瀾滄江—湄公河合作 互利共贏成效顯著 發展平臺不斷拓展

共飲一江水，命運緊相連。瀾湄江水源遠流長，瀾湄合作澤物潤心。

瀾滄江—湄公河合作Lancang-Mekong Cooperation（簡稱：瀾湄合作）是中國與湄公河五國—柬埔寨、老撾、緬甸、泰國、越南，共同發起和建設的新型次區域合作機制。瀾湄六國同心協力，密切協作，推動瀾湄合作機制不斷向前發展并取得了豐碩成果。

2021年4月13日，國務委員兼外長王毅出席瀾湄合作啟動五周年招待會并發表講話。

王毅說，瀾湄六國“同飲一江水，命運緊相連”，是親密的友好鄰邦，是天然的合作伙伴。5年來，瀾湄合作機制為流域各國民眾帶來實實在在的福祉。

王毅表示，中方將與湄公河國家一道，繼續發揚“發展為先、平等協商、務實高效”的瀾湄精神，堅持“天天有進展、月月有成果、年年上臺階”的瀾湄速度，弘揚“平等相待、真誠互助、親如一家”的瀾湄文化，推動瀾湄合作不斷發展壯大，努力打造區域合作新模式，建設發展繁榮新高地。

瀾湄合作共同主席國緬甸駐華大使苗丹佩代表湄公河國家使節致辭，高度評價瀾湄合作機制取得的積極成果，贊賞中方為推動瀾湄合作發揮的作用和提供的支持，表示各國愿同中方繼續緊密合作，推進機制建設，深化務實合作，更好造福人民。

外交部發言人華春瑩在3月23日例行記者會上表示，瀾湄合作自2016年3月23日啟動以來發展迅速，成果顯著，有力促進了流域六國經濟社會發展，為各國民眾帶來了實實在在的利益。中方貸款支持湄公河國家開展了公路機場、電站電網、產業園區等40多個重大基建項目。中方設立的瀾湄合作專項基金在農業、衛生、減貧、環境等領域支持開展了500多個惠民項目。5年來，累計有2萬余名湄公河五國學生享受中國政府獎學金在中國學習。2019年，中國與湄公河國家人員往來達5000多萬人次，每周定期航班近3000班次。去年以來，在新冠肺炎疫情和百年變局交織的背景下，六國大力開展抗疫合作，積極推動復工復產，持續加強人文交流，推動瀾湄合作保持高水平發展態勢。

中國是湄公河五國近鄰，希望通過瀾湄合作幫助五國加快發展，共同營造和平穩定、發展繁榮的區域環境。中國將與湄公河五國一道，進一步深化水資源、農業、公共衛生、環境、民生等領域合作，推動瀾湄合作與國際陸海貿易新通道對接發展，加強同三河流域機制、大湄公河次區域經濟合作、湄委會等機制合作，加快建設瀾湄流域經濟發展帶，為本地區疫后復蘇和發展繁榮提供新動力，助力東盟共同體建設和區域經濟一體化建設。

Shared river， shared future. The Lancang-Mekong River roars forward and the Lancang-Mekong cooperation nourishes the world.

Lancang-Mekong Cooperation （LMC） is a new sub-regional cooperation mechanism jointly initiated and built by the five Mekong River countries of Cambodia， Laos， Myanmar， Thailand and Vietnam and China. The six Lancang-Mekong River countries have worked together concertedly to push forward the Lancang-Mekong Cooperation mechanism and yielded fruitful results.

On April 13， 2021， State Councilor and Foreign Minister Wang Yi attended and addressed the reception celebrating the 5th anniversary of the Lancang-Mekong Cooperation （LMC）.

Wang Yi said that with "shared river and shared future"， the six countries along the Lancang-Mekong River are close and friendly neighbors， and natural cooperative partners as well. In the past five years， the LMC mechanism has brought tangible benefits to the people of all LMC countries.

Wang Yi said that China will work with the LMC countries to continue to carry forward the spirit of "development first， equal consultation， pragmatism and efficiency"， keep delivering progress and results daily， monthly and annually， and foster an LMC culture featuring equality， sincerity， mutual assistance and kinship， in order to promote further development of the LMC， create a new pattern of regional cooperation and build a new platform of development and prosperity.

Myanmar Ambassador to China U Myo Thant Pe whose country is the co-chair of the LMC gave a speech on behalf of the envoys of the LMC countries. He spoke highly of the results of the LMC mechanism， appreciated China's role and support in promoting the LMC， and said all LMC countries are willing to work closely with China to strengthen the LMC mechanism， deepen practical cooperation and bring more benefits to the people.

Foreign Ministry spokesperson Hua Chunying said at a regular press conference on March 23 that Since its launch on March 23 in 2016， the LMC has developed rapidly and achieved remarkable results. It has vigorously promoted the economic and social development of the six riparian countries and brought tangible benefits to the people of all countries. China has provided loan support for more than 40 major infrastructure projects in Mekong countries， including roads and airports， power stations and power grids， and industrial parks. The LMC Special Fund established by China has supported more than 500 projects benefiting people in agriculture， health， poverty reduction， environment and other areas. Over the past five years， more than 20，000 students from the five Mekong countries have studied in China on Chinese government scholarships. In 2019， more than 50 million visits were made between China and Mekong countries， with nearly 3，000 scheduled flights per week. Since last year， amid the COVID-19 epidemic and major changes unseen in a century， the six countries have vigorously carried out cooperation to fight the epidemic， resume work and production， strengthen cultural and people-to-people exchanges， and maintained the momentum of LMC growing from strength to strength.

As a close neighbor of the five countries along the Mekong River， China hopes to help them speed up development through Lancang-Mekong cooperation and jointly create a regional environment of peace， stability， development and prosperity. China will work together with them to deepen cooperation in water resources， agriculture， public health， environment and social welfare. We will seek complementarity between LMC and the New International Land-Sea Trade Corridor. The LMC's cooperation with the Ayeyawady-Chao Phraya-Mekong Economic Cooperation Strategy （ACMECS）， the Greater Mekong Subregion Economic Cooperation Program （GMS）， and the Mekong River Commission （MRC） will be facilitated. We will speed up the building of the Mekong-Lancang Economic Development Belt， reinvigorate regional economic recovery and prosperity in the post-epidemic era， and contribute to ASEAN Community construction and regional economic integration.
