國際標準化組織（International Organization for Standardization，ISO）成立于1947年，是目前世界上最大的國際標準化機構。其主要活動是制定國際標準、協調世界范圍的標準化工作、組織各成員國和技術委員會進行情報交流，以及與其他國際組織進行合作、共同研究有關標準化等問題。ISO的總部設在日內瓦。1978年9月1日，我國以中國標準化協會（CAS）的名義重新進入ISO。1988年起，改為以國家技術監督局（CSBTS）的名義參加ISO的工作，近期改為以中國國家標準化委員會的名義參加ISO的工作。ISO與國際海事組織（International Maritime Organization，IMO）關系密切，其制定的大部分國際標準均與IMO各公約的要求相一致，其現行出版的標準中，有相當大一部分均支持IMO的要求。在ISO各技術委員會中， ISO第188技術委員會（ISO/TC 188）“小艇”與船舶行業關系極為密切。本期將詳細解析ISO/TC 188的由來及其國際標準。

ISO/TC 188“小艇”（Small craft）的工作范圍是艇長小于或等于24 m的游艇和采用類似設備的其他小艇的設備和結構的標準化（Standardization of equipment and construction details of recreational craft， and other small craft using similar equipment， up to 24 meters length of the hull）。它不包括救生艇和救生設備（lifeboats and lifesaving equipment），這些屬于ISO/TC 8的工作范圍。

ISO/TC188是1984年從ISO/TC8“船舶與海上技術”（Ships and marine technology）委員會下屬的第14分技術委員會 （ISO/TC8／SC14） 演變而成立的，它的成立反映了最近三十余年來國際上游艇和采用類似設備的其他小艇的迅猛發展。與ISO/TC 8 類同，ISO/TC 188的一部分國際標準是IMO公約、規則和決議之要求的進一步具體化，值得關注。

截至2016年12月28日，ISO/TC 188下設：

綜上所述，2016年度ISO/TC 188頒布的標準中，新增1項：ISO 16315 : 2016“小艇—電力推進系統”。更新3項：

——由ISO 8666 : 2016“小艇—主要數據”替代ISO 8666 : 2002“小艇—主要數據”；

——由ISO 11592-1 : 2016“小艇—采用機動航速的最大推進功率的確定—第1部分：艇長小于8 m的艇”替代ISO 11592 : 2001“艇長小于8 m的小艇—最大推進功率的確定（Small craft less than 8 m length of hull—Determination of maximum propulsion power rating）”；

——由ISO 14895 : 2016“小艇—液體燃料廚房爐灶和加熱設備”替代ISO 14895 : 2000“小艇—液體燃料廚房爐灶（Small craft—Liquid-fuelled galley stoves）”。

其中，ISO 11592-1 : 2016和ISO 14895 : 2016在替代原標準時，其標題、內容和結構均有變動，值得關注。
