中老鐵路：老撾現代化基礎設施建設的重要里程碑

China-Laos Railway， an important milestone in Laos’ modern infrastructure construction

老撾人民革命黨中央總書記、國家主席通倫：

感謝中國大力支持，老撾終于告別了沒有火車的時代，擁有了現代化鐵路。老中鐵路是老撾“陸鎖國”變“陸聯國”戰略深入對接“一帶一路”倡議的紐帶，是老撾現代化基礎設施建設的一個重要里程碑，將極大促進老撾國家經濟社會發展。在兩國領導人重視關心和各方大力支持下，雙方克服疫情等諸多挑戰和困難，按期圓滿竣工并交付通車，這是老撾各族人民迎接建國46周年的寶貴禮物和慶祝老中建交60周年的盛大喜事，是老中“好鄰居、好朋友、好同志、好伙伴”精神和老中命運共同體精神的生動寫照，也是老中兩黨兩國和兩國人民友好關系的偉大標志，必將為老中兩黨、兩國關系注入新的重要內涵。老撾愿同中方一道，維護、運營好老中鐵路，為兩國和地區人民帶來更多福祉，為促進地區互聯互通和發展繁榮作出貢獻。

Thongloun Sisoulith， General Secretary of the Lao People’s Revolutionary Party （LPRP） Central Committee and Lao President ：

Thanks to China’s strong support， Laos has finally bid farewell to the days without trains and now has a modern railway. The Laos-China Railway is a bond deeply connecting the Laos’ development strategy to convert itself from a land-locked country to a land-linked country with the Belt and Road Initiative， and an important milestone in Laos’ modern infrastructure construction. The railway will greatly promote Laos’ national economic and social development. Thanks to the attention and care of the two countries’ leaders and great support from all parties， the two sides have overcome many challenges and difficulties such as the COVID-19 pandemic， and successfully completed the project and put it into operation on time. It is a valuable gift to all ethnic groups of Laos to celebrate the 46th anniversary of the founding of the Lao People’s Democratic Republic and a grand celebration for the 60th anniversary of the establishment of Laos-China diplomatic ties. It vividly demonstrates the spirit of “good neighbor， good friend， good comrade and good partner” and the Laos-China community with a shared future. It also greatly signifies the friendly relations between the two parties， two countries and two peoples. It will surely add new dimensions to the relations between the two parties and two countries. Laos is willing to work with China to maintain and operate the Laos-China Railway， bring more benefits to the people of the two countries and in the region， and contribute to promoting regional connectivity， development and prosperity.

老撾總理潘坎：

中老鐵路將成為老中、東盟和中國增進經貿、投資、旅游、就業、文化交流和人員往來等合作的重要驅動力。該項目是推進新時代中老全面戰略合作伙伴關系以及構建中老命運共同體的具體實踐。

Phankham Viphavanh， Lao Prime Minister：

In the future， the China-Laos Railway will become an important driving force for the two sides and ASEAN countries to conduct mutual cooperation in economy， trade， investment， tourism， employment， cultural exchanges， and people-to-people exchanges. The project is a concrete practice of advancing the China-Laos comprehensive strategic partnership of cooperation in the new era and building the China-Laos community with a shared future.

老撾副總理兼財政部部長宋迪：

中老鐵路是中老兩國關注的重點項目，也是“一帶一路”倡議的重點工程、中老友誼的標志性工程。中老兩國山水相連，守望相助。老撾疫情期間，中國第一時間派遣抗疫醫療專家組、解放軍醫療專家組支援老撾抗疫，中方參建企業和員工向老撾政府捐款捐物，積極支持老撾政府抗疫工作，這是構建中老命運共同體的真實寫照。

Somdy Douangdy， Lao Deputy Prime Minister and Finance Minister：

The China-Laos Railway is a key project of concern to both countries， a signature project of the joint construction of the Belt and Road Initiative， and has become a carrier and symbol of the friendship between Laos and China. As close neighbors， China and Laos always help each other. After learning of the outbreak in Laos， China immediately sent an anti-epidemic medical expert team and a PLA medical expert team to Laos. Chinese companies and employees participating in the construction of the railway donated money and supplies to the Lao government to support its fight against the pandemic. This is a true illustration of the efforts to build the China-Laos community with a shared future.

中老鐵路是一條連接地區和世界的國際大通道，為推動老撾與周邊國家乃至“一帶一路”沿線國家的經貿往來注入新的活力。中老鐵路實現了老撾“陸鎖國”變“陸聯國”的戰略夢想，對推動老撾進入發展新時代具有歷史意義，對老撾如期實現脫貧目標有積極作用。

Viengsavath Siphandone， Lao Minister of Public Works and Transport ：

The China-Laos Railway is a major international corridor connecting the region and the world， which will inject new vitality into economic and trade exchanges between Laos and neighboring countries as well as countries along the Belt and Road routes. The railway has helped Laos realize its strategic dream to transform itself from a land-locked country into a land-linked hub in the region. It is of historic significance for pushing Laos into a new era of development， and will play a positive role in achieving its goal of poverty alleviation as scheduled.

老中合作委員會副主席賽薩納·西提蓬：

中老鐵路不僅實現了兩國共建“一帶一路”的美好愿景，還為兩國人民帶來了福祉，對促進老撾以及區域經濟、工業發展有著重要意義。對促進中國-老撾、中國-東盟國家經濟文化交流有著積極的作用。中老鐵路是友誼之路，具有歷史性意義，一定能帶領兩國人民走向更加光明美好的未來。

Saysana Sitthiphone， Vice Chairman of Lao-China Cooperation Committee：

The China-Laos Railway has not only realized the vision of the two countries to jointly implement the Belt and Road Initiative， but also brought benefits to the people of the two countries. It is of great importance to the economic and industrial development of Laos and the region. It will play a positive role in promoting economic and cultural exchanges between China and Laos and between China and ASEAN countries. 老撾新聞文化旅游部副部長溫吞·考潘：

中老鐵路的開通將大大便捷兩國交通，為吸引更多中國游客創造條件，還將帶動當地的社會經濟發展。我們有計劃改善旅游基礎設施，完善旅游服務措施，為游客簽證、通關提供更多便利，吸引更多中國游客來感受老撾的自然風光和風土人情。

Ounthuang Khaophanh， Lao Deputy Minister of Information， Culture and Tourism：

The opening of the China-Laos Railway will greatly facilitate transportation between the two countries， create conditions for attracting more Chinese tourists， and boost local social and economic development. We plan to improve tourism infrastructure， refine tourism service measures， and make it easier for tourists to get visas and go through customs， so as to attract more Chinese tourists to experience the natural scenery and local customs of Laos.

老撾國家工商會副主席贊塔宗·翁塞：

中老鐵路將為老撾創造很多方面的便利，尤其是生產成本的降低，為促進老撾的經濟發展，特別是為老撾與中國之間的貿易關系和合作創造了良好的條件。

Chanthachone Vongsay， Vice President of the Lao National Chamber of Commerce and Industry：

The China-Laos Railway will bring convenience to Laos in many aspects， especially the reduction of production costs， and create favorable conditions for promoting the economic development of Laos， especially the trade relations and cooperation between Laos and China.

老撾國家工商會執行副會長道旺·帕占塔馮：

中國是老撾第二大貿易伙伴，也是在老撾投資最多的國家，更是老撾最主要的貿易出口國。鐵路開通將降低貨物運輸和交通成本，將增加商戶和鐵路乘客數量，這將帶來令人滿意的收入。同時，還將給貿易行業、酒店餐飲等服務行業和其他新興行業注入活力，是極大的發展機會。

Daovone Pachanthavong， Executive Vice President of Lao National Chamber of Commerce and Industry：

China is the second largest trading partner of Laos， the largest foreign investor in Laos， and the largest export destination of Laos. The opening of the railway will reduce freight transport and transportation costs， and increase the number of merchants and railway passengers， thus generating high income. It will also inject impetus into trade， hotel catering and other service industries， as well as other emerging industries， providing a great development opportunity for them.

老撾工貿部貿易促進司司長賽宋裴·諾拉馨：

中老鐵路的建成，將吸引更多投資者到訪老撾，進一步了解老撾，將老撾作為未來的投資目的地。

Xaysomphet Norasingh， Director General of the Trade and Product Promotion Department， the Lao Ministry of Industry and Commerce：

The completion of the China-Laos Railway will attract more investors to Laos to learn more about the country and consider it as a future investment destination.

老撾計劃投資部投資促進司副司長馮賽·維雷薩：

老撾政府正在進行一系列改革以改善投資政策和營商環境，沿中老鐵路建設新城、修建多條高速公路、機場、港口等國際物流設施，不斷提升老撾的基礎設施和促進沿線地區互聯互通，此外還多次修訂了投資法。

Phonesay Vilaysak， Deputy Director General of the Investment Promotion Department， the Lao Ministry of Planning and Investment：

The Lao government is carrying out a series of reforms to improve its investment policies and business environment， and building new towns， expressways， airports， ports and other international logistics facilities along the China-Laos Railway， in a bid to continuously upgrade the country’s infrastructure and advance regional connectivity along the railway. In addition， the investment law has been amended for several times.
