“塞上楓橋”新警務

“節假日期間，我們在鎮北堡影城、鳳凰幻城、110國道等重點區域和重要路段，投入無人機開展多頻次高密度交通巡邏，通過實時畫面回傳、高空喊話、空中巡邏和隱患排查等應用，有效解決警力不足、定點監控盲區等難點痛點問題。”銀川市公安局交警支隊支隊長隋宏陸介紹，交警分局創新推出的無人機實戰應用，在疏堵保暢、警情處置、交通宣傳等方面發揮了突出作用，成為銀川交警提高交通管理水平、更好服務人民群眾的得力助手。

2024年以來，銀川市公安局以構建“專業+機制+大數據”新型警務運行模式為牽引，以夯實基層基礎為保障全力打造“塞上楓橋”新警務，以新質公安戰斗力護航高質量發展。

警民共治" 走好網上群眾路線

靈武市公安局西郊派出所地處城鄉接合部，轄區流動人口多，治安狀況復雜，而派出所警力有限。“通過發掘社會潛力，發動社會力量參與基層社會治理工作，是解決警力不足的一種有效方式，也是提升群眾安全感、構建社會治安防控體系的必由之路。”西郊派出所所長師學林說。

以往社區民警挨家挨戶走訪巡查工作量大，現在西郊派出所通過線下走訪征集轄區治安積極分子1300余人，建立了線上微信工作群1362個，開拓了一條響應有速、處置有方的新路子，成為推動轄區社會治理的有效載體。

“人在外地要怎么開無犯罪記錄證明？”“孩子上戶口需要哪些手續和材料？”“聽說你們現在有上門辦證服務……”無論是對業務存在疑惑，還是遇到了困難麻煩需要解決，只要是群眾的呼聲，在社區微信工作群里都能得到回應。

目前，銀川全市600余個由社區民警牽頭建立的警民微信工作群，覆蓋村（社區）干部、平安樓棟長（村居長）、網格員、物業管理人員以及居民住戶、企業員工代表等18萬名，社區民警能夠在第一時間解決群眾急難愁盼問題。同時，銀川公安還通過建立銀川市公安局門戶網站開通“平安銀川”政務微博、微信公眾號及短視頻平臺等方式，讓群眾更加便捷地了解公安工作，參與到社會治理中來。“平安銀川”快手號被中央網信辦評為“2023年度走好網上群眾路線百個成績突出賬號”。

科技賦能" 創新警務運行模式

“3月18日早高峰期間，因長城路與正源街路口西北側仍在施工，封閉了4條車道，造成車輛通行緩慢，但經指揮中心及時加派現場警力疏導，并實時調控信號燈，整體通行平穩有序。”銀川市公安局交警分局指揮中心主任張強說。

2023年，銀川市公安局交警支隊抽調骨干民警進駐指揮中心，科學設置專崗，著力打造一支“懂實戰、能指揮、會研判”的指揮隊伍，將指揮調度工作特別是緊急警情的指揮調度，作為警務機制改革創新的重點強力推進，突出分局、大隊兩級扁平化指揮調度，推動實現調警更順暢、處警更精細、用警更科學。

“警官同志，我家老人離家出走了，還留言不讓我們家人找……”近日，家住金鳳區的一名群眾撥打110報警電話焦急地說道。原來是其父親因為一些家庭瑣事便賭氣出走了。為了盡快找到老人，金鳳區公安分局合成作戰中心快速反應，第一時間對走失人員的穿著服裝、攜帶物品、言行特征、性格習慣等信息進行取證，并迅速開展全面排查，十余個小時后成功找到老人。

銀川市公安局緊緊圍繞加強技術支撐、優化互動響應流程、完善市縣兩級合成、突出全量綜合賦能等重點任務目標，全面重塑“五大中心”運行體系，推動構建人員力量集中、手段技術集約、數據資源集成的新型警務運行模式，加快形成和提升新質公安戰斗力。

多點發力" 下好齊抓共管“一盤棋”

“樓上那兩口子天天晚上吵架，摔東西，鬧得可兇了。”近日，賀蘭縣公安局城關派出所社區民警在轄區入戶走訪時，獲悉轄區居民劉某經常與丈夫吵架，嗅到“火藥味”的社區民警多次從中調和。但“清官難斷家務事”，調解幾度停滯。社區民警請來了轄區的“家事清”——賈奶奶。賈奶奶是名老黨員，曾在檢察院工作，在轄區威望極高。退休后，她自愿加入轄區的群防群治隊伍。在社區民警、賈奶奶以及司法調解員的共同努力下，最終劉某和丈夫之間的矛盾被妥善解決。

“我們派出所聯動街道、社區、司法等部門力量構建矛盾糾紛多元化解體系，持續加強矛盾糾紛調處化解，定期對轄區鄰里糾紛、家庭矛盾、情感糾葛、婚戀糾紛等易引發危害社會穩定的案事件開展回訪，確保事態不升級、矛盾不激化。”金鳳分局黃河東路派出所所長石瑞說。

近年來，銀川市公安局始終堅持“專群結合、警民共治”理念，創新打造“塞上楓橋”新警務，廣泛開展平安文化培育，成功創建全國“楓橋式公安派出所”2個，自治區級“楓橋式公安派出所”5個、市級“楓橋式公安派出所”15個，建成“石榴籽”警務室28個，探索總結原隆村警務室“三送三問三到位、三進三查三組織”，青山警務室“12345”等一批典型工作法，培育“青山大媽”“金盾余暉”“滿城衛士”等群防群治隊伍794支。2023年全市共排查化解各類矛盾糾紛2.1萬余起，化解率連續5年達98%以上。

服務保障" 多舉措助力企業發展

“‘銀企安’服務平臺特別好用，民警發現問題上傳平臺后我們馬上整改，太方便了。”近日，在銀川市金鳳區開旅館的常先生說。為了更好地為群眾辦實事、為企業解難題，銀川公安著眼持續優化法治化營商環境，研發“銀企安”服務平臺，服務企業零距離。

2023年10月25日，銀川市公安局“銀企安”服務平臺啟動，平臺設置“辦事指南、一網通辦、警企110、企業警管家、風險預警、執法檢查、警企互動、辦不成事”8個模塊，實現大貨車通行證辦理及互聯網網上營業場所新建、變更等61項業務一網通辦，有效提升行政審批效率；25項公安行政檢查事項權責依據、執法痕跡一網可查，新業態、消防和娛樂場所等3項高頻監督檢查事項全程網辦，著力提高規范執法水平。

“他們掙的都是辛苦錢，我既要守護他們的安全，也要幫他們看好‘錢袋子’。”興慶分局大新鎮派出所輔警侯海彪在工地施工期間，定期在線上給轄區工人轉發反電詐日報、宣傳片、警情通報，提醒大家增強防范意識；在線下，他手把手地教工人們下載安裝“國家反詐中心”客戶端（App），為他們講解反詐知識。兩年來，侯海彪累計勸阻受騙群眾近200人，挽損金額100余萬元，牢牢守護了工友的“錢袋子”。

治理重心在基層，治理重點在服務。近年來，銀川公安不斷延伸服務觸角，聚焦銀川發展所需、企業所急，制定出臺服務保障高質量發展十二項措施，探索建立經偵工作站、“警稅檢”前置工作站，搭建“云上”警務站15個，精準把脈重大工程、重點企業新訴求，針對實際問題提供定制化、精細化服務。2024年以來，銀川公安先后推出“平安商圈”“平安工地”“平安醫院”“安全課堂”等特色品牌服務，組織警力實地走訪企業850余次，開展法治安全宣傳900余場次，服務職工達3萬余人次，解決各類困難200余個。

We used live video streaming， aerial announcements， and flying patrols to address issues like insufficient police presence and blind spots in surveillance，\"said Sui Honglu， director of the Traffic Police Detachment of the Yinchuan Public Security Bureau. According to Sui， the innovative use of drones has played a significant role in traffic control， emergency response， and traffic safety campaigns. Drones have become an effective tool for the Yinchuan traffic police to improve traffic management and better serve the community.

Since 2024， the Yinchuan Public Security Bureau has been operating under a new policing model based on professionalism， institutionalism， and big data with a view to a new policing approach characterized by the Fengqiao experience， which symbolizes successful social governance practices.

A Community Policing Policy

The West Suburb Police Station of Lingwu Public Security Bureau， situated in Lingwu under the jurisdiction of Yinchuan city， is positioned at the interface of urban and rural zones. The understaffed station faces challenges due to a high population turnover and complex public security conditions. \"Getting community members to help maintain grassroots social order is a great way to make up for the lack of police manpower. It also helps us create a stronger system for managing security issues， which means everyone stays safer，\"remarked Shi Xuelin，" director of the West Suburb Police Station.

Contrasted with the overwhelming workload in the past， where community police officers had to visit every household， the station has now set up 1，362 online WeChat work groups by engaging over 1，300 volunteers in their jurisdiction. This approach has proved effective in social governance.

How can I obtain a police clearance certificate if I'm absent from home？ What procedures and documents are required for my kid's household registration？ Do you offer door-to-door registration services？ Questions like these， whether they're about business or personal matters， are promptly addressed in the community's WeChat work groups.

Community police officers have also established over 600 WeChat work groups across Yinchuan city， covering 180，000 individuals from all walks of life. This enables community police officers to promptly address the residents' urgent concerns. Furthermore， the Yinchuan Public Security Bureau has opened the Safe Yinchuan official accounts on popular social media platforms such as Weibo， WeChat， and various video-sharing platforms. These initiatives aim to facilitate better communication with the public and encourage their participation in social governance. The Safe Yinchuan account on Kuaishou， a short video app， was honored by the Cyberspace Administration of China as one of the \"Top 100 Outstanding Online Public Service Accounts in 2023.\"

A New Policing Model with Cutting-Edge Technology

\"During the morning rush hour on March 18th， due to ongoing roadwork at the intersection of Changcheng Road and Zhengyuan Street on the northwest side， we had to close off four lanes， which slowed down traffic quite a bit. But， thanks to the quick response from our command center， we dispatched extra police forces to help direct traffic on-site and made real-time adjustments to the traffic lights. As a result， we were able to restore smooth traffic flow，\"explained Zhang Qiang， director of the traffic police sub-bureau command center of" Yinchuan Public Security Bureau.

In 2023， the Traffic Police Detachment assigned seasoned police officers to positions in the command center newly equipped with cutting-edge technology. This was to cultivate a professional commander team of efficient management. This marked a pivotal advancement in policing mechanism reform， emphasizing the decentralization of command at both the sub-bureau and detachment levels. Ultimately these initiatives streamlined police dispatching processes and enhance efficiency in field operations.

\"Officer， my elderly father ran away from home and left a note telling us not to look for him...\"Recently， a resident from Jinfeng district anxiously called the police emergency number with this problem. It turned out that his father had sneaked out because of family issues. To locate the missing person as soon as possible， the Jinfeng district public security sub-bureau， in coordination with the commander center， promptly conducted a comprehensive investigation based on information about the person's appearance and behavioral patterns. After just over 10 hours， the elderly individual was successfully found.

To comprehensively reshape the operational system of the \"five major centers\"（namely the police investigation center， the operations coordination center， the intoxication prevention center， the fraud investigation center， and the medical assistance center） the Yinchuan Public Security Bureau is rigorously focused on key tasks and objectives： upgrading technology， optimizing interactive response systems， enhancing coordination at the municipal and county levels， and emphasizing comprehensive empowerment across all sectors. The overarching goal is to foster the establishment of a new policing operational model characterized by the integration of a robust police force， cutting-edge technology， and available data resources， ultimately leading to the formation of a new operational capability.

A Collaborative Policing Approach

On a household visit， community police officers from the Chengguan Police Station of Helan County Public Security Bureau learned of a Ms Liu's frequent quarrel with her husband. \"The couple" upstairs squabble every night. They throw things around. It's really disruptive，\"complained one resident to the officers. Having tried in vain to mediate the situation， the community police sought the help of \"Family Affairs Expert\"Mrs. Jia， a highly respected retired Party member who previously worked in the legal system. Mrs. Jia volunteered to join the community's collaborative policing program after retirement. With the collaborative efforts of the community police， Mrs. Jia， and judicial mediators， the conflict between Ms Liu and her husband was successfully resolved.

\"At our police station， we work closely with community workers and various judicial departments to set up a diverse system for resolving community disputes. Plus， we make sure to follow up regularly on cases that could threaten social stability. Our aim is to keep a tight handle on these issues and make sure they're well managed，\"stated Shi Rui， Director of the Huanghe East Road Police Station of the Jinfeng Public Security Sub-Bureau.

In recent years， the Yinchuan Public Security Bureau has innovatively pioneered a new policing approach. By adhering to collaborative policing principles and forging strong ties with the community， the Bureau has successfully established two national-level Fengqiao-style police stations， five at the autonomous region level， fifteen at the municipal level， and 28" coordination centers.

Furthermore， by adopting a range of exemplary work methods from other police stations， they've formed 794 community collaborative policing teams and effectively resolved over 21，000 conflicts and disputes in 2023， achieving a remarkable resolution rate of over 98% for five consecutive years.

Customized Security Service for Enterprises

To better assist business owners with their problems and concerns， the Yinchuan Public Security Bureau has developed the Yinqi'an App， a multifunctional service platform aimed at providing real-time assistance to enterprises and enhancing the legal business environment. \"The Yinqi'an App is super easy to use for us business owners. If there are any violations， the police quickly let us know and upload the details on the app. That way， we can fix things right away，\"remarked Mr. Chang， who operates a hotel in Jinfeng district of Yinchuan city.

The Yinchuan Public Security Bureau launched the Yinqi'an service platform on October 25， 2023. It has eight major features： Service Guide， One-Stop Online Services， Business 110， Enterprise Housekeeper， Risk Warning， Law Enforcement Inspection， Police-Business Interaction， and Problems Unresolved. One-Stop Online Services covers 61 registration procedures， such as issuing permits for commercial trucks and establishing or modifying internet-based business premises， greatly enhancing administrative efficiency.

Additionally， information on 25 administrative inspections conducted by the public security department， including their legal basis and enforcement records， is readily accessible online. Furthermore， three high-frequency inspection focuses related to new business formats， fire safety， and entertainment facilities can now be fully processed online.

\"You know， they work hard for their money. I feel obliged to make sure they're safe and their hard-earned money is secure，\"said Hou Haibiao， an auxiliary police officer at the Daxin town epolice station of Xingqing sub-bureau. At construction sites within his jurisdiction， he made a real effort to raise awareness about fraud. He regularly shared anti-fraud information with the construction workers and assisted them in installing the National Anti-Fraud Center app. Over the past two years， Hou has prevented nearly 200 people from becoming victims of various scams， saving over 1 million yuan in losses.

Initiating security services at the local level is the primary focus of the Yinchuan Public Security Bureau. In recent years， the bureau has expanded its service coverage and implemented 12 high-quality development initiatives to better meet the needs of enterprises for the advancement of Yinchuan city. With a specific emphasis on providing security for major construction projects and key enterprises， they offer customized services. Additionally， the establishment of 15 service platforms， including economic investigation and preparatory tax inspection workstations， as well as cloud-based police stations， underscores their commitment to efficient service.

Since 2024， the Yinchuan Public Security Bureau has launched a variety of public security services， spanning business districts， construction sites， hospitals， and classrooms. They have conducted over 850 police visits to enterprises， organized more than 900 safety awareness campaigns， served over 30，000 employees， and effectively addressed a wide range of concerns or problems across different categories.
