再次連線巴西！重慶與我駐里約總領館舉行國際抗疫合作專場研討會

8月18日晚，重慶市與我駐巴西里約熱內盧州總領館聯合開展的線上國際抗疫合作系列研討會（重慶專場）在外事大樓舉行。這是繼4月17日，重慶與巴西利亞聯邦區和巴西東北部州首次連線交流分享經驗后，通過“國際抗疫合作系列研討會”這一平臺再次視頻連線。市政府外辦副主任唐文主持會議。

此次重慶專場研討會是國際抗疫合作系列研討會（第三期）之一，由我駐里約熱內盧州總領館牽頭主辦。

研討會上，市衛生健康委副主任周林介紹了重慶抗疫及國際合作的相關情況：“總結起來，重慶的主要抗疫經驗包括構建高效的聯防聯控指揮體系、‘四早（早發現、早報告、早隔離、早治療）控制傳染源、‘四集中（集中患者、集中專家、集中資源、集中救治）全力醫療救治……”周林表示，在新冠肺炎疫情防控工作中，重慶采取了切實有力的防控舉措，有效阻斷本土疫情傳播，保障了人民群眾生命安全和身體健康。

扎實做好本市疫情防控工作的同時，重慶還積極開展抗疫國際交流合作。選派25名新冠肺炎防控和救治專家，組建兩支中國政府抗疫醫療專家組，分赴阿爾及利亞、蘇丹和巴勒斯坦，支持應對新冠疫情工作。還先后與烏克蘭、亞美尼亞、匈牙利、巴西、美國、德國、巴巴多斯等7國進行視頻連線9場次，與各國專家交流分享防控經驗，為全球抗疫作出“中國貢獻”。

周林還特別提到，中醫藥在抗疫實戰中發揮的獨特作用及價值使其成為“中國抗疫方案”中的亮點，并表示重慶愿與世界分享中醫藥抗疫知識。重慶市衛生健康系統也將持續深化與巴西在疫情防控、中醫藥等衛生健康領域的合作，實現共同發展。

在分享交流中，市中醫院主任中醫師李群堂、唐軍就中醫藥對新冠肺炎輕型、普通型、危重型患者的救治作用，以及對無癥狀感染者的干預及康復預防作用進行了介紹。重慶醫科大學教授洪蕾、重慶太極醫藥研究院副院長卿玉玲則介紹了中醫藥文化和中醫藥企業太極集團。

巴方嘉賓介紹了巴西新冠肺炎治療經驗及里約熱內盧州、巴伊亞州的抗疫合作情況。其中，里約熱內盧州州長特別助理阿納爾多介紹，疫情對人民的生活沖擊很大，對經濟發展也造成了極大壓力。目前州內病例正在減少，正逐步復工復產，這表明疫情防控措施已取得了良好效果。他表示，抗擊新冠肺炎疫情需要國際社會的共同努力，他呼吁更加廣泛的國際合作。

巴伊亞州是重慶的友好市州，該州衛生廳副廳長特蕾莎表示，6月份開始舉行的國際抗疫合作系列研討會中，許多中國城市所采取的有效疫情防控措施為巴伊亞州提供了很好的防控案例，中方提供的疫情相關數據資料對巴方幫助很大。此次研討會交流內容高效務實，希望接下來能與重慶持續溝通，加強合作，凝聚起戰勝疫情的強大合力。

On the evening of August 18， one of the International Anti-COVID-19 Cooperation Webinars （Chongqing session） was jointly held by Chongqing Municipality and Chinese Consulate-General in Rio de Janeiro， Brazil in the Foreign Affairs Building. This is the second video conference on the platform of ?International Anti-COVID-19 Cooperation Webinars after Chongqing and Brasilia-Federal District and northeast states in Brazil after the first conference to exchange and share experience on April 17. One of International Anti-COVID-19 Cooperation Webinars （the third session） ，the Chongqing webinar was mainly organized by Chinese Consulate-General in Rio de Janeiro. Arnaldo， Special Assistant to the Governor of Rio de Janeiro; André， Consultant of the Ad-hoc Committee of COVID-19 epidemic; Tereza， Deputy Head of the Secretary of Health of the State of Bahia; Dr. Isabel， Coordinator of the Emergency Health Operation Center; Rogério， Professor of Pulmonary Diseases in Medical College of Rio de Janeiro State University and Director of Piquet Carneiro Polyclinic; Li Yang， Consul-General of Chinese Consulate General in Rio de Janeiro， Brazil; Xu Yuansheng， Commercial Counselor; Zhou Lin， Deputy Director-General of Chongqing Municipal Health Commission; Li Quntang and Tang Jun， chief TCM physicians of Chongqing Traditional Chinese Medicine Hospital; Hong Lei， Professor of Chongqing Medical University; Qing Yuling， Deputy Chief Engineer of Chongqing Taiji Industry （Group） Co.，Ltd. and Vice President of Chongqing Taiji Medical Research Institute attended the webinar.

During the webinar， Zhou Lin introduced the relevant situation of Chongqing's battle against COVID-19 and international cooperation， "To sum up， Chongqing's main anti-epidemic experience includes the construction of a highly efficient joint prevention and control command system， " four early "（early detection， early report， early quarantine and early treatment） control of the inflection source and " four centralizations"（centralization of patients， experts， resources and treatment） on all-out medical treatment …” Zhou Lin said that in COVID-19 epidemic prevention and control work， Chongqing has adopted practical and strong measures to prevent and control the spread of domestically transmitted COVID-19 cases， and ensure the life safety and health of people.

While solidly ensuring epidemic prevention and control in the city， Chongqing also actively carries out international exchanges and cooperation in the fight against COVID-19. 25 COVID-19 prevention， control and treatment experts were selected to form two Chinese government anti-epidemic medical expert teams and dispatched to Algeria， Sudan and Palestine to support the COVID-19 response. In addition， it has held successively 9 video conferences with 7 countries， including Ukraine， Armenia， Hungary， Brazil， the United States， Germany and Barbados， and shared prevention and control experience with experts from various countries， so as to make "China's contribution" to the global COVID-19 fight.

Zhou Lin also particularly mentioned that the unique role and value of Traditional Chinese Medicine （hereinafter as TCM） in the anti-epidemic battle made it a highlight in "China's anti-epidemic plan"， and ?Chongqing was willing to share anti-epidemic TCM knowledge with the world. Chongqing health system will also continue deepening cooperation with Brazil in the field of epidemic prevention and control， TCM and other health fields to achieve joint development.

During the sharing and exchanges， Li Quntang and Tang Jun， chief TCM physicians of the Chongqing Traditional Chinese Medicine Hospital， introduced the treatment role of TCM on mild， common and critical COVID-19 patients， as well as its intervention， rehabilitation and prevention role on asymptomatic patients. Hong Lei， Professor of Chongqing Medical University， and Qing Yuling， Vice President of Chongqing Taiji Medical Research Institute， introduced the culture of TCM and Taiji Industry （Group） Co.，Ltd.， a Chinese medicine enterprise.

Brazilian guests introduced COVID-19 treatment experience and the cooperation between Rio and Bahia states of Brazil. Among them， Arnaldo， Special Assistant to the Governor of Rio， said that the epidemic has a huge impact on people's lives and caused extremely high pressure on economic development. At present， the number of cases in the state is decreasing， and work and production are gradually being resumed， indicating that the epidemic prevention and control measures have achieved good effect. He indicated that the fight against the COVID-19 epidemic required the joint efforts of the international community and called for more extensive international cooperation.

Bahia is a friendly city of Chongqing. Tereza， Deputy Head of the Secretary of Health of the State of Bahia said that in the International Anti-COVID-19 Cooperation Webinars that began in June， the effective epidemic prevention and control measures taken by many Chinese cities provide excellent prevention and control cases for Bahia， and the epidemic-related data and materials provided by China are enormously instrumental to Brazil. The content of this webinar turned out to be highly efficient and pragmatic. She hoped to continue communicating with Chongqing in the future， strengthening cooperation， and forming a strong synergy to beat the epidemic.
