The opening ceremony of SCE 2022 was presided over by Hu Henghua, Deputy Secretary of CPC Chongqing Municipal Committee and Mayor of Chongqing Municipal Government. Zhang Xuan, Chairwoman of Standing Committee of Chongqing Municipal People’s Congress, and Li Mingqing, Deputy Secretary of CPC Chongqing Municipal Committee and Secretary of the Commission for Political and Legal Affairs of the CPC Chongqing Municipal Committee, attended the opening ceremony.

8月22日至24日，2022中國國際智能產業博覽會采取線上線下的方式在重慶舉行。

The Smart China Expo 2022 (SCE 2022) Opened in Chongqing Yuelai International Convention Center on August 22nd, 20228月22日，重慶悅來國際會議中心，2022中國國際智能產業博覽會開幕。

國務委員王勇通過視頻連線出席開幕式并致辭，市委書記陳敏爾致辭。烏拉圭副總統、國會主席兼參議長阿希蒙，匈牙利國會副主席雅高布·伊什特萬，上海合作組織秘書長張明，新加坡通訊及新聞部部長兼內政部第二部長楊莉明，中國工程院院長李曉紅，四川省委副書記、省長黃強通過視頻發來致辭。工業和信息化部黨組書記金壯龍、國務院副秘書長王志清通過視頻方式出席。市委副書記、市長胡衡華主持開幕式，市人大常委會主任張軒，市委副書記、政法委書記李明清出席。

王勇在致辭中指出，中國政府高度重視智能產業發展，近年來在推進智能產業發展上取得了積極成效。要認真落實習近平主席關于發展智能產業的一系列重要指示精神，進一步加強數字經濟基礎研究和技術創新，大力推動智能技術應用普及和融合發展，著力夯實智能產業設施、數據、人才等基礎支撐，加快建設網絡強國、數字中國、智慧社會，更好服務推動高質量發展、創造高品質生活。

王勇表示，中國將持續擴大高水平對外開放，在智能產業技術研發、標準制定、人才培養、安全保障、知識產權保護等方面深化國際交流合作。各國應堅持真正的多邊主義，堅決反對單邊主義、保護主義，凝聚發展共識，加強合作交流，攜手共促智能產業發展，共創數字經濟美好未來，讓數字技術、智能產業在促進全球經濟復蘇繁榮、推動構建人類命運共同體中發揮更大作用。

陳敏爾在致辭中說，習近平總書記高度重視數字經濟發展，多次作出重要指示，為我們辦好智博會、推動數字經濟發展指明了前進方向。近年來，我們認真落實黨中央部署要求，大力促進數字產業化、產業數字化，“智造重鎮”“智慧名城”建設取得新進展，“芯屏器核網”全產業鏈加快構建，“云聯數算用”全要素群日益完善，“住業游樂購”全場景集不斷拓展，大數據智能化創新已成為驅動全市經濟社會發展的強大引擎。

陳敏爾指出，建設智慧城市是推動高質量發展的內在要求，是創造高品質生活的重要支撐。重慶將自覺踐行以人民為中心的發展思想，加快建設新型智慧城市，助力打造國際化、綠色化、智能化、人文化現代大都市。著力培育壯大智能產業，匯聚更多創新資源和智能成果，為智慧城市發展注入新動能。著力豐富拓展智慧生活，開發更多應用場景，不斷滿足人民對美好生活的向往。著力優化提升智治水平，建好用好“城市大腦”，讓城市更聰明一些、更智慧一些。我們愿繼續與海內外有識之士一起努力，攜手開拓智慧城市建設新藍海，共同開創數字經濟發展新未來。

與會嘉賓圍繞2022智博會主題致辭。阿希蒙說，烏拉圭與重慶關系密切、合作深入。重慶是中國舉足輕重的城市，地處正在蓬勃發展的西部地區，烏拉圭和重慶交流合作前景廣闊，基于此烏拉圭在重慶設立了總領事館，服務廣闊的西部地區，推動與重慶的友好合作進一步向前發展。烏拉圭政府一直致力于促進技術進步，愿進一步密切與中國的聯系，擴大與中國的合作，共同建設更加全面的烏中友好伙伴關系。伊什特萬說，2010年，匈牙利在重慶設立總領事館。此后，重慶一直將匈牙利作為創新和技術知識轉移工作的優先合作伙伴。2021年，匈牙利創新與技術部和重慶市科技局共同簽署了《中國（重慶）—匈牙利科技創新戰略合作備忘錄》。預祝本屆智博會圓滿成功，我們對雙方的合作前景充滿信心。張明說，智博會是一個權威性的國際合作平臺，也是一個展示智能新技術和創新成果的舞臺。重慶作為智博會舉辦地，彰顯了蓬勃發展的勢頭，以及在智能化產業上所取得的成果。當今世界已經進入數字經濟快速發展時代，幾乎所有經濟社會部門都在推進數字化轉型，智能化發展趨勢也持續向前。楊莉明說，技術與數據的運用前景廣闊，可以提升城市生活品質，本屆智博會聚焦“智慧城市”恰逢其時。智博會提供了一個寶貴的平臺，各方可以圍繞智慧城市建設交流思想、分享經驗，碰撞出更多解決方案。相信本屆智博會能激發新思想、洞見新趨勢，在智慧城市生活等領域創造更大利益。

I want to congratulate the Chongqing Municipal People’s Government on the hosting of this year’s Smart China Expo.

Recently I have paid my first visit to Chongqing and been very impressed with the city’s vibrancy and creativity. This municipality has achieved significant economic growth and been open to scientific,technological, educational, and cultural innovation. I look forward to future collaborations between Ireland and Chongqing arising out of this very productive visit.

The COVID pandemic has changed many aspects of our lives, not least through increased digital usage. As a global technology hub of choice when it comes to attracting the strategic business activities of global ICT companies, Ireland is fully aware of the importance of nurturing the digitalisation of our economy and society.

Many of the areas which have been discussed at this year’s Smart China Expo, such as Artificial Intelligence, Cloud Computing, Big Data, and Internet of Things, are areas in which Ireland has strong research and development capabilities. Along with these strengths, and complemented by our highly educated workforce, Ireland is, like China, firmly committed to embracing the digital age.

The experience of the pandemic has shown how rapid the pace of change has been. More and more,digital will become part of the fabric of our everyday lives. And governments across the world, including here in China and in Ireland, are making great strides to make sure that everyone is prepared for this.

Without a doubt, the world has much to learn from Chinese companies and the well-developed nature of China’s online commercial eco-system, and it is at events such as the Smart China Expo that we can exchange views and ideas and help one another.

首先，我謹就2022中國國際智能產業博覽會的舉辦，向重慶市人民政府表示熱烈祝賀。

近期，我首次到訪重慶，這座城市的活力和創新給我留下了深刻印象。重慶在經濟上取得了巨大的發展，一向歡迎在科技、教育和文化領域的創新。此次訪問成果豐碩，我十分期待未來重慶和愛爾蘭開展更多合作。

Data is a key element of the digital economy. It is necessary to mobilize and use data sufficiently and give full play to its utility and value to empower. The capability to develop and apply data has become a key indicator of the comprehensive competitiveness of companies, cities, and even regions and countries. And data should be used as assets and capital. Establishing a data factor system is the fundamental guarantee of digitalization, which requires not only the government departments to make top-level designs, but also enterprises to enhance innovation and exploration in scientific research. The synergy of the government, enterprises, and research institutes shall promote data to generate greater value.

Building a digital China and developing the digital economy has become the strategic choice of the nation.

Today, the fastest supercomputer is an Exa-scale computer. If each person on earth were to complete one calculation per second, it would take around 4 years to complete. But the Exa-scale computer can do in just one second. This is the supercomputing power of this machine.

China is the biggest consumer of supercomputers, and it’s also the biggest producer of supercomputers. In the future, high-performance machines are going to be customized. We may have machines that are composed of other accelerators, maybe for machine learning, maybe for quantum computing, maybe for optical computing. Those are all possibilities that we can design our future systems.

如今，最快的超級計算機以百億億計算—如果全世界每人每秒能完成一次運算，需要大約4年才能計算完成。而百億億次級計算機只需要1秒，這就是它的超強計算能力。

Huawei, as an old friend of SCE, will continue to join hands with Chongqing to build a “Smart Manufacturing Powerhouse” and a “Renowned Smart City”. Huawei has actively participated in Chongqing’s new infrastructure construction in recent years. Particularly, Huawei and Chongqing have carried out in-depth cooperation in such areas as cloud construction and operation, and intelligent connected vehicles (ICVs).

Building smart cities are to build cities that can perceive, think, evolve, and be warm. Therefore,Huawei will work with Chongqing to develop a smart city based on four aspects: an urban digital base, smart capability integration, manufacturing industry development, and a prosperous application ecosystem. Functional intelligent material is an emerging field, and it will advance the development of a smart society. Technology can now be used to create materials on demand, which in turn will produce new materials for any new applications, such as in the fields of biology, medicine, energy, smart cities, water treatment, artificial intelligence, and smart computing.

We are trying to produce functional intelligent materials. Functional means that these materials can be programmed to perform complex responses to external stimuli. Intelligent means that these materials have memory, so that they can be taught to perform a specific function.

功能性智能材料是一個新興領域，將推動社會智能化發展。現在可以利用科技按需創造材料，進而為每一個新使用場景生產新材料。比如生物、醫療、能源、智慧城市、水處理、人工智能、智能計算等領域。

我們正在嘗試制造出功能性智能材料。功能性，是指可以通過編程，實現對外部刺激的復雜反應。智能，是指材料有記憶，可以通過學習，實現特定功能。

期待智能網聯汽車產業的“重慶樣板”

I have been impressed by the development of Chongqing’s ICV industry and I believe that Chongqing sees the true value of the operating system. During SCE 2022, Banma Network will sign an agreement with Chongqing Municipal Government to jointly build a new industrial ecosystem, pattern,and business card featuring the automotive operating system.

Chongqing is the best demonstration area for ICVs with a vast area of over 80,000 km, nearly 4,000 km of expressways, and 160,000 km of roads at all levels. Next, Alibaba and Banma Network will join hands with Chongqing to design the “Single-Vehicle Intelligence, Networked Connectivity Empowerment” program, and jointly create the “Chongqing model” of the ICV industry.

我被重慶智能網聯汽車產業發展所吸引，也相信重慶看到了操作系統的真正價值。在本次智博會期間，斑馬智行將與重慶市政府正式簽約，共同打造以汽車操作系統為特色的產業新生態、新格局、新名片。

Intelligent telesurgery has been an important development direction for medical technology and a new way to solve the problem of unbalanced medical resources. The combination of 5G technology and robotics also provides new technical feasibility for treating diseases and new solutions to balance medical resources. The major issue is how to guarantee the safety of intelligent telesurgery. Much technical work, network security, and the approval of patients are needed. Only in this way can intelligent telesurgery be truly applied to clinical practice.

智慧遠程手術已成為醫療技術一個重要的發展方向，是解決醫療資源不均衡問題的新途徑。5G技術與機器人技術的結合，也為治療疾病提供了新的技術可行性，為醫療資源的均衡提供了新的解決方案。其最主要的問題是如何保障智慧遠程手術的安全性。這需要做很多技術方面的工作，以及網絡方面的安全保障，同時還要贏得患者的認可。只有這樣，才能把智慧遠程手術真正應用于臨床。

The development of smart vehicles can meet people’s need for smart traveling and convenient transportation, and it provides an opportunity for Chinese car brands to gain competitiveness through alternative ways. However, the development of smart vehicles still faces multiple challenges. We recommend that government should set industry standards of smart technology, and optimize laws,regulations, and infrastructure which will enable sound industrial development; the industry should strengthen synergy and integrate resources to jointly address major issues such as chip unification and other key technologies; enterprises should increase the application of domestically produced chips and formulate security measures to firmly hold core technologies in our own hands.

發展智能汽車產業不僅可以滿足市民“智慧出行、便捷交通”需求，更為自主品牌車企實現“換道超車”提供了機遇。但智能汽車產業發展仍面臨多重挑戰。建議：在國家層面，應加快制定智能化產業標準，完善適合產業健康發展的法律法規和基礎設施；在行業層面，應加強各方產業協同，高效整合資源，聯合攻關如芯片統型等重大課題及關鍵技術；在企業層面，車企應加強國產化芯片應用和安全保障措施制定，將關鍵核心技術牢牢掌握在自己手里。

Advancing Intelligent Connected Vehicles (ICVs) for Added Competitiveness

加速推進智能網聯汽車產業“換道超車”

ICVs are not simple superpositions of intelligent, networked, and automobile technologies, but represent a new product structure produced by the integration of key factors in the field. Building ICV technology ecosystems with the integration of vehicles, roads, clouds, networks, and maps is a key task to develop the Chinese automobile industry and its social ecosystem.

In the future, the ICV industry will jointly create a new intelligent networked mobile tool through multi-party collaboration and innovation, and operate effectively in smart cities, thus furthering the integration of ICVs, intelligent transportation, and smart cities. China’s auto industry must take the initiative to seek revolution and promote the ICV and NEV industries for added competitiveness.

智能網聯汽車不是智能化、網聯化技術和汽車技術的簡單疊加，而是產業領域關鍵要素融為一體后產生的新的產品結構。構建車、路、云、網、圖跨界融合的智能網聯汽車技術生態體系，是我國發展汽車產業移動出行及其社會生態系統的關鍵任務。

未來智能網聯汽車產業將通過多方協同創新，共同打造全新的智能網聯的移動工具，并在智慧城市的大環境里有效運行，從而推動智能網聯汽車、智能交通和智慧城市的融合發展。我國汽車產業必須主動尋求變革，加速推進智能網聯汽車、新能源汽車產業“換道超車”。

In 2021, Chongqing’s digital economy grew at a year-on-year rate of over 20%, higher than the national average. The achievement of Chongqing’s digital economy is obvious to all. It is an integral part of the digital economy era to accelerate the integrated innovation of digital technology and drive intelligent socioeconomic development. At present, we are speeding up the integrated innovation with“5G+Industrial Internet” as the core. We will help Chongqing to build a “smart river chief” platform and provide services to ensure a “digital government”.

Under the annual theme of “Smart Cities”, the Smart China Expo (SCE) 2022 attracted a total of 665 exhibitors from 19 countries and regions. SCE 2022 displayed the global new products, new technologies, new applications, and new business models and forms with the application of big data and smart technologies in an online/offline, all-round and panoramic manner, highlighting the fruitful cooperation between international friendly countries and cities, as well as the Chengdu-Chongqing Twin-Hub Mega-Region in terms of digital economy and smart industries, accelerating the development of smart technologies and industries, and enabling technological innovation to empower and enrich life.

2022智博會聚焦“智慧城市”年度主題，共吸引來自19個國家和地區665家單位參展，通過線上或線下方式，全方位、全景式展示全球大數據智能化新產品、新技術、新應用、新模式、新業態等成果，突顯國際友好國家和城市，以及成渝雙城經濟圈在數字經濟和智能產業等方面的合作成效，推動智能科技和產業加快發展，讓科技創新賦能美好生活。

Multiple Exhibition Areas in Chongqing Pavilion重慶館設多個展區。

Focusing on “city”, “people” and “industry”, the Comprehensive Exhibition Area in the Central Hall displayed the achievements of Chongqing’s urban development, public services, and industrial development in recent years. Among them, the Chongqing Pavilion had an exhibition area of 2,500 m, including different sections such as transportation, smart community, combination of medical care and rehabilitation, smart construction, ecological conservation, digital cultural tourism, urban safety, and smart education, showcasing Chongqing as a “Renowned Smart City”.

中央大廳綜合展區聚焦“城市”“人”“產業”要素，展示近年重慶在城市建設、公共服務、產業發展等方面的發展成就。其中重慶館展示面積達到2500平方米，涉及交通出行、智慧社區、醫養結合、智能建造、生態環保、數字文旅、城市安全、智慧教育等多個展區，體現“智慧名城”的魅力。

The offline International Pavilion was set in the regional cooperation exhibition area of the N1 Pavilion of Chongqing Yuelai International Expo Center, with a total of 11 participating countries and regions. Over 100 enterprises attended the exhibition organized by the Consulates-General in Chongqing and Chengdu including Singapore, Israel, Uruguay, Hungary, Belarus, Republic of Korea, Cambodia, Australia, Italy, the Netherlands and Austria as well as Chongqing Liaison Unit of the Government of the HKSAR and the Hong Kong Trade Development Council.

線下國際展館設在悅來國博中心N1館區域合作展區內，共有11個國家及香港特區參展。包括新加坡、柬埔寨、匈牙利、荷蘭、意大利、烏拉圭、白俄羅斯、韓國、澳大利亞、以色列和奧地利等國駐渝蓉總領事館、相關機構及香港特區政府駐重慶聯絡處和香港貿易發展局，共組織了100余家企業參展。

At the Smart China Expo 2022, Chongqing Smart Tourism Exhibition Hall has become a highlight. Exhibitors including the Academy of Dazu Rock Carvings, China UnionPay Merchant Services (China UMS), Chongqing Tourism Cloud Information Technology, and iFlytek brought various brand-new smart tourism products to the expo, presenting a number of smart “secret tools” designed to improve the refined management and service experience of culture and tourism sector. The visitors were provided with opportunities to explore the power of big data in culture and tourism and experience the charm of smart tourism.

2022智博會上，重慶智慧旅游展廳成為一大亮點，大足石刻研究院、銀聯商務、重慶旅游云信息科技、科大訊飛等多個單位攜眾多全新智慧旅游產品亮相，呈現一批提升文旅精細化管理和服務體驗的智能化“神器”，帶領觀眾探尋文旅大數據的奧妙，體驗智慧旅游的魅力。

Smart Technology: Improving Management and Services

Over the past years, with the continuous application of “big data + tourism”,tourists have been portraited and public opinions have been analyzed, effectively enhancing the capability of collaborative management and public services and driving transformations in tourism service, marketing, management, and innovation.

Dazu Rock Carvings GIS Visualized Control System integrates and connects to multiple sub-systems, including video surveillance, visitor flow monitoring,parking lot management, and others. It has addressed problems such as “data silos”, failure in information sharing, incomprehensive data analysis, unlinked data, inefficient management, and unreasonable resource allocation in Dazu Rock Carvings Scenic Area. The system has also facilitated coordination between different types of operations such as services and management in the scenic area,thus improving the management efficiency.

Chongqing Smart Culture & Tourism Radio & Television Cloud Platform is a big data service platform for the culture and tourism industry, integrating culture,cultural heritages, museum pieces, and tourism in Chongqing. The Ministry of Culture and Tourism’s requirements for data monitoring are met thanks to the structured data collection by the Culture & Tourism Radio & Television Cloud which deals with 10 categories of culture & tourism resources and 90% of the city’s culture & tourism scenarios. All 3A scenic areas and above are covered.Via Pocket Cloud, its mobile app, culture & tourism data and surveillance videos of scenic areas could be accessed and checked anywhere and anytime.

The “Culture & Tourism Sentry” system makes COVID-19 prevention and control in scenic areas easier. It focuses on daily epidemic prevention and control and category-based management in scenic areas, venues, and other places associated with culture & tourism. The system has addressed pain points in a targeted way such as the absence of real-time monitoring tools for visitors’ health status, the difficulty in collecting and tracking visitors’ health status due to their high mobility, and the time-consuming statistical work.

智能化，提升管理服務

近年來，隨著“大數據+旅游”的持續應用，通過旅游大數據，對游客畫像及旅游輿情進行分析，可以有效提升協同管理和公共服務能力，推動旅游服務、旅游營銷、旅游管理、旅游創新等變革。

大足石刻GIS可視化管控系統，整合、對接視頻監控、客流監測、停車場管理等多個系統，解決了大足石刻景區存在的數據孤島、信息不共享、數據分析不全面、數據不聯動、調度效率低、資源配備不科學等問題，實現大足石刻景區服務、管理等不同類型的業務協同，提高管理效率。

重慶市智慧文旅廣電云平臺是重慶市集文化、文物博物、旅游于一體的文旅行業大數據服務平臺。目前文旅廣電云結構化數據采集涉及10個類別文旅資源，覆蓋全市90%文旅場景，其中3A及以上景區100%覆蓋，完成國家文旅部相關數據監測的要求。

The Digital Map of Intangible Cultural Heritages in Sichuan and Chongqing supports the creative transformation and innovative development of intangible cultural heritages in Sichuan and Chongqing.川渝兩地非遺數字圖譜推動川渝兩地非遺創造性轉化和創新性發展。

Chongqing Wuling Mountain Smart Tourism Information Platform offers a comprehensive software and hardware system that is stable, safe, efficient, and easyto-use. It integrates various cutting-edge technologies such as the Internet of Things,big data, artificial intelligence, cloud computing, GIS, and software system. It is tailored to the features of the culture & tourism industry in the Wuling Mountain area. In order to enable functions such as resource presentation, data monitoring,and public services of culture & tourism, the platform is developed under a unified framework, which integrates culture & tourism data collection and management,video surveillance collection, Internet data collection,and tourist services.

The Digital Map of Intangible Cultural Heritages in Sichuan and Chongqing is an important project in the development of the Bashu Culture & Tourism Corridor,which incorporates 1,082 intangible cultural heritages at or above the provincial level, including 182 nationallevel ones. Empowered by digital map technology, the digital system of intangible cultural heritage protection and inheritance in Sichuan and Chongqing is fostered to support the creative transformation and innovative development of intangible cultural heritages in Sichuan and Chongqing.手機端APP—口袋云，實現了文旅數據和景區監控視頻隨時隨地地查看。

“文旅哨兵”系統為景區疫情防控提供了便利，該系統著眼于景區、場館等文旅場所日常防疫管控、活動分類管控工作，針對性解決游客健康狀態缺少實時監控工具、游客流動性大健康狀態難以獲取追蹤、核酸檢測和疫苗接種情況統計工作費時等痛點問題。

重慶武陵山智慧旅游信息平臺，融合物聯網、大數據、人工智能、云計算、GIS、軟件系統集成等多項先進技術，結合武陵山地區文化旅游行業特點，將文旅數據采集和治理、視頻監控匯集、互聯網數據匯聚、游客公共服務集成融合在統一的架構下，構建一個穩定、安全、高效、易用的綜合軟硬件體系，實現文化旅游的資源展示、數據監測、公共服務功能。

川渝兩地非遺數字圖譜，是巴蜀文旅走廊建設的重要課題項目，收錄省級以上非物質文化遺產數共1082項，其中國家級182處。通過應用數字圖譜技術，構建了川渝兩地非遺保護傳承的數字化體系，推動川渝兩地非遺創造性轉化和創新性發展。

Digitalization: Making Tourism More Convenient

With the application of new technologies such as the Internet, big data, and artificial intelligence, tourism has been more convenient thanks to the smart tourism featuring digitalization, Internet application, and smart technology.

For instance, the people-centered service platform of China UMS Smart Tourism Destination incorporates new elements such as digital RMB, panoramic VR historical attractions, text-based introductions of scenic spots, itinerary customization, culture and sports information, epidemic prevention and control, and one-stop basic public services. The development of the all-round ecology of digital RMB application scenarios, including self-owned online sales channels,restaurants, retail, hotels, and parking lots, has allowed Chinese and international visitors to enjoy a novel payment experience with digital RMB in scenarios such as spending and purchasing admission tickets.

Tencent Culture and Tourism showcased a platform called “Tour in Wulong on One Terminal”. The platform makes use of the digital platform supported by the Internet of Things,cloud computing, big data, and artificial intelligence, offering tourists one-stop smart services in accessing tourism information, planning itinerary, making reservation, sharing travel experience,and purchasing featured e-commerce products through personalized route customization,experienced travelers’ recommendations, smart customization, and smart tour guides.

A number of new achievements and applications of digitalization and smart technology in culture and tourism were displayed in Chongqing Smart Tourism Exhibition Hall at the Smart China Expo 2022. Visitors were attracted to enjoy an interactive and immersive experience that transcended time and space, exploring new trends of culture and tourism in the future.

Tourism sector in Chongqing is seizing the development opportunity of big data and smart technology, becoming smarter, and upgrading tourism and its development. In this context,Chongqing will be built into a well-known tourist destination in the world and its reputation - “A Land of Natural Beauty, A City with Cultural Appeal” - will be bolstered.

2022 Western China Science & Technology Finance Summit Sci-Tech Boosting Financial Development Finance Empowering Sci-Tech Innovation

On August 22, 2022 Western China Science & Technology Finance Summit was held online. As one of the specialized forums of the Smart China Expo 2022, the summit was themed by “Sci-Tech Innovation·Modern Finance·Industrial Development”. Academicians,experts, and representatives from stock exchanges of capital markets, wellknown venture capital firms and leading businesses attended the summit,including Pan Fusheng, member of the Chinese Academy of Engineering and John Edward Hopcroft, the Turing Award laureate. They discussed the development of new materials industry, the building of smart city, supporting policies, future trends of capital markets, etc.

The summit is hosted by the SCE Organizing Committee and organized by Chongqing Municipal Bureau of Science and Technology and Yuzhong District Government. By effectively connecting technology with capital,enterprises with financial institutions, the summit aims to strengthen the synergy of sci-tech finance among regions and pool together global talents,technology, capital, ecology and other innovative resources in sci-tech finance at a faster pace. With science and technology boosting the finance and the latter empowering sci-tech innovation, steps will be accelerated to turn Chongqing into a financial center in western China and a sci-tech innovation hub with national importance.

At the summit, Mr. Pan Fusheng, Mr. John Edward Hopcroft and persons-in-charge of the three major stock exchanges in Shanghai, Shenzhen and Beijing delivered keynote speeches on the development of new materials industry, smart city, supporting policies, and future trends of capital markets.According to John Edward Hopcroft, “The information revolution will change the nature of our life and work, and we can work right at home.Building a smart city requires infrastructure, and people want to know what life and work will be like in the future, but these changes may be even beyond their expectation. It will be a contest between knowledge-intensive industries and manufacturing.”

8月22日，2022中國（西部）科技金融峰會以線上形式舉行。作為2022中國國際智能產業博覽會的專業論壇之一，此次峰會以“科技創新 現代金融 產業發展”為主題，中國工程院院士潘復生、圖靈獎得主約翰·愛德華·霍普克羅夫特等院士專家，以及資本市場交易所、知名創投機構、行業領軍企業代表等圍繞新材料行業發展、智慧城市建設、資本市場政策支持及發展趨勢等展開探討。

本次峰會由智博會組委會主辦，重慶市科技局、渝中區政府承辦，旨在通過構建技術與資本、企業與金融機構高效對接橋梁，加強地區之間科技金融的協同聯動，加速聚集全球科技金融領域的人才、技術、資本、生態等創新資源，以科技助力金融發展，金融賦能科技創新，加速建設西部金融中心，打造具有全國影響力的科技創新中心。

峰會上，潘復生、約翰·愛德華·霍普克羅夫特以及上海、深圳、北京三大證券交易所相關負責人，圍繞新材料產業發展、智慧城市、資本市場政策支持及發展趨勢等發表主旨演講。約翰·愛德華·霍普克羅夫特說，“信息革命將改變我們的生活和工作性質，我們可以在家里就能完成工作。建設智慧城市需要基礎設施的支持，人們想要了解未來的生活和工作是什么樣的，但這些變化甚至會在人們的預料之外，這將是一場知識密集型產業與制造業的比拼。”

In the themed sharing session, managers of well-known venture capital firms, such as CASSTAR, Walden International, Ant Group Co., Ltd and China International Capital Corporation Limited (CICC) exchanged their insights on topics like “new opportunities for hard & core technology investment and development”, “new opportunities for investment in the eco-chain of intelligent automobiles”, etc.

“2022 Western China Excellent Investment Institutions (TOP20)” and the “2021 Chengdu-Chongqing PE/VC Confidence Index” were launched at the summit for the first time. PE/VC Confidence Index was firstly studied and released in China by Chongqing Venture Capital Industry Development Report Editorial Board. Based on surveys with fund managers of PE/VC institutions, it is a scientific method of surveying and analysis to reflect the status quo and predict the trends of venture capital industry, showcasing its growth or decline on the whole.

The data shows that the venture capital markets in Chengdu and Chongqing in 2021 were overall promising, which was closely linked to China’s great attention to the Chengdu-Chongqing Twin-Hub Mega-Region.Various favorable policies have sped up the development of venture capital markets in Chengdu and Chongqing.

在主題分享環節，中科創星、華登國際、螞蟻科技集團、中金資本等知名創投機構管理人就“硬科技發展投資新機遇”“汽車智能化生態鏈投資新機遇”等主題展開觀點碰撞。

峰會還首次發布了“中國（西部）2022年度優秀投資機構（TOP20）”榜單，以及“2021年度成渝PE/VC信心指數”。據介紹，PE/VC信心指數是由重慶創業投資行業發展報告編委會在國內最早研究并發布，是以對PE/VC機構基金經理調查為基礎，反映和預測創業投資行業發展現狀及趨勢的一種科學的調查分析方法，反映創業投資行業的整體增長或衰退情況。

數據顯示，2021年成渝兩地創業投資市場整體趨勢向好，這與國家高度重視成渝地區雙城經濟圈建設密不可分，各項利好政策加速成渝兩地創業投資市場發展。

RCEP數字貿易合作發展論壇數字經濟推動貿易高質量發展

RCEP Digital Trade Cooperation and Development Forum Digital Economy: Empowering High-Quality Trade Development

On August 22, “RCEP Digital Trade Cooperation and Development Forum”, one of the thematic forums of the Smart China Expo 2022(SCE 2022), was held online. The forum invited the heads of China’s Ministry of Commerce, China Council for the Promotion of International Trade (CCPIT), embassies and consular posts of RCEP countries in China, and international chambers of commerce and associations operating in China, as well as prestigious economists, free trade zone researchers, business executives,and other professionals. They interpreted the development trends of the digital economy and advised businesses on how to take advantage of the sector’s new opportunities for rapid growth, maximize the benefits of the dividends that RCEP continues to release, and write a new chapter in the advancement of digital trade cooperation.

The forum was themed “Digital Economy Empowers High-Quality Trade Development”. Currently, RCEP countries include China, Japan, South Korea,10 ASEAN countries, Australia, and New Zealand. The total population,economic volume, and total trade volume of the existing 15 member states account for around 30% of the world’s total. RCEP is an equivalent to the European Union free trade areas and USMCA (NAFTA). Among them, the digital industry is essential for RCEP member countries and plays a significant role in regional cooperation.

8月22日，2022智博會分論壇之一的“RCEP數字貿易合作發展論壇”在線上舉行。論壇邀請商務部、中國貿促會、RCEP國家駐華使領館、在華國際商協會負責人，知名經濟學家、自貿區研究學者、企業高管等專業人士，解讀數字經濟發展趨勢，引導企業抓住數字經濟快速發展新機遇，用好RCEP持續釋放的紅利，譜寫數字貿易合作發展新篇章。

論壇以“數字經濟推動貿易高質量發展”為主題。據了解，RCEP涵蓋中國、日本、韓國、東盟10國以及澳大利亞、新西蘭，現有15個成員國的總人口、經濟體量、貿易總額均占全球總量約30%，是與歐盟、北美自貿區并駕齊驅的世界三大自由貿易區。其中，數字產業是RCEP成員國的重要產業，在本區域合作中占有重要地位。

Zhang Shenfeng, Vice Chairman of CCPIT, noted in his address that CCPIT places a high priority on the growth of trade in services, particularly digital trade.A national-level liaison mechanism among players engaged in trade facilitation could be set up for the innovation and development of trade in services. A lot could be done in policy communication, thematic research, platform building,commercial legal services, etc. Support will be offered, as always, to Chongqing in developing the export-oriented economy and digital economy. Efforts will be made to help Chongqing businesses leverage the market, investment, and growth opportunities by utilizing RCEP and digital technology, to further expand the global markets and deliver open cooperation at higher levels.

The RCEP agreement, according to Shen Jinqiang, Vice Chairman of the Standing Committee of the Chongqing Municipal People’s Congress, involves roughly 30% of the world’s population, 30% of the world’s economy, and 30%of the world’s foreign trade. Thus, developing the digital trade enjoys unique advantages, tremendous potential, and broad prospects. It is expected to work with member states to strengthen exchanges and cooperation, develop digital industry while transforming traditional industries with digital technologies, accelerate the transformation of trade modes, and introduce policies and establish mechanisms to support the development of digital trade. All these efforts will contribute to fostering and maintaining a favorable environment and building a mechanism platform conducive to digital trade, thus advancing the high-quality development of digital trade in the region.

開幕式上，由重慶市貿促會自主定制研發的全市首個RCEP智慧公共服務平臺—“重慶自貿通（FTA）智慧服務平臺”正式發布上線。作為一款集關稅查詢、最優關稅智能判定、RCEP商品備案和for commercial law, commercial certification, and commercial dispute handling, will be made available in the future. The new features will underpin Chongqing’s development of digital government with new highlights and provide new approaches to opening-up services across the city.

At the forum, participants from different countries and organizations shared their observations, such as Li Jun, Director of the Ministry of Commerce’s Institute of International Trade in Services; Flerida Mayo,Consul-General of the Philippines in Chongqing; Jiang Fan, Vice President of City Cluster of JD.com Technology Group; Tan Lay Lin, Director of International Trade Cluster of the Singapore Ministry of Trade and Industry;Ding Yu, expert on the international digital economy; and Wang Hanbing,President of Chongqing Electronic Commerce Association. They discussed the new technologies, new products, new services, and new rules brought by digital trade from different perspectives and considerations. 青年大數據智能化創新創業大賽聚焦“智慧城市”建設

Youth Innovation and Entrepreneurship Competition on Big Data and Smart Technology A Focus on Building “Smart City”

On August 23, the 2022 “Smart China Cup”: Youth Innovation and Entrepreneurship Competition on Big Data and Smart Technology concluded in Yuzhong District. The competition centered on the building of “smart city” and selected projects in the fields of big data and smart technology, such as smart finance, smart commerce, smart healthcare,smart education, smart culture & tourism, smart low-carbon, smart management, and smart manufacturing. Since its launch in June, a total of 678 projects from 28 provinces and municipalities across the country signed up and participated in the event. 10 projects entered the final after the first round and the second round of competition.

Projects in the final mainly came from fields like industrial software,blockchain, functional robotics, smart healthcare, etc. They performed excellently in various aspects such as technology R&D, innovation empowerment, and market development. Among them, the Financial Sci-Tech Intelligent Operations Platform won the first prize. It was the first online platform independently designed, researched and developed by the Chongqing Export-Import Financing Guarantee Co., Ltd. for inclusive financing services, financial sci-tech big data, and smart technology in the guarantee industry.

8月23日，2022“智博杯”青年大數據智能化創新創業大賽在渝中區落幕。本次大賽聚焦“智慧城市”建設，圍繞智慧金融、智慧商貿、智慧醫療、智慧教育、智慧文旅、智慧低碳、智慧管理、智慧制造及其他大數據智能化領域進行項目選拔。自6月份啟動以來，累計吸引全國28個省市678個項目報名參賽，經過初賽、復賽，最終10個項目進入決賽。

決賽項目主要來自工業軟件、區塊鏈、功能性機器人、智慧醫療等領域，在技術研發、創新賦能、市場發展等多方面表現亮眼。其中，獲得一等獎的項目金融科技智能運營平臺，是重慶進出口融資擔保有限公司，獨立自主設計研發的首個擔保行業金融科技大數據智能化、全線上普惠金融服務平臺。

Smart China Expo (SCE) 2022 is the fifth SCE to be held in Chongqing. Over the years, Chongqing has delivered notable outcomes from hosting the SCE under the theme of“Smart Technology: Empowering Economy, Enriching Life”.

The First Smart China Expo首屆中國國際智能產業博覽會。

The first Smart China Expo was held on August 23-25, 2018 in Chongqing.General Secretary of the CPC Central Committee, President of China, and Chairman of the Central Military Commission, Xi Jinping, sent a congratulatory letter to the Expo. Member of the Standing Committee of the Political Bureau of the CPC Central Committee and Vice Premier of the State Council Han Zheng attended the opening ceremony and delivered the congratulatory letter by President Xi.

SCE 2018 took the theme of “Smart Technology: Empowering Economy,Enriching Life”. Chongqing was announced as the permanent site of the SCE by the national government.

Foreign dignitaries such as Emeritus Senior Minister of Singapore Goh Chok Tong, Deputy Prime Minister of Laos Somdy Douangdy, Deputy Prime Minister of Mongolia U. Enkhtuvshin, and Deputy Speaker of the Philippines’s House of Representatives Pia Cayetano; heads of international organizations such as the Shanghai Cooperation Organization and International Telecommunication Union attended SCE 2018.

The Expo held 2 thematic meetings, 9 high-level forums, 7 professional summits, and 5 contests. Nearly 100 major activities including deliverable presentations and signing ceremonies were held. The Expo attracted 537 company exhibitors, with 501 major projects signed.

Singapore, as the Guest Country of Honor, organized more than 40 enterprises and 200 delegates to attend the Expo in Chongqing.

Guests from 30 countries and regions, enterprises from 14 countries and regions, 23 international sister cities, and delegations from 18 other Chinese provinces/autonomous regions/cities attended the Expo.

Seven national pavilions were set up, with overseas companies covering 31% of the exhibition area. The total number of visitors exceeded 500,000,and more than 1,000 journalists at home and abroad reported the event.

Smart China Expo 2019 was held on August 26-29, 2019 in Chongqing. General Secretary of the CPC Central Committee, President of China, and Chairman of the Central Military Commission, Xi Jinping, sent a congratulatory letter to the Expo. Member of the Political Bureau of the CPC Central Committee and Vice Premier of the State Council Liu He attended the opening ceremony and delivered the congratulatory letter by President Xi.15 important guests at the vice-ministerial level or above from eight foreign governments and international organizations attended the event. The United Kingdom, Singapore, and Italy were the Guest Countries of Honor.

Academic leading figures such as Nobel laureate in Physics Kostya Novoselov, industry leaders in big data and smart technology at home and abroad, and business leaders and elites attended the Expo and engaged in high-end dialogues and exchanges focusing on the frontiers of smart technology.

SCE 2019 continued with the theme of “Smart Technology: Empowering Economy, Enriching Life”. It shed light on the latest products and technologies, as well as new types and models of global smart industries through conferences, exhibitions, contests, and forums.

The Expo held 46 forums, 8 international contests, and over 100 launching activities. More than 600 projects were signed during the Expo or the sideline events.

The Expo invited 173 foreign companies as exhibitors. 21 countries and regions, and 415 international teams and competitors participated in 8 international contests.

Over 400 representatives of the political circle, business sector, and academia from more than 40 countries and regions explored cooperation opportunities of the digital Silk Road and advanced high-quality Belt and Road cooperation.

Smart China Expo 2020 Online was held on September 15-17, 2020 in Chongqing. A venue was set up in Singapore with a link to the main venue in real-time. The Expo focused on the theme of “Smart Technology:Empowering Economy, Enriching Life”. Both online forums and launching activities were held. Guests and enterprises from 23 countries and regions,18 international sister cities, and 10 other Chinese provinces/autonomous regions/cities were invited to attend the Expo. The “screen to screen”interaction and scenario-based display were launched with the help of modern information technology.

2018 Mayors’ Roundtable for International Sister Cities of Chongqing, China2018中國·重慶國際友好城市市長圓桌會議。

On August 23, 2018, as the themed conference of the first Smart China Expo (SCE), 2018 Mayors’ Roundtable for International Sister Cities of Chongqing, China was convened at the Chongqing Yuelai International Convention Center. With the theme of “Smart Life · Innovative Future”,the signing ceremony for cooperation projects between Chongqing and international sister cities was held. It was decided that such a roundtable meeting would be hosted in Chongqing regularly to establish a longterm dialogue and cooperation mechanism. Thewas unanimously passed.

150 guests gathered in Chongqing, including mayors or government representatives from 23 provinces, states, and cities in 16 countries such as the U.S., Germany, Japan, South Korea, Singapore and Panama as well as Consul-General of Japan in Chongqing, Consul-General of South Korea in Chengdu and Consul-General of New Zealand in Chengdu. They shared their insights on the role of cities in promoting intelligent development and creating a better life.
