麗水蓮都區靈山社區是浙江省首個土地“帶方案”整體公開出讓的未來社區創建試點,也是浙江省首批試點中第一個整體落地的項目。
該社區實施單元,南臨城市中央綠軸,北靠白云森林公園,東接靈山寺風景區和好溪,城市綠廊、風廊、水廊貫穿其中,具有得天獨厚的環境優勢。社區周邊還配有城東小學、麗水中學以及多所幼兒園、麗水市人民醫院城東分院、麗水市體育中心等,教育醫療資源配套齊全,社區北側設有公交樞紐站,距離麗水高鐵站僅10分鐘車程,距離市區行政、文體中心僅5分鐘車程,交通便捷,區位優勢明顯。
作為對標打造“重要窗口”標志性成果,靈山社區堅持以人為本,創新建筑設計、 系統集成供給,積極構建美好無憂、活力和諧、康養樂齡、智聯共治的新型城市功能單元,堅持以一宗地出讓、一個實施主體建設運營、一張藍圖繪到底,建設極具花園城市特色、集政務商務服務“三位一體”的樣板社區。該項目計劃總投資63.72億元,實施單元約330.24畝。預計靈山社區人口規模在1.2萬人以上,直接受益居民3850人,引進各類人才3428人。
靈山社區以打造城市與森林交融,美麗宜居、綠色集約、智慧共享的最美花園未來社區為總體定位,切實按照未來社區“139”框架體系標準要求推進未來社區高質量建設,創建之路特色亮點頗多,為浙江省試點尤其是規劃新建類與改造更新類試點的建設提供了有益探索。
“帶方案”整體出讓土地
“城在山水間,人在畫中游”,蓮都區靈山社區,是一座被輕放于山水之間的未來社區,它不僅重新定義了未來社區的人居生活方式,同時還真實映照了一代麗水人敢試敢闖的精神風貌,通過一盤棋統籌模式,在全省首創“附帶建設運營協議”樣板、首創空中花園陽臺立體綠化方案等。
2019年12月24日,靈山社區實施單元土地“帶方案”一次性出讓,為麗水市城市建設掀開了新篇章。
項目工作專班認真分析借鑒國內外成功經驗,圍繞整體由平臺公司投資建設或平臺公司牽頭相關社會方投資建設、整體向社會資本公開出讓、“劃撥+出讓”組合建設方式等模式開展充分探討,最終確定靈山社區土地 “帶建筑設計方案和建設運營特別約定協議” 整體公開出讓,受讓方作為一個實施主體一體化運作。
“靈山社區土地‘帶方案’出讓合約與一般合約相比,最大的區別在于以附件形式增加未來社區履約監管協議。”麗水市相關負責人指出,“這樣的做法從源頭上確保了‘139’框架體系標準要求的全面落實,也進一步確保群眾‘搬得進、住得起、過得好’”。
與此同時,該工作專班積極推進政策處理,先后攻克“硬問題”“新課題”近20個,協調解決問題30余個,“百日攻堅”完成所有任務;推進方案創新,破除慣性思維、路徑依賴,首創“住宅空中花園陽臺”立體綠化方案。以靈山未來社區試點創建項目開工為契機,麗水加快把未來社區試點建設與老舊小區改造、城市更新有機結合,繪就城市大發展新藍圖。
全生命周期服務
靈山社區先后創造了土地拍賣后5天簽訂出讓合同、合同簽訂3天進場開工儀式、53個工作日取得施工許可等多項“不可能”的新紀錄,較原計劃提前兩個多月,并成為浙江省第一個全面開工建設的未來社區。目前,靈山社區累計完成投資約12億元,成功“搶”出浙江省首個完成投資上10億元的未來社區,實現疫情期間幾乎“不可能完成”的“雙勝利”。
這驚人速度的背后,源于麗水市政府“最多跑一次”改革的深入執行,是簡政放權的“廣度與深度”為靈山社區的開工建設“猛推一掌”,按下了快進鍵。
為了更好地服務靈山社區建設,麗水市第一時間組建建設審批核心團隊,強化對企業投資項目審批的支持協助和監督指導。
不僅如此,工作專班不斷深化“最多跑一次”改革,堅持以“超常規力度、超常規操作、超常規支持”全力服務項目“跑辦”審批手續。面對突如其來的新冠肺炎疫情,麗水借用互聯網手段和平臺,積極協調設計團隊居家運用視頻會議等手段高效開展施工圖設計;依托投資項目3.0平臺,以“不見面”審批模式,全線上辦理節能審查和抗震設防審批,在麗水率先執行“施工圖審承諾制”,實現工程規劃許可后1天內辦理施工許可,真正跑出了麗水項目審批新速度。
“靈山社區能夠如此快速順利地實現全面開工建設,是麗水全體部門、人員主動擔當、敢于承擔、善于創新服務的生動體現,也是推動政府職能的深刻轉變、權力運行方式的深刻變革和‘互聯網+政務服務’深化運用的‘試金石’,可喜的是,我們經受住了考驗!”麗水市負責未來社區項目推進的相關部門負責人如是說。
立體綠化方案
“住宅空中花園陽臺”立體綠化方案是靈山社區中最有特色的部分,項目把“支持試點項目空中花園陽臺的綠化部分不計入住宅面積和容積率”寫入特別監管協議。
創新空間集約利用和功能集成,多形式打造住宅全通花園大陽臺,每層每戶都營造出“微花園”庭院空間,形成有地域特色、有辨識度的“立體綠化”體系,打破了傳統陽臺的形狀,呈多邊形,使得立面設計變得更加豐富。
此方案的實施是對未來建筑場景的創新詮釋,也是對可持續發展、未來社區“生態化”的一個探索實踐,滿足了人們對于生態環境的需求,實現了人與自然零距離接觸,創新空間集約利用和功能集成的建筑理念。
靈山社區工作委員會是浙江省首個未來社區試點創建項目“社區工作委員會”,是社區治理模式上的又一重大創新組織,開創了社區居民“先培訓后入住”的模式。
社區工作委員會將按照“三化九場景”的要求,積極探索社區居委會、業委會、物業公司三位一體,實現社區居委會邊界與未來社區實施單元邊界的統一,科學高效的社區治理架構的建立,統領多方力量,實現社區事務多元參與。
積極構建社區民主議事會等居民自治載體,建設服務性、公益性、互助性社區社會組織和志愿者隊伍,積極探索創新線上線下結合的參事議事模式,提高居民自治參與度,開展社區高度自治。
Lingshan Community: City amid Lucid Waters and Lush Mountains
Located in Liandu district, Lishui city, Lingshan Community is the first “future community” pilot project in Zhejiang province that has seen the transfer of land rights with detailed plans.
The community, the construction of which began in January 2020, sits next to the city’s central green axis in the south, the Baiyun Forest Park in the north, the Lingshan Temple Scenic Area and the Haoxi River in the east. Nearby are the Chengdong Primary School, the Lishui Middle School, a number of kindergartens, as well as Lishui People’s Hospital Chengdong Branch and the Lishui City Sports Center. In the north of the community, a bus terminal has already been in place, which is only 10 minutes’ drive from the Lishui High-speed Railway Station, and 5 minutes’ drive from the city’s administrative and cultural centers. With rich educational and medical resources, and convenient transportation, the community has apparent geographical advantages.
Indeed, Lingshan Community aims to become a model community with the characteristics of a “garden city” that integrates government administration, business and public services. The total planned investment of the project is 6.372 billion yuan, with a construction area at about 330.24 mu or 54.4 acres. It is estimated that Lingshan community will boast a population of more than 12,000, directly benefiting 3,850 residents and introducing 3,428 talented people from various industries.
“A city in the mountains and waters, as if residents living in a painting”. For Lingshan Community, that is not only an aspiration but is fast turning into reality, as it is being constructed as a future community placed amidst beautiful natural landscape. It helps redefine the lifestyle of the future community, and provides a model for future projects, as it is a pioneer in Zhejiang at the very beginning.
Borrowing from successful experiences at home and abroad and after many rounds of deliberations, it was decided, before the land rights were transferred, that potential contractor needed to come up with detailed plans for the design, construction and operation of Lingshan Community and that the project should be contracted out and carried out as a whole rather than in pieces.
The biggest difference with this project, according to someone familiar with the project in the Lishui government, is that an additional annex has been added at the end of the agreement that spells out the rights for the government to supervise fulfilment of the obligations, ensuring that residents can “move in smoothly and live here affordably and happily”.
If anything, the time taken for this project to get started shows how governmental agencies throughout Zhejiang have streamlined the administrative processes for the general public. After the land for Lingshan Community was auctioned off, it took only five days before the land transfer agreement was signed, 53 days before the construction permit was granted; as a result, the project was begun two months ahead of schedule, the first future community project in Zhejiang under full construction. Now, the accumulated investment for Lingshan Community stands at 1.2 billion yuan, again, the first future community project in Zhejiang to exceed 1 billion. All these have been achieved despite all the disruptions caused by the COVID-19 virus. ?In fact, to cope with the new situation, the Lishui government, empowered by new internet technologies, has made it even easier to apply for the permit. Applicants only need to send the materials online for verification and it takes only one day for some to get the construction permit once the planning permit is issued.
The most distinctive feature of Lingshan Community is its “residential garden balcony”, where a large “hanging garden” would be accessible to residents and where each floor and each household would have their own “micro court-style garden”. More importantly, they would not count as part of the residential floor area and the plot ratio. Another characteristic is the Lingshan Community Working Committee, the first committee of any future community project in Zhejiang. It is part of the overall efforts to actively build democratic community councils and other channels for residents’ self-governance, develop community social organizations and volunteer teams that provide services, benefit the public and help each other. It is hoped that through these efforts residents’ participation in self-governance could be increased and a high degree of community autonomy could be fostered.
