為深入踐行“外事為民”宗旨,推動開展黨史學習教育,踐行“我為群眾辦實事”,7月19日,重慶市因公出訪管理新系統上線啟動儀式暨2021年全市因公出訪專管員培訓會在市政府外辦舉行。
市政府外辦主任章勇武,市文化旅游委副主任秦定波,渝北區副區長張廣莉、重慶郵電大學原副校長、信息產業合作研究中心主任符明秋,重慶對外經貿集團黨委副書記林闖出席重慶市因公出訪管理新系統上線啟動儀式,全市各單位200余名外事專管員參加了全市因公出訪專管員培訓會議。市政府外辦副主任張婭茜主持啟動儀式。
據介紹,自2021年1月4日該系統試運行以來,極大地方便了群眾辦事。市政府外辦打造外事綜合服務平臺,實現“一網管辦”,提升外事服務水平。系統整合了因公出國(境)審批、護照、簽證3個工作環節,申請材料實現一次提供、多次使用,可實現只跑一次,“一站式”辦理完審護簽全部手續。申請人還可通過微信端預約申辦、進度查詢、服務評價等。
啟動儀式上,市政府外辦主任章勇武在致辭中表示,市政府外辦以因公出國(境)管理信息化建設為抓手,著力打通服務基層“最后一公里”,努力讓數據多跑路,讓申辦單位少跑路,不斷提高因公出國(境)科學化管理水平。新系統橫跨電子護照專網、內網、因特網,覆蓋手機移動端,實現了多網融合,一網管辦,真正做到了“云辦理”“云服務”“云管理”,為大數據智能化技術在外事領域的運用打下了良好基礎。下一步,出國(境)管理處要積極做好宣傳推廣、指導使用、意見反饋、優化提升等后續服務,期待新系統為大家帶來優質的服務體驗。
在2021年全市因公出訪專管員培訓會上,市政府外辦出國(境)管理處副處長潘世杰介紹了疫情以來全市因公出訪情況,相關負責人分別就系統的使用,以及系統改進后的審批、護照、簽證工作流程進行講解。交流環節中,多家與會單位代表踴躍發言,圍繞使用的相關問題展開熱烈討論。
“過去,3個環節獨立辦件,辦理專員至少要跑6趟,而現在我們拉通3個環節,縮短辦理時間,減少重復提交材料,讓專管員可以只跑一趟就能完成辦理?!迸耸澜鼙硎荆撓到y聚焦解決群眾辦事的痛點、難點,改變過去辦理過程中,紙質申請材料需要送到窗口,文件有誤需反復修改、反復送件;身份證等信息必須每次提供紙質申請材料;批件只提供紙質件,申請單位必須到窗口領取等諸多不便。
市公安局因公出訪專管員吳昊、重慶對外經貿集團因公出訪專管員錢靜在現場為因公出訪管理新系統上線點贊,紛紛表示,“以前因為文件提交、3個環節單獨辦理,需要跑多趟才能辦理,現在可以只跑1次,很多材料都能電子化提交,辦件越來越便捷了?!?/p>

Zhang Yongwu, director general of the Foreign Affairs Office of Chongqing Municipal People's Government, Qin Dingbo, deputy director general of Chongqing Municipal Development Committee of Culture and Tourism, Zhang Guangli, deputy chief of Yubei District, Fu Mingqiu, former vice president of Chongqing University of Posts and Telecommunications and director general of Information Industry Cooperation Research Center, and Lin Chuang, deputy secretary of the Party committee of Chongqing Foreign Trade and Economic Cooperation (Group) Co., Ltd. attended the launch ceremony of the new overseas business visits administration system of Chongqing, and 200-odd special managers of foreign affairs from various units of Chongqing participated in the Chongqing 2021 Training Session for Overseas Business Visits Special Managers. The launch ceremony was presided over by Zhang Yaxi, deputy director general of Foreign Affairs Office of Chongqing Municipal People's Government.
It is introduced that such system has greatly facilitated affairs of the masses since its trial operation on January 4, 2021. With the foreign affairs comprehensive service platform, the Foreign Affairs Office of Chongqing Municipal People's Government has realized "one network administration and handling", and raised the service level of foreign affairs. The system has integrated three work links of overseas (out of border) business visits, i.e. approval, passport and visa, with one-time provision and multiple use of application materials. The one-stop handling of the procedures for approval, passport and visa could be performed with only one visit. The applicants are also able to make appointments for application and handling, check the progress, and evaluate the service, etc. through WeChat client.
At the launch ceremony, Zhang Yongwu, director general of the Foreign Affairs Office of Chongqing Municipal People's Government, said in his speech that the Foreign Affairs Office of Chongqing Municipal People's Government takes the management informatization building of overseas (out of border) business visits as the starting point, strives to ensure the "last mile" of grass-roots service so as to shift the workload from applicants to data and constantly boost the scientific management level of overseas (out of border) business visits. Spanning the electronic passport private network, intranet and Internet, the new system has covered the mobile phone terminal, and realized multi-network convergence and one network administrating and handling. With "cloud handling", "cloud service" and "cloud management" truly realized, a sound foundation has been laid for the big data intelligent technology in the field of foreign affairs. Next, the Overseas (Border) Administration Division needs to proactively conduct the subsequent services such as publicity and promotion, instruction and use, feedback of opinions, optimization and improvement. Superior service experience brought by the new system is much expected.
During the Chongqing 2021 Training Session for Overseas Business Visits Special Manager, Pan Shijie, the deputy director of the Overseas (Border) Administration Division of Foreign Affairs Office of Chongqing Municipal People's Government, introduced the update of business overseas visits in Chongqing since COVID-19 outbreak, and the relevant persons in charge explained the use of the system, and the workflow of approval, passport, visa after the modification of system. In the Q&A session, many units' representatives spoke up and carried out heated discussions on the questions related to use.
"In the past, the three links were handled separately, requiring at least six visits by the handling special managers. Now with the three links merged into one, the handling time has been shortened and repeated submissions of materials have been reduced, so special managers can complete the handling with only one visit." Pan Shijie said that the system resolves the pain spots and difficulties of mass affairs, and settled various inconveniences in the past when paper application materials needed to be delivered to the window, documents with errors were required to be modified and delivered repeatedly, application materials such as ID card had to be provided in hard copies every time, only paper approval documents were issued, and the applicants must pick them up at the window, etc.
Wu Hao, the overseas business visits special manager of Chongqing Public Security Bureau, and Qian Jing, the overseas business visits special manager of Chongqing Foreign Trade and Economic Cooperation (Group) Co., Ltd., hailed the launch of the new overseas business visits administration system at the scene, "previously, handling required multiple visits due to the lengthy submission of documents and three separately handled links. Now many materials can be submitted electronically with only one visit, and documents could be handled much more conveniently."
