中國在尊重和互利的基礎上與世界各國開展合作

2023年3月，全國人民代表大會和中國人民政治協商會議順利舉行。會議審議了政府過去五年的總體政策，并對未來五年的政府工作作出了展望。在全國人民代表大會上，習近平第三次當選國家主席，這反映了中國共產黨內部形勢的穩固、黨員的信心以及他們對習近平主席的支持。

習近平主席是一位偉大的領袖，他帶領中國走向繁榮昌盛，其中最重要的就是實現全面脫貧和提出“一帶一路”倡議。2013年，習近平主席提出“一帶一路”倡議，這是歷史上最大的經濟工程。它的基礎是中國政府提出并尋求實施的“雙贏”政策——實現所有人的利益。

今年是“一帶一路”倡議實施的十周年。一些人就如何加強這一倡議的建設提出了建議。國務委員兼外交部部長秦剛在近日的一次新聞發布會上說，在過去十年中，倡議拉動近萬億美元投資規模，形成3000多個合作項目，為沿線國家創造42萬個工作崗位，讓將近4000萬人擺脫貧困。

今年，中國將以主辦第三屆“一帶一路”國際合作高峰論壇為契機，與有關各方一道推動“一帶一路”取得更豐碩的成果。

這一倡議為成千上萬的阿拉伯青年提供了巨大的機會，讓他們能夠完成在中國的教育，更多地了解中國的文化，了解中國在共產黨及習近平主席的領導下實現的偉大復興。

In March,2023,the “National People’s Congress” and the“Chinese People’s Political Consultative Conference” were held.During the sessions,the government’s general policy was reviewed during the past five years,and a future vision for the government’s work in the next five years was drawn up.On the National People’s Congress,Xi Jinping was elected president for a third term,with a rate of 100%,which reflects the solidity of the internal situation in the Communist Party of China(CPC),and the confidence of its members and their rallying around President Xi Jinping.

We see President Xi as a great historical leader who was able to move China to the ranks of great powers and achieve outstanding achievements for his country,the most important of which was the eradication of poverty and the Belt and Road Initiative.

The Belt and Road Initiative,put forward by President Xi in 2013,is the most significant economic project in history.It is based on achieving profit for all by following the “win-win”policy that the Chinese government proposes and seeks to implement.

This year will be the 10th anniversary of the “Belt and Road” initiative.Several advisors have put forward proposals on how to strengthen the construction of this initiative.Chinese State Councilor and Foreign Minister Qin Gang said at a recent press conference that in the past ten years,the Belt and Road initiative had stimulated investment of nearly one trillion US dollars,established more than 3,000 cooperation projects,provided 420,000 job opportunities for participating countries,and extracted About 40 million people out of poverty.

This year,China will take the opportunity to host the third “Belt and Road” Forum for International Cooperation to jointly work with interested parties to push for more fruitful results under the initiative.

兩會選舉出了新一屆國家機構和全國政協領導人，這是中國政治、經濟和社會生活發展的新階段。今后五年，中國將努力實現全面建設社會主義現代化國家。

此外，通過對過去五年政府工作的全面、準確回顧，我們不難發現經濟、社會和安全水平上的正向指標。盡管新冠疫情肆虐，但過去五年中國的國內生產總值年均增長率仍然超過了5%。當我們積極看待中國取得的成就，也會感受到下一個五年計劃的政府工作規模宏大、振奮人心。我們期待中國取得更多的成就，因為這將對世界各國產生積極影響，包括我們阿拉伯國家。

我們非常關心中國的經濟發展，關心中國環境保護的計劃，關心中國對世界和平的追求。我們對中國經濟也有很多疑問：中國經濟的運行和增長情況如何？中國將如何幫助許多國家發展基礎設施？

中國還宣布將加大吸引和引用外資，加快現代工業體系建設，推進國家發展模式的綠色轉型。

中國已經從以高速發展為中心轉變為以高質量發展為中心，即“從高速發展向高質量轉變”。這將使中國產品在質量上與其他國家的產品具有競爭力。我們相信，今年中國將進一步擴大對外開放。

我們的國家和人民對中國式現代化十分感興趣，這種現代化與西方現代化有很大的不同，“一帶一路”倡議、全球發展倡議以及全球安全倡議也備受關注。我們愿借鑒中國的經驗，繼續深化中阿戰略伙伴關系。

我們相信，中國將繼續主持公道，支持中東國家通過對話協商推動熱點問題政治解決。中國完全尊重中東國家主人翁地位，推動促進中東安全穩定、與中東國家開展合作，實現中東地區的發展與繁榮。在中國的努力下，沙特與伊朗關系重回正軌，為中東地區的和平與穩定鋪平了道路，為本地區國家通過磋商和協商解決爭端和分歧，建立睦鄰友好關系樹立了良好的榜樣。

我們積極看待中國解決國際問題的倡議，并對此充滿信心。鑒于中國的和平政策和原則立場，特別是在阿拉伯問題上的立場，中國是世界上最能被接受的國家。

Here we must refer to the incredible opportunities provided by this initiative for thousands of Arab youth to complete their educational attainment in China,which allowed them to learn more about the culture of this country and to know the remarkable renaissance achieved by China under the leadership of CPC and its Secretary General,President Xi Jinping.

Members of the new Chinese government were also elected during the “Two Sessions” to carry out the tasks entrusted to it.This establishes a new stage in China’s political,economic and social life.The next five years will be the completion of building the Chinese state to be modern according to the highest standards.

Moreover,a comprehensive and accurate review of the government’s work during the past five years found many positive indicators on the economic,social,and security levels.For example,despite the spread of the Covid-19 epidemic,the average annual growth in China over the past five years was more than 5%.

The next five-year plan for the government’s work is ambitious,significant,and encouraging,especially as we look positively at the successes achieved by China,and we expect more achievements from it because this will reflect simply on all countries of the world,including our Arab countries.

We care very much about China’s economic development,China’s plans to preserve the environment,and its pursuit of peace in the whole world.We also have many questions about the Chinese economy;how well is it functioning and growing significantly? How does China help many countries develop their infrastructure?

China also announced that it would make more significant efforts to attract and utilize foreign capital,accelerate the construction of a modern industrial system,and promote the green transformation of the country’s development model.

China has shifted from focusing on development to “highquality development,” meaning “the transition from quantity to quality.” This will make Chinese goods competitive in quality with the products of other countries.We believe that Beijing will continue to adhere to reform and further expand opening-up this year.

Our countries and peoples are interested in Chinese modernization,which differs significantly from Western modernization,as well as the Belt and Road Initiative,the Global Development Initiative,and the Global Security Initiative.We are willing to learn from the Chinese experience and continue to deepen the strategic partnership between China and Arab countries.

兩會通過的決議不僅會影響中國內政，也會影響那些認同中國主張和平解決國際沖突等理念的世界各國，這也有利于結束美國單邊霸權主義給中東各國帶來不幸的時代。

中國將堅持不干涉別國內政的外交政策，這有利于促進和平與穩定。國內政策以中國式現代化為代表。中國外交部部長秦剛指出，一個擁有14億多人口的國家整體邁進現代化，這將是人類歷史上前所未有的壯舉，具有巨大的世界意義。中國式現代化破解了人類社會發展的諸多難題，打破了“現代化=西方化”的迷思，創造了人類文明新形態。

中國在國際舞臺上仍是一個發展中的新興國家，中國有權提高自己的聲音，秦剛指出，當今中國正日益走近世界舞臺的中央，我們比以往更容易“上熱搜”、被圍觀，但我們手中的麥克風還不夠多，音量還不夠響，舞臺上還有不少“麥霸”，關于中國的噪音、雜音還不少。當提到中國青年在傳達中國真實聲音方面的作用時，秦剛指出，在我們這個時代，提升中國的國際話語權，當代中國青年義不容辭。中國式現代化一不靠戰爭，二不靠殖民，三不靠掠奪，中國堅持和平、發展、合作、共贏，堅持人與自然和諧共生，這是一條有別于西式現代化的嶄新道路。祝愿在中國共產黨及習近平主席領導下的友好的中國人民一切順利。

We are confident that China will continue to support the efforts of the countries of the Middle East to resolve hot issues politically through discussion and consultation because China respects the status of those countries as the masters of the region and is keen to enhance security and stability in them and cooperate with their governments to achieve development and prosperity.With Chinese efforts,the return of Saudi-Iranian relations to the right track paved the way for peace and stability in the Middle East and set an excellent example of how countries in the region can resolve disputes and differences and achieve good neighborly relations and friendship through discussion and consultation.

We look positively at Chinese initiatives to solve global problems,and we count on them because China is the most acceptable country in the world,given its peaceful policy and moral positions,especially on Arab issues.

The resolutions issued by the “Two Sessions” will not only have an impact on Chinese internal affairs but will also affect the whole world,which now looks at China as a country that sponsors peace and seeks to resolve international conflicts,and ends the era of American unilateral hegemony,which caused misfortune to all countries in the Middle East.

It seems that Beijing will not abandon its foreign policy of non-interference in the internal affairs of countries while encouraging peace and stability.The domestic policy is represented by a commitment to modernization in the Chinese way.The Chinese Foreign Minister mentioned,that achieving modernization for a country that embraced more than 1.4 billion people as a whole will be a great act that is unparalleled in human history,and it will acquire massive global connotations.The “Chinese-style modernization” has solved many dilemmas facing human development,breaking the stereotype that“modernization equals westernization” and creating a new pattern for human civilizations.

Considering that China is still a developing and emerging country on the international stage,and it has the right to raise its voice more,the Chinese Foreign Minister expressed that at present,China is approaching the heart of the world stage day after day,so we have become in a more interesting and eye-catching position than any other previous period.But the number of microphones in our hands is not enough,and their sound is not loud enough,and there are still a large number of microphones in the theater,so there is still a lot of noise around China.Regarding the role of youth in conveying the authentic voice of China,the foreign minister pointed,promoting China’s right to speak at the international level is an inevitable responsibility on the shoulders of Chinese youth in our time.The Chinese-style modernization does not seek the help of war,colonialism,or plunder but rather is committed to peace,development,cooperation,and win-win,and is committed to the harmonious coexistence between man and nature,which has formed a new path that differs from Western-style modernization.We wish all the best to the friendly Chinese people under the leadership of the Communist Party of China and its General Secretary,President Xi Jinping.
