一元復(fù)始，萬象更新。值此辭舊迎新之際，我謹(jǐn)代表山東省人民政府和1億多山東人民，向關(guān)心支持山東發(fā)展的港澳同胞、臺(tái)灣同胞、海外僑胞和社會(huì)各界朋友，致以誠摯的問候和新年的祝福！

剛剛過去的一年，是全面貫徹黨的二十大精神的開局之年，也是三年新冠疫情防控轉(zhuǎn)段后經(jīng)濟(jì)恢復(fù)發(fā)展的一年。一年來，全省上下深入落實(shí)習(xí)近平總書記對(duì)山東工作的重要指示要求，堅(jiān)定貫徹黨中央、國務(wù)院決策部署，在省委領(lǐng)導(dǎo)下，齊心協(xié)力推動(dòng)綠色低碳高質(zhì)量發(fā)展先行區(qū)建設(shè)取得扎實(shí)成效，在山東發(fā)展史上書寫了濃墨重彩的一筆。

這一年，鐫刻著我們“牢記囑托走在前”的奮進(jìn)足跡。習(xí)近平總書記對(duì)山東發(fā)展寄予厚望，賦予我們“走在前、開新局”的光榮使命；2023年9月再次親臨視察指導(dǎo)，充分體現(xiàn)了對(duì)山東發(fā)展的高度重視和對(duì)山東人民的深情厚愛。我們牢記總書記囑托，深入落實(shí)黃河重大國家戰(zhàn)略，以綠色低碳高質(zhì)量發(fā)展先行區(qū)建設(shè)為總抓手，扎實(shí)推進(jìn)新時(shí)代社會(huì)主義現(xiàn)代化強(qiáng)省建設(shè)，以實(shí)際行動(dòng)堅(jiān)定擁護(hù)“兩個(gè)確立”、堅(jiān)決做到“兩個(gè)維護(hù)”。我們?cè)鷮?shí)開展學(xué)習(xí)貫徹習(xí)近平新時(shí)代中國特色社會(huì)主義思想主題教育，引導(dǎo)黨員干部學(xué)思想、強(qiáng)黨性、重實(shí)踐、建新功，全省上下干事創(chuàng)業(yè)的熱情持續(xù)高漲，億萬齊魯兒女昂揚(yáng)奮進(jìn)在強(qiáng)省建設(shè)的新征程上。

這一年，彰顯著我們“攻堅(jiān)克難促發(fā)展”的責(zé)任擔(dān)當(dāng)。我們堅(jiān)定信心、保持定力，統(tǒng)籌做好優(yōu)供給、擴(kuò)需求、穩(wěn)增長、提質(zhì)效、化風(fēng)險(xiǎn)各項(xiàng)工作，聚力推進(jìn)十大創(chuàng)新、十大擴(kuò)需求、十強(qiáng)產(chǎn)業(yè)“三個(gè)十大”行動(dòng)計(jì)劃，全省經(jīng)濟(jì)持續(xù)回升、鞏固向好。預(yù)計(jì)全年地區(qū)生產(chǎn)總值邁上9萬億元臺(tái)階，糧食總產(chǎn)達(dá)到1131億斤，市場經(jīng)營主體超過1460萬家，新能源和可再生能源發(fā)電裝機(jī)總量突破9000萬千瓦，高鐵通車?yán)锍掏黄?800公里、躍居全國首位，高質(zhì)量發(fā)展的含金量更高、驅(qū)動(dòng)力更強(qiáng)、后勁更充足。

這一年，記錄著我們“自立自強(qiáng)求突破”的創(chuàng)新實(shí)踐。我們深入實(shí)施創(chuàng)新驅(qū)動(dòng)發(fā)展戰(zhàn)略，加快山東科技大市場建設(shè)，推動(dòng)以企業(yè)為主導(dǎo)的產(chǎn)學(xué)研深度融合，向全國重要的區(qū)域創(chuàng)新高地扎實(shí)邁進(jìn)。創(chuàng)新平臺(tái)提檔擴(kuò)容，全國重點(diǎn)實(shí)驗(yàn)室達(dá)到21家，國家企業(yè)技術(shù)中心達(dá)到202家，國家鹽堿地綜合利用技術(shù)創(chuàng)新中心落地山東。創(chuàng)新成果加速涌現(xiàn)，布局實(shí)施110個(gè)重大科技項(xiàng)目、3個(gè)科技示范工程，在工業(yè)母機(jī)、先進(jìn)核能、基因編輯等領(lǐng)域取得一批標(biāo)志性成果。創(chuàng)新主體不斷壯大，高新技術(shù)企業(yè)、科技型中小企業(yè)分別突破3萬家和4.5萬家，人才資源總量超過1500萬，齊魯大地?zé)òl(fā)出創(chuàng)新創(chuàng)造的蓬勃生機(jī)。

這一年，激蕩著我們“改革開放勇爭先”的澎湃音符。我們強(qiáng)化改革賦能，深化國資國企、內(nèi)外貿(mào)一體化、要素市場化配置等領(lǐng)域改革，大力推進(jìn)“高效辦成一件事”，建立政企常態(tài)化溝通交流機(jī)制，加快數(shù)字政府建設(shè)，全領(lǐng)域推進(jìn)“無證明之省”建設(shè)，營商環(huán)境整體水平穩(wěn)居全國第一方陣。我們強(qiáng)化開放引領(lǐng)，積極融入共建“一帶一路”，實(shí)施“境外百展”市場開拓計(jì)劃，推動(dòng)上合示范區(qū)開放創(chuàng)新，高起點(diǎn)建設(shè)濟(jì)南新舊動(dòng)能轉(zhuǎn)換起步區(qū)，深化自貿(mào)試驗(yàn)區(qū)改革創(chuàng)新，“齊魯號(hào)”中歐班列開行突破2500列，開放發(fā)展活力進(jìn)一步釋放。

這一年，書寫著我們“踐行兩創(chuàng)興文化”的生動(dòng)故事。我們勇?lián)碌奈幕姑鷮?shí)推進(jìn)文化“兩創(chuàng)”，加快文化強(qiáng)省建設(shè)，著力打造中華民族現(xiàn)代文明高地。加強(qiáng)文化傳承創(chuàng)新，國家文化公園、“四廊一線”文化體驗(yàn)廊道建設(shè)加力提速，“山東文脈”工程深入實(shí)施，世界互聯(lián)網(wǎng)大會(huì)數(shù)字文明尼山對(duì)話、尼山世界文明論壇影響廣泛。加快文旅深度融合，旅游發(fā)展大會(huì)、北京推介會(huì)進(jìn)一步擦亮“好客山東 好品山東”品牌，“山海之間皆美景”的山東詩意出彩，選擇山東、創(chuàng)業(yè)齊魯成為普遍共識(shí)。

這一年，詮釋著我們“一枝一葉總關(guān)情”的為民初心。我們把讓老百姓過上好日子作為一切工作的出發(fā)點(diǎn)和落腳點(diǎn)，努力把暖民心、解民憂、惠民生的實(shí)事好事辦到群眾心坎上。財(cái)政用于民生支出占比穩(wěn)定在80%左右，20項(xiàng)重點(diǎn)民生實(shí)事扎實(shí)落實(shí)；城鎮(zhèn)新增就業(yè)超過 120萬人，新開發(fā)城鄉(xiāng)公益性崗位61.9萬個(gè)，9類困難群體救助保障標(biāo)準(zhǔn)穩(wěn)步提升，基層醫(yī)療機(jī)構(gòu)住院報(bào)銷比例提高到85%以上；藍(lán)天、碧水、凈土保衛(wèi)戰(zhàn)成效顯著，美麗山東底色更加靚麗，人民群眾獲得感成色更足、幸福感更可持續(xù)、安全感更有保障。

艱難方顯勇毅，磨礪始得玉成。回首過去一年，每一個(gè)拼搏的日子都閃閃發(fā)光，每一段難忘的記憶都溫潤人心，每一位奮斗者都值得點(diǎn)贊！成績來之不易，是習(xí)近平總書記掌舵領(lǐng)航、黨中央堅(jiān)強(qiáng)領(lǐng)導(dǎo)的結(jié)果，是在省委正確領(lǐng)導(dǎo)下、全省人民苦干實(shí)干的結(jié)果，也離不開海內(nèi)外朋友和社會(huì)各界人士的關(guān)心、支持和幫助。在此，謹(jǐn)向大家表示衷心感謝！

征途漫漫，惟有奮斗。2024年是中華人民共和國成立75周年，是實(shí)施“十四五”規(guī)劃的關(guān)鍵之年。新的一年，我們將堅(jiān)持以習(xí)近平新時(shí)代中國特色社會(huì)主義思想為指導(dǎo)，深入落實(shí)習(xí)近平總書記對(duì)山東工作的重要指示要求，錨定“走在前、開新局”，堅(jiān)持穩(wěn)中求進(jìn)、以進(jìn)促穩(wěn)、先立后破，深入實(shí)施黃河重大國家戰(zhàn)略，加快綠色低碳高質(zhì)量發(fā)展先行區(qū)建設(shè)，統(tǒng)籌擴(kuò)大內(nèi)需和深化供給側(cè)結(jié)構(gòu)性改革，統(tǒng)籌新型城鎮(zhèn)化和鄉(xiāng)村全面振興，統(tǒng)籌高質(zhì)量發(fā)展和高水平安全，穩(wěn)扎穩(wěn)打、踏踏實(shí)實(shí)，著力塑造現(xiàn)代產(chǎn)業(yè)、有效需求、數(shù)字經(jīng)濟(jì)、鄉(xiāng)村振興、區(qū)域協(xié)調(diào)、改革開放、綠色低碳、民生福祉、安全發(fā)展和輿論宣傳新優(yōu)勢(shì)，推進(jìn)中國式現(xiàn)代化山東實(shí)踐邁出新步伐。

New Year Address

As a new year begins， everything takes on a new look. As we ring in the new year， I would like to， on behalf of Shandong Provincial People’s Government and over 100 million people of Shandong， extend my sincere regards and New Year wishes to our fellow countrymen and women in the Hong Kong and Macao special administrative regions， in Taiwan， and overseas， as well as to friends from various sectors for your interest in and support for Shandong’s development.

The year just past is the first year for fully implementing the guiding principles laid down at the Party’s 20th National Congress， and also a year for economic recovery and growth after the easing of pandemic controls. Over the past year， the whole province has implemented the important instructions and requirements of General Secretary Xi Jinping for Shandong’s work， and put into action the decisions and directions from the CPC Central Committee and the State Council. Led by the CPC Shandong Provincial Committee， we have pushed the building of the pilot zone for green， low-carbon and high-quality development forward in a concerted effort and achieved solid progress， leaving an indelible chapter in the development history of Shandong.

This year has recorded our efforts of keeping the instructions in mind and taking the lead. General Secretary Xi Jinping has high expectations for Shandong’s development， and gave Shandong the mission of “taking the lead and opening up new prospects”. He visited Shandong again in September 2023， demonstrating his high regard for Shandong’s development and his deep affection for the people of Shandong. We always bear in mind General Secretary Xi Jinping’s instructions， fully implement the major national strategy of ecological conservation and high-quality development in the Yellow River basin， and， by facilitating the building of the pilot zone for green， low-carbon and high-quality development， make solid steps in building Shandong into a strong modern socialist province in the new era. With concrete actions， we firmly support establishing Comrade Xi Jinping’s core position on the Party Central Committee and in the Party as a whole and establishing the guiding role of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era， as well as uphold General Secretary Xi Jinping’s core position in both the Party Central Committee and the Party as a whole as well as the authority of the Party Central Committee and its centralized， unified leadership. We have launched theoretical study programs for studying and implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era， and encouraged the Party officials to learn the theories， strengthen their Party spirit， and make new achievements. People across the province have been motivated to pursue development endeavors with enterprising spirit and enthusiasm， and they are marching vigorously forward in the new journey of building a strong province.

This year has seen us shoulder the responsibility of surmounting challenges and difficulties to make progress. We have stayed confident and focused， and coordinated efforts to improve supply， expand demand， stabilize growth， enhance quality and efficiency， and mitigate risks. We have focused on 3 major actions plans， namely exploring new ground in 10 areas， taking 10 actions to boost demand， and developing 10 major industries， thus the economy of Shandong has shown a momentum of steady improvement. It is expected that the regional GDP will reach 9 trillion yuan throughout the year， the total grain output 56.55 billion kilograms， the number of market entities over 14.6 million， the total installed capacity of new energy and renewable energy power generation over 90 million kilowatts， and the mileage of high-speed rail over 2，800 kilometers， ranking first in the country. We have added more substance， driving force and momentum to high-quality development.

This year has been filled with our relentless pursuit of innovation， aiming for breakthroughs through self-reliance and self-improvement. We have implemented the innovation-driven development strategy， accelerated the building of the big science and technology market in Shandong， promoted closer enterprise-led collaboration between industries， universities， and research institutes， and taken solid steps towards becoming an important regional innovation hub in China. Innovation platforms have been upgraded and expanded. There are 21 key national laboratories and 202 national enterprise technology centers in Shandong， and the National Technological Innovation Center for Comprehensive Utilization of Saline-Alkali Land was inaugurated in the province. Innovation achievements have been emerging rapidly. We have launched 110 major scientific and technological projects and 3 technological demonstration projects. A number of landmark achievements have been made in fields such as machine tools， advanced nuclear energy， and gene editing. The number of innovative entities has continued to grow. The number of new and high-tech enterprises and small and medium sci-tech enterprises exceeded 30，000 and 45，000 respectively， and the total number of human resources has surpassed 15 million. The land of Shandong is vibrant with innovation and creativity.

This year has resounded with the exciting symphony of pushing for reforms and opening-up. We have advanced reforms in various sectors， such as state-owned assets and enterprises， integration of domestic and foreign trade and market-based allocation of production factors. Great efforts have been made to facilitate “getting things done efficiently” and establish a regular communication mechanism between the government and enterprises. We have accelerated the building of digital government， rolled out reform of “certificate exemption services” across the board， and the overall business environment of our province has ranked among the top in China. We have reinforced the leading role of opening-up， and become an active player in the Belt and Road cooperation. We have launched a market expansion plan of hosting 100 plus exhibitions overseas， made China-SCO Local Economic and Trade Cooperation Demonstration Area more open and innovative， built Jinan Start-up Area for Growth Drivers Transformation with forward-looking plans， and advanced reforms and innovation in the China （Shandong） Pilot Free Trade Zone. The “Qilu”China-Europe Railway Express has completed more than 2，500 services. These efforts have further released the vitality for opening-up and development.

This year has written a vivid story of our practice of"creative transformation and development of traditional Chinese culture". Shandong has taken on new missions of promoting innovative cultural advancement， building an outstanding cultural sector， and contributing to the enrichment of modern Chinese civilization. We have strengthened cultural inheritance and innovation through building a national cultural park as well as cultural experience corridors along the Yellow River， the Grand Canal， the Great Wall of Qi， the Yellow Sea and Bohai Sea， and the Qingdao-Jinan railway line， implementing "Shandong Cultural Lineage" project， and elevating the influences of World Internet Conference Nishan Dialogue on Digital Civilization and Nishan Forum on World Civilizations. We have accelerated the deep integration of culture and tourism through holding Shandong Tourism Development Conference and promotional event in Beijing to highlight the "Friendly Shandong， Remarkable Shandong" brand. Shandong is endowed with breath-taking natural scenery between the mountains and the sea as well as a unique poetic charm. Choosing Shandong for work and for life has become a general consensus.

This year has witnessed our commitment to the founding aspiration of serving the people. To secure a better life for our people is what we aim to achieve in everything we do. We have endeavored to deliver concrete benefits that warm the hearts of the people and solve the concerns about their livelihoods. The proportion of public financial expenditure on people’s livelihoods remained stable at around 80%. Twenty key livelihood-improving initiatives were implemented. Over 1.2 million new jobs were created in urban areas， while 619，000 jobs for public welfare purposes were added in urban and rural areas. The standards of assistance and protection provided to 9 disadvantaged groups were raised. The proportion of reimbursement for hospitalization in primary healthcare institutions increased to more than 85%. Remarkable progress was made in the all-out fight to keep our skies blue， our waters clear， and our land pollution-free. The people of Shandong are gaining a stronger sense of fulfillment， happiness and security in this province that becomes more beautiful everyday.

Great courage and perseverance are revealed from hardships， and only after polish can a jade presents its beauty. Looking back on the past year， shining were the days of hard work， unforgettable were the warm memories， worthy of praise was everyone striving for better tomorrows！ The hard-won achievements are the result of General Secretary Xi Jinping’s visionary instructions and the strong leadership of the CPC Central Committee， hard work of the Shandong people under the guidance of the CPC Shandong Provincial Committee， as well as the care， support and assistance of friends from all walks of life at home and abroad. Here， I would like to express my heartfelt thanks to all of you！

Taking the next step is the only way to finishing a long journey. The year 2024 marks the 75th anniversary of the founding of the People’s Republic of China， and a critical year for the implementation of the 14th Five-Year Plan. In the new year， we will follow the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era， earnestly implement the instructions of General Secretary Xi Jinping for the work of Shandong， focus on “taking the lead and opening up new prospects”， and adhere to the general principle of seeking progress while maintaining stability， promoting stability through progress， and establishing the new before abolishing the old. We will carry out the national strategy of ecological protection and high-quality development of the Yellow River Basin， and step up the building of the pilot zone for green， low-carbon， and high-quality development， coordinate the expansion of domestic demand and the deepening of supply-side structural reforms， integrate new forms of urbanization and overall rural revitalization， and balance high-quality development and high-standard security. Our steady and down-to-earth work will help shape new advantages in modern industries， effective demand， digital economy， rural revitalization， coordinated regional development， reform and opening-up， green and low-carbon development， people’s well-being， safe development， and public opinion， thus writing a new chapter of the Shandong’s practice of Chinese modernisation.

Without the accumulation of soil and rocks， Mount Tai does not stand tall； without the convergence of rivers and streams， the ocean does not become deep. Shandong， a land of natural blessings and inclusiveness， is proactively serving and integrating into the new development paradigm. By building and making better use of the China （Shandong） Pilot Free Trade Zone， China-SCO Local Economic and Trade Cooperation Demonstration Area， Jinan Start-up Area for Growth Drivers Transformation and other open platforms for international cooperation， we strive to break new ground for opening-up and share our opportunities with the world for a win-win future. We warmly welcome friends at home and abroad to the "Friendly Shandong， Remarkable Shandong". Learn about the cultural legacies of the Qi and Lu States， take a look at our lush mountains and blue sea， feel the pulse of our development and surging momentum， experience our folk customs and warm hospitality， and meet with your second hometown and people of utmost integrity. We will continue to foster a market-oriented and law-governed business environment up to international standards， making Shandong the first choice for investment and business， a fine destination for innovation and entrepreneurship， as well as a happy home for life. Shandong will become a place of dreams where every go-getter and visionary can realize their goals for a successful career and a wonderful life.

The land of Shandong holds deep affection for its people， bursting with new vitality everyday. The new journey leads to new dreams， and the new year nurtures new hopes.
