從1981年第一家中外合資企業落戶青島，山東外資已走過30個年頭。

經歷了30年的發展，回過頭來看看，引進利用外資并非完美無缺。在外資的涌入中，有急于求成的魚龍混雜，也有急功近利的殺雞取卵。但當引進外資的增速放緩、外資企業非正常撤離已不是個案時，我們就不得不重新審視與調整外資的利用和發展。

如今的外資引進利用已進入一個新的平臺，領域不斷放寬，限制越來越少，質量越來越高。隨著山東產業結構的調整，外資結構也需要不斷優化。我們要做的，就是給外資創造一個更加寬松和諧的發展環境，引導鼓勵外資投向新興產業，讓外資在服務經濟發展中盡顯價值。

Since the first Sino-foreign joint venture enterprise settled in Qingdao in 1981， the foreign investment of Shandong has developed for 30 years. With the help of foreign investment， we have a very amount of capital to expand the production. Countless factories have been established and countless commodities have been produced. Our social life has also become more colorful.

However， when the growing speed of introducing foreign investment becomes slow and the foreign-owned enterprises leave in an abnormal way， we have to reexamine and readjust the utilization and development of the foreign investment.

Nowadays， the foreign investment introducing and utilization have entered a new platform. More fields have been opened， the restrictions have become fewer， and the quality has become higher and higher. With the adjustment of Shandong’s industrial structure， the structure of foreign investment also needs to be optimized. What we should do is to create an easy and harmonious development environment for the foreign investment， lead and encourage the foreign enterprises to invest on the infant industries， and let the foreign investment show its value in the economic development.
