建的“花芊谷”景區位于南川區木涼鎮玉巖鋪村。2013年去北海道旅游，留意上了那里的觀光農業——既能吸引游客，經濟效益也頗豐。

讓家鄉變富，鄉親們過上好日子，是他的夙愿。

鄉親們眼里，王明勇是個本事人。2013年，南川區確定“工業強區、旅游名城、生態花園”發展戰略。王明勇一家家上門發動群眾，親自操刀方案，迅速組建專家團隊，不到三個月，就勾勒出了一幅浸潤著農耕文化、田園風光與鄉愁的農業旅游圖景。

“要干就要按國家AAAA級旅游景區標準，做成全市的鄉村旅游標桿項目。”2016年5月1日，“花芊谷”誕生了。這個名字，是“蹭熱點”想到的，甚是有趣、時髦。景區距主城僅40公里，茂密的原生態松林，開闊的水體，緩坡，農田，花海……連給游客拍照的取景點，都設計得“頭頭是道”。

他的點子特別多。花期沒到的時候，很多游客事先沒打聽清楚就跑來了，既然來了，又不能白收門票，于是，他將售出的門票變成消費代金券，買了票看不到花，就用代金券在景區里吃飯、購物。

他還惦記著鄉親們。他個人承擔了全部投資風險創建項目，通過景區解決周邊50余名群眾務工；鄉親們除了土地流轉收益，還通過旅游商品市場、農副產品市場、農家樂、鄉村民宿等創收增收。

花芊谷

What Wang has said is true. Born in the Yanpu Village, he used to spend about five hours on the way to the school in town, tasting the hard personal experience of poverty. In this circumstance, he left home and began to work hard at age 19. The scenic spot of"Huaqiangu Valley" created by him is located in Yuyanopu Village in Muliang County, Nanchuan District.He paid attention to the sightseeing agriculture in Hokkaido when he visited there in 2013 -- it attracts many tourists with great economic benefits.

It is his long-cherished wish to make his hometown rich and create happy lives for those villagers.

All villagers witnessed how Wang became a successful businessman. Nanchuan District confirmed the development strategy of being the" Developed Region of Industry, Tourist City and Ecological Garden" in 2013. He mobilized the masses one by one,drew up the development plan in person and built an expert team quickly. Then the outline of agritourism was formed in less than 3 months with austere farming culture, idyllic surroundings and strong nostalgia.

We need to set up a pilot project of rural tourism in Chongqing according to the national standard for AAAA Tourist Attraction. On May 1st, 2016, the interesting and fashionable name “Huaqiangu Valley” out of a very popular TV serials was formally confirmed. The scenic spot is only 40 kilometers away from Chongqing proper. The dense pine forest,open water, moderate climbs, farmer lands, profusion of flowers, other Scenic spots for photographing, all of these were well designed.

Wang is a resourceful man. Many tourists would miss the florescence without reading a travel guidewhile they had bought the ticket. Under this circumstance, in order to avoid the loss of visitors, Wang changed the ticket into voucher which could be used to have dinner or go shopping there.

Wang also stands in the villagers’ shoes for the good of them. He personally undertook all creating projects with investment risks and offered the employment opportunity to more than 50 people around the scenic spot. In addition to the land transfer income, the villagers generate income through the tourism commodity market, agricultural products market, "Farmer Household Tourism" and “The Village Homestay”, etc.

時髦的洼地生態農莊The Fashionable Depressions Ecological Farm

在南川，想象力和創造力就像一對孿生兄弟。

大觀鎮，《川軍血戰到底》大型實戰演出現場的“硝煙”“戰火”，這個暑假就快重燃了。大觀鎮中江村村民汪明賢，也很快又要上崗擔綱群演，“演到抗戰勝利那一段，我們就上去跳舞。”既過了把演員的癮，又能多一份收入。

今年初，汪明賢住進了中江村的扶貧安置點。中江村位于“重慶生態農業示范區”核心區，是南川“最美鄉村”之一。房子外觀很是漂亮，寬敞透亮，既能自住，還能做農家樂、民宿。重慶洼地農業開發有限公司在這里投資建設了洼地生態農莊，農莊里種有草莓、葡萄、藍莓，給當地居民鋪就了就業增收的路。

把土地流轉到農莊的貧困戶，還能享受特殊的貧困補助：配股分紅。即將國家財政下撥到該產業項目上的50萬元產業發展基金，拿出一半乘以一個系數后，用于發放配股分紅。前三年，這個系數是8%，隨著項目的發展，第四年起，系數將遞增。建卡貧困戶都能分享這一紅利。更人性化的是，即使按標準已脫貧，為確保不返貧，還能適當延長紅利的享受時間。

去年，這筆分紅只針對6社和8社的居民試點，今年，要向全村建卡貧困戶普及。

Wang lived in poverty-alleviation settlements of Zhongjiang Village earlier this year. Located in the core area of "Chongqing Eco-agriculture Demonstration Area", Zhongjiang Village is one of “Most Beautiful Villages” of Nanchuan. The houses there are very beautiful, spacious and bright, which could be used as residence, or "Farmer Household Tourism" and “The Village Homestay”. Chongqing Wadi Agriculture Development Co., Ltd. has invested in the construction of ecological farms where are planted strawberries, grapes and blueberries, which has offered jobs and increased income for local residents.

Transferring land to the poor families of the farm, they can also enjoy special allowances for poverty: rationed shares dividends. The 500,000-yuan industrial development fund allocated by the National Treasury to the industry project is multiplied by a coefficient and used to distribute dividends. The first three years, this coefficient is 8%, with the development of the project, the coefficient will increase in the fourth year. Poverty-stricken families can also share this bonus. More humanely, it is possible to extend the bonus time appropriately to avoid the poverty-returning phenomenon even though they have been out of poverty by standard.

Last year, the bonus was only for the residents of the 6th and 8th community. This year, it was to be popularized to all poverty-stricken families.

小山村里也“治未病”“The Preventive Treatment of Disease” Mode in the Village

《黃帝內經》說：“上工治未病，不治已病，此之謂也。”所謂“治未病”，通俗點說就是“未病先防和既病防變”。

南川河圖鎮長坪村也能“治未病”。長坪村只有3.4平方公里，2015年，這里從制定整村脫貧發展規劃及每戶脫貧措施，到實現整村脫貧“銷號”，僅用了半年時間。曾經，這里每四個人里有三個會因病致貧或返貧，在這個貧困的山村里，高血壓、糖尿病、精神病這些常見病，是病死率高發的重大隱患。

陳俊，南川區委副書記、原河圖鎮長坪村扶貧第一書記，他與南川區中醫院積極對接，去年1月，在長坪村便民服務中心一個80余平方米的空間里，建成了全市第一個村級示范中醫館，診斷室、藥房、治療室、觀察室都有，環境優雅、整潔，看上去一點不比城里的醫院差。

張洪是南川區中醫院派常駐這里的“主治”醫生。他辦公桌上厚厚的一摞牛皮紙檔案袋里，裝著村里所有曾因病致貧的貧困人口健康檔案。每隔一段時間，張洪會去回訪，記錄用藥情況。慢性病人，可以到中醫館做針灸、拔罐、電針電療，“對于急性突發性疾病，能夠隨時診斷、及時轉診，減少死亡率。小病不出村，大病及時轉診，還能給村民宣傳健康保健知識。”

從長坪村開始，南川區中醫院先后在東城街道永生橋社區、南平鎮紅山村、西城街道永隆社區等貧困人口集中的村衛生室設立中醫館，計劃每個鎮街至少要設立一個中醫館，全面普及“治未病”。

The Changping Village of Hetu Town in Nanchuan can also adopt similar methods. Changping Village, covering the area of 3.4 square kilometers, just spent half a year from drawing up the whole village poverty-alleviation development plan and the measures for each family to helping the whole village out of poverty successfully. Three of four people in the village once would trap in poverty or come back poverty life due to illnesses. In this poor mountain village, such ailments as high blood pressure, diabetes and mental illness are major factors of high mortality.

Chen Jun, Vice Secretary of Commission of Nanchuan, the former first secretary of poverty alleviation in Changping Village, Hetu Town, was actively engaged in the Chinese Medicine Hospital in Nanchuan District. In January last year, the first village-level model hospital was built in the Convenience Service Center covered with an area of more than 80 square meters in Changping Village, including diagnosis room, pharmacy, treatment room, observation room. The clean and tidy environment looks not worse than the hospital in main city.

Zhang Hong is the attending physician in residence of the Chinese medicine of hospital Nanchuan District . Here are a large pile of kraft bag in his desk filled with the health records of all the poor people in the village. Zhang would go back to visit and record the using situation of medication every so often.People with chronic diseases can be treated with acupuncture, cupping, electroacupuncture and electrotherapy here. People with acute disease can be diagnosed and referred promptly for treatment at any moment so that the mortality can be reduced. This measure could ensure that the mirror illness can be cured in the village, seriously illness can be transferred in time and the health care knowledge can be disseminated to the villagers.

Starting from the village of Changping Village,the Chinese Medicine Hospital of Nanchuan District has successively set up traditional Chinese medicine hospital in the village clinic, such as Yongshengqiao Community of Dongcheng District, Hongshan Village of Nanping Town, Yonglong Community of Xicheng Street, etc. There is a plan to set up the traditional Chinese medicine hospital at every town,universally carrying out the program of preventive treatment of disease.
