近年來，在全市人民的共同努力下，濟南市文明城市創建工作始終走在全國前列。在2017年以省會提名資格城市第一名的成績榮膺全國文明城市稱號以來，連續3年蟬聯省會和副省級城市年度測評第一名，走出了一條永不止步、勇攀高峰的新時代文明創建之路。

濟南市深入踐行“以人民為中心”的發展思想，始終突出全員導向抓創建，全市上下匯聚強大合力，人民群眾的認同感越來越強；始終突出問題導向抓創建，城市面貌發生深刻變化，人民群眾的自豪感越來越強；始終突出生態導向抓創建，環境質量取得根本好轉，人民群眾的幸福感越來越強；始終突出發展導向抓創建，城市能級實現跨越提升，人民群眾的成就感越來越強；始終突出民生導向抓創建，生活品質得到顯著改善，人民群眾的獲得感越來越強。

文明創建，讓濟南鳳凰涅槃、蝶變花開。衛生死角減少了，老舊小區更整潔了，城鄉面貌煥然一線；斷頭路打通了，“車讓人、人快行”，車輛通行更順暢；科教文衛快速發展，老百姓的“錢袋子”越來越鼓，人們的幸福感不斷提升……全國文明城市的創建，有力促進了濟南經濟社會進步、人民生活改善、社會風氣好轉、城市形象提升，更形成了萬眾一心、眾志成城，團結協作、無私奉獻，不畏艱險、敢打必勝，挑戰極限、爭創一流的濟南創城精神，為加快新時代現代化強省會建設注入源源不斷的精神力量。

文明創建永無止境，翻過一山再攀一峰。在踏上“十四五”新征程之際，濟南瞄準新目標，鋪展新藍圖。根據規劃，到2023年，濟南將建成理想信念堅定、文明程度領先、經濟高質發展、政治廉潔高效、文化繁榮厚重、社會和諧安定、生態文明良好、治理效能提升、群眾高度認可、工作常態長效的全國文明典范城市，文明城市創建工作持續走在全國前列。

Jinan has always laid emphasis on the ecological environment for the creation of national civilized city， and thus experiencing fundamental improvement in environmental quality and raising the people’s sense of well-being. Jinan has always highlighted the development-oriented forms for the creation of national civilized city， and thus making great strides in the level of urban function and boosting the people’s sense of achievement. Jinan has always worked around the people’s livelihood issues for the creation of national civilized city， and thus realizing significant advance for the quality of life and singularizing the people’s sense of gain.

Earthshaking changes have taken place in Jinan by virtue of the creation of national civilized city. Jinan City will thoroughly implement the important instructions of General Secretary Xi Jinping， and put into practice the arragements by the Central Publicity Department and the Office of Spiritual Civilization Development Steering Commission of the CPC Central Committee. Targeting the creation of “national civilized model city”， Jinan has pioneered its own way of progress in the new era.
