打開中國（山東）自由貿易試驗區濟南片區幅員37.99平方公里的地圖，正如一只振翅高飛的鳳凰，承載著泉城這座千年古城在新時代的美好愿景和希望。

近年來，濟南片區緊緊圍繞“把自由貿易試驗區建設成為新時代改革開放的新高地”目標要求，貫徹新發展理念，加快融入新發展格局，通過制度創新優化營商環境，集聚優質要素資源，吸引新興市場主體和外向型機構入駐，全市對外開放、制度創新引領作用初顯。

截至目前，《中國（山東）自由貿易試驗區總體方案》涉及濟南的85項試點任務實施率已達92%，《中國（山東）自由貿易試驗區濟南片區實施方案》162項創新任務實施率達93%。累計推出361項改革創新措施，形成60多個創新案例和成果，其中“鏈上自貿”保稅展銷模式已經海關總署備案試點，“數字保險箱”智慧政務、增值稅留抵退稅確認制首創案例獲國家部委肯定，股債聯動模式等15項創新成果已在全省復制推廣。

2月24日，中共濟南市委市政府召開“貫徹落實強省會戰略系列新聞發布會”第四場發布會。圍繞“強省會”發展主題，中國（山東）自由貿易試驗區濟南片區發布加快融入“強省會”戰略工作計劃，將緊抓強省會戰略重大機遇，聚力創新突破，把濟南片區打造成全省制度創新引領區、新興產業先導區、現代金融集聚區和對外開放新高地。

鳳凰展翅，泉城揚帆。立足“首創”改革，探索濟南特色，聚焦四大創新高地，全市之力、國際視野下的濟南片區，將建設成為全國自貿試驗改革的富礦與“泉標”，奮力譜寫新時代現代化強省會建設新篇章。

Jinan Area of China （Shandong） Pilot Free Trade Zone has acted on the new development philosophy and accelerated the establishment of the new development paradigm to drive highquality development， with the focus on “building the pilot free trade zone into a new height of reform and opening up in the new era”. It has optimized the business environment through institutional innovation， gathered high-quality resources and attracted emerging market players and export-oriented institutions， and hence the city starts to play a leading role in opening up and institutional innovation. On February 24， Jinan Area put forward a work plan for accelerating integration into “strengthening the power of the provincial capital” strategy， which seizes the compelling strategic opportunities and pursues breakthrough innovation. Jinan Area will be built into a provincial leading area for institutional innovation， a leading area for emerging industries， a gathering area for modern finance and a new height for opening up to the world.
