屈謙出席援助阿爾及利亞抗疫中國醫療隊出征儀式

5月13日，中國政府赴阿爾及利亞抗疫醫療專家組出征儀式暨重慶市政府支援阿爾及利亞防疫物資捐贈儀式在重慶江北國際機場T3航站樓內舉行。市政府副市長、市政協副主席屈謙，市政府副秘書長唐慎，以及市政府外辦黨組書記、主任章勇武，市衛生健康委黨委書記黃明會等參加儀式。

在出征儀式上，市政府外辦主任章勇武向援阿醫療專家組移交了重慶市政府支援阿爾及利亞防疫醫療物資清單和捐贈意向書。重慶市向阿爾及利亞捐贈的一批醫用防護服、口罩、面罩、護目鏡、手套等醫療防護物資，隨專家組同機抵達阿爾及利亞。

本次援外專家組由國家衛生健康委組建，重慶市政府和澳門特區政府共同選派。由重慶市衛生健康委副主任周林擔任團長，共有20名成員。其中，重慶市選派15人，澳門特區政府選派5人。抵阿后，專家組在中國駐阿大使館領導下，與阿方就新冠肺炎疫情防控措施、臨床救治技術等方面開展廣泛深入的交流。

Qu Qian attends the departure ceremony of Chinas medical

team to help Algeria fight against the COVID-19 pandemic

On May 13th the departure ceremony of Chinas medical team and the donation ceremony of medical supplies from Chongqing Municipal Government to Algeria for pandemic prevention and control was held at Terminal 3 of Chongqing Jiangbei International Airport. Qu Qian， vice mayor of Chongqing Municipal Government and vice chairman of the CPPCC Chongqing Committee， Tang Shen， deputy secretary general of Chongqing Municipal Government， Zhang Yongwu， secretary of the Leading Party Members' Group and director-general of the Foreign Affairs Office of Chongqing Municipal Government， and Huang Minghui， secretary of the Party Committee of Chongqing Health Commission were present.

Zhang Yongwu handed over the list of medical supplies donated by Chongqing Municipal Government to Algeria and the letter of donation intent to the medical team. The donations included， among other medical materials， medical protective gowns， masks， face shields， goggles， and gloves， and would arrive in Algeria together with the team.

The medical team constituted by the National Health Commission was composed of 20 members with Zhou Lin， deputy director-general of Chongqing Health Commission as its chief. Among them 15 were culled from by Chongqing Municipal Government and the other 5 by Macao SAR Government. The medical team， under the leadership of the Chinese Embassy in Algeria， will conduct extensive and in-depth exchanges with their counterparts on pandemic prevention and control and clinical treatment.

重慶積極推動抗擊新冠肺炎疫情國際交流與合作

5月15日，應巴巴多斯外交外貿部提議，重慶市與巴巴多斯舉行抗疫經驗交流視頻會。中國駐巴巴多斯大使延秀生，巴巴多斯衛生部代理首席醫務官安托·貝斯特，重慶市政府副市長、市政協副主席屈謙，市政府副秘書長汪夔萬，市衛生健康委主任黃明會，市政府外辦黨組書記、主任章勇武，市政府外辦副主任唐文參會。巴方非常感謝中方提供這次與重慶醫療專家“面對面”交流的機會，期待了解重慶更多的防疫經驗，更好地保護巴巴多斯人民。

5月12日，重慶應邀與友好城市德國杜塞爾多夫及其友好城市共同舉行新冠肺炎疫情防控視頻交流會。市政府副秘書長汪夔萬、德國杜塞爾多夫市市長蓋澤爾、法國圖盧茲大都市圈副主席達爾雷德、意大利巴勒莫市市長奧蘭多、英國雷丁市市長伍德沃德、德國開姆尼茨市副市長舒爾茨、加拿大蒙特利爾市議員菲拉多、俄羅斯莫斯科市對外經濟和國際關系部部長切廖明，以及市政府外辦副主任王雯、市新冠肺炎疫情防控領導小組疫情防控組負責人楊榮剛等參會。與會城市代表紛紛表示，此次視頻會為友城間搭建了一個重要交流平臺，是攜手抗擊疫情的務實行動，并希望早日取得抗疫斗爭的全面勝利。

Chongqing actively carries out international

cooperation in tackling COVID-19

Chongqing， at the request of the Ministry of Foreign Affairs and Foreign Trade of Barbados， held a webinar of experience sharing for pandemic prevention and control. Yang Xiusheng， Chinas ambassador to Barbados， Anto Best， acting chief medical officer of the Ministry of Health of Barbados， Qu Qian， deputy mayor of Chongqing Municipal Government and vice chairman of the CPPCC Chongqing Committee， Wang kuiwan， deputy secretary general of Chongqing Municipal Government， Huang Minghui， director of Chongqing Health Commission，? Zhang Yongwu， secretary of the Leading Party Members' Group and director-general of the Foreign Affairs Office of Chongqing Municipal Government， and Tang Wen， deputy director of the Foreign Affairs Office of Chongqing Municipal Government attended the conference online. Barbados highly appreciated Chinas efforts in arranging the "face-to-face" communication with Chongqings medical experts and expected to learn more about Chongqing's experience and practice and better protect the people of Barbados.

On May 12th Chongqing were invited to convene a conference live on pandemic containment with its German sister city Dusseldorf and Dusseldorfs sister cities in France， Italy， Britain， Canada and Russia. Wang Kuiwan， deputy secretary general of Chongqing Municipal Government， Thomas Geisel， mayor of Dusseldorf （Germany）， Jean-Claude Dardelet， deputy mayor of the Toulouse Metropolitan Region （France）， Leoluca Orlando， mayor of Palermo （Italy）， Paul Woodward， mayor of Reading （UK）， Sven Schulz， deputy mayor of Chemnitz （Germany）， Rosannie Filato， city councilor & executive committee member of Montréal （Canada）， Sergey Cheremin， minister of the Moscow City Government） （Russia）， Wang Wen， deputy director of the Foreign Affairs Office of Chongqing Municipal Government， and Yang Ronggang， the head of the epidemic containment team of the Leading Group of Covid-19 Prevention and Control attended the workshop. Representatives of the cities expressed that the online conference rewelded the bridge for the seven cities keeping abreast of up-to-minute experience and practice and joining hands in fighting the virus， wishfully winning the battle against the coronavirus as soon as possible.

重慶市持續組織抗疫物資對外捐贈

5月21日，重慶市向日本廣島市、水戶市援助120多箱防疫醫療物資，包括醫用防護服、醫用口罩以及額溫計等，支援友城抗擊疫情，回饋互助情誼。捐贈儀式現場，市政府外辦黨組書記、主任章勇武向日本駐重慶總領事渡邊信之轉交了捐贈意向書。防疫物資外包裝上粘貼“木瓜瓊琚 永以為好”的標語，這句出自《詩經·衛風·木瓜》的簡短8字標語，寄托了重慶人民對廣島、水戶兩地人民的深厚情誼，盼與兩地永以為好的美好愿景。市政府外辦副主任王雯、日本駐重慶副領事川畑曉繪等出席。

5月18日，繼重慶市政府4月底對新加坡抗疫物資捐贈第一批15萬只口罩運送至新加坡后，第二批10萬只口罩由勝安航空運抵新加坡，新加坡貿工部接收此批口罩并分發給新加坡民間團體和福利機構。在新加坡防控疫情的關鍵時刻，重慶市提供了大力支持和幫助，見證了中新兩國之間真誠的友誼，詮釋了患難與共、守望相助的情誼。

此外，在中國駐立陶宛大使館的支持與協助下，重慶市大渡口區向其友好交流關系城市立陶宛拉德維利什斯基市捐贈了一批抗疫物資。該批捐贈物資經中歐班列（渝新歐）運抵立陶宛，這是繼今年4月新開辟重慶至立陶宛的“中國郵政號”專列后，中歐班列（渝新歐）助力國際抗疫合作的又一具體體現。

Chongqing continues working on donations

for pandemic prevention and control

On May 21st Chongqing provided more than 120 boxes of medical supplies， including medical protective clothing， medical masks， and infrared forehead thermometers， to Hiroshima and Mito of Japan in an effort to back the sister cities fight against the coronavirus and pay back Japans support. The donation ceremony witnessed that Zhang Yongwu， secretary of the Leading Party Members' Group and director-general of the Foreign Affairs Office of Chongqing Municipal Government， delivered a letter of intent to Watanabe Nobuyuki， Consul General of Japan in Chongqing. Labelled with " you donated papaya to me， and I pay back with jade. Not to thank you， to cherish friendship forever instead" on the boxes， the verse from the Book of Songs · the Wind · Papaya epitomized the profound sense of friendship in Chongqings people for the people of Hiroshima and Mito. Wang Wen， deputy director of the FAOCMG， and Kawabata Akie， deputy consul of Japan in Chongqing were present.

Following the first 150，000 masks donated by Chongqing Municipal Government to Singapore by the end of April， 100，000 masks in the second batch were shipped to Singapore by Silk Air on May 18th. The distribution of these masks to private organizations and social welfare institutions by the Ministry of Trade & Industry of Singapore gave prominence to Chongqings efforts in supporting and helping Singapores fight against the virulent disease at such a critical moment， also mirrored the sincere friendship between China and Singapore， an exact example of the friendship of sharing weal and woe and coming to each others rescue.

The support and assistance of the Chinese Embassy in Lithuania made sure that a batch of medical supplies donated by Chongqings Da-Du-Kou district arrived at Radvili?kis of Lithuania， a city of friendly exchange， and its handover was completed smoothly. The donations were transported to Lithuania by the China-Europe freight train service （Chongqing – Xinjiang - Europe）， another facet of the enabling service in international co-operation against the pandemic after the debut of "China Post" special train from Chongqing to Lithuania in April.

章勇武主任講黨課，從3張地圖說起

5月25日，市委外辦秘書處黨支部舉行組織生活會，市委外辦主任，市政府外辦黨組書記、主任章勇武同志以普通黨員身份，圍繞如何更好貫徹《中共重慶市委關于立足“四個優勢”發揮“三個作用”加快推動成渝地區雙城經濟圈建設的決定》，從3張地圖說起，為其所在的黨支部全體同志上了一堂生動的黨課。

章勇武指出，首先是世界地圖，要從全球視野看重慶的方位;第二張是中國地圖，要從全國格局看重慶的定位;第三張是重慶地圖，要認識重慶自身優勢到位。做好成渝地區雙城經濟圈工作，要充分認識重慶的“四個優勢”。比如從區位優勢講，在特定的邊界條件下，重慶是中國地理的幾何中心，既要認識“地理區位”優勢的重要性，也要認識打造交通區位優勢的重要性，因為交通區位也可改變地理區位。章勇武強調思想開放和通道開放同等重要，并以長江“黃金水道”、西部陸海新通道和中歐班列（渝新歐）為例，要求外事工作要進一步發揮重慶優勢，為成渝地區雙城經濟圈賦予更多動力元素，為重慶建設中西部國際交往中心提供更多國際平臺。

全體黨員在討論時表示，這堂課從全局高度、全球角度、全面維度，理性分析重慶對外開放的各種因素，為外事工作如何更好融入全市開放大局，唱好“雙城記”、建好“經濟圈”，全力推動中西部國際交往中心建設，強化了戰略武裝，提供了戰術引領，也為自己在工作中加快從“辦外事”向“謀外事”轉變、從“管外事”向“統外事”轉變提供了精準指導。

Director-general Zhang Yongwus lecture starts with three maps

On May 25th the Party Branch of the Secretariat of the Office of Foreign Affairs Commission of CPC Chongqing Municipal Committee gave the floor to Zhang Yongwu， director-general of the Office of Foreign Affairs Commission， secretary of the the Leading Party Members' Group and director-general of the Foreign Affairs Office of Chongqing Municipal Government， at the party organization meeting， who gave in the name of an ordinary party member a lecture on how to better implement the Decisions of the CPC Chongqing Municipal Committee on How to Give Full Play to the "Three Roles" based on the "Four Advantages" to Accelerate the Development of the Chengdu-Chongqing Economic Circle. His lecture， starting with three maps， enlightened all the comrades present.

Zhang Yongwu pointed out that its imperative， above all， to observe the orientation of Chongqing at the map of the world from the global perspective; secondly the map of China gives Chongqing its sui generis position; thirdly from the map of Chongqing the city becomes aware of its advantages. To do a good job of Chengdu-Chongqing Economic Circle requires us to have a profound understanding of Chongqing's "four advantages". Take geographical advantage as an example. Chongqing serves as the geometric center of China's geography under specific boundary conditions. It is a must to perceive not only the significance of "geographical location"， but the importance of building sophisticated transport， because the advantage can also change geographical location in return. Zhang Yong-wu stressed the equal importance of broadening mind and opening pathway. Take the "golden waterway" of the Yangtze River， the new western land-sea corridor， and the China-Europe freight train service （Chongqing – Xinjiang - Europe）. He directed the staff members to learn how to leverage Chongqings advantages in daily routines， inject impetus to the Chengdu-Chongqing Economic Circle， and provide more international platforms for Chongqing to become an international exchange center in Chinas central and western regions.

During the discussion， party members held that this class rationally analyzed various factors of Chongqing's opening-up from a strategic viewpoint， a global perspective， and a holistic dimension and offered tactics of how to better put foreign affairs-related work into the city's opening up， tell a "tale of two cities" well and build the "economic circle"， make across-the-board efforts to boosting the construction of the international communication center in central and western China， and sharpen up strategic edges. Also his insights were synonymous of targeted guidance in helping the party members the prompt shift from "foreign affairs proposed" to "foreign affairs at our disposal"， and from "foreign affairs in our charge" to "foreign affairs in coordinate efforts".

外國駐渝領館與各區縣密集互動

推動抗疫國際合作 提升國際交往水平

隨著全市復工復產達產不斷推進，經濟社會秩序加快恢復，外國駐渝領館官員赴區縣考察活動也逐漸活躍，為疫情防控常態化條件下的國際交流與合作注入了新的動力。4月16日至5月21日，多個外國駐渝領館積極赴我市各區縣考察交流，加強了雙方在貿易投資、產業合作、人文旅游、地方友好、人才培養，以及共同抗擊新冠肺炎疫情等領域務實合作，為各相關區縣更好地“引進來”“走出去”開辟了道路，有效提升了各區縣國際交往水平。

意大利駐重慶總領事畢嵐祺赴璧山、大足、兩江新區考察

4月16日，意大利駐重慶總領事畢嵐祺對璧山區規劃展覽館、美達電器（重慶）有限公司等地進行了實地考察，并與璧山區委書記藍慶華等座談，雙方就推進中意創新產業園項目建設，進一步擴大合作領域、提升合作層次、實現互利共贏達成一致。

4月27日，在大足區考察期間，畢嵐祺參觀了寶頂山石刻，與大足區政府常務副區長蘇一元進行了友好交流。雙方希望在大足石刻保護、研究等方面密切合作。畢嵐祺表示，期盼大足能到意大利舉辦石刻文化展，加強雙方在經濟、文化、旅游等領域的交流合作。

5月11日，畢嵐祺出席兩江新區招商集團與中國意大利商會舉行的2020年招商合作協議簽署儀式。合作協議主要涉及汽車、能源、物流、航空航天、云計算和電子商務等領域。畢嵐祺表示，總領館將一如既往對在兩江新區設立的中意投資促進中心提供支持與幫助，推動雙邊投資合作再上新臺階。

The city's progressive resumption of work and production and the speedy recovery of economic and social activities have increased the visits of foreign consular officers in Chongqing to districts and counties， injecting fresh impetus into international exchange and cooperation when pandemic prevention and control turned to be a new normal. Their visits to the citys districts and counties unequivocally spurred co-operation of trade and investment， industries， culture and tourism， people-to-people exchange， personnel training， and joint efforts to fight the novel coronavirus. It has blazed a new trail for the districts and counties to "bring in" and "go out" and productively elevated the level of international exchange citywide.

Consul general of Italy to Chongqing， Guido Bilancinis visits to Bishan， Dazu， and Liangjiang New Area

Consul General of Italy in Chongqing， Guido Bilancini visited， among other places， Chongqing Bishan Planning and Exhibition Hall and Meida Electrical Appliances （Chongqing） Co Ltd on April 16th， and discussed and reached a consensus with Secretary of the CPC Bishan District Committee Lan Qinghua on advancing the China-Italy Creative Industry Park project， amplifying co-operation fields， elevating co-operation levels， and achieving mutual benefit and win-win results.

Consul General Bilancinis tour to the district of Dazu， on April 27th， enabled him to take a close look at the grotto art of Bao-Ding-Shan （Treasured Summit Hill） and， in a pleasant atmosphere， exchange with Executive Deputy Chief of Dazu District Government Su Yiyuan， with mutual willingness of enhancing co-operation in the protection and research of the exquisite carvings. Its expected to promote exchange and cooperation in the fiefs of economy， culture and tourism， the grotto art of Dazu could be exhibited in Italy for example， looked forward Mr. Bilancini.

Mr. Bilancini at the signing ceremony of the 2020 investment promotion cooperation agreement between Chongqing Liangjiang New Area Development & Investment Group Co Ltd and the China-Italy Chamber of Commerce （CICC）， on May 11th， witnessed further co-operation of both sides in automobiles， energy， logistics， aerospace， cloud computing， and e-commerce， among other fields. He vowed that the consulate general will， as always， assist Liangjiang New Area in setting up the China-Italy Investment Promotion Center to bring bilateral investment cooperation to a new height.

日本駐重慶總領事渡邊信之等領事官員赴豐都、永川考察

5月7日，日本駐重慶總領事渡邊信之前往豐都考察了豐都縣職業教育中心、名山景區，與豐都縣縣長羅成進行座談交流。雙方在友城搭建、勞務輸出與培訓方面達成了初步共識。渡邊信之表示，豐都旅游資源豐富，在職業教育方面極具優勢，愿意利用總領館資源推介豐都，為兩地的人才交流合作牽線搭橋。

5月19日，日本駐重慶總領事館副總領事齋藤憲二一行，考察了永川區城市規劃建設及智能裝備產業發展情況，參觀了永川規劃展覽館、永川新城、重慶廣數機器人有限公司。齋藤憲二表示，永川是一方充滿活力的開放熱土，宜居宜業的城市環境和產業發展的良好勢頭令人印象深刻，他愿向日本國內企業宣傳推介永川，積極尋求合作機會。

Consul General of Japan in Chongqing， Watanabe Nobuyukis visits to Fengdu and Yongchuan

On May 7th Consul General of Japan in Chongqing Watanabe Nobuyuki paid a visit to Fengdu Vocational Education Center and Mingshan resort and exchanged with Executive Chief of Fengdu Luo Cheng. Both reached a preliminary consensus on the partnership of sister cities and the export of labor service and training. Watanabe noted that Fengdu is abundant in tourism resources and bears with experience in vocational education. The consulate general is willing to promote Fengdu and serve as a bridge of human resources exchange and cooperation.

In his visit to Yongchuan， on May 19th， Deputy Consul General of Japan in Chongqing Saitou Kenji toured Yongchuan Planning and Exhibition Hall， new downtown， and Chongqing Guangshu Robots Co. Ltd. to know more about Yongchuans urban planning and construction and intelligent equipment manufacturing industry as well. Mr. Deputy Consul General expressed that Yongchuan， full of vitality in opening up and with livable environment for both business and pleasure and momentum gathered for industrial development impressed him very much. The consulate general is willing to promote Yongchuan in Japan for more cooperation opportunities.

埃塞俄比亞駐重慶代總領事安特能赴渝北、榮昌考察

5月19日，埃塞俄比亞駐重慶總領事館代總領事安特能前往渝北區，考察了仙桃數據谷體驗中心、三維公司等高科技企業，并與渝北區政府外辦和相關企業進行座談交流。安特能表示，渝北區在智能制造、智慧城市以及大數據智能化建設方面優勢明顯，雙方各領域合作潛力巨大，希望有更多的渝北企業前往埃塞俄比亞投資興業。

5月20日至21日，安特能在榮昌考察了唯美陶瓷、榮昌陶博物館、華森制藥及天運麻業，并與榮昌區副區長劉菊華進行了座談交流。安特能表示，近年來，埃塞俄比亞政府出臺大量優惠政策吸引外資，希望有更多的榮昌企業前往埃塞俄比亞開拓業務，實現互利共贏。

Acting Consul General of the Consulate General of the Federal Democratic Republic of Ethiopian， Anteneh Tarikus visits to Yubei and Rongchang

On May 19th Anteneh Tarikus tour to Yubei District brought him to high-tech enterprises such as the application experience center of Xiantao International Big Data Valley and the Chongqing branch of Beijing SunwayWorld Science & Technology Co Ltd， and had a discussion with Yubei Districts Foreign Affairs Office and businesses. Mr. Tariku believed that Yubeis competitive edges in intelligent manufacturing， smart city， and intelligent construction of big data are very evident， enormous potential for cooperation in diverse fields. He wished to see more businesses to go to Ethiopia.

From May 20th to 21st， Mr. Tariku visited Weimei Ceramics， Rongchang Ceramics Museum， Pharscin Pharmaceutical， and Tianyun Hemp Textiles in Rongchang， and met with Liu Juhua， deputy executive chief of Rongchang. Mr. Tariku suggested that more Rongchang businesses are welcome to go to Ethiopia for win-win co-operation， given that， in recent years， the Ethiopian government has implemented a slew of preferential policies for foreign investors.
