基層衛(wèi)生監(jiān)督信息化應用探討

[摘要] 信息化是衛(wèi)生監(jiān)督的發(fā)展方向，該文從基層衛(wèi)生監(jiān)督的工作實際出發(fā)，分析當前基層衛(wèi)生監(jiān)督信息化應用現(xiàn)狀，對存在問題進行梳理，認為信息化應用發(fā)展存在信息平臺數(shù)據(jù)封閉、智慧監(jiān)管實施獨立性低、執(zhí)法信息化設備軟硬件配置不佳的問題。認為可從融合信息化管理平臺、多部門聯(lián)合保障智慧監(jiān)管、升級優(yōu)化執(zhí)法信息化軟硬件配置及建立信息化應用長效機制等方面探索解決問題的方法，希望對基層衛(wèi)生監(jiān)督機構信息化應用發(fā)展有參考作用。

Discussion on the Application of Basic Health Supervision Information

[Abstract] Informatization is the development direction of health supervision. Based on the actual practice of grass-roots health supervision， this article analyzes the current status of grass-roots health supervision informatization applications， sorts out existing problems， and considers that information-based application development has information platform data closed and smart supervision implementation of low independence， poor software and hardware configuration of law enforcement information equipment. It is thought that we can explore ways to solve the problem from the integration of information management platform， multi-sector joint guarantee of intelligent supervision， upgrading and optimization of software and hardware configuration for law enforcement， and has reference value of establishment of a long-term mechanism for information application.

衛(wèi)生計生監(jiān)督工作是依法推動健康中國建設、保障醫(yī)藥衛(wèi)生體制改革、促進衛(wèi)生計生系統(tǒng)法律法規(guī)有效實施、維護人民群眾健康權益的有力保障[1]。信息化技術是當前開展衛(wèi)生監(jiān)督執(zhí)法工作的重要工具，能有效規(guī)范衛(wèi)生監(jiān)督執(zhí)法活動，提高衛(wèi)生監(jiān)督執(zhí)法效率。“十三五”全國衛(wèi)生計生監(jiān)督工作規(guī)劃中將提高衛(wèi)生監(jiān)督信息化應用水平列為重點任務，提出以需求為導向，以應用和服務為重點的衛(wèi)生監(jiān)督信息化應用發(fā)展要求。基層衛(wèi)生監(jiān)督是衛(wèi)生監(jiān)督體系的網(wǎng)底，基層衛(wèi)生監(jiān)督員是衛(wèi)生監(jiān)督信息系統(tǒng)最大的使用群體，以基層衛(wèi)生監(jiān)督信息系統(tǒng)應用需求為導向，重視基層信息系統(tǒng)使用建議，優(yōu)化信息化應用模塊，解決信息化應用問題，將有效提高衛(wèi)生監(jiān)督信息化應用水平，推動衛(wèi)生監(jiān)督工作開展。……
