多國老朋友重慶話合作

On February 16， Joerg Wuttke， the President of the European Union Chamber of Commerce in China， Graham Fletcher， the Australian Ambassador to China， and Jesús Seade， the Mexican Ambassador to China， visited Chongqing and received cordial welcome.

As old friends of Chongqing， they all play an important role in advancing Chongqing on its journey of pioneering the opening-up in inland China.

European Union： The Second Largest Trading Partner of Chongqing

Many years ago， HP and other laptop brands settled in Chongqing， while a major logistical problem was shipping their products to the EU market.

Chongqing made a pioneering effort to open up an international logistics corridor of railway from inland China to Europe—China-Europe Railway Express （Chongqing-Xinjiang-Europe International Railway）. The business and trade exchanges between Chongqing and the EU have since become closer thanks to the great convenience provided by the corridor. In 2022， the total imports and exports between Chongqing and the EU reached RMB124.75 billion， and the EU became Chongqings second largest trading partner.

“Many multinational enterprises from the EU attach great importance to Chongqing， and many have already invested and settled in Chongqing，” said the relevant official of the Chongqing Municipal Commission of Commerce. Global well-known enterprises like BASF and Siemens have all invested in Chongqing. BASF also set up the BASF Polyurethane （Chongqing） Co.， LTD in the Changshou District.

Some EU companies not only invest in Chongqing， but also contribute advice on Chongqings economic development. For example， the former Chairman and CEO of Suez， Mr. Mestrallet， suggested to the Chongqing Municipal Government that a mayors international economic advisory council should be set up to draw on the experience in economic growth from various global enterprises.

The Chongqing Municipal Government decisively took the advice， and established the Chongqing Mayors International Economic Advisory Council. Now it has convened conferences for more than ten years and grown into an important platform where Chongqing， multinational companies， the World Top 500 corporations and other companies learn from each other to promote common development.

Chongqing and the EU also hold economic and trade talks on an irregular basis. The relevant official of the Chongqing Municipal Commission of Commerce said that the two sides held an online talk in 2021， in which nearly 40 member companies of the European Union Chamber of Commerce in China participated.

Australia： Advancing Exchanges with Chongqing in the Fields of Culture and Tourism， Trade and Investment

In February this year， Chongqing Municipal Commission of Culture and Tourism Development， Australian Consulate-General in Chengdu and Tourism Australia （the Australian Governments tourism agency） signed the MoU on the Promotion of Culture and Tourism. The three parties planned to jointly hold the “Chongqing Meets Australia” youth promotion officer competition and training programs for talents in the cultural tourism industry every year， with a view to promoting cultural tourism exchanges between Chongqing and Australia on a regular basis.

“Chongqing and Australia have rich cultural tourism resources， and are highly complementary， each being an important tourist destination and source of tourists for the other，” said Qin Dingbo， Deputy Director-General of Chongqing Municipal Commission of Culture and Tourism Development. Qin said that the three-party signing will open a new chapter of cultural tourism exchanges between Chongqing and Australia.

The two sides have conducted extensive cooperation in cultural tourism. For instance， Chongqing Cultural Tourism Promotion Center in Sydney was established by Chongqing in Australia. The Chongqing Cultural Tourism Promotion Conference themed “Beautiful China： Chongqing-A Land of Natural Beauty， A City with Cultural Appeal” was held in Australia.

In terms of economic and trade cooperation， the total import and export volume between Chongqing and Australia reached RMB20.29 billion， up by 14.3%， making Australia the 10th largest import and export destination for Chongqing.

In terms of direct investment between the two sides， Australian Eastern Elevator Group established Chongqing Eastern Elevators Co.， Ltd in Chongqing. The elevator test tower with a height of 60 meters constructed by the Chongqing company has become a landmark of Chayuan New Area， Nanan District. CISDI Group Co.， Ltd. has provided planning， design， and consulting services for a 10-million-ton steel plant project in Whyalla， Australia. By adopting low-carbon and green energy techniques in this project， the company will build a future-oriented， green， intelligent， and efficient steel manufacturing base.

Mexico： Chongqings Largest Trade Cooperation Partner in Latin America

At the 4th Western China International Fair for Investment and Trade （WCIFIT） in Chongqing in July 2022， Mexico sent a large-scale delegation. Olga Sánchez Cordero， Senator of Mexico， delivered a speech via video link at the opening ceremony. Jesús Seade Kuri， Ambassador of Mexico to China， led a delegation to attend the fair in Chongqing. Mexcham convened more than 20 enterprises to participate in exhibitions and fairs in Chongqing. Activities such as the opening ceremony of the National Exhibition Hall of Mexico as well as the inauguration of the China-Mexico （Chongqing） Investment and Trade Fair and the Chongqing Office of Mexcham were held.

Mexico is the guest country of honor at this WCIFIT. “Guest of honor can be regarded as the second host of the fair. Mexico stands ready to act as the guest of honor of the 4th WCIFIT because of the close interaction between Mexico and Chongqing.” Relevant official of the Chongqing Municipal Commission of Commerce said.

The total import and export volume between Chongqing and Mexico reached RMB13.64 billion in 2022， up by 6.2%. Mexico is Chongqings largest trading partner in Latin America.

Cooperation between the two sides goes beyond economy and trade. In 2020， Fengdu County of Chongqing and the Mexican city of Guanajuato forged a friendly exchanges relationship. In February 2022， to mark the 50th anniversary of bilateral diplomatic ties， Chongqing organized a “Sister City Light Show”. The phrase “50 a?os de amistad entre México y China” （“Celebrating the 50th Anniversary of Diplomatic Relations Between Mexico and China”） in both Chinese and Spanish was shown on the exterior walls of buildings along the northern bank of the Jialing River. The screens on the exterior walls of the Chongqing Grand Theater were lit up with green， white， and red lights， the main colors of the Mexican national flag， together with scrolling images of traditional Mexican elements. In November 2013， Chongqing and the Mexican state of Nuevo León established a sister relationship.

“Chongqing， as one of the most vibrant cities in China， plays a unique and crucial role in opening-up in inland China. Chongqing has a promising future.” Jesús Seade said.

千里逢迎，高朋滿座。

2月16日，中國歐盟商會主席伍德克、澳大利亞駐華大使傅關漢、墨西哥駐華大使施雅德來渝訪問，受到熱烈歡迎和熱情接待。

他們都是重慶的老朋友，在重慶內陸開放高地建設的征程中，發揮著重要作用，扮演著重要角色。

歐盟：重慶第二大貿易伙伴

多年前，惠普等筆電品牌在重慶落戶，產品要運往歐盟市場，物流是個大難題。

重慶創造性地開辟了一條由內陸直達歐洲腹地的國際鐵路物流大通道—中歐班列（渝新歐）。得益于便利的通道，此后重慶與歐盟的商貿往來日益頻繁。數據顯示，2022年重慶與歐盟進出口總額1247.58億元，歐盟成為重慶第二大貿易伙伴。

“歐盟很多跨國企業非常重視重慶，不少已經在重慶投資落戶。”市商務委相關負責人說，比如巴斯夫、西門子等全球知名企業都在重慶有投資，巴斯夫還在長壽區設立了巴斯夫聚氨酯（重慶）有限公司。

有的歐盟企業不僅在重慶投資布局，還為重慶經濟發展建言獻策。比如蘇伊士集團原主席兼首席執行官梅斯特雷向重慶市政府建議，希望重慶能夠成立市長國際經濟顧問團，吸收更多來自全球企業的發展經驗。

重慶果斷采納了這一建議，重慶市市長國際經濟顧問團會議應運而生。如今，它已持續十余年，成為重慶與跨國公司、世界500強等企業學習溝通共促發展的重要平臺。

重慶與歐盟還不定期舉行經貿懇談會。市商務委相關負責人介紹，比如2021年雙方通過線上舉行了懇談會，中國歐盟商會近40家會員企業參加。

澳大利亞：與渝交流文旅、經貿和投資

今年2月，重慶市文化旅游委、澳大利亞駐成都總領事館、澳大利亞旅游局簽署《關于促進文化和旅游的合作備忘錄》，三方擬每年共同舉辦“渝見澳洲”少年推介官選拔活動及文旅行業培訓活動，實現兩地旅游交流和文化交往常態化。

“重慶與澳大利亞文旅資源豐富，且具有很強的互補性，互為彼此重要旅游目的地和客源地。”市文化旅游委副主任秦定波表示，這次三方簽約將開啟重慶和澳大利亞文旅交流合作的新篇章。

雙方在文旅方面的合作還有不少，比如重慶在澳大利亞掛牌成立“重慶文化旅游悉尼推廣中心”，在澳大利亞舉辦“美麗中國—山水之城·美麗之地”重慶文化旅游推介會。

經貿合作方面，2022年重慶與澳大利亞進出口總額202.9億元，增長14.3%，是重慶第十大進出口國家或地區。

相互直接投資方面，澳大利亞伊士頓電梯集團在重慶設立了重慶伊士頓電梯有限責任公司。該公司60米高的電梯實驗塔，已成為南岸區茶園的標志性建筑之一。中冶賽迪為澳大利亞懷阿拉1000萬噸鋼廠項目提供規劃、設計、咨詢等服務。該項目將采用低碳和綠色能源工藝，打造面向未來的綠色智能高效的鋼鐵制造基地。

墨西哥：重慶在拉美地區最大貿易合作伙伴

2022年7月在渝舉辦的第四屆西洽會上，墨西哥代表團堪稱陣容強大—墨西哥參議長桑切斯在開幕式上視頻致辭，墨西哥駐華大使施雅德率團來渝參會，中國墨西哥商會組織20多家墨西哥企業組團來渝參展參會，舉辦墨西哥國家館開館儀式、中國（重慶）—墨西哥投資貿易洽談會、中國墨西哥商會重慶辦公室揭牌等系列活動……

這次大會，墨西哥是主賓國。“主賓國可看作展會的第二個‘東道主，墨西哥愿意擔任第四屆西洽會的主賓國，也是因為墨西哥與重慶一直來往密切。”市商務委相關負責人說。

據了解，2022年重慶與墨西哥進出口總額136.4億元，增長6.2%。目前，墨西哥是重慶在拉美地區最大貿易合作伙伴。

雙方的合作不止經貿領域。2020年，重慶市豐都縣與墨西哥瓜納華托市締結友好關系。2022年2月，中墨建交50周年之際，重慶啟動“友城亮燈儀式”，嘉陵江北岸樓宇外墻點亮“慶祝中國與墨西哥建交50周年”的中文和西班牙語字幕，重慶大劇院外墻亮起墨西哥國旗主色調綠、白、紅三色燈光，配合具有墨西哥國家傳統元素的圖案滾動播放。2013年11月，重慶市與墨西哥新萊昂州正式締結為友好市州。

“重慶是中國最具活力的城市之一，在中國內陸開放中發揮著獨特而重要的作用，重慶擁有美好的未來。”施雅德說。
