IP電話技術在鄭州軌道交通警用通信中的應用

摘 要：本文主要論述IP電話在鄭州軌道交通警用通信中的應用。首先分析IP電話可行性，其次概述鄭州市公安局語音通信系統及主要技術標準，再次分析鄭州軌道交通1號線警用通信系統技術要求及鄭州軌道交通1號線IP語音網關的技術路線與設計，最后探討鄭州軌道交通1號線語音通信系統構成及應用。

Abstract： This paper mainly discussed the application of IP telephone in Zhengzhou rail traffic police communication. Firstly， the feasibility of IP telephone was analyzed， secondly， the voice communication system and main technical standards of Zhengzhou Municipal Public Security Bureau were summarized， and then the technical requirements of Zhengzhou rail transit Line 1 police communication system and the technical route and design of IP voice gateway of Zhengzhou rail transit Line 1 were analyzed. Finally， the structure and application of voice communication system on Zhengzhou rail transit line 1 were discussed.

1 IP電話技術在鄭州軌道交通警用通信中應用的可行性和必要性

1.1 IP電話技術成熟

IP電話，或稱IP語音傳輸VoIP（Voice over IP），是指將語音信號進行編碼、壓縮和分包等處理，通過IP（Internet Protocol）網絡傳輸，在接收端還原出話音的一種語音傳輸技術[1]。目前，VoIP技術已從最初的Internet聯機應用發展成為可以利用普通電話機實現的一項業務，正在從稚嫩走向成熟，已經廣泛應用于電信、公安、銀行等行業，許多單位都已建立了自己的VoIP專用網絡，而且實現三網合一（數據、語音、視頻）是網絡技術的發展趨勢。公安語音專網也正逐步由原來的程控交換機向軟交換（IPPBX）平滑過渡。

1.2 網絡基礎好

鄭州市公安綜合信息網覆蓋面廣，有1個核心機房，3個節點機房，包含2個核心路由器、2臺匯聚交換機、3個節點匯聚交換機，骨干網萬兆帶寬，雙路由，三、四級網千兆帶寬，地鐵分局到市局千兆帶寬，具有非常好的網絡基礎。

1.3 需求必要性

地鐵警務的特殊性決定分局到警務區和站點不可能像地面一樣可以自主性架設電纜和采用PCM等傳輸設備，而要利用既有資源，較為快捷便利地實現市局指揮中心電話、地鐵分局辦公電話、指揮中心電話、警務區（派出所）電話、地鐵站點電話有機融合在一起，統一調度、統一指揮?！?br>
