Establishing the SCO TEMP International Institute to Explore New Ways of International Development for Education

To further the cooperation on international education and people-to-people exchanges between China and the world, the Preparatory Group of the International Institute under the Trade and Economic Multifunctional Platform for the SCO Countries (SCO TEMP) was inaugurated in Chongqing on March 6.

Deng Rui, President of the SCO TEMP Education Alliance and Leader of the SCO TEMP International Institute Preparatory Group said when receiving the exclusive interview by the journalist that the original goal of setting up the SCO TEMP International Institute is to offer a cross-culture communication platform to teenagers from different countries. By doing so, it aims to stimulate teenagers enthusiasm for innovation and improve their capabilities in innovation and cross-culture communication capability, thus cultivating a new generation of teenagers with the “Shanghai Spirit”.

Creating a New Model for the International Exchange and Cooperation in Education

In 2022, the SCO TEMP and the Chongqing Municipal Education Commission established a working mechanism, forming the SCO TEMP Education Cooperation Working Group. They also coordinated the joint establishment of the SCO TEMP Education Alliance, which includes committees focusing on education services, basic education, vocational education, higher education, international education, and educational think tank associations. The aim is to strategically advance international education cooperation between Chongqing and SCO member states.

“Strengthening international cooperation in education marks a significant consensus among heads of state of the SCO members.” Deng Rui shared that with well-organized planning, the SCO TEMP Education Alliance has been steadily advancing various initiatives and generating initial results.

In 2023, the Alliance organized school trips for adolescents and children in the SCO countries themed on “SCO children heading toward the future together”. A total of 27 adolescents and children from the SCO countries such as China, Kazakhstan, Kyrgyzstan, and Myanmar experienced natural landscapes, cultural traditions, and development achievements in the new era in Chongqing and across China, fostering emotional and cultural connections between each other. This event provided insights and examples for international education exchange and cooperation between China and SCO countries, as well as new models of education for youth.

Establishing the International Institute to Gather Excellent Education Resources at Home and Abroad

Deng Rui said that the SCO TEMP Education Alliance is leading the establishment of the SCO TEMP International Institute, aiming to engage the SCO and Belt and Road participating countries in subject-based education, technological innovation, talent development, vocational training, and traditional cultural exchange. The goal is to cultivate industry leaders with a global strategic vision.

From April 24 to 28, Deng Rui led his delegation to visit South Korea, making several achievements through exchanges with organizations under the Ministry of Education of the Republic of Korea and related universities. The Alliance will actively introduce Korean language resources and set up a Korean learning center in Chongqing, hence meeting the demands of all members of the Alliance in learning Korean, studying abroad, researching, and exchanging in Korea. Meanwhile, the first overseas liaison office of the Alliance will be set up in Koreas Myongji University to explore new ways of international education cooperation and to help the education sector of Chongqing and Southwest China embrace the world.

In the future, the SCO TEMP Education Alliance will collaborate with qualified schools to facilitate cultural exchanges among SCO youth. In higher education, the Alliance will partner with institutions like the Center of Chinese and Greek Ancient Civilizations at Southwest University to extend the reach of the International Institute to Belt and Road partner countries, thus improving its global influence. In secondary vocational education, it will work with schools like Chongqing Womens Vocational Senior School to initiate international cooperation projects to help women and children in third-world countries. Additionally, a supervisory task force will be established, inviting heads of renowned schools and experts from various fields for supervisory purposes and attracting more education leaders to join the SCO talent pool.

“We aim to gather top-notch education resources from home and abroad through the SCO TEMP International Institute, exploring new models for the international development of education, and fostering greater openness in Chinese education,” said Deng Rui.

為加強(qiáng)國際教育合作，促進(jìn)中外人文交流，3月6日，上海合作組織國家多功能經(jīng)貿(mào)平臺(tái)（以下簡稱：上合經(jīng)貿(mào)平臺(tái)）國際書院籌備工作組在重慶揭牌成立。

上合經(jīng)貿(mào)平臺(tái)教育工作聯(lián)盟主席、上合經(jīng)貿(mào)平臺(tái)國際書院籌備組組長鄧睿在接受記者專訪時(shí)表示，建設(shè)上合經(jīng)貿(mào)平臺(tái)國際書院的初衷，是希望給不同國家的青少年提供一個(gè)跨文化交流的平臺(tái)，激發(fā)青少年創(chuàng)新意識(shí)、創(chuàng)新能力和跨文化交流能力，培育具有“上海精神”的青少年一代。

打造教育國際交流合作創(chuàng)新范本

2022年，上合經(jīng)貿(mào)平臺(tái)與重慶市教委共建工作機(jī)制，成立教育合作上合工作組，并統(tǒng)籌教育服務(wù)、基礎(chǔ)教育、中職教育、高等教育、國際教育、教育智庫聯(lián)合會(huì)等工作委員會(huì)聯(lián)合發(fā)起成立上合經(jīng)貿(mào)平臺(tái)教育工作聯(lián)盟，系統(tǒng)謀劃推進(jìn)重慶與上合組織國家間教育國際合作。

“加強(qiáng)國際教育合作是上合組織成員國元首的重要共識(shí)。”鄧睿表示，上合經(jīng)貿(mào)平臺(tái)教育工作聯(lián)盟長遠(yuǎn)系統(tǒng)謀劃教育國際合作，有序推進(jìn)各項(xiàng)工作走深走實(shí)，成果初顯。

2023年，該聯(lián)盟組織舉辦“上合兒童手牽手 并肩前行向未來”上合組織國家少年兒童游學(xué)活動(dòng)，27位來自中國、哈薩克斯坦、吉爾吉斯斯坦、緬甸等上合組織國家的少年兒童親身感受中國及重慶的自然風(fēng)貌、人文傳統(tǒng)、新時(shí)代建設(shè)成就等，增進(jìn)彼此情感認(rèn)同和文化認(rèn)同。這為中國和上合國家間教育國際交流合作以及青少年教育模式創(chuàng)新提供了思路和范本。

建國際書院匯聚國內(nèi)外優(yōu)質(zhì)教育資源

鄧睿表示，上合經(jīng)貿(mào)平臺(tái)教育工作聯(lián)盟正牽頭打造上合經(jīng)貿(mào)平臺(tái)國際書院，面向上合組織及共建“一帶一路”國家開展學(xué)科教育、科技創(chuàng)新、人才培養(yǎng)、職業(yè)培訓(xùn)、傳統(tǒng)文化交流傳播等，培養(yǎng)具有全球戰(zhàn)略的各行業(yè)領(lǐng)袖人才。

4月24日至28日，鄧睿率團(tuán)赴韓訪問，通過與韓國教育部所屬組織機(jī)構(gòu)及相關(guān)高校進(jìn)行交流，達(dá)成多項(xiàng)合作成果。教育工作聯(lián)盟將積極引進(jìn)韓語資源，在渝設(shè)立韓語學(xué)習(xí)中心，滿足聯(lián)盟各成員單位韓語學(xué)習(xí)以及赴韓留學(xué)、研學(xué)、交流等需求。同時(shí)，在韓國明知大學(xué)設(shè)立教育工作聯(lián)盟首個(gè)海外聯(lián)絡(luò)辦公室，推動(dòng)國際教育創(chuàng)新合作，助力重慶及西南地區(qū)教育高水平對(duì)外開放。

未來，上合經(jīng)貿(mào)平臺(tái)教育工作聯(lián)盟將與具有資質(zhì)的學(xué)校合作，為促進(jìn)上合青少年間的人文交流搭建橋梁。在高等教育方面，該聯(lián)盟將聯(lián)合西南大學(xué)中希文明互鑒中心等，將國際書院拓展到共建“一帶一路”國家，擴(kuò)大國際書院的影響力；在中職教育方面，將聯(lián)合重慶女子職業(yè)高級(jí)中學(xué)等，與第三世界國家在婦女兒童援助方面開展國際合作項(xiàng)目；同時(shí)，成立督導(dǎo)工作組，邀請(qǐng)國內(nèi)外知名學(xué)校校長、各領(lǐng)域?qū)＜医M建督導(dǎo)系統(tǒng)隊(duì)伍，吸引更多教育領(lǐng)袖進(jìn)入上合組織人才庫。

“希望通過上合經(jīng)貿(mào)平臺(tái)國際書院，匯聚更多國內(nèi)外優(yōu)秀教育資源，探索教育國際化創(chuàng)新發(fā)展模式，促進(jìn)中國教育更高水平開放。”鄧睿表示。
