國際標(biāo)準(zhǔn)化組織（International Organization for Standardization，ISO）成立于1947年，是目前世界上最大的國際標(biāo)準(zhǔn)化機(jī)構(gòu)。其主要活動是制定國際標(biāo)準(zhǔn)、協(xié)調(diào)世界范圍的標(biāo)準(zhǔn)化工作、組織各成員國和技術(shù)委員會進(jìn)行情報交流，以及與其他國際組織進(jìn)行合作、共同研究有關(guān)標(biāo)準(zhǔn)化等問題。ISO的總部設(shè)在日內(nèi)瓦。1978年9月1日，我國以中國標(biāo)準(zhǔn)化協(xié)會（CAS）的名義重新進(jìn)入ISO。1988年起，改為以國家技術(shù)監(jiān)督局（CSBTS）的名義參加ISO的工作，近期改為以中國國家標(biāo)準(zhǔn)化委員會的名義參加ISO的工作。ISO與國際海事組織（International Maritime Organization，IMO）關(guān)系密切，其制定的大部分國際標(biāo)準(zhǔn)均與IMO各公約的要求相一致，其現(xiàn)行出版的標(biāo)準(zhǔn)中，有相當(dāng)大一部分均支持IMO的要求。在ISO各技術(shù)委員會中， ISO第188技術(shù)委員會（ISO/TC 188）“小艇”與船舶行業(yè)關(guān)系極為密切。本期將詳細(xì)解析ISO/TC 188的由來及其國際標(biāo)準(zhǔn)。

ISO/TC 188“小艇”（Small craft）的工作范圍是艇長小于或等于24 m的游艇和采用類似設(shè)備的其他小艇的設(shè)備和結(jié)構(gòu)的標(biāo)準(zhǔn)化（Standardization of equipment and construction details of recreational craft， and other small craft using similar equipment， up to 24 meters length of the hull）。它不包括救生艇和救生設(shè)備（lifeboats and lifesaving equipment），這些屬于ISO/TC 8的工作范圍。

ISO/TC188是1984年從ISO/TC8“船舶與海上技術(shù)”（Ships and marine technology）委員會下屬的第14分技術(shù)委員會 （ISO/TC8／SC14） 演變而成立的，它的成立反映了最近三十余年來國際上游艇和采用類似設(shè)備的其他小艇的迅猛發(fā)展。與ISO/TC 8 類同，ISO/TC 188的一部分國際標(biāo)準(zhǔn)是IMO公約、規(guī)則和決議之要求的進(jìn)一步具體化，值得關(guān)注。

截至2016年12月28日，ISO/TC 188下設(shè)：

——由ISO 8666 : 2016“小艇—主要數(shù)據(jù)”替代ISO 8666 : 2002“小艇—主要數(shù)據(jù)”；

——由ISO 11592-1 : 2016“小艇—采用機(jī)動航速的最大推進(jìn)功率的確定—第1部分：艇長小于8 m的艇”替代ISO 11592 : 2001“艇長小于8 m的小艇—最大推進(jìn)功率的確定（Small craft less than 8 m length of hull—Determination of maximum propulsion power rating）”；

——由ISO 14895 : 2016“小艇—液體燃料廚房爐灶和加熱設(shè)備”替代ISO 14895 : 2000“小艇—液體燃料廚房爐灶（Small craft—Liquid-fuelled galley stoves）”。

其中，ISO 11592-1 : 2016和ISO 14895 : 2016在替代原標(biāo)準(zhǔn)時，其標(biāo)題、內(nèi)容和結(jié)構(gòu)均有變動，值得關(guān)注。
