Presentation on Implementing the Xi Jinping Thought on the Rule of Law Held by Chongqing FAO 市政府外辦舉行深學篤用習近平法治思想宣講會

9月23日，市政府外辦舉行深學篤用習近平法治思想宣講會，邀請重慶市深學篤用習近平法治思想宣講團成員、西南政法大學法學教授王懷勇作專題宣講，辦機關及直屬事業單位干部職工參加。

王懷勇以“深學篤用習近平法治思想”為題，立足新時代中國特色社會主義發展，系統闡述習近平法治思想的核心要義和豐富內涵。通過宣講，使干部職工對習近平法治思想有了更加深刻的認識和理解，有助于進一步增強法治意識，準確把握全面依法治國重大意義，著力提升依法行政水平。

習近平法治思想是我黨在法治領域具有里程碑意義的原創性理論，創造性回答了新時代為什么實行、怎樣實行全面依法治國等系列重大問題。要切實增強學習宣傳貫徹習近平法治思想的政治自覺、思想自覺、行動自覺，做尊法學法守法用法的模范，善于運用法治思維和法治方式處理涉外工作，助力構建新型國際關系、構建人類命運共同體，以實干實績迎接黨的二十大勝利召開。

Foreign Affairs Office of Chongqing Municipal People’s Government Paid an lnspection Tour to the Western China (Chongqing) Science City and Chongqing Chemical &Pharmaceutical Holding (Group) Company 市政府外辦調研西部（重慶）科學城、重慶化醫控股（集團）公司

From September 27thto 28th,Zhang Yaxi,Deputy Director-General of the Foreign Affairs Office of Chongqing Municipal People’s Government,led an inspection tour to the Western China (Chongqing) Science City and Chongqing Chemical &Pharmaceutical Holding (Group) Company.The inspection was themed on “Accelerating the Development of the Center for International Exchanges in Central and Western China with High-Quality Serving for Openness and Development”.Exchanges and discussions were made with Wu Li,Deputy Director-General of the Science City Administration,Long Jie,Level-II Inspector of the Science City Administration,and Zeng Zhongquan,Deputy Secretary of the CPC Committee and General Manager of Chongqing Chemical &Pharmaceutical Holding (Group) Company to help Chongqing speed up the development of the Center for International Exchanges in Central and Western China.

The two sides held extensive discussions on deepening international exchanges and cooperation,establishing platforms for international exchanges,bolstering foreignrelated management services,promoting international infrastructure development,and training talents specialized in foreign affairs in the Western China (Chongqing)Science City.The topic of “Research on the Development Path of Foreign Affairs Serving Western China (Chongqing) Science City” was reviewed and discussed by the inspection team,projecting a suitable path for the high-quality development of foreign affairs in Science City in the future.

9月27日至28日，市政府外辦副主任張婭茜率隊赴西部（重慶）科學城、重慶化醫控股（集團）公司，開展“加快中西部國際交往中心建設 高質量服務開放發展”主題調研，與科學城管委會副主任吳莉、二級巡視員龍杰，化醫集團黨委副書記、總經理曾中全等進行交流座談，助力重慶加快建設中西部國際交往中心。

在西部（重慶）科學城，雙方就深化對外交流合作、搭建對外交往平臺、加強涉外管理服務、推進國際化基礎設施建設、培養外事工作人才等方面進行深入交流。調研組對科學城“外事工作服務西部（重慶）科學城建設路徑研究”課題進行探討交流，為科學城未來外事工作高質量發展規劃了良好路徑。

The Science City,according to Zhang Yaxi,is rich in resources for openingup and has substantial room for international exchanges and collaboration.The Foreign Affairs Office of Chongqing Municipal People’s Government will actively assist Western China (Chongqing) Science City in international exchanges,with endeavors to make the Science City an expansion area of the Center for International Exchanges in Central and Western China as soon as possible.The inspection team visited TERMINUS AI PARK and SK Hynix Semiconductor(Chongqing) Ltd.to learn about the companies and respond to concerns.

At Chongqing Chemical &Pharmaceutical Holding (Group) Company,the inspection team had a thorough understanding of its production and operations,international cooperation,development planning,and other related situations.The two sides also exchanged views on how to advance the company and widen channels of cooperation.

Zhang Yaxi expressed that Chongqing Chemical &Pharmaceutical Holding(Group) Company,as a major player in Chongqing,actively expands its overseas business and engages in frequent international exchanges,both of which are crucial for boosting Chongqing’s influence in the global stage.The Foreign Affairs Office of Chongqing Municipal People’s Government will establish a regular communication mechanism with Chongqing Chemical &Pharmaceutical Holding(Group) Company and support its growth with maximized resources available with foreign partners,and in Hong Kong SAR and Macao SAR.

張婭茜表示，科學城開放資源豐富，對外交流合作空間廣闊，市政府外辦將積極支持西部（重慶）科學城開展國際交流，助力科學城早日建成重慶中西部國際交往中心的拓展區。調研組一行考察了特斯聯AI PARK、愛思開海力士半導體（重慶）有限公司，了解企業情況并回應關切。

在化醫集團，調研組深入了解其生產經營、對外合作、發展規劃等有關情況，雙方就企業發展、拓展合作渠道等方面進行交流。

張婭茜表示，化醫集團作為重慶重點企業，積極拓展海外業務，對外交流頻繁，在提升重慶國際影響力方面發揮著重要作用。市政府外辦將與化醫集團建立定期溝通機制，用好外事港澳資源助力企業發展。

Foreign Affairs Office of Chongqing Municipal People’s Government Held a Meeting on COVlD-19 Prevention and Control Policies with Foreign Consulates in Chongqing 市政府外辦舉辦外國駐渝領館疫情防控政策溝通會

On September 21st,the Foreign Affairs Office of Chongqing Municipal People’s Government,together with the Municipal Health Commission and Yuzhong District Government,held a meeting to discuss COVID-19 prevention and control policies with Foreign Consulates in Chongqing.

Attending the meeting were 1) Consuls-General or representatives of Italy,the Philippines,the Netherlands,Japan,Myanmar,Canada,the United Kingdom,Hungary,and Uruguay in Chongqing;2) Li Mingquan,Deputy Director-General of the Foreign Affairs Office of Chongqing Municipal People’s Government (CQFAO);3) Liang Dong,Vice District Mayor of Yuzhong District Government;and 4)persons in charge of relevant divisions of CQFAO,the Chongqing Municipal Health Commission,the Foreign Affairs Office of Yuzhong District Government,and the Yuzhong District Health Commission.

意大利、菲律賓、荷蘭、日本、緬甸、加拿大、英國、匈牙利、烏拉圭等國駐渝總領事或代表，市政府外辦副主任李明全、渝中區政府副區長梁棟，市政府外辦、市衛生健康委相關處室以及渝中區外辦、渝中區衛生健康委有關負責人出席會議。

Li Mingquan extended sincere gratitude to the Consulates in Chongqing for their understanding,cooperation,and support in Chongqing’s response to COVID-19,drought,and disasters.He affirmed that at the critical moment when the people of Chongqing worked together to tide over difficulties (heatwaves,mountain fires,and COVID-19) and maintain a momentum of steady production and sound growth in this summer,it was moving that the Consular Corps in Chongqing joined hands with the people of Chongqing to overcome the difficulties.He expressed the wish that Consulates in Chongqing will continue to support and cooperate with COVID-19 prevention and control,and assured that Chongqing will,as always,support the consular work and offer adequate services.

The Chongqing side reported the current situation of COVID-19 prevention and control in Chongqing and relevant measures.Arrangements for COVID-19 prevention and control measures of consular staff and foreigners in Chongqing were explained.Responses have been made to the concerns from Consulates on COVID-19 prevention and control in Chongqing.

Representatives of Consulates in Chongqing expressed that they will,as always,support and cooperate with Chongqing’s COVID-19 prevention and control,and at the same time deepen friendly cooperation with Chongqing in economy,trade,and people-to-people exchanges and in other fields.

李明全向各國駐渝領館對重慶抗疫、抗旱、抗災等工作的理解、配合與支持表示感謝。他表示，在今夏全市人民眾志成城戰高溫、斗酷暑、滅山火、防疫情、穩生產、促發展的重要時刻，駐渝領團始終與重慶人民一道，攜手前進，共克時艱，令人感動。希望各國駐渝領館繼續支持配合疫情防控工作，重慶將一如既往支持領館工作，做好各項服務保障。

重慶參會各方通報了當前重慶市疫情防控形勢和有關防疫措施，介紹了重慶對領館人員疫情防控相關安排以及在渝外籍人士疫情防控工作情況，并回應各國領館對重慶防疫工作的相關關切。

各國駐渝領館代表紛紛表示，將一如既往配合支持重慶防疫工作，同時不斷深化與重慶在經貿往來、人文交流等各領域友好合作。

Chongqing Attending the China-Central Asia Non-Governmental Friendship Forum 重慶出席中國——中亞民間友好論壇

On September 27th,co-hosted by the Chinese People’s Association for Friendship with Foreign Countries and the Shaanxi Provincial People’s Government,the China-Central Asia Non-Governmental Friendship Forum was held in Xi’an both online and in physical venues.With the theme of “Continuing Ever-Lasting Friendship,Deepening Non-Governmental Cooperation”,the forum was attended by over 200 people in various fields from China and Central Asian countries,including diplomatic envoys,representatives of sub-national governments,friendship organizations,think tanks,media,enterprises,etc.

Li Mingquan,Deputy Director-General of the Foreign Affairs Office of the Chongqing Municipal Government,attended the forum and delivered a speech,giving an overview of Chongqing’s economic and social development and its interaction with Central Asian countries.Up to now,Chongqing has established sub-national friendship relations with 6 Central Asian countries,manifesting the uprising strength,huge potential and broad prospects of mutual cooperation.From January to August in 2022,the import and export volume between Chongqing and Central Asian countries both witnessed growth,exceeding RMB2 billion in total.

According to Li,Chongqing’s rapid progress has provided new opportunities for multi-level and all-round exchanges and cooperation between itself and Central Asian countries.The successful operation of Yuxinou-Central Asia Railway Express,Central Asia cross-border trucking services and Chongqing-Central Asia cargo flights is of prime importance to open up new channels to facilitate economic and trade exchanges between the two sides.Guided by the consensus of the heads of state,Chongqing will actively expand and deepen pragmatic cooperation with Central Asian countries in various fields,such as subnational friendship,logistics,trade and economy,poverty elimination,digital economy and cultural &people-to-people exchanges,contributing its share to the sustained and steady relations between China and Central Asian countries and a closer China-Central Asia community of shared future.

9月27日，由中國人民對外友好協會、陜西省人民政府共同主辦的中國——中亞民間友好論壇以線上線下相結合的方式在西安舉辦。論壇以“賡續傳統友誼 深化民間合作”為主題，中國與中亞國家外交使節及地方政府、友好組織、智庫、媒體、企業等各界代表200余人參加論壇。

重慶市政府外辦副主任李明全出席論壇并作交流發言，介紹了重慶市經濟社會發展現狀和與中亞國家交往情況。截至目前，重慶市與中亞國家共建立地方友好關系6對，地方合作方興未艾，地方合作發展潛力巨大、前景廣闊。2022年1——8月，重慶與中亞5國進出口額均實現增長，總額超過20億元人民幣。

李明全表示，重慶的快速發展為重慶與中亞國家開展多層級全方位交往合作提供了新機遇。特別是渝新歐中亞班列、中亞跨境班車和重慶至中亞的貨運航班的成功開行，為助力重慶與中亞國家經貿往來開辟了新通道。重慶將以元首共識為指引，積極拓展深化與中亞國家在地方友好、物流、經貿、減貧發展、數字經濟、人文等各領域務實合作，為中國同中亞國家關系行穩致遠，構建更加緊密的中國——中亞命運共同體貢獻出重慶力量。

Meeting Between Li Mingquan,Deputy Director-General of Chongqing FAO and Dmitry Emelyanov,Consul-General of Belarus in Chongqing 李明全副主任與白俄羅斯駐重慶總領事德米特里·葉梅利亞諾夫工作會談

On September 30th,Li Mingquan,Deputy Director-General of the Foreign Affairs Office of the Chongqing Municipal Government held a meeting with Dmitry Emelyanov,Consul-General of Belarus in Chongqing.The two leaders exchanged views and reached a series of consensus in jointly promoting Chongqing’s participation in the China-Belarus“Sub-National Cooperation Year” and continuously expanding cooperation between the two regions on more projects for mutual benefit and friendship in areas like sub-national relations,economy and trade,industrial parks,transportation and logistics,cultural &people-to-people exchanges,education,etc.

Li Mingquan said that in recent years,under the strategic leadership of the two heads of state and with the strong support of the Consulate-General of Belarus in Chongqing,Chongqing-Belarus cooperation has achieved fruitful results.In accordance with the cooperation plan agreed by both,Chongqing will continue to work closely with the Consulate-General to push for the implementation of projects with concrete efforts.

Dmitry Emelyanov said that in the framework of the China-Belarus “Sub-National Cooperation Year” in 2021-2022,the Consulate-General of Belarus in Chongqing joined hands with the Foreign Affairs Office of the Chongqing Municipal Government and organized a host of cooperation activities in economy,trade and cultural &people-to-people exchanges,which have further enhanced mutual understanding and improved the mutual cooperation.

For the next step,based on the China Europe Railway Express (China-Xinjiang-Europe),the Consulate-General of Belarus in Chongqing will promote import and export trade between the two sides as a priority,endeavor to advance the information exchanges and investment cooperation among enterprises,and actively strengthen the ties between the universities of the two regions to continuously tap the potential of cultural &people-to-people cooperation.

9月30日，市政府外辦副主任李明全與白俄羅斯駐重慶總領事德米特里·葉梅利亞諾夫舉行工作會談，就共同推進重慶參與中白地方合作年活動，持續拓展重慶與白俄羅斯在地方友好、經貿、產業園區、交通物流、人文、教育等領域開展更多互利友好項目合作深入交換了意見，達成系列合作共識。

李明全表示，近年來，在兩國元首的戰略引領下，在白俄羅斯駐重慶總領事館的大力推動下，重慶對白俄羅斯合作取得豐碩成果。重慶將繼續與總領事館密切協作，依照雙方業已商定的合作計劃，扎實推進項目實施。

德米特里·葉梅利亞諾夫表示，在2021——2022年中白“地方合作年活動”框架下，白俄羅斯駐重慶總領事館與重慶市政府外辦合作，舉辦了系列經貿人文交流合作活動，進一步增進了雙方相互了解，提升相互合作水平。

下一步，白俄羅斯駐重慶總領事館將依托中歐班列（渝新歐），重點推動雙方進出口貿易。努力推動兩地企業加強信息互通，促進投資合作。積極支持兩地高校建立更緊密聯系，不斷激發兩地人文合作潛力。

Meeting Between Deputy Director-General Feng Zimin of Chongqing FAo and Zaw Linn Oo,Consul-General of Myanmar in Chongqing 馮子敏副主任與緬甸駐重慶總領事呂真才工作會談

O n September 21st,Feng Zimin,Deputy Director-General of the Foreign Affairs Office of the Chongqing Municipal People’s Government,discussed work with Zaw Linn Oo,Consul-General of Myanmar in Chongqing.The two sides exchanged views on further strengthening friendly exchanges and cooperation between Chongqing and Myanmar.The discussion was also attended by the head of the Division of Asian Affairs of CQFAO,relevant personnel of the Consulate-General of Myanmar in Chongqing,and relevant persons in charge of China Myanmar Economic Cooperation and Development Promotion Association.

Lan Hin San,Director of Macao Transport Bureau,Visiting Chongqing with his Delegation 澳門交通事務局局長林衍新一行來渝考察

From September 21stto 23rd,Lan Hin San,Director of Macao Transport Bureau,and his delegation visited Chongqing to learn about the urban transport construction and operation in the city.

During their stay in Chongqing,Lan Hin San and his delegation had in-depth exchanges with the Hong Kong and Macao Affairs Office of the Chongqing Municipal People’s Government and the Chongqing team of Research on Macao’s Land Transport Master Plan (2021-2030) and reached consensus on continuously promoting relevant follow-up work.They also learnt about the construction and operation of some rail transit stations in Chongqing such as Hongyancun Station and Honghudonglu Station and visited the unmanned driving demonstration area in Yongchuan District where they experienced unmanned driving.

Entrusted by the Government of Macao Special Administrative Region,the Research on Macao’s Land Transport Master Plan (2021-2030) is undertaken by UMTec and jointly prepared and implemented by Chongqing Transportation Planning and Research Institute,Chongqing Resources and Economic Sustainable Development Research Institute,and Tylan International Engineering Consulting (China) Co.,Ltd.

In recent years,Chongqing and Macao SAR have carried out a series of close cooperation in the field of transportation,including the training of senior personnel of Macao’s transportation system in Chongqing.

9月21日至23日，澳門交通事務局局長林衍新一行來渝考察調研城市交通建設運營情況。

在渝期間，林衍新一行分別與市政府港澳辦、《澳門整體陸路交通運輸規劃研究（2021——2030）》重慶團隊進行充分交流，就后續相關工作的持續推進達成共識。調研紅巖村地鐵站、洪湖東路地鐵站等部分重慶市軌道交通站點建設運營情況，考察永川區無人駕駛示范區，體驗無人駕駛運行等。

受澳門特別行政區政府委托，《澳門整體陸路交通運輸規劃研究（2021——2030）》由澳大創科有限公司承接，并由重慶交通規劃研究院、重慶資源與經濟可持續發展研究會、林同棪國際工程咨詢（中國）有限公司組成聯合團隊編制實施。

近年來，渝澳兩地在交通領域開展了一系列的緊密合作，包括澳門交通系統高級人員來渝培訓等。

Chongqing People’s Association for Friendship with Foreign Countries Attending the 2022 Chinese-Japanese Friendship Exchange 市對外友協出席2022中日友好交流會議

On September 16th,themed “Renewing Friendship and Embracing a Better Future Together”,the Chinese-Japanese Friendship Exchange was held simultaneously in Japan and China via video conference co-hosted by Chinese People’s Association for Friendship with Foreign Countries,China-Japan Friendship Association,and Japan-China Friendship Association.

Tang Jiaxuan,President of the China-Japan Friendship Association,expressed in a written speech that this year marks the 50thanniversary of the normalization of China-Japan diplomatic relations.Since then,the two countries have made great progress in their bilateral relations and conducted fruitful exchanges and cooperation in various fields.He looked forward to more ideas and suggestions for the friendly exchanges between the two countries so that non-governmental organizations can inject new vitality for the friendship between China and Japan to achieve steady and sustained development.

Lin Songtian,President of the Chinese People’s Association for Friendship with Foreign Countries,said that China stands ready to work closely with Japanese friendly organizations and NGOs,ensures that the friendship between the two countries stays on the right track,and jointly safeguard regional peace and stability.The two sides should also deepen mutually beneficial cooperation,expand common ground,strengthen peopleto-people exchanges and mutual learning,and promote mutual understanding,affinity,and friendship between the people of the two countries.

Toshihiro Nikai,Former Secretary-General of the Liberal Democratic Party of Japan,Cheng Yonghua,Executive Vice President of the China-Japan Friendship Association,Uichiro Niwa,President of the Japan-China Friendship Association,Kong Xuanyou,Chinese Ambassador to Japan,and Tarumi Hideo,Japanese Ambassador to China,delivered speeches,expressing their hope that the friendly communities from all walks of life in the two countries would continue to write new chapters of peace and friendly cooperation between China and Japan.

Over 300 persons attended the event or delivered speeches online,including the heads or representatives of the associations for friendship with foreign countries in 31 provinces,autonomous regions,and municipalities in China,Japan-China friendship organizations in 32 prefectures of Japan,and relevant groups and organizations.

Wang Guangcheng,Vice President of Chongqing People’s Association for Friendship with Foreign Countries as well as representatives of Chongqing People’s Association for Friendship with Foreign Countries and the Division of Asian Affairs of Chongqing FAO attended the event online,where he exchanged insights at the group meeting.

9月16日，中國人民對外友好協會、中國日本友好協會、日本中國友好協會共同舉辦“重溫友好初心 共創美好未來”——2022中日友好交流會議，以視頻連線方式在中日兩國同時舉行。

中國日本友好協會會長唐家璇書面致辭表示，今年是中日邦交正常化50周年，中日關系取得長足發展，各領域交流合作取得豐碩成果。期待大家為兩國民間友好交流建言獻策，為中日友好關系行穩致遠注入新的民間活力。

中國人民對外友好協會會長林松添表示，我們愿同日本各友好組織和民間團體密切協作，堅定維護兩國友好的正確方向，共同維護地區和平穩定。深化互利合作，擴大共同利益。加強人文交流互鑒，促進兩國人民相知、相近、相親。

日本自民黨前干事長二階俊博、中日友協常務副會長程永華、日中友協會長丹羽宇一郎、中國駐日本大使孔鉉佑、日本駐華大使垂秀夫分別致辭表示，希望兩國各界友好人士不斷續寫中日和平友好合作新篇章。

中國31個省自治區直轄市對外友好協會，日本32個都道府縣日中友好協會及相關團體、組織主要負責人或代表，約300余人線上出席或致辭。

重慶市對外友協副會長王廣成率友協辦、亞洲處線上參會，并在分組會議上作發言交流。
