中奧科技合作的一棵常青樹
——記奧地利林業及生態學家阿爾弗雷德?皮特勒教授

2022年8月，奧地利維也納自然資源和生命科學大學（BOKU）林業及生態學家、2008年中國政府友誼獎獲得者阿爾弗雷德·皮特勒（Alfred Pitterle）教授再次搭乘中國國際航空公司航班前往中國，順利到達第一入境點沈陽并在隔離酒店完成防疫隔離后抵達北京。皮特勒教授這次是應北京中林聯林業規劃設計研究院邀請訪問中國并將參與相關生態合作項目的科研、咨詢工作。皮特勒教授長期對華友好并積極支持、參與中奧科技及生態合作事業，即使在新冠疫情期間，本次出訪已是這位精神矍鑠的奧地利林業及生態學家兩年多來第三次赴中國訪問、交流。本次出訪他前往中國多地參與林業、生態科研及產業合作項目工作，不畏艱辛、持之以恒，實在是難能可貴、令人敬佩。2023年4月12日，皮特勒教授再次飛往北京，開展相關科研及項目合作。

積極參與中歐林業及生態科研合作

皮特勒教授1949年3月出生于奧地利下奧州圣珀爾滕，1969年就讀于BOKU，1987年獲得博士學位，后長期在BOKU從事教學、研究工作及國際學術交流，從BOKU退休后，他仍孜孜不倦地參與相關科技交流及研究工作。皮特勒教授為人熱情、誠懇，他擁有一個幸福美滿的家庭，妻子、女兒及外孫都理解、支持他參與中奧科技、生態合作事業。2008年，皮特勒教授由于積極參與中歐林業及生態科研合作、支持中南林業科技大學國際化學科建設并取得重要成果，由湖南省政府申報并榮獲該年度的中國政府友誼獎。

In August 2022, Prof. Alfred Pitterle, an Austrian forest ecologist from the University of Natural Resources and Life Sciences Vienna (BOKU) and the 2008 Chinese Government Friendship Award winner, took an Air China flight to China. He arrived in Beijing after completing his quarantine at the hotel in Shenyang, the first entry point.Prof. Pitterle was invited to visit China by the Zhonglin Union Forestry Planning and Design Institute in Beijing and would be involved in the scientific research and consultation of related ecological cooperation projects.Prof. Pitterle has long been friendly to China and actively supported and participated in Sino-Austrian scientific,technological, and environmental cooperation. Even during the COVID-19 epidemic, it does not stop the energetic Austrian forest ecologist from coming to China to visit and exchange for the third time in two years. During this visit, he will participate in forestry, ecological research, and industrial cooperation projects in many places in China.It is commendable for his perseverance and hardships. On April 12th, 2023, Prof. Alfred Pitterle went to China again to carry on research and cooperation.

Actively participate in Sino-European cooperation in forestry and ecological research

Prof. Pitterle was born in March 1949 in Sankt P?lten,Lower Austria, Austria. He studied at BOKU in Austria in 1969 and received his Ph.D. in 1987. Later he engaged in teaching, research, and international academic exchanges at BOKU for a long time. After he retired from BOKU,he was still tirelessly involved in related scientific and technological exchanges and research. Prof. Pitterle is warm and sincere. He has a happy family. His wife, daughter,and grandson all understand and support his participation in Sino-Austrian scientific, technological, and ecological cooperation. In 2008, Prof. Pittlere was recommended by Hunan Provincial Government and won the Chinese Government Friendship Award for his active participation in Sino-European cooperation in forestry and ecological research and his support of the internationalization of disciplines at Central South University of Forestry and Technology (CSUFT). The cooperation between Prof. Pittlere and The Forestry Department of Hunan Province began in 1996 with the feasibility study of the “China-Germany Financial Cooperation Afforestation Project - Phase I” in Hunan Province, which lasted for more than ten years and made an outstanding contribution to the forestry in Hunan and even China. From 1998 to 2008, Prof. Pittlere, as the quality monitoring expert of the China-Germany financial cooperation “Ecological Afforestation Project in Dongting Lake, Hunan,” and his professional team completed the quality sampling monitoring of more than 30,000 hectares of afforestation area, ensured the high quality and high standard of the project. He also proposed the concept of“smallholder forestry.” He added “forest management” to the feasibility assessment of the China-Germany financial cooperation project for smallholder farmers in Hunan, which the project partner, KfW, highly praised. Eventually, he led to the agreement of Euro aid. Prof. Pittlere brought many new ideas of “urban forestry” to Hunan and contributed to the cooperation between Changsha and Vienna on the protection, management, and utilization of urban water forests. Prof. Pittlere also actively recommended and facilitated CSUFT to become a member of the Austrian Eurasian Pacific Academic Association in 2007, effectively promoting academic and talent exchange between CSUFT and Austrian universities and research institutions. After that, Prof. Pittlere has been actively involved in Sino-Austrian and Sino-European scientific research and ecological cooperation as a professor of BOKU, a special representative of “Eurasian-Pacific Uninet” (EPU), and a consultant of the United Nations Industrial Development Organization (UNIDO), and has done a lot of fruitful achievements in training and mentoring Chinese students.

皮特勒教授與湖南省林業廳的合作始于1996年湖南“中德財政合作造林項目一期”可行性研究，合作時間長達十多年，為湖南乃至中國的林業發展作出了重要的貢獻。皮特勒教授作為中德財政合作“湖南洞庭湖生態造林項目”的質量監測專家，1998—2008年間，與專業團隊累計完成了3萬多公頃林地的質量抽樣監控，確保了項目的高質量、高標準完成。他在中德財政合作湖南小農戶項目可行性評估中，提出“小農戶林業”的概念、增加“森林經營”建設內容，獲得了項目合作方德國復興銀行的高度贊揚，最終達成了歐元援款協議。皮特勒教授為湖南帶來了許多“城市林業”的新理念，也為長沙與維也納城市水源林的保護與經營利用方面的合作作出了貢獻。皮特勒教授還積極推薦、促成中南林業科技大學于2007年成為奧地利歐亞太平洋學術協會成員，有效地推進了該校與奧地利高校、科研機構開展學術、人才交流。其后，皮特勒教授又長期以奧地利自然資源與生命科學大學教授、“歐亞—太平洋學術協會（EPU）”特別代表、聯合國工發組織咨詢專家等身份積極參與中奧、中歐科研及生態合作，培養、指導中國學生，做了大量卓有成效的工作。

對碳中和提出三個重要觀點

2021年5月，皮特勒教授應邀訪問江蘇省農業科學院，與方繼朝副院長等中方專家、學者進行業務交流，并協調安排歐亞—太平洋學術協會現任主席沃爾夫-迪特·勞施（Wolf-Dieter Rausch）教授以線上視頻方式參加會談。中奧雙方就江蘇省農科院與該協會建立合作關系等相關事宜達成共識，并就未來開展訪學和聯合科學研究項目等合作事宜進行了深入交流。

Put forward three critical points on Carbon Neutral

In May 2021, Prof. Pittlere was invited to visit the Jiangsu Academy of Agricultural Sciences for business exchange with Vice President Fang Jizhao and other Chinese experts and scholars and to coordinate an online meeting with Prof.Wolf-Dieter Rausch, the current President of the Eurasia-Pacific Uninet. Furthermore, China and Austria agreed on establishing cooperation between the Jiangsu Academy of Agricultural Sciences and the Association. Moreover, they conducted in-depth exchanges and cooperation on future visits and joint scientific research projects.

2021年9月，皮特勒教授應邀赴北京出席服貿會之“碳中和國際合作發展論壇”，在長途奔波并完成防疫隔離后，準時出席了會議。中國氣候變化事務特使解振華先生向本次論壇致賀信，表示“氣候變化是人類共同面臨的生存發展危機，各國應同舟共濟，合作共贏。本次碳中和國際合作發展論壇以‘碳中和國際合作’為主題，很有意義”。國內外眾多院士和知名專家出席論壇現場活動并發表主題演講，從不同角度探討了我國碳中和面臨的形勢和應采取的對策。皮特勒教授在本次論壇作主題發言《基于碳中和的規劃、測量、評價體系》，他提出三個重要觀點：第一，人類與自然的和諧共處就是可持續發展，人與人的和諧共處就是和平。當前全球正面臨一場共同的危機，需要全人類共同行動起來。人類來自于自然、存在于自然，應與自然和諧共存。人類活動對自然已經產生深遠的影響，其中生物多樣性喪失已發生不可逆的改變，但人類對氣候變化的影響還處于可以及時采取行動進行糾偏的階段。第二，應建立多維度評價標準。皮特勒教授表示，人類應簡化自己的生活，綜合考慮城市、農村生活的生命體驗，建立多維度評價標準，實現城市—農村、人—自然多樣性、多元性的統一和平衡。碳是普遍存在的元素，可建立詳細分析、量化、認定、認證體系。他認為制訂碳中和的規劃、測量及評價體系需要跨學科合作；需要政策制定、技術實施、實踐的驗證和反饋；需要充分利用現有數字技術、模型、算法等進行實時監控。第三，中國已成為碳中和的先行者。皮特勒教授認為，應對氣候變化的碳中和行動需要國際合作；基于碳中和的戰略調整不會造成失業率升高，反而可以增加新的就業機會；中國已成為碳中和的先行者，如果能夠繼續保持快速反應、客觀評價、和諧推動，那么將會在這場競賽中占據優勢地位。皮特勒教授還于會后在中方專業人員陪同下赴河北省井陘縣考察了碳中和項目。

In September 2021, Prof. Pittlere was invited to Beijing to attend the “International Cooperation and Development Forum on Carbon Neutrality” of the China International Fair for Trade in Services. After a long journey and quarantine, he attended the meeting on time. Mr. Xie Zhenhua, China’s Special Envoy for Climate Change,congratulated this forum, emphasizing that “Climate change is a common crisis of survival and development for humankind. All countries should take coordinated actions and achieve win-win cooperation. It is meaningful for this forum to determine the theme of ‘International Cooperation and Development on Carbon Neutrality’”.Many academicians and well-known experts at home and abroad attended the forum and delivered keynote speeches.They discussed the situation and countermeasures of carbon neutrality in China from different perspectives.Prof. Pittlere gave a keynote speech entitled “Planning,Measurement, and Evaluation System Based on Carbon Neutral,” and he put forward three critical points: Firstly,the harmonious coexistence between humans and nature is sustainable development, and that between humans and human is peace. The world faces a common crisis,which requires all humankind to act together. Humans come from nature, exist in nature, and should coexist with nature in harmony. Human activities have already had a far-reaching impact on nature, among which biodiversity loss has undergone irreversible changes. However, the impact of human activities on climate change is still at a stage where timely action can be taken to correct it.Secondly, multi-dimensional evaluation criteria should be established. Prof. Pittlere said that human beings should simplify their lives, consider the life experience of urban and rural life comprehensively, and establish multidimensional evaluation criteria to achieve the unity and balance of urban-rural and human-nature diversity and plurality. Carbon is a universal element, and a detailed analysis, quantification, identification, and certification system can be established. He believes that carbon neutrality’s planning, measurement, and evaluation system requires interdisciplinary cooperation. It also requires policy formulation, technology implementation, practice verification, and feedback. In addition, it is necessary to make full use of existing digital technologies, models, and algorithms for real-time monitoring. Thirdly, China has become a pioneer in carbon neutrality. According to Prof.Pittlere, carbon-neutral actions to address climate change require international cooperation. Strategic adjustments based on carbon neutrality will not increase unemployment but rather increase new employment opportunities. China has become a pioneer in carbon neutrality. If it can continue to respond quickly, evaluate objectively, and promote harmoniously, it will have an advantage in this race. After the meeting with Chinese professionals, Prof. Pittlere also inspected the carbon-neutral project in Jingxing County,Hebei Province. During the epidemic, Prof. Pittlere also earnestly and actively participated in preparing and implementing the two sessions of the “World Conference on VR Industry” in 2020 and 2021. In October 2020, the “2020 World Conference on VR Industry Summit Online” (cosponsored by the Ministry of Industry and Information Technology and Jiangxi Provincial People’s Government and supported by the Ministry of Science and Technology)was held in Nanchang, Jiangxi. The conference takes “VR adorns the world - New opportunities, new prospects” as the theme and sets up an Austrian Summit for the first time. Chinese Ambassador to Austria Li Xiaosi, General Director of the International Affairs and Innovation and Technology Department of Austria’s Federal Ministry for Climate Action, Environment, Energy, Mobility, Innovation and Technology Weissenberg, Deputy Mayor of Vienna Hank, and other Chinese and Austrian guests delivered speeches via video at Summit Online and the Austrian Summit respectively. Prof. Pittlere, together with Austrian experts such as Mr. Hesina, CEO of VRVis Research Center for Virtual Reality and Visualization in Austria, and Richard Trappl, a professor at Vienna University, participated in the “Round Table Dialogue in Austria Summit.” In his speech, Ambassador Li Xiaosi spoke highly of the relations between Austria and China and said that Sino-Austrian scientific and technological cooperation is an important part of the relations. The two countries signed an agreement on cooperation in science and technology.Relevant government departments, research institutions,universities, and provinces have maintained good exchanges and cooperation for a long time and implemented thousands of scientific and technological cooperation projects. As for the field of VR, relevant departments in China and Jiangxi Province, as well as other provinces and cities, have established contacts with Austrian VRVis and other VR science and technology institutions. Relevant exchanges and cooperation have been steadily promoted. In the current and future, the two sides should continue to support each other, jointly fight the epidemic, and overcome its impact.Under the permission of conditions, exchanges between the two countries should be resumed as soon as possible.Science and technology departments, research institutes,universities, experts, and scholars from the two countries should dovetail with the development strategies and plans, combine the characteristics and advantages of both sides, and focus on advanced manufacturing, information technology, artificial intelligence, aerospace, energy conservation and environmental protection, ecological agriculture, medical and health care, “One Belt, One Road,”Beijing Winter Olympics and other fields, and actively carry out various forms of cooperation for mutual benefit and common development. In October 2021, Prof. Pittlere went to the Graz summit to record as a guest speaker for the“2021 World Conference on VR Industry Austrian Summit and participated in the 2022 activity”. With the active support and unremitting efforts of Prof. Pittlere and other Austrian experts, the three activities of the “2021 World VR Industry Conference Austrian Summit ” have received a good response. The organizing committee of the conference specially sent a special letter to express their gratitude to the Austrian partner institutions, Austrian experts, and the Embassy of PRC in Austria for their support.

疫情期間，皮特勒教授還身體力行，積極參與2020年、2021年兩屆“世界VR產業大會”奧地利分會場的籌備和實施。2020年10月，“2020世界VR產業大會云峰會”（工業和信息化部和江西省人民政府共同主辦，科技部等支持舉辦）在江西南昌開幕，此次大會以“VR讓世界更精彩——育新機、開新局”為主題，大會首度設立奧地利分會場。時任中國駐奧地利大使李曉駟，奧地利氣候保護、環境、能源、交通、創新和技術部國際事務及創新與技術司總司長魏森伯格，維也納市副市長漢克等中奧嘉賓分別通過視頻在大會云峰會及奧地利分會場致辭，皮特勒教授與奧地利VRVis虛擬現實和可視計算研發中心首席執行官海希納、維也納大學教授李夏德等奧方專家共同參與“奧地利分會場圓桌對話”。李曉駟大使在致辭中積極評價中奧關系并表示，中奧科技合作是兩國關系的重要組成部分，雙方簽有科技合作協議，政府部門、科研院所、大學及省州市長期保持良好交流合作，執行了數千個科技合作項目。就虛擬現實領域而言，中國有關部門及江西省等省區市同奧地利VRVis虛擬現實和可視計算研發中心等虛擬現實科技機構建立了聯系，有關交流合作穩步推進。當前和今后一個時期雙方應繼續相互支持，共同抗擊疫情，克服疫情影響。在條件允許的情況下，盡早恢復兩國之間的往來交流。雙方科技部門、科研院所、大學等機構及專家學者對接兩國發展戰略和規劃，結合雙方特點和優勢，聚焦先進制造、信息技術、人工智能、航空航天、節能環保、生態農業、醫療衛生、“一帶一路”、北京冬奧會等領域，積極開展形式多樣的合作，互利共贏、共同發展。2021年10月，皮特勒教授又專程趕往格拉茨為“2021年世界VR產業大會奧地利分會場”錄制嘉賓發言，并熱情參與了2022年“奧地利分會場”活動。在皮特勒教授等奧方專家的積極支持和不懈努力下，三次“世界VR產業大會奧地利分會場”活動均收到了良好的反響。

對中國林業及生態發展事業情有獨鐘

皮特勒教授對中國林業及生態發展事業情有獨鐘，長期從事中奧友好事業和中奧科研、生態合作，自1986年首次訪問北京、黑龍江、陜西等地開展科研交流，30多年來已上百次訪問、考察中國華南、華北、華東、西南、西北、東北的林業和生態情況，與國家林業和草原局、中國林科院、中國林學會、湖南省林業廳、中林聯林業規劃設計研究院、中安和平公司以及西北農林科技大學、中南林業科技大學、北京林業大學、南京林業大學、重慶大學等高校都建立了良好的交流合作關系。

2018年4月，皮特勒教授及來自法、德、奧等國的外國專家應邀出席在北京林業大學召開的“第五屆國際森林科學論壇暨森林經營高端研討會”（中國林學會、國家林業和草原局天然林保護工程管理中心、中德合作森林政策對話項目辦等機構聯合主辦），主題為“森林科學經營的理論實踐與國際經驗”，皮特勒教授為研討會作主題學術報告介紹奧地利森林資源經營理念。研討會期間，在國家林草局彭有冬副局長等的見證下，中國林學會理事長趙樹叢授予皮特勒教授及德國專家Heinrich Spiecker教授、法國專家Yves Ehrhart教授“中國林學會國際咨詢專家”證書。

Passion for China’s forestry and ecological development

Professor Pittlere is passionate about China’s forestry and ecological development and has long been engaged in Sino-Austrian friendship, scientific research, and environmental cooperation. Since his first visit to Beijing,Heilongjiang, and Shaanxi in 1986 to carry out scientific research and exchange, he has visited and inspected the forestry and ecological situation in South China, North China, East China, Southwest China, Northwest China,and Northeast China hundreds of times over the past 30 years. Good communication and cooperation relations have been established with National Forestry and Grassland Administration, the China Academy of Forestry, the Chinese Society of Forestry, the Forestry Department of Hunan Province, Zhonglin Forestry Union Planning and Design Consulting, China Zhong An Peace Holding Co. Ltd, as well as some universities such as Northwest A&F University, Central South University of Forestry and Technology, Beijing Forestry University, Nanjing Forestry University, and Chongqing University.

In April 2018, Prof. Pittlere and foreign experts from France, Germany, and Austria were invited to attend the“The 5th International Forest Science Forum and Forest Management Conference” (co-sponsored by China Society of Forestry, Natural Forest Protection Project Management Center of National Forestry and Grassland Administration,China-Germany Cooperation Forest Policy Dialogue Project Office), with the theme of “Theoretical Practice and International Experience of Scientific Forest Management.” Prof.Pittlere gave a keynote lecture on Austrian forest management concepts. During the conference, in the presence of Peng Youdong, Deputy Director of the National Forestry and Grassland Administration, Zhao Shucong, President of the Chinese Society of Forestry, they awarded Prof. Pittlere, Prof. Heinrich Spiecker from Germany, and Prof. Yves Ehrhart from France as “International Consultant of the Chinese Society of Forestry.”

2015年以來，他作為“中國林學會天然林示范區櫟類經營項目”的引智專家，每年都積極參加學會舉辦的櫟類經營實地培訓、研討等活動，將歐洲先進的櫟類經營理念和技術傳授到中國，為推進中國櫟類經營乃至整個天然林經營，也為促進中歐林業深度合作作出了重要貢獻。2016年10月，他應邀在京出席中國林學會與國家林業局天然林資源保護工程管理中心舉辦的“櫟類經營研討會”，專題介紹奧地利櫟類資源經營、利用的理念及做法，闡述櫟類是未來多選擇樹種的觀點。

2019年9月27日，經中國林學會推薦，皮特勒教授和另一位德國專家作為長期參與中國林業發展及國際合作的優秀外國專家代表，出席了在人民大會堂舉行的“慶祝中華人民共和國成立七十周年外國專家招待會”。時任中共中央政治局常委、國務院副總理韓正出席招待會并致辭，韓正表示，中國的事業是得到世界人民支持的事業，是向世界開放學習的事業，是同世界各國合作的事業。中國將以更加開放包容的姿態，虛心向世界各國人民學習，堅定實施更加積極、更加開放、更加有效的人才引進政策。

皮特勒教授作為奧地利著名林業和生態學家，贊同習近平主席倡導的“人與自然和諧共生”“綠水青山就是金山銀山”及“構建地球生命共同體”等可持續發展理念，也贊同悠久燦爛的中華文明中“天地與我并生，而萬物與我為一”（《莊子·齊物論》）之“天人合一”的思想，并十分關心中國廣大農村地區的發展和農民朋友的增產增收。他還積極支持和響應“一帶一路”倡議開展相關科研合作，曾前往哈薩克斯坦、吉爾吉斯斯坦、塔吉克斯坦、印度尼西亞、泰國、馬來西亞、印度、烏干達等國交流合作，并于2016年被哈薩克斯坦國立農業大學聘為名譽教授。

Since 2015, as an expert in introducing intellectuals to the“Oak Management Project in the Chinese Society of Forestry Natural Forest Demonstration Zone,” he has actively participated in field training and seminars on oak management organized by the society every year. Thus, passing on the advanced European oak management concepts and technologies to China,contributing to oak management in China and even the whole natural forest management, but also promoting the in-depth cooperation between China and Europe in forestry. In October 2016, he was invited to Beijing to attend the “Oak Management Seminar” organized by the Chinese Society of Forestry and Natural Forest Conservation Programme Center of State Forestry Administration, introducing the concepts and practice of oak management and utilization in Austria, and elaborating the viewpoint that oak is a multi-selective tree species in the future.

On September 27th, 2019, as recommended by the Chinese Society of Forest, Prof. Pittlere and another German expert attended the “Foreign Experts Reception Celebrating the 70th Anniversary of the Founding of PRC” held in the Great Hall of the People as representatives of outstanding foreign experts who have long participated in the development of China’s forestry and international cooperation. In addition, Han Zheng, who was then the member of Standing Committee of the Political Bureaus,the CPC Central Committee, and the Vice Premiere of the State Council, attended the reception. He delivered a speech indicating that the cause of China is supported by the people of the world,open to learning from the world and aimed at cooperating with other countries around the globe. Therefore, China will be more open and inclusive to learning from the world, firmly implementing a more active, available, and effective talent introduction policy.

As a famous Austrian forest ecologist, Prof. Pittlere agrees with the sustainable development concepts advocated by General Secretary Xi Jinping, such as “harmony between humanity and nature,” “lucid waters and lush mountains are invaluable assets,” and “building a shared future for all life on earth.” He also agrees with the idea of the “unity of heaven and man” in the long and splendid Chinese civilization that“Heaven, Earth, and I were produced together, and all things and I are one.” ( fromZhuangzi - Theory of Qiwu) and is very concerned about the development of China’s rural areas and the increase in production and income of farmers. He also actively supports and responds to the “One Belt, One Road” initiative to carry out relevant scientific research cooperation. He traveled to Kazakhstan, Kyrgyzstan, Tajikistan, Indonesia, Thailand,Malaysia, India, Uganda, and other countries to exchange and cooperate. He was appointed an honorary professor at Kazakh National Agrarian University (KazNAU) in 2016.

習近平總書記多次指出：“國之交在于民相親，民相親在于心相通。”作為駐奧使館科技外交官和皮特勒教授的老朋友，贊嘆于中奧友好的深厚基礎和茂盛生命力，贊嘆于有那么多優秀的奧地利科學家、工程師為中奧科技交流“植樹”“造林”，我想由衷地對皮特勒教授說一句：你就是中奧科技合作“大森林”中的一棵永遠年輕并充滿活力的常青樹。

湖光瀲滟，山色滴翠，

香格里拉的神秘絕美撩開面紗，

哈爾施塔特的綺麗恬靜令人心醉，

綠水青山就是金山銀山，

如春秋篇的“高山流水”那樣純潔、美妙，

如莫扎特的“天鵝之歌”一般甜蜜、清澈。

General Secretary Xi Jinping has often pointed out that“Friendship, which derives from close contact between the people,holds the key to sound state-to-state relations.” As a science and technology diplomat in the Embassy of PRC in Austria and an old friend of Prof. Pittlere, I express my admiration for the profound foundation and vigor of Sino-Austrian friendship and for the fact that there are so many excellent Austrian scientists and engineers devoted to “tree planting and afforestation” for Sino-Austrian science and technology exchange.
