高校圖書館特色館藏建設(shè)戰(zhàn)略規(guī)劃探究

【摘 要】基于對國內(nèi)高校圖書館特色館藏建設(shè)的差異性分析，本文總結(jié)出科學(xué)制定和實(shí)施戰(zhàn)略規(guī)劃是產(chǎn)生特色館藏建設(shè)差異性的主要原因之一，闡述了特色館藏建設(shè)戰(zhàn)略規(guī)劃對高校圖書館自身發(fā)展、促進(jìn)高校“十三五”規(guī)劃戰(zhàn)略目標(biāo)的實(shí)現(xiàn)和推進(jìn)中華文化建設(shè)具有重要作用，提出高校圖書館戰(zhàn)略規(guī)劃仍需重視的兩方面問題。

【Abstract】Based on the analysis of the differences in the construction of the characteristics of the domestic university library， this paper concludes that the scientific planning and implementation of the strategic planning is one of the main reasons for the differences in the construction of the special collections， and expounds the strategic planning of the special library construction Development， and promote the realization of the strategic objectives of the "13th Five-Year Plan" in colleges and universities and to promote the construction of Chinese culture has an important role in the university library strategic planning still need to pay attention to two aspects.

特色館藏是高校圖書館信息資源建設(shè)的核心，是高校圖書館提供特色服務(wù)的信息保障[1]。加強(qiáng)特色館藏建設(shè)是提高圖書館核心競爭力的重要舉措。近年來，隨著高校圖書館特色館藏建設(shè)所處信息環(huán)境的變化、社會經(jīng)濟(jì)發(fā)展的變化、圖書館用戶需求的變化、圖書館定位與使命的變化，科學(xué)制定和實(shí)施特色館藏建設(shè)戰(zhàn)略規(guī)劃并實(shí)現(xiàn)特色館藏建設(shè)的戰(zhàn)略管理成為高校圖書館需要深入研究與實(shí)踐的新課題。

1 高校圖書館特色館藏建設(shè)的差異性及原因分析

特色館藏是指圖書館所收藏的文獻(xiàn)信息資源具有自己的獨(dú)特風(fēng)格，是其他圖書館所不具備的，也不可能具備的館藏體系[2]。20世紀(jì)90年代，隨著國內(nèi)高校為提升辦學(xué)競爭力而開展的特色辦學(xué)的興起，高校圖書館也加強(qiáng)了特色館藏建設(shè)。目前，“985”高校圖書館特色館藏建設(shè)整體情況位于我國高校圖書館前列，其原因除了綜合實(shí)力強(qiáng)、歷史積累豐富、文獻(xiàn)資源購買經(jīng)費(fèi)充裕外[3]，更重要的這些高校圖書館都制定了戰(zhàn)略規(guī)劃，如北京大學(xué)圖書館、武漢大學(xué)圖書館、重慶大學(xué)圖書館和中國科技大學(xué)圖書館等。……
