“這是巨大的鼓舞!”“作為來自基層的全國政協委員,這次能結合本職工作給總書記匯報,太榮幸了。”5月23日下午,與記者視頻連線介紹習近平總書記看望參加全國政協十三屆三次會議的經濟界委員,并參加聯組會,聽取意見和建議時的場景,全國政協委員、市文化旅游委黨委書記、主任劉旗仍心潮澎湃,難掩激動。
“看著總書記步入會場,全場響起熱烈的掌聲。”劉旗說,掌聲持續了很長時間,氣氛熱烈。
今年參會,為了更好發揮委員參政議政作用,在重慶時劉旗做了大量調研,核實數據、篩選案例、準備建議。“我是從事文化旅游工作的,要向總書記匯報的是脫貧攻堅中的旅游扶貧。我得好好把握每一分鐘。”劉旗說。
2004年5月18日,時任浙江省委書記的習近平帶領浙江省黨政代表團到國家級貧困縣重慶市武隆縣視察指導工作,劉旗從10多年前與總書記的“一面之緣”說起,喚起了總書記的記憶。
“武隆在重慶什么方位?”總書記親切地問。
“在重慶一個連片的貧困地區,是重慶的少數民族地區,在渝東南。”
“當時我還去過一個山,叫什么名字?”總書記又問。
“仙女山。”
“還有一個地方,懸崖峭壁,很險峻,是什么地方?”
“那是天生三橋、天坑地縫。”
在“拉家常”式的一問一答中,原本有些緊張的劉旗漸漸放松下來。“總書記問得很細,讓人感覺非常平易近人,我一一回答后,他滿意地點了點頭。”
當講到武隆通過發展旅游業率先在重慶脫貧時,劉旗特別給總書記列舉了武隆獲得的三塊重量級、有影響力的牌子:一是生態環境部評的“綠水青山就是金山銀山創新實踐基地”;二是聯合國頒發的“可持續發展城市范例獎”;三是入選《世界旅游聯盟旅游減貧案例2018》。“這是脫貧攻堅走出的一條新路子,總書記聽后非常認可。”
如何持續推進農業產業化發展和鄉村振興,防止返貧?劉旗將自己的思考凝聚成了四條建議,以此作為匯報的結尾:推動基礎設施持續改善提升;推動鄉村文化繁榮興盛;推動發展模式轉型提升;推動基層黨建和鄉村人才隊伍不斷提升壯大。
“你還要繼續踐行‘綠水青山就是金山銀山的理念。”劉旗匯報結束時,總書記語重心長地叮囑。
“總書記的話為我們未來的工作指明了方向。”劉旗說,中國有很多貧困山區,它們之所以貧困,是因為交通不便、自然條件比較惡劣,發展農業是不具備優勢的。但是隨著交通條件的改善,隨著脫貧攻堅的深入,這些地方轉變一下發展方式,用良好的生態環境來發展生態產業,把以前發展傳統農業的劣勢變成發展生態產業的優勢。
劉旗以武隆為例,“武隆就是踐行‘綠水青山就是金山銀山的理念,把喀斯特地貌這種不適合農業生產的地方,變成了一個旅游勝地,擺脫了貧困,助推了經濟發展。”
他表示,根據市委、市政府總體部署,武隆所在的渝東南地區將打造成為文旅融合發展示范區。既要保護好生態環境,還要走高質量發展之路,通過大力實施文旅融合,把綠色產業、朝陽產業植入渝東南地區。
劉旗坦言,這個目標要求很高,實現難度還挺大,接下來的任務也很重。“我們還要加倍努力,才能不辜負總書記的殷殷囑托。”
回想起現場委員們給總書記匯報工作時的點點滴滴,劉旗有個最大的感受:“跟總書記講老百姓的事、講貧困山區怎么脫貧,他都非常關注,總書記的人民情懷深厚熾熱、雋永綿長。”劉旗感嘆。
作為一名全國政協委員,同時也是職能部門負責人,劉旗說自己既提提案建議,也辦理落實提案建議,經常進行角色轉換。但不管哪種身份,最關鍵的就是要抓落實,牢記總書記囑托,繼續把“綠水青山就是金山銀山”理念踐行好。“這是總書記的囑托,也是勉勵和鞭策,我將時刻銘記!”劉旗說。

"It's immensely encouraging!" "As a member of the National Committee of the Chinese People's Political Consultative Conference from the grassroots, what an honor to report to the general secretary of my own work." On the afternoon of May 23rd, Liu Qi vividly recounted, on a video call with the reporters, the breathtaking scenes in which they received general secretary who made a visit to the members of economic community of the 3rd Session of the 13th CPPCC National Committee, attended their joint meeting, and listened to their advice and suggestions.
"I watched the general secretary enter the conference hall, and upon his appearance there was a burst of applause." Liu Qi went on, the applause lasted for a long time.
Liu Qi, as part of efforts to bring into full play the role of being a committee member, who participates in the administration and deliberation of state affairs, has done a lot of research in Chongqing this year to scrutinize data, cull from case studies, and formulate proposals. "I am engaged in culture and tourism. What I wished to report to the general secretary was about poverty reduction through tourism. I ought to take every minute," expounded Liu Qi.
On May 18th, 2004, Xi Jinping, then secretary of the CPC Zhejiang Provincial Committee, brought a delegation consisting of leaders and officials of the provincial level to Wulong county, a poverty-inflicted county at the national level, in an inspection tour. Liu Qi's recalling of meeting the general secretary more than 10 years ago did ring a bell with him.
"Where is Wulong in Chongqing?" The general secretary friendly asked.
"It's located in a cluster of poverty-stricken areas, a region of ethnic minority groups in southeast Chongqing."
"I also went to a mountain then. What was it?" The general secretary asked again.
"Fairy Mountain."
"There was another place, with the cliffs, very steep, what is it called?"
"Theyre three karst bridges, sinkholes, and caves."
Several rounds of questions and answers in the "casual" style soothed Liu Qis nerves gradually. "The general secretary asked in detail, with very approachable demeanor. After I answered one by one, he nodded with gratification."
When it comes to Wulong's lead in poverty alleviation through tourism in Chongqing, Liu Qi especially spelled out three heavyweight and influential calling cards that Wulong earned, one being the Innovation and Practice Base for Lucid Rivers and Lush Mountains are Invaluable Assets by the Ministry of Ecology and Environment; the other is being named as the UN Sustainable City; the third is that Wulong was made onto the list of Poverty Alleviation Through Tourism A Compilation of Good Practices 2018 by the UNWTO member states. “ The is a new trail for reducing poverty and the general secretary highly recognized it after hearing my report.”
How to make further breakthroughs in the course of agricultural industrialization and rural revitalization to address the problem of return to poverty? Liu Qi drew on his thoughts to come up with four suggestions at the end: to work with resolve to continuously improve and upgrade infrastructure; to take comprehensive steps to drive rural art and literature thriving; to pursue the transformation and upgrading of development model; to explore new ground in constantly improving the primary-level Party building and the talent pool in the countryside.
"You shall continue to uphold the concept of lucid waters and lush mountains being invaluable assets." At last, the general secretary urged him earnestly and sincerely.
"What the general secretary instructed shed light on our work in the future." Liu Qi reckoned that inconvenient transportation deprives many poor mountainous areas in China of developing agriculture, let alone poor natural conditions. The improvement of transport conditions and the further implementation of poverty reduction, however, enabled these places to develop ecological industries with a good ecological environment and turn the disadvantages of traditional agriculture into advantages of ecological industries by shifting their approaches.
Liu Qi took Wulong as an example and held that "Wulong serves as an exemplary model exactly by implementing the concept of lucid waters and lush mountains are invaluable assets, and turning karst landform, unsuitable for agricultural production, into a tourist attraction, which helped to get rid of poverty, and bolster local economy in Wulong."
Under the guiding principles of the CPC Chongqing Municipal Committee and Chongqing Municipal Government, Chongqings southwest, where Wulong is located, will be shaped to a demonstration area for the integrated development of culture and tourism. Efforts will be made to not only protect the ecological environment, but also walk on the path of high-quality development. The vigorous implementation of integrated culture and tourism is bound to give birth to the green and sunrise industries in the southeastern region, believed Liu Qi.
Liu Qi admitted, its ambitious, yet difficult and Herculean. "We need to redouble our efforts to live up to the general secretary's earnest instructions and trust."
Liu Qi was inspired when recalling the details of members' reporting to the general secretary, "the general secretary devotes his mind to whoever tells him about the common folk and how to eradicate poverty in the poor mountainous areas. The general secretary always breathes the same breath as the people and stays truly connected to them", exclaimed in sincerity Liu Qi.
As a member of the CPPCC National Committee and the chief of a local functional department, Liu Qi concluded that not only does he put forward proposals and suggestions, also he organizes and arranges the implementation of proposals and suggestions, with roles often changed. But no matter which role to play, the crucial part is to implement it, keeping in mind the general secretary's instructions to uphold the concept of "lucid waters and lush mountains are invaluable assets". 堅持全域一體化推進深耕精耕,高標準推進菜園壩濱江城、化龍橋國際商務區等重點片區建設。深入打造市場化法治化國際化營商環境,對接世界銀行評價指標體系,高標準完成營商環境改革11個專項行動,建設產業集聚區10個,改造提升老舊樓宇100棟,打造億元稅收樓宇50棟,“筑巢引鳳”“優巢留鳳”,不斷提升渝中經濟品質、人文品質、生態品質、生活品質。

Building a core area to advance the modern service industry
An endeavor to burnish the district, the juncture of the two rivers and four banks, will pour a total investment of 16 billion yuan in three years into 111 projects across Yuzhong so as to push forward the integrated development of Jie-Fang-Bei and Chao-Tian-Men. Against the backdrop of the continuous development of the "two-rivers-and-four-banks" core area, the transformation and upgrading of national-level walking streets block with Jie-Fang-Bei as its core will pick up pace, while the integrated development of Chao-Tian-Men and Jie-Fang-Bei areas will take solid strides to better urban economic function. Work will be done to promote the high-quality development of modern service industry, across-the-board efforts will be poured to the construction of inland international financial center, constantly elevating the scale and capacity of financial industry. Taking a driving seat for Jie-Fang-Bei and Times Street, two "ten-billion magnitude" business districts, we will strive to achieve a total sales turnover of more than 450 billion yuan in three years. Progress must be made in proactively channeling the strategic opportunities of building the national digital economy innovation and development pilot area and "Chinas city of software". We are committed to expediting the building of the blockchain application ecosystem, promoting the profound integration of the blockchain and the real economy, and implementing the 5G integrated application action plan. We will try utmost to cultivate and develop 150-strong blockchain enterprises in three years time and achieve an output value of 50 billion yuan or so. We will take thorough steps to build a high-level innovation ecosystem with Chongqing Medical University, its affiliated hospitals, and Army Medical Center of PLA as its core, to develop a medical innovation industry highland with international vision and first-rate in China and form a 50-billion industrial park.
Building a cultural Yuzhong in in-depth and refined manner
Yuzhongs commitment to chisel Shi-Ba-Ti (18 stairs), Shancheng (mountainous city) alley, Luzu Temple, among other traditional quarters, centuries-old blocks, and old communities with characteristics, so as to an array of 10-billion feature blocks with cultural and tourist merits, gives expression to the high-quality building of "cultural district". Great efforts will be made in actively aligning with the construction of Bashu cultural and tourist corridor, joining the cultural and tourism promotion alliance between Chengdu and Chongqing, striving to establish Chongqing Museum of International Communication and Cultures, and jointly developing Chengdus and Chongqings tourist route masterpieces and cultural tourism brands. We will deepen opening-up, exchange and cooperation, innovate and promote the construction of China (Chongqing) Pilot Free Trade Zone, the Chongqing cooperation project between China and Singapore, and Yuzhong section of the central business district, build a "free trade zone in the air", service trade industrial park, and build China Singapore FinTech Alliance (CSFA). We will fortify in-depth co-operation with Chengdus Jinjiang and Qingyang, among other areas, in urban marketing, finance and commerce, culture and tourism, and professional services, enabling the underlying values of "Chongqings service" hold greater appeal than ever before.
First, polishing the brand of Dazu Stone Carvings so as to develop Dazu into a regional cultural, tourism and recreational center. Dazu Stone Carvings is the last monument in the history of grotto art of mankind and the only World Cultural Heritage in Chongqing. We will make every effort to promote cultural development by speeding up the building of Dazu Stone Carvings International Tourist City and developing Dazu into an internationally renowned tourist destination. To this end, we will mainly work on the following three aspects: to strengthen the protection, research and utilization of Dazu Stone Carvings, to develop Dazu into a regional cultural, tourism and recreational center, and to join other stakeholders in building Bashu Culture and Tourism Corridor.
Second, polishing the brand of Dazu as an industrial city so as to develop itself into a regional industrial center with local characteristics. Dazu is the Capital of Hardware in West China and the Cradle of Heavy Vehicles in China. We will make every effort to grow Dazu through industries, in particular through its five featured industries, and to strive to get Dazu promoted to a national high-tech zone and for its total industrial output value to exceed 200 billion yuan by the end of the 14th Five-Year Plan. To achieve these goals, we will focus on five aspects: to develop a 40 billion yuan worth of hardware industry, a 50 billion yuan worth of auto and motorcycle industry, a 30 billion yuan worth of venous industry, a 30 billion yuan worth of intelligent industry and a 50 billion yuan worth of creative industry.
Third, polishing the brand of Dazu Selenium and Strontium so as to develop itself into a regional center for the supply of agricultural products with local characteristics. Being endowed with soil rich in selenium and strontium, Dazu has around 1 million mu (66,700 hectares) high-quality grain & oil production base and fruit & vegetable base. We will be fully committed to providing security for our people through agriculture. Well take full advantage of the selenium & strontium-rich-soil resources and promote the upgrading of agriculture. To this end, we plan to mainly rely on the following three aspects: to strengthen relevant industrial clusters, to attract processing industries to gather in Dazu, and to press on with the attraction of technologies.
Fourth, polishing the brand of ecology so as to develop Dazu into a regional high-quality living center. Dazu, with its blue sky and lucid rivers, is a National Ecological Demonstration Area, National Garden City and? National Model City for Greening. We will make every effort to further beautify the city through ecology and to develop Dazu into a high-quality livable place. To this end, well mainly focus on the following four aspects: to improve the citys quality, to build up a solid ecological foundation, to advocate common protection and governance, and to promote green development.
Fifth, polishing the brand of prime location so as to develop Dazu into a regional transportation hub. Dazu, with its hashtag-shaped expressway network, and the Chengdu-Chongqing high-speed railway, Chengdu-Chongqing railway and Chengdu-Chongqing highway bus, have become the fast-track corridor connecting western Chongqing and eastern Sichuan. We will work on “external connectivity” and “internal smoothness” to build up a transportation network of “one axis, two comprehensive corridors and six highway channels”. To achieve these, well mainly work on the following three aspects: to join other stakeholders in building multi-directional corridors, to improve regional connectivity and build Dazu into a regional logistics hub, and lastly to build a modern logistics system by vigorously developing highway-rail intermodal transport and linking itself with the surrounding ports of Yongchuan, Luzhou and Guoyuan.
Lastly, polishing the brand of vocational education and healthcare to develop itself into a regional vocational education and healthcare center. Dazu now has five higher-learning institutes and higher vocational colleges, with an enrollment of over 20,000 vocational students, ranking among the top in western Chongqing and eastern Sichuan region in terms of the number of higher-learning institutes. Moreover, Dazu District People's Hospital and Dazu Traditional Chinese Medicine Hospital have built up an academician workstation and a traditional Chinese medicine masters studio respectively. Well vigorously develop modern vocational education, strengthen regional medical cooperation, and further enhance the attractiveness and influence of Dazu. To achieve these goals, well mainly focus on developing Dazu into a vocational education center and a regional healthcare center.

主城都市區融合發展,是一個意義重大、影響深遠的戰略抉擇。我們的理解是:
這是貫徹落實中央實施區域協調發展戰略和習近平總書記對重慶“發揮三個作用”重要指示的政治要求;是進一步提升重慶城市能級,聯動成都都市區形成“雙引擎”驅動成渝地區雙城經濟圈建設的動力要求;是從整體上帶動“兩群”,特別是鞏固脫貧攻堅成果,從而促進全市協調發展的客觀要求。
榮昌融入主城都市區實現一體化發展,將促進城市整體功能提升,是榮昌自身發展的現實要求。
具體來看,我們有四大優勢。
區位優勢。榮昌是重慶的西大門。在成渝地區雙城經濟圈建設重大戰略機遇下,融入主城都市區,榮昌將由“地理邊緣”變為“開放前沿”,成為放大重慶主城都市區影響力、拓展輻射范圍的橋頭堡。

We believe integrating the development of the Main City Area is? a significant and far-reaching strategic choice. Our understanding in this strategy is as follows:
To integrate the development of the Main City Area is the political requirement for Chongqing in implementing the central government's strategy of coordinating regional development and general secretary Xi Jinping's important instructions for Chongqing to play the roles of an anchor in the Large-scale Western Development, a driver in advancing Belt and Road cooperation and a role model of green development along the Yangtze River Economic Belt.

It is also an objective requirement for Chongqing to integrate the development of the Main City Area in order to drive the development of the Two City Clusters in northeast and southeast Chongqing, in particular, to consolidate the achievements in poverty alleviation, and hence to achieve coordinated development of the whole Chongqing.
Furthermore, it is a realistic requirement for Rongchang's own development to be an active participant in the integrated development of the Main City Area as it will in turn upgrade the overall functions of the city of Rongchang.
We have specifically four advantages.
Geographical advantage. Rongchang is the west gate of Chongqing. In face of the great strategic opportunity of developing Chengdu-Chongqing Economic Circle, Rongchang will emerge from Chongqings geographical border to Chongqings forefront of opening-up and become the bridgehead to expand the influence and reach of Chongqing's Main City Area.
Industrial advantage. Rongchang, based on its own industries of equipment manufacturing, food and medicine, ceramics, and high-tech agriculture and animal husbandry, is committed to simultaneously transforming and upgrading traditional industries whilst growing emerging industries and has achieved an industrial output of 85 billion yuan. At present, Rongchang is speeding up the efforts to develop of itself into an important industrial city with a 100-billion-yuan-worth of industrial cluster, a number of 10-billion-yuan-worth of key industries and a group of 1 billion-yuan-worth of leading enterprises.
Developmental advantage. Driven by the three major projects of National High-tech Zone, National Big Data Center for Pig Farming and National Freight Airport, Rongchang has maintained a sound momentum in its economic and social development. In May 2020, the General Office of the State Council commended Rongchang for "the active and effective renovation of shanty towns and dilapidated rural buildings" and for "the effective implementation of major policies and measures, the creation of typical experience and practices and being praised by the Supervision Group of the State Council".
Environmental advantage. Rongchang has won the title of Top Ten Business Environments for two consecutive years. It is at the same time a National Forest City, a National Health City, a National Model City for Greening and a Food Safety Demonstration Area.
We plan to further develop and grow ourselves whilst promoting cooperation and expanding our network of partners, and strive to improve our weak spots, further grow our strengths and improve the quality of our development so as to serve properly our role as the bridgehead city.
Continue to advance the three major projects. In the next stage, well further upgrade and expand the National High-tech Zone, set up branches of the National Big Data Center for Pig Farming in over 5 provinces and cities in China, and complete the approval procedures of the planning and feasibility study for the National Freight Airport project.
Vigorously develop "three districts and one city". Well earnestly implement the decisions and work requirements of the CPC Central Committee and Chongqing Municipal Committee by developing Rongchang as the Demonstration Zone for Chengdu-Chongqing Integrated Development, the National Urban-rural Integrated Development Pilot Zone, Chinas first National High-tech Zone Featured by Agriculture and Husbandry and the National Animal Husbandry Science and Technology City.
Expedite the work on industries, transport and planning. Well further grow the economy through industries. The goal is to build a 50-square-kilometer National High-tech Zone and achieve an industrial output of 100 billion yuan this year. Well develop Rongchang into a hub through building an extensive transport network. To this end, well push forward the project of freight airport for its planning to be approved, and build a transport system which allows accessibility from Rongchang to downtown Chongqing in half an hour, from downtown Rongchang to all towns and streets in Rongchang in half an hour, and from towns and streets to the villages (communities) of Rongchang in half an hour. Well expand the city through planning and build Rongchang into a city with a 100-square-kilometer urban area plus a 50-square-kilometer cargo aviation industrial park and a population of 1 million, and a beautiful & livable place in the Chengdu-Chongqing Economic Circle.

墊江全面落實全市脫貧攻堅“百日大會戰”部署,堅持帶頭出戰、盡銳出戰、全線出戰、全勤出戰、掛圖作戰,制定縣領導、鄉鎮、行業主管部門、幫扶集團、駐村工作隊、結對幫扶干部六張任務清單,實行脫貧質量簽字背書制。
縣級層面,周一和周五確定為“無會日”,全體縣領導和結對幫扶干部深入一線;鄉鎮層面,90%以上人力和時間用于脫貧攻堅,每天一半以上干部駐扎鄉鎮開展走訪宣傳。6個縣領導督戰組和7個縣級督查組全覆蓋督導推進。
墊江把解決“兩不愁三保障”突出問題作為打贏脫貧攻堅戰的基礎性戰役、底線性任務和標志性指標,推動突出問題全部清零。義務教育方面,資助8622人次、898萬元,全縣無一學生因貧失學或輟學。基本醫療方面,貧困對象住院自付費比例降至9.8%,大病救治率、家庭醫生慢病簽約服務管理率、重病兜底保障率100%。住房安全方面,完成危房改造717戶,實現100%貧困人口不住危房。飲水安全方面,實施農村飲水安全鞏固提升工程,7074戶貧困家庭喝上放心水。
墊江把產業扶貧作為穩定脫貧的根本之策,制發《墊江縣產業扶貧方案》《墊江縣加強產業發展與貧困戶利益聯結的實施方案》,整合投入財政扶貧資金2100萬元,積極探索資產收益、土地流轉、房屋聯營等多種利益聯結方式,引導貧困群眾參與產業發展、分享產業收益。全縣92家扶貧龍頭企業、21家專業合作社,帶動1700戶貧困戶、3566名貧困群眾發展花椒、柑橘、榨菜等扶貧產業,吸納1930名貧困人口就近務工就業。
墊江統籌推進“戰疫”與“戰貧”,扎實開展健康扶貧、就業扶貧、消費扶貧等十大專項行動,聚焦剩余未脫貧戶、脫貧不穩定戶、邊緣戶等重點群體,逐村逐戶逐人全覆蓋開展“查改講”,著力解決中央脫貧攻堅專項巡視“回頭看”反饋意見和國家、市級成效考核反饋問題,補齊短板弱項,提升脫貧質量,確保脫貧攻堅如期決戰決勝。
一年來,墊江著力推進脫貧攻堅與鄉村振興有效銜接。新發展墊江晚柚、道地藥材等現代特色高效農業12萬畝、“三品一標”58個,溫氏集團、正大集團等龍頭企業落戶開建生豬產業化項目35個,中農聯渝東國際農貿城加快建設,建設南部快速通道、渝巫路復線、明月山內槽旅游公路、龍溪河產業大道,成功創建國家電子商務進農村綜合示范縣、國家級雜交水稻種子生產基地、首批國家農產品質量安全縣等,連續3年躋身中國西部地區縣域經濟競爭力百強縣市、居重慶入圍6縣之首。
Dianjiang is working around the clock and at all fronts to fully implement the Municipalitys plan of 100-day Intensive Battle Against Poverty. We have drawn up six task lists for county leadership, villages and towns, competent authorities, poverty alleviation enterprises, resident teams, and the officials paired with poor households, and will practice a signature endorsement system to ensure the quality of poverty alleviation work.
At the county level, Monday and Friday have been designated as No Meeting Days and all county leaders and poverty-alleviation officials will go to the front line on these two days. At the township level, more than 90% of the manpower and time will be devoted to poverty alleviation, and more than half of the officials stationed in villages and townships will pay site visits and communicate with the local people daily. Six county leadership inspection teams and seven county-level supervision teams are in place to supervise and advance the work on poverty alleviation.
We consider it the fundamental task and milestone indicator for winning the battle against poverty to solve the prominent problems of meeting the basic needs of food and clothing and guaranteeing compulsory education, basic medical care and housing. In the field of compulsory education, we have offered financial support of 8.98 million yuan to 8,622 person-time students, and made sure that no one in Dianjiang dropped out of school due to poverty. In the field of basic medical care, for the poor population, the self-pay rate for in-patient treatment has dropped to 9.8%, the treatment rate for critical diseases, family doctor contract service rate for chronic diseases, coverage rate for serious diseases all achieved 100%. In the area of housing security, 717 dilapidated housings have been renovated to ensure that 100% of the poor live in safe housings. In terms of drinking water safety, we have launched the rural drinking water safety project whereby 7,704 poor households are able to drink safe water.
Dianjiang regards industries as the fundamental way to achieve long-term poverty alleviation and has formulated and issued the Plan on Industrial Poverty Alleviation in Dianjiang County and the Action Plan to Link Interests of Industrial Development with Those of Poor Households in Dianjiang County. We have put together a 21-million-yuan fiscal fund for poverty alleviation and actively explored various ways to build links of interests such as asset income, land circulation, housing shareholding, etc. to guide the poor to engage in industrial development and share its profits. The 92 major enterprises and 21 professional cooperatives in the county have led 1,700 poor households and 3,566 poor people to develop industries such as Sichuan pepper, citrus and preserved vegetables to help alleviate poverty, providing 1,930 local jobs for the poor.
Dianjiang will make overall plans to fight poverty whilst fighting the epidemic and carry out ten special actions such as health poverty alleviation, employment poverty alleviation and consumption poverty alleviation, targeting at key groups including those yet to be lifted out of poverty, those who might fall back to poverty and the marginal households. Well check the actual situation, solve problems and communicate with the people on a village-by-village and household-by-household basis. Well be committed to addressing the problems listed in the feedback from the Central Government Inspection Taskforce on Poverty Alleviation and the feedback from the national and municipal performance appraisals, and to working on our weak points, improving the quality of poverty alleviation, and making sure the battle against poverty will be won as planned.
Over the past year, we have made efforts to effectively link poverty alleviation with rural revitalization. 120,000 mu of modern high-efficiency agriculture for Dianjiang late-ripening pomelo and medical herbs, and 58 certified high-quality agricultural products have been developed. 35 industrial pig farming projects by leading enterprises including Wens Foodstuff Group and CP Group have been launched, the construction of CAU China International Agricultural Product Trade Town is being sped up, and the southern expressway, the 2nd Chongqing-Wuxi highway, Mt. Mingyue inner tourist road and Longxi river industrial avenue are all under construction. We succeeded in winning the titles of National Rural E-commerce Demonstration County,? National Hybrid Rice Seed Production Base, and the first batch of National Agricultural Product Quality and Safety Counties. Dianjiang has also been listed among the top 100 county and city economies in western China for three consecutive years, ranking 1st among the 6 shortlisted counties in Chongqing.

脫貧攻堅越到最后關頭,越要敢打必勝,務求精準精細。涪陵舉全區之力、下非常之功,嚴格按照“四個不摘”要求,思想不緩、焦點不變、力度不減、隊伍不散,開展多輪滾動排查,既排查貧困數量,又分析致貧原因,準確識別建卡對象17661戶54764人。通過“畫像式”識別,將貧困對象分為穩定脫貧戶、鞏固脫貧戶、臨界脫貧戶3種類型,量身定制幫扶措施,個性化幫扶到每個貧困戶。
新冠肺炎疫情發生以來,涪陵第一時間采取定點采購、以買代幫、扶貧專柜、直播帶貨等方式開展消費扶貧,幫助貧困戶促銷畜禽2.8萬公斤,增收100余萬元;通過安裝接收設備、贈送免費流量等方式,解決617名貧困學生線上學習問題。實現貧困人口外出務工應出盡出,滯銷農產品應銷盡銷,扶貧龍頭企業、扶貧車間全部復工復產。
在確保貧困戶吃穿不愁的基礎上,持續攻克教育、醫療、住房保障和飲水安全等問題,逐戶逐人逐項兌現落實到位,確保不漏一戶、不掉一人。比如,有的農戶有社保等穩定收入,但因家庭成員患病支出較大,仍將其納入貧困對象予以幫扶;有的貧困戶房屋主體安全可靠,但搭建的廚房、廁所有安全隱患,便動員其改廚、改廁。
我們既立足當前、解決脫貧問題,又著眼長遠,建立長效機制,防止返貧和新增貧困。一是將產業帶動作為根本之策。探索“一個保護價、兩份保證金、一條利益鏈”的帶貧益貧機制,依托榨菜集團、太極集團兩大國家級龍頭企業,發展榨菜、中藥材扶貧主導產業,幫助貧困戶戶均增收4600元,帶動1.3萬余戶貧困群眾脫貧。依托春賞花、夏避暑、秋嘗果、冬玩雪的四季鄉村旅游,讓貧困群眾在家門口實現就業增收脫貧。二是把盤活資產作為潛力之源。積極開展農村資源變資產等“三變”改革試點,采取出租租賃、合作售賣、折股入資、聯合經營等方式,對農村閑置宅基地、閑置住房、閑置土地進行收儲回購,引導城市資本下鄉打造田園民宿、共享農莊和家庭農場產業園,盤活農村資源資產。三是以鄉村振興作為長久之計。推動脫貧攻堅與鄉村振興有效銜接,鄉村振興項目、政策、資金等優先安排在貧困村,優先落實到貧困戶。全域開展農村人居環境整治,補齊路、水、電、訊等基礎設施短板,為持續發展鋪就康莊大道。
為激發脫貧致富奔小康的內生動力,我們堅持正向激勵與反向約束并重,強化扶貧政策與群眾參與掛鉤。引導貧困群眾自強不息,舉辦“身邊的脫貧故事”“走近脫貧典型·感受榜樣力量”等宣傳宣講1190場次,開展貧困戶實用技術培訓127期9000余人,發放扶貧小額信貸8798戶2.3億元,鼓勵貧困群眾多渠道就業創業。
The closer we get to the end, the stronger faith we shall have in winning the battle, and we shall be targeted and refined in our efforts. Fuling pooled the resources of the whole district and made extraordinary efforts to reduce poverty. Following strictly the requirements of consistent responsibilities, policies, support and care for people who have just been lifted out of poverty, we have stayed focused, made sustained efforts and carried out multiple rounds of checks to not only check the number of poverty cases, but also analyze the causes of poverty. By doing so, we have accurately identified 54,764 people from 17,661 households as our targets for the work of poverty alleviation. Through precise identification, the poor group has been divided into three types: those who have been stably lifted out of poverty, those who still need further reassurance and those who are close to poverty line, and we have designed support measures tailored to the needs of each poor household.
Since the outbreak of the COVID-19 epidemic, we have taken timely measures to help the poor through targeted purchasing, purchasing-for-support, poverty alleviation counters, e-commerce livestreaming, having helped the poor households to sell 28,000 kg of livestock and poultry and make an income of more than 1 million yuan. We also helped 617 poor students to address the difficulties in accessing online-learning by installing necessary equipments and giving free data to them. In order to make sure that all poor people are able to find employment and all of their produce is sold, all leading enterprises and factories involved in poverty alleviation have resumed production.
On the basis of meeting the basic needs of food and clothing, we have continued to work on the fronts of education, medical care, housing security and drinking water safety, and to address the problems encountered in these areas household by household and individual by individual, so as to ensure that no one is left behind. For example, some rural residents have stable incomes such as social security, but they are still included in the poor group who receive special help because some of their family members got ill which costs them a lot. Some of their housings are safe in general, but theres potential risk in the kitchens or toilets, then we will communicate with them to renovate the kitchens and toilets.
We not only focus on the present but also on the long term and have set up a long-term mechanism for poverty alleviation to prevent the return to poverty and the increase of poverty. The first is to take industries as the fundamental solution to poverty. We have explored a mechanism to benefit and guide the poor through industries. By relying on the two leading state-level enterprises of Fuling Preserved Vegetable Group and Taiji Group, we have developed industries of preserved vegetables and medical herbs to help reduce poverty and as a result helped the poor to increase their income by 4600 yuan per household on average and alleviated more than 13,000 poor households out of poverty. At the same time, by developing a four-season rural tourism featured by flower sightseeing in spring, cool escape in summer, fresh fruits in autumn and snow resort in winter, the poor people are now able to find employment and increase income close to their homes. The second is to? revitalize assets as a source of income for the poor. We have carried out the pilot reform on transferring rural resources into assets and have stored and bought back unused house sites, unused housing and unused land through renting, joint selling, stock exchange and joint operation, and also guided urban capital to the rural area to build countryside hostels, joint farms and family farm industrial parks, thus revitalizing the rural resources and assets. The third is to revitalize the countryside as the long-term solution. We have integrated the work on poverty alleviation with the work of rural revitalization and given priority to the poor villages and households when implementing projects, policies and funds for rural revitalization. We have improved the rural living environments through out Fuling and worked on the weak links in infrastructure including roads, water, electricity and telecommunications, so as to pave the way for sustainable development.
In order to motivate the poor to also make their own efforts to fight poverty and become well-off, we have insisted on paying equal attention to both positive incentives and negative constraints, and strengthened the linkage between poverty alleviation policies and the participation of the poor people. We made multiple efforts to guide the poor people to become self-reliant, e.g.? we held 1190 story-sharing sessions such as "Stories of Poverty Alleviation Nearby" and "Getting to Know the Poverty Alleviation Models and Embracing the Power of Role Models", carried out 127 sessions of technical training for more than 9,000 people from poor households, issued micro-credit worth 230 million yuan to 8798 poor households, and encouraged poor people to find jobs and start businesses through multiple channels.

全市大數據應用發展系統認真貫徹落實習近平總書記的系列重要講話精神,在市委、市政府堅強領導下,以“開局就是決戰、起步就是沖刺”的狀態,一邊籌建機構、一邊謀劃思路、一邊抓實工作。一年來,我們全面推行“云長制”,制定新型智慧城市建設方案、出臺政務數據資源管理辦法,全力推動“管云、管數、管用”,實現新機構新作為。
具體體現為“六個落實”:即落實“把智慧城市作為應用服務的主要抓手”要求;落實“管云”要求,打造共享共用共連的云服務體系;落實“管數”要求;落實“加快信息基礎設施建設”要求;落實“推動數字產業化、產業數字化”要求;落實“新機構新作為”要求。
新冠肺炎疫情發生以來,全市利用大數據智能化手段,從“精準摸排、聯防聯控、醫療救治、公共服務、決策處置、輿情防控”六個方面助力疫情防控,取得了積極效果。疫情期間,市大數據發展局利用大數據技術手段分析研判疫情趨勢及影響,牽頭制定《關于加快線上業態線上服務線上管理發展的意見》,會同相關部門搭建全市疫情公共服務平臺,部署上線“渝康碼”,匯聚9大類3400萬條數據,服務用戶1438萬人,累計訪問量6.1億次,為全力以赴打贏疫情防控阻擊戰提供了有力支撐。
2020年,是全市大數據應用發展工作的攻堅突破之年和推進見效之年。
2020年,我們將全面把握新冠肺炎疫情對大數據智能化發展方向和路徑的影響,深入落實國家大數據戰略,大力實施以大數據智能化為引領的創新驅動行動計劃,以“云聯數算用”為主線,以“智慧名城”建設為主抓手,以新基建為新動力,以“依法治數”為重要突破口,以實施“云長制”為保障,加快推動“上云用數賦智”行動,推進“線上業態線上服務線上管理”發展,助力建設成渝地區雙城經濟圈、國家數字經濟創新發展試驗區,努力為發揮“三個作用”作出積極貢獻。
具體來講,重點聚焦“云、聯、數、算、用”五個方面,建設“智慧名城”,打一場攻堅突破的硬仗:構建“多云融合、一云承載”的數字重慶云平臺,推進新一代信息基礎設施建設,建成城市大數據資源中心,打造智能中樞核心能力平臺,分級分類推進新型智慧城市建設。
通過“智慧名城”的打造,進一步補齊發展短板,破除數據共享壁壘,建立政府與企業、網上與網下、網絡與網格統籌機制,推進數據大融合、業務大協同、社會大合作,提高城市管理和社會治理水平,推動線上經濟快速發展,努力讓城市更聰明一點、更智慧一些。
The big data application and development departments at both the municipal and district/county levels of Chongqing, following the guiding principles from general secretary Xi Jinpings major policy addresses, under the strong leadership of the CPC Chongqing Municipal Committee and the Municipal Government, with the mindset of treating the beginning as if it were the very decisive and critical point of a battle, have been simultaneously working on three fronts, i.e. setting up organizations, developing strategies and doing concrete work. Over the past year, we have implemented the Cloud Chief System to the full, formulated the Plan on Developing Smart City, issued the Administrative Data Management Measures, and made every effort to advance cloud management, big data management and application management, making new achievements after the departments were newly established.
To be specific, we have implemented the following six things: namely, advancing applications and services through the development of smart city, managing the cloud and developing a shared and interconnected cloud service system, managing big data, expediting the building of information infrastructure, promoting digital industrialization and industrial digitalization, and making new achievements as a new department.
Since the outbreak of the COVID-19, the Municipality has made use of big data and smart technologies to help prevent and control the epidemic effectively from six aspects: precise screening, inter-agency taskforce, medical treatment, public service, decision-making and response, and public communication. During the epidemic, the Municipal Bureau of Big data Development and Application provided strong support for the success in combating the COVID-19 by using big data technologies to analyze and evaluate the trend and impact of the epidemic, leading the formulation of the Opinions on Accelerating the Development of Online Management and Services for Online Businesses, building up a public service platform for epidemic control together with other departments, and successfully operating Yukang Ma (Chongqing Health Code), which collected 34 million pieces of data in 9 categories, served 14.38 million users and received 610 million visits.
2020 will be a year for Chongqing to make breakthroughs and achieve major results in the work of big data application and development .
In 2020, we will, while fully grasping the impact of the COVID-19 on the future directions of big data and smart technologies, thoroughly implement the national big data strategy and the innovation-driven action plan led by big data and smart technologies. To be more specific, we will, driven by the strategy of developing new infrastructure and as part of our efforts to achieve the overarching goal of developing Chongqing into a Major Smart City, expedite the Action of Cloud-for-all Support, In-depth Big Data Application and Stronger Smart Technological Support for Businesses and advance the development of Online Service and Management for Online Businesses by following the guiding strategy on cloud, connectivity, data, computing and application, thus contributing positively to the development of Chengdu-Chongqing Economic Circle, the development of Chongqing as a National Digital Economy Innovation and Development Pilot Zone and also to Chongqings efforts to play the Three Roles.
Specifically, well focus on the five aspects of cloud, connectivity, data, computing and application to build Chongqing into a Major Smart City. We are prepared for a tough battle to make breakthroughs: well develop a digital “integrated and one-cloud-cover-all” cloud platform, advance the building of new-generation information infrastructure, set up an urban big data resource center and a smart core functional center, and advance multi-level and multi-sector development of new smart city.
Through the building of Major Smart City, we will further improve our weak spots, break down barriers to data sharing, establish a comprehensive mechanism connecting government and enterprises, online and offline as well as online and the grid, promote data integration, business collaboration and social cooperation, improve the level of urban management and social governance, promote the rapid development of online economy, so as to make the city smarter.

重慶已形成以“江北國際機場為龍頭,黔江機場、巫山機場、萬州機場、武隆機場為支線”干支結合的機場格局。除武隆機場還在建設外,其余4個機場2019年旅客吞吐量總和超過4600萬人次。目前,重慶民航正加快推進重大基礎設施建設項目,江北國際機場將布局形成4條跑道、4座航站樓,武隆機場項目年內建成并具備通航條件。黔江機場改擴建項目將于年內完成主體工程。同時,重慶第二機場選址工作也在有序展開。
圍繞打造國際航空樞紐,優化國際航線網絡布局,重慶機場不斷提升樞紐集散功能。截至4月底,江北國際機場共開通國內外航線368條,通航城市216個。國際(地區)航線97條,直飛航線87條,通航城市74個,通航國家33個。其中,客運79條,貨運18條;開通重慶至布達佩斯、莫斯科、羅馬、迪拜、多哈、新加坡等“一帶一路”沿線國家航線66條,通航城市49個,通航國家23個。
除了布局國際航線外,進一步織密與國內主要干線機場的航線頻次。重慶至北京、上海(浦東、虹橋)、廣州及深圳航班頻次分別達28班/天、32班/天、24班/天、23班/天。2019年,重慶機場國內航線平均客座率達85.7%,單架次旅客吞吐量達144.2人次/架次,日均起降飛機達900架次。
交通方式的效率、品質和經濟性,是旅客滿意度的重要指標。重慶機場已成為“空、鐵、陸、軌”于一體的現代服務性交通樞紐綜合體,實現了旅客“家門到艙門”的無縫銜接。位于T3航站樓前的重慶機場綜合交通樞紐,集鐵路、公路、輕軌、公交為一體,讓旅客實現航空、長途汽車、地鐵、城際鐵路間的“零距離”換乘。去年,約800萬來自周邊省市的旅客,通過便捷的交通實現“重慶飛”。
今年春運期間,重慶“空鐵聯運”新模式正式上線。重慶機場集團、中國鐵路成都局集團有限公司重慶車站、兩江公共交通有限公司三方攜手合作,在重慶西站、重慶江北國際機場打造市內首座“空鐵聯運”城市候機樓和全國首個機場火車站專屬候車室,為廣大旅客提供更加便捷的聯程運輸中轉出行服務。
未來,重慶機場將不斷豐富完善各類交通運輸方式的集成與融合,推出“空空、空陸、空鐵、空軌、空水”中轉聯運產品,讓旅客實實在在感受便捷交通帶來的獲得感、幸福感、安全感。
Chongqing has established a comprehensive air transport network with Jiangbei International Airport as its hub and Qianjiang airport, Wushan airport, Wanzhou airport and Wulong airport as the regional ones. The total passenger throughput of four airports except Wulong airport which is under construction exceeded more than 46 million person-times in 2019. Chongqings major infrastructure projects are picking up pace for civil aviation. Jiangbei International Airport is positioned to have four runways and four terminals, and the Wulong airport project will be completed within the year and get ready for service. By the end of this year, the main project of Qianjiang airport will be completed for renovation and expansion. The site selection of Chongqings second airport is in the pipeline.
Chongqing airport, with a focus on building an international aviation hub and optimizing the layout of international air lines, has kept improving the hub functions of distribution. As of the end of April, Jiangbei International Airport has opened 368 domestic and international air routes, reaching 216 cities. There are 97 international (regional) routes and 87 direct lines, stretching to 74 cities of 33 countries, among which 79 are for passengers, 18 for cargo. Chongqing airport offers 66 lines, among other places, to Budapest, Moscow, Rome, Dubai, Doha, and Singapore, linking up with 49 cities of 23 countries.
Apart from the layout of international routes, it also heightened the flight frequency with key airports at home. The number of flights from Chongqing to Beijing, Shanghai (Pudong, Hongqiao), Guangzhou, and Shenzhen climbed to 28, 32, 24, and 23 respectively on a daily basis. In 2019 Chongqing airport's domestic flights saw a passenger load factor (PLF) of 85.7% on average, a throughput of 144.2 passengers a flight, and a daily take-off and landing of 900 aircrafts a day on average.
The efficiency, quality, and economy of transportation serve as a barometer of passenger satisfaction. Chongqing airport has realized seamless connection from passengers' door to cabin door by creating a modern complex of service-type transportation hub integrating "aviation, railway, highway, and public transportation". The comprehensive transportation hub of Chongqing airport, in front of Terminal 3, incorporates railway, highway, light rail, and public transportation into one, enabling passengers to enjoy flawless transfer amongst aviation, coach, subway, and inter-city railway. In 2019 the convenient transportation enabled 8 million passengers or so from neighboring provinces and cities to take the flights of Chongqing airport.
Chongqings new modal - "aviation-railway combined transportation" - was officially launched during this years Spring Festival travel rush. The partnership that Chongqing Airport Group, Chongqing Railway Station of China Railway Chengdu Group Co., Ltd, and Chongqing Liangjiang Public Traffic Co., Ltd forged into brought the "aviation-railway combined transportation" city terminal to Chongqing West Railway Station, first of this kind in Chongqing, and the exclusive lounge to Chongqing Jiangbei International Airport, first of this kind in China, as part of efforts to provide more convenient transit services for passengers.
Looking into future, Chongqing airport is committed to ameliorating the integration of transportation of varied modes, roll out "air-air, air-land, air-rail, air-metro, air-water" transit products to enable passengers to substantially benefit from the convenient, smooth, pleasant, and safe transportation.

在作風上久久為功,著力夯實“上游責任”。巫山歷來肩負著保護與發展的雙重重任,特別是擔當著守衛長江母親河的國家使命,必須緊抓不放、常抓不懈。為此,我們不斷加強組織領導,建立黨委領導、政府主導、市場主體、社會參與的責任體系,確保守土有責、守土負責、守土盡責。我們不斷完善體制機制,深化生態文明體制改革,積極探索建立生態補償機制、監測預警機制,著力構建生態文明制度體系。我們不斷深化督查考核,建立健全體現生態文明要求的目標體系、考核辦法、獎懲機制,點對點、硬碰硬、實打實查找整改環保督查突出問題,對違規違紀違法行為“零容忍”,真追責、嚴追責、終身追責,以嚴格的追責問責倒逼責任落實。
We will work on the following three aspects to integrate Wushan into the development of Yangtze River Economic Belt national strategy: thinking, action and conduct. First of all, well firmly follow this strategy in thinking and constantly bear in mind the responsibilities of its location at the upper reaches of Yangtze river. Wushan will learn and implement Xi Jinping's thinking on ecological restoration in depth and resolutely take on the important task of “guarding the last section of the Yangtze River in Chongqing". We will protect the ecology while pursuing development, restore and improve the ecology through governance and supervision, and resolutely win the critical battle of pollution prevention and control. In particular, we will surely not follow the old path of polluting first and restoring later, therefore well insist on saying no to polluting projects, big or small, when attracting investment and also control pollution and put environment first during its operation after the project is introduced. At the same time, we will continue to focus on nurturing Wushans sound natural resources, consolidate the very core of green development, speed up the development of Wushan as a beautiful place with lush mountains and lucid rivers, and better showcase Wushans beauty of lucid rivers, lush mountains, fresh air, red leaves, ancient town, time-honored history and profound culture. In addition, well promote joint protection of the environment and form an inter-agency taskforce so as to build a key fortress in guarding the ecology of the Yangtze River at its upper reaches.
We will make solid steps to set up a good example as a county located at the upper reaches of Yangtze River. Wushan will firmly follow the new development concept, earnestly learn and practice the thinking of “lucid waters and lush mountains are invaluable assets”, firmly follow the path of developing environmental-friendly industries and pushing for ecological industrialization, and adhere to the green development path that puts environment as the top priority. Based on its fine ecological resources and profound history and culture, Wushan will develop an ecological industrial system featured by eco-tourism, eco-agriculture and eco-healthcare, and is committed to building an internationally renowned modern tourist city, a modern high-efficiency mountain agricultural demonstration area, the Three Gorges Cloud International Health Resort, and an experimental area for green utilization of resources and energy, so as to improve the quality, efficiency and dynamics of economic development and to expand the prospects for Wushan's high-quality development. At the same time, well also bear in mind the overall picture and to plan Wushans development accordingly so that Wushan could serve the overall development with its own. Well find the appropriate points to achieve complementarity and mutual benefit, and better integrate into the overall development of the Yangtze River Economic Belt.
We will make constant efforts on our conducts and shoulder the responsibilities as part of the upper reaches of Yangtze river. Wushan has always shouldered the dual responsibility of protection and development, in particular the national mission of guarding Yangtze River, the mother river of China, which must be firmly and persistently fulfilled. Therefore, we will continue to strengthen organizational leadership and establish a responsibility system under the leadership of the CPC Wushan County Committee and the County Government with market as the mainstay and the participation from different sectors of the society, so that all parties involved will take their due responsibilities. Well make sustained efforts to improve our work system and mechanism, deepen the reform of the ecological conservation system, actively explore and establish an ecological compensation mechanism, a monitoring and prevention mechanism, and make great efforts to develop a system of rules for ecological conservation. Well continue to deepen supervision and assessment, set up and improve the target mechanism, assessment methods, reward and punishment mechanism to reflect the requirements of ecological conservation, to look for and rectify head on prominent problems found in environment supervision, and practice a "zero tolerance" policy for violations of relevant laws and regulations, and hold people strictly responsible for their actions, practice lifelong accountability and make sure people are truly held responsible through a strict accountability system.
